Bako Sahakyan: Artsakh will do everything to deepen ties

President of the Artsakh (Nagorno-Karabakh) Republic, Bako Sahakyan,
received on October 15 President of the Armenian General Benevolent
Union, Perch Sedrakyan, and Director of the AGBU Armenian
Representation, Ashot Ghazarian, to discuss implementation of various
programs in the NKR.

The meeting subsequently continued in an enlarged format with the
participation of nearly a hundred AGBU representatives.

Bako Sahakyan introduced the current stage and prospects of Artsakh’s
socio-economic development. He also referred to foreign policy issues.

According to Artsakh President, the Armenian General Benevolent Union
is among the oldest Armenian organizations, which plays an invaluable
role in maintaining Armenian national identity in the Diaspora,
international recognition and condemnation of the Genocide, objective
presentation of the Artsakh issue. The organization also has a
tangible input in strengthening the Armenia-Artsakh-Diaspora trinity
and boosting socio-economic development of the Motherland.

Mr Sahakyan said Artsakh was interested in deepening ties and
expanding cooperation with the organization and everything possible
would be done in this direction.

At the end of the meeting, Artsakh President answered the questions
raised by the attendees.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirossyan, other officials partook at the event,
Artsakh President’s Press Service reports.

The Government of Armenia has offered the Russian gas monopolist
Gazprom OJSC to conclude a long-term contract on delivery of energy
resources, Igor Levitin, Advisor to the Russian President, said after
II Armenian-Russian Interregional Forum on Saturday.

He said that during the forum the Armenian party and the Gazprom
representatives also discussed the future price of the gas delivered
to Armenia. When commenting on this problem for ArmInfo’s
correspondent, Levitin said that at present Gazprom and the Government
of Armenia have a short-term contract for 1 year. He said that in
general, the Russian party accepts Armenia’s offer on a switch to a
long- term contract basis. At the same time, however, Levitin did not
say whether the prices will annually be revised in this case or they
will remain unchanged within the next few years. He did not specify
the gas price for Armenia in 2013.

Today Armenia buys Russian gas for $180 per 1 thsd cu m. Several
Armenian news agencies reported that the price in 2013 would be
revised into $320.

In the meantime, Levitin said that Armenia has a good potential for
promoting the trade and economic relations with Russia. The increase
in the foreign trade turnover will contribute to creation of free
trade zones. To demonstrate a good example of cooperation, Levitin
pointed out the work of the South Caucasus Railway, the concessionaire
of the Armenian Railway, whose sustainable activity allows increasing
the cargo turnover.

To note, according to the Armenian official statistics, the foreign
trade turnover between Armenia and Russia in 2011 made up $1.1 bln
(20% y-o-y growth). The balance of trade made up negative $670 mln.

La Commission d’Etat à la Coordination des événements consacrés au
100ème anniversaire du Génocide arménien a tenu sa deuxième session

Le 20 septembre 2012, la Commission d’Etat à la Coordination des
événements consacrés au 100ème anniversaire du Génocide arménien a
tenu sa deuxième session dans le nouveau btiment du Matenadaran. La
session a été conduite par le président de la commission, président de
l’Arménie Serge Sarkissian.

Avant la discussion des questions incluses dans l’ordre du jour, le
Président a informé qu’après la première session le secrétariat de la
Commission d’Etat a pris quelques mesures pour fonder des commissions
régionales dans différents pays.

Les participants à la réunion ont parlé des candidats existants et
potentiels du groupe Expert attaché à la Commission d’Etat. Les
propositions pour étendre le nombre des experts ont été soumises et
adoptées. Selon la décision du président de l’État des représentants
d’associations (Homenetmen, UGAB Jeunes et Homenmen) ont été inclus
dans la Commission tenant compte de l’importance de la participation
de la jeunesse arménienne dans les événements consacrés au 100ème
anniversaire du Génocide arménien. Le président de fondation Pyunik et
bienfaiteur Gabriel Jambarjyan est aussi devenu membre de la
Commission.

L’Azerbaïdjan et la Turquie ne vont pas prendre de mesures radicales à
l’occasion de l’ouverture de l’aéroport de Stepanakert

L’Azerbaïdjan et la Turquie n’entreprendront pas de mesures radicales
si l’Aéroport de la République du Nagorno-Karabakh commence à
fonctionner a déclaré le Chef du Comité Permanent des Affaires
étrangères de l’Assemblée nationale d’Arménie Artak Zakarian.

« Si l’Azerbaïdjan, malgré tout, prend des mesures radicales, elle
ruinera réputation déjà touchée après l’affaire Safarov sur l’arène
internationale » a-t-il dit.

Selon lui, les actions agressives contre l’aviation civile sont en
désaccord avec toutes les normes de la loi internationale et la
communauté internationale ne l’acceptera pas.

Le nouvel aéroport de Stepanakert servira au commencement 100
passagers par l’heure et le trafic de passagers sera assuré par Air
Artsakh.

Les investissements pour la construction de l’aéroport se sont élevés
à presque 5 millions de $.

RF-Armenia econ coop program vital document for future – minister

The programme of economic cooperation between Russia and Armenia up to
2020 is a vital document looking into the future, Russian Transport
Minister Maxim Sokolov said.

“This document covers all aspects of relations between our countries
and maps out prospects for their development until the year 2020,”
Sokolov said at the 2nd Russian-Armenian inter-regional forum “Russia
and Armenia” Inter-Regional Dialogue-2012″ on Saturday.

“This is a systemic document that sets ambitious indicators for
increasing mutual trade and investments,” Armenian Prime Minister
Tigran Sargsyan said. “It identifies all main areas of economic
cooperation.”

He believes that “regions should take an active part in drafting and
implementing an action plan. This can provide a solid basis for
further dialogue.”

According to Sokolov, the two countries should focus on “developing
joint innovative projects” such as the Group of Companies
“GeoPromining” which “has been operating in Armenia since 2007 and is
one of the largest Russian investors”.

He recalled that “the enterprises of the Group have resumed operation,
upgraded mining and dressing equipment, reorganised business
processes. What is particularly encouraging, and this is intertwined
with the topic of innovations, is that the Ararat gold mill has
introduced a new innovative ore dressing technology called Albion.”

Another example is the creation and launch of a free economic zone at
the Yerevan Research Institute of Mathematical Machines, which is
played host to the Russian-Armenian inter-regional forum. Control of
the institute has been transferred to Russia as payment for Armenia’s
state debt and is now run by the company Sitronics.

Integration opens new ways for Armenia’s economy – Min Transport

Integration processes on the post-Soviet space open new opportunities
for Armenia’s economy, Russian Transport Minister Maxim Sokolov said.

As co-chairman of the inter-governmental commission for economic
cooperation Sokolov took part in the 2nd Russian-Armenian
inter-regional forum on Saturday.

“At present, integration processes have actively developed on the
post-Soviet space. Russia, Belarus and Kazakhstan are forming the
common economic space. In the future this will be a common market with
common economic and legal norms within which people, goods and
services will move free,” the Russian minister stressed.

“In several days the free trade agreement will come into effect. I
believe that these events open new possibilities for the Armenian
economy,” he noted.

In his words, “we’ll discuss all opportunities with our colleagues.”

`Martouni veterinary service station’ state non-governmental
organization Valerik Khachatryan, director of the `Breeding station’
CJSC under the ministry of agriculture Grigory Kasparyan,

TEHERAN,(AFP) – Le président iranien Mahmoud Ahmadinejad se rendra la
semaine prochaine en Azerbaïdjan pour participer à un sommet
économique régional et au Koweït pour assister à un sommet des pays
asiatiques, a rapporté samedi l’agence officielle Irna.
`Le président participera le 16 octobre au vingtième sommet de
l’Organisation de la coopération économique (ECO) à Bakou, en
Azerbaïdjan, pour exposer les positions de l’Iran sur le développement
de la coopération entre les pays membres`, a déclaré Mohammad Reza
Forghani, directeur des affaires internationales de la présidence
iranienne.
L’ECO regroupe l’Iran, la Turquie, le Pakistan, l’Afghanistan,
l’Azerbaïdjan, le Kazakhstan, le Kirghizstan, le Tadjikistan, le
Turkménistan et l’Ouzbekistan. `M. Ahmadinejad participera ensuite le
17 octobre au premier sommet du Dialogue de coopération en Asie (ACD)
au Koweït et y prononcera un discours pour proposer des moyens de
renforcer la coopération entre les pays asiatiques`, a-t-il ajouté.
Créé en 2002, l’ACD, qui regroupe les pays d’Asie, la Russie, l’Iran
et les pays du Golfe, a pour objectif de développer la coopération et
le dialogue entre les pays du continent asiatique. Selon M. Forghani,
le président Ahmadinejad, dont le pays préside le mouvement des pays
non-alignés, aura également une série d’entretiens bilatéraux lors de
ces deux sommets.
Les relations sont tendues entre l’Iran et l’Azerbaïdjan, une ancienne
république soviétique à majorité musulmane chiite. Mardi, 22
islamistes présumés ont été condamnés en Azerbaïdjan à des peines
allant de 10 à 15 ans de prison pour avoir préparé des attentats
contre les ambassades d’Israël et des Etats-Unis dans ce pays, à
l’instigation de l’Iran, a indiqué un tribunal de Bakou.

Azerbaijani Foreign Ministry will strengthen efforts to stop illegal
visits to the occupied territories, the spokesman for Azerbaijani
Ministry of Foreign Affairs Elman Abdullayev told journalists on
Saturday.

He said instructions on intensification of efforts in this direction
were given to diplomatic missions of Azerbaijan in foreign countries.

According to Abdullayev, Azerbaijani Foreign Ministry has expressed
dissatisfaction to Lithuanian Foreign Ministry on the recent illegal
visit of Lithuanian musicians to Nagorno-Karabakh.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. – are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

delegation led by Deputy Assistant Secretary in the Bureau of European
and Eurasian Affairs Eric Rubin.

They expressed satisfaction on development of bilateral relations
between Azerbaijan and US in various fields.

They also noted that there were great opportunities for further
expansion of the relations in the economical sphere.

The sides also stressed importance of high level cooperation in the
energy sphere between the two countries.

They also exchanged views on current state of negotiations on
regulations of the Armenia-Azerbaijan, Nagorno-Karabakh conflict and
the other issues.
