Turkey grounds Armenian plane in growing de facto air blockade of Syria

A week after raising Russian ire by grounding a plane traveling from
Russia to Syria, Turkey grounded an Armenian airliner – this time in a
routine check arranged in a recently inked agreement.

A week after Turkey forced down a Syrian passenger jet allegedly
carrying illegal cargo, irking Russia and Syria, Turkey has brought
down an Armenian aircraft for inspection in an apparent expansion of a
de facto air blockade of Syria from the north.

The Turkish deputy prime minister said today that the Armenian plane,
which was reportedly carrying humanitarian aid, passed inspection and
was allowed to continue on to Syria, reports Reuters. Unlike the
earlier Syrian flight from Moscow, Armenian officials had been
informed ahead of time that the aircraft would be subject to
inspection, Turkish officials told Reuters. Armenian officials
confirmed this to news agency Armenpress.

The plane’s grounding appears to be part of an expansion of Turkish
efforts to do what it can to prevent weapons from reaching the regime
of Syrian President Bashar al-Assad. Over the weekend, Turkey and
Syria each banned the other’s aircraft from its own airspace.

Turkish newspaper Hurriyet Daily News reports that Armenia and Turkey
previously agreed that Armenia would provide humanitarian aid for
Syria as long as it allowed Turkey to do a routine security check on
every Syria-bound Armenian plane (the most direct flight path between
Armenia and Syria passes over eastern Turkey). Turkish Foreign
Ministry spokesman Tigran Balayan said the grounding was “nothing
extraordinary.”

Turkish Prime Minister Recep Tayyip Erdogan also slammed the United
Nations Security Council over the weekend for failing to act on the
Syrian crisis in accord with what he says is the world’s popular will,
writes The Guardian. Mr. Erdogan said that if the council was unable
to reach agreement on what to do about Syria because of the opposition
of one or two parties to intervention – a thinly veiled reference to
Russia and China, which have both vetoed previous Security Council
resolutions on Syria – the body should be reformed.

“If we leave the issue to the vote of one or two members of the
permanent five at the United Nations security council, then the
aftermath of Syria will be very hazardous and humanity will write it
down in history with unforgettable remarks,” Erdogan said. “It’s high
time to consider a structural change for international institutions,
especially for the UN security council.”

The situation in Syria has strained ties between Turkey and Russia,
whose relations have been warming since the end of the cold war.
Although Russian Foreign Minister Sergei Lavrov told Voice of Russia
that Turkish-Russian relations are “developing on a firm and solid
basis,” Russia’s intransigent support for the Assad regime is at odds
with Turkey and much of the world. This may be due to Russian
President Vladimir Putin’s personal suspicions of the West, The
Christian Science Monitor reported last week.

“Russia’s ongoing support for Assad is totally ideological,” says
[Alexander Golts, military columnist for the online newspaper
Yezhednevny Zhurnal]. “Putin is certain that all this turmoil with the
Arab Spring is the result of a CIA conspiracy, and he sees it as his
personal duty to struggle against it.”

The Monitor also notes that despite Russia’s insistence that there
were no weapons on board the Syrian plane, the legal situation
regarding the jet’s grounding remain murky.

“Russia’s position is that it’s illegal to force a plane to land in
this way. It’s only done if an aircraft diverges from its assigned
route or it represents a threat to the country it’s flying over,” he
says.

“On the other hand, it does seem that if the plane was carrying radar
parts from air defense systems, as reported, then that’s a military
cargo that shouldn’t be hauled aboard a civilian plane. Now it’s up to
lawyers to sort it out,” he adds.

In addition, Russia’s argument that there were no weapons on board may
be beside the point. According to Article 35 of the Convention on
International Civil Aviation, of which almost every UN member –
including Russia, Syria, and Turkey – are signatories, “No munitions
of war or implements of war may be carried in or above the territory
of a State in aircraft engaged in international navigation, except by
permission of such State.”

The convention does not define the terms “munitions of war or
implements of war,” but rather leaves them to be defined by each state
per its own regulations.

As a result, while Russia may be correct that the Syrian passenger
plane was transporting only radar parts – reportedly for an
anti-aircraft system – and not weapons or ammunition, those parts may
still run afoul of international law. While weapons and ammo are
undeniably “munitions of war,” Turkey could argue that an
anti-aircraft radar can also be considered an “implement of war,” as
its purpose is solely military (if defensive).

Major-General Artak Davtyan, Chief of the Operative Directorate of the
Main Staff of Armenia, said today that the military were practicing
attacks on Azerbaijani strategic facilities on October 1-13, News
Armenia reports.

The general said that Armenia is capable of attacking military and
petroleum facilities of Azerbaijan, News Armenia reports.

About 45,000 soldiers and 5,000 vehicles, aircraft and anti-tank
systems were mobilized for the military drills. Davtyan added that the
military trained mass missile attacks with radio silencing techniques.

reporter, one of the central districts of Brussels Sint-Jans-Molenbeek
had only Muslim candidates.

The photos of the election campaign posters he took showed the true situation.

`Either Jalal, or Husein, or Muhammad will win the elections. That’s
the true image of Europe’s future,’ he said.

Avanesyan pointed to the district administration head Philippe Moreau
as the only Belgian candidate, who long ago converted to Islam after
marrying a Muslim woman.

of Hayastan All Armenian Fund.

The events, to be brought into fruition at the initiative German

The proceeds from the concert will be directed to the “Children’s
Home” Gyumri orphanage. The funds for the program implementation were
raised by Amo and Tamar Grigoryans and as a result of a European
charity telethon.

YEREVAN.- Armenian Golden Grape Armas company has invested 15 million
euro in construction of brandy factory in Aragatsotn region.

The opening ceremony of the factory was attended by President Serzh
Sargsyan, Armenian News-NEWS.am correspondent reports. Company’s owner
Armen Aslanyan said they have stocked 1,000 tons of grapes out of
which 400 tons are harvested from the company’s vineyards. Grapes were
purchased from farmers on average for 140 AMD per kilo.

The factory is equipped with hail suppression stations to protect the crop.

The company has already reached export arrangements with American,
European and Russian clients.

Geopolitical Issues Araik Sargsyan has suggested Armenia deploy
peacekeepers to defend Syrian’s Armenian community, given RA mission
in Kosovo.

`The group may comprise 20-25 persons, who will guard
Armenian-inhabited districts and protect the residents,’ he said.

The expert further stressed the need for a local defense system to be
applied in those districts.

`Unfortunately, Syrian Armenians proved rather disorganized in
applying the system,’ he said, noting RA as the community’s only hope
today.

The Armenian army is able to hit military and economic, including oil
and gas facilities of probable enemy, Head of the Operative Unit, the
Armenian Armed Forces General Staff, Major General Artak Davtyan told
media, Monday, when presenting the results of the strategic command
and staff exercises of the Armenian Armed Forces on October 1-13.

He said the Armenian Armed Forces are able to make surgical military
strikes against the important facilities of the enemy in a distance of
300km and more. The past exercises included also such maneuvers.
Generally, Davtyan welcomed the high level of the exercises and called
them unprecedented due to involvement of up to 45,000 militaries of
the National Security and Police troops and nearly 5,000 units of
military hardware, aircrafts, drone aircrafts made in Armenia and
up-to-date anti-tank weapons. “The tasks set to the manpower were
fulfilled,” he said.

In response to ArmInfo’s question about the modernization trends of
the enemy’s armor and military hardware, Davtyan said that the
Armenian Armed Forces leadership is following acquisition of new armor
by the probable enemy and tries not to yield to it.

“I’d like to say that the above anti-tank weapons of our army are
designed for the fight against up-to-date models of tanks. I think
that modernization and improvement of our arms and military hardware
will keep growing,” he said.

YEREVAN. – A cargo plane loaded with fifteen tons of food headed from
Armenia to Aleppo, Syria, on Monday morning.

But before arriving in Aleppo, the aircraft, which is filled with food
collected at the initiative of the `Help Your Brother’ social
movement – which was formed about one month ago – , first landed in
Erzurum, Turkey, for a technical inspection, CEO Arsen Avetisyan of
Air Armenia Company, which conducts air cargo transport, told RFE/RL
Armenian service.

Turkey had informed the company that it will allow the aircraft’s use
of Turkish air space solely on the condition that it is permitted to
inspect the plane’s cargo.

The `Help Your Brother’ social movement is sending groats, sugar, oil,
vegetable oil, jam, pasta, and canned food to Syria.

After the inspection in Turkey, the aircraft is expected to land in
Aleppo in several hours.

held in the Democratic Republic of the Congo capital city Kinshasa, on
October 13 and 14, and Foreign Minister Edward Nalbandian represented
Armenia at the event.
On October 13, the OIF Summit decided to accept Armenia as full member
in the International Organization of La Francophonie, Armenian MFA
press service informs.
`I wish to extend my thanks for this expression of trust and
contentment in connection with our country’s joining the large
francophone family. We are proud that the Armenian civilization,
culture and language will have their place in the shared heritage of
La Francophonie.
It is apparent that Armenia is connected with France and the
French-speaking countries by special ties. Our destinies are linked by
the commitment toward peace, liberty, democracy, and protection of
human rights. As a full member in the Organization, Armenia will be
able to further deepen its cooperation with the member countries.

Armenia, together with the La Francophonie-member countries, will
