Armenian Foreign Minister Edward Nalbandian delivered a lecture on
Armenia’s foreign policy at the Matías Romero Diplomatic Academy
of Mexico. In attendance were Ambassadors accredited to Mexico,
high-ranking officials from the Ministry of Foreign Affairs, experts,
journalists, lecturers and students. The speech was followed by a
Q&A session.

Minister Nalbandian said, in part: “Having rich corruption experience
inside the country, Baku is trying to transfer it to the platform of
interstate relations, using it as a tool for laying the burden of its
own erroneous perceptions on others. Unfortunately, some politicians
in some countries fall in Azerbaijan’s trap, demonstrate weakness and
are unable to resist the ‘corruption temptations.’ Judging from its
internal experience, Azerbaijan considers that everything is being
sold and bought in interstate relations, as well.”

Reacting to the outrage of those present regarding the installation of
the statue of Azerbaijan’s ex-President and the monument to Khojalu
events in the capital of Mexico, the Armenian Foreign Minister said:
“The reactions in Mexico and the world are unequivocal. The issue
has been addressed by leading human rights experts and leading media,
including CNN, BBC, Associated Press, Reuters, Agence France Press,
Time, New York Times, Los Angeles Times, The Washington Post. The
list can be continued, and I can say I agree with the general opinion.”

“The plaque of the monument informs that the former KGB head is a
brilliant example of devotion to international peace, who has led
Azerbaijan towards democracy. It would be correct to add that many
human rights organizations have classified that country among the most
corrupt and most undemocratic countries of the world, that it has
become the world champion in using the threat of force and inciting
war,” the Armenian Foreign Minister stated.

a lecture on Armenia-EU cooperation at Yerevan State University Center
for European Studies.

At the event, Mnatskakanian briefed the students on different aspects
of Armenia-EU cooperation.

“Reforms in Armenia are a key point in foreign policy agenda of the
cooperation in question. Also, Association agreement talks currently
in progress will promote a higher level of ties with EU.

The agreement covers a number of issues including political dialogue,
external security, economy, obligating Armenia to implement European
legislation to promote formation of a unified legal field,” the
official said.

YEREVAN. – A recording has appeared within Armenia’s political circles,
and this recording has brought some clarity to the recent developments
unfolding around the country’s opposition Heritage and Free Democrats
parties, Chorrord Inknishkhanutyun daily reports.

“According to the information leak from the American side, the
American side had a recording of the private talk between [Heritage
leader] Raffi Hovannisian and [Free Democrats leader] Khachatur
Kokobelyan. According to the information leak, Raffi Hovannisian had
said that he has a problem with going to the parliamentary elections
with a new team and that the old team had carried out its tasks. In
his turn, Khachatur Kokobelyan approved this initiative by Hovannisian
noting that the new ‘Free Democrats’ have new faces and they can
‘lease’ them to Heritage.

[Also,] An arrangement was made that Hovannisian and Kokobelyan,
as the heavy artillery, will enter the [National Assembly] NA,
subsequently, they will give up [their parliamentary] mandates, in
the lead-up to the [next year’s] presidential elections, and engage
in the presidential elections.

As a result, the Americans did not intend to make a presidential
nominee out of [American Armenian] Raffi Hovannisian, and ‘the cards
got all mixed up’ right here,” Chorrord Inknishkhanutyun writes.

LATEST DEVELOPMENTS IN ARMENIA’S INFORMATION TECHNOLOGY

YEREVAN. – As compared with last year’s 281, a total of 380 companies
are operating this year in Armenia’s Information Technology (IT)
sector, Executive Director Bagrat Yengibaryan of the Enterprise
Incubator Foundation said Tuesday at session of the Armenian
Information Technologies Development Support Council.

As per Yengibaryan, the country’s high IT sector growth rate
is maintained, with 25 percent per year. In the case when this
sector’s gross product was worth $205 million in the year past, it
will exceed $250 million this year. In addition, the local companies
have strengthened in this market.

Close to 60 percent of Armenia’s IT products is exported, and primarily
to the US.

In the case when the number of Armenia’s IT specialists was 6,860 last
year, their number exceeds 7,800 this year. In the case when close
to 70 percent of these specialists worked for foreign companies three
to four years ago, this indicator has dropped to 50 percent at present.

And if we were to add the telecommunication sector, the number of
Armenia’s IT sector workers will surpass 10,000.

Also, Armenia stands out in the IT sector in terms of a high
involvement rate by women. In developed countries, the women’s
involvement in this sector does not exceed 10 percent, whereas it
surpasses 30 percent in Armenia.

As per Bagrat Yengibaryan, Armenia has several advantages with
respect to the IT sector. First, the country still uses the ex-Soviet
education infrastructures and, on their basis, it has created its
biggest advantage: specialized potential. “Armenia does not have
cheap labor. The salaries in Armenia are fairly high. But in the
segment where Armenia competes, it positions very interestingly in the
world, and it still has a relative advantage [in terms of] salaries,”
Yengibaryan noted.

According to paper sources, recently the NA Speaker has ‘secret’
meetings in NA garden. According to the witnesses Argamich speaks
with some strangers for hours, after which the stranger leaves,
then after some time is back and again talks to Hovik Abrahamyan.

According to the circulating news in NA, as far as PAP-RPA relations
are tense, Hovik Abrahamyan has to speak to Gagik Tsarukyan mediated,
to convince him to sign a new coalition memorandum. But Tsarukyan
won’t convince and doesn’t recede a centimeter from his precondition.

THE ARMENIAN ORTHODOX CHURCH TAKES PART IN THE WORLD COUNCIL OF CHURCHES
PRE-ASSEMBLY ORTHODOX MEETING

11-17 October 2012, the WCC Pre-assembly meeting of the Orthodox churches
was held on Kos island, Greece. 40 clergy, laymen and laywomen represented
the Orthodox Member Churches. Bishop Hovaguim Manoukian represented the Holy
See of Etchmiadzin and Ms. Salpy Eskidjian, the Holy See of Cilicia.

The participants discussed the Assembly theme, “God of life, lead us to
justice and peace,” and its implications for the ecumenical movement, the
member churches and their commitment to the world.

La poste ukrainienne « Ukrpost » a été mandatée des timbres consacrés
à l’anniversaire.

Hovhannes Aivasovsky, à l’origine Aivazian, peintre d’origine
arménienne qui a travaillé et a vécu en Crimée est né en 1817. Il est
célèbre pour ses peintures de la mer. Aivazovsky est né dans la ville
de Theodosia en Crimée dans une pauvre famille arménienne. Son frère
était l’Archevêque arménien Gabriel Aivazovsky. Aivasovsky est mort à
Theodosia en 1900.

Military activities piling up in the region

Russian Black Sea fleet destroyer Smetliviy, which has missile
capability, passed through Istanbul and the Çanakkale straits on Oct.
19 as a part of its Mediterranean patrol. It also took the same route
in July this year.

Its destination is not public knowledge, but it would not be
surprising to see it appear in the Eastern Mediterranean. This is
because there is the only relevant Russian military base in the whole
Middle East, in the port of Tartus in civil war-hit Syria.

Meanwhile, south of Syria, the U.S. is getting prepared to perform its
biggest joint military exercise ever with Israel, in which 3,500
troops are expected to take part, along with anti-missile batteries
and missile warships from the U.S. Navy. This is obviously a move by
U.S. President Barack Obama to deter Iran and sooth Israel, right on
the eve of elections on Nov. 6. The message is: `We don’t want to get
involved in another war, but we are ready to defend Israel.’

Along Syria’s northern borders, Turkey carried out another military
exercise – a small scale one involving tank battalions – on Oct. 18.
General Necdet Ã-zel, the Turkish Chief of General Staff, recently
completed his inspections of the naval forces, after the troops along
the Syrian border received orders from Prime Minister Tayyip ErdoÄ?an
to upgrade the war readiness of all forces.

On the other side of Turkey’s northeastern borders, Armenia recently
completed a military exercise against the growing influence of oil and
gas-rich Azerbaijan, which has had a fifth of its territory under
Armenian occupation for nearly 20 years now.

In Iraq, tension is growing between the Nouri al-Maliki government in
Baghdad and Massoud Barzani’s autonomous Kurdistan Regional Government
(KRG) in the north, by Turkish and Iranian borders.

Iran has been engaging in one military exercise after another and is
already testing new missiles.

I asked a ranking Turkish diplomat whether the whole region was
heading into a larger-scale conflict as a matter of infection from the
Syrian war. This region, by the way, is defined by the oil and gas of
the Arabian, Basra, Mezopotamia and Caspian basins, which represents a
serious portion of the total global energy output.

`Don’t worry,’ he said. `Nothing’s going to happen. Military exercises
have taken place in this part of the world for decades. Relax and have
a good weekend.’

He pretended as if he was not joking.

Unique Turkic-language Arabic-spelt Gospel found in Bashkortostan

Researchers at Bashkortostan’s national library have found a rare
edition of the Gospel in the archives of religious Turkic-language
Arabic-spelt books, the Zaki Validi National Library said on its
website.

The rare Gospel was discovered by researchers of the Manuscripts and
Rare Books Department in an archive of 40,000 books.

“It is a unique sample of Orthodox religious literature and a source
for studying the Muslim people’s languages, published by Scotch
missionaries back in the early 19th century,” Antonina Gezikova, the
head of the library’s Manuscripts and Rare Books Department, was
quoted as saying.

The Gospel, discovered in the Ufa archives, was published in the
Western-Kypchak version of the Turkic literary language, which is
close to the Karachai-Balkar and other Western Kypchak vernaculars,
she said. “The translation is very interesting and differs strongly
from all translations dating back to the early 19th century,” she also
said.

Gezikova said that at the start of the 19th century Russian Emperor
Alexander I allowed Western European missionaries to do their
missionary work among the Muslim ethnic groups in the North Caucasus.
In 1802, the Scotch Missionary Society got permission to open a
mission near Aul Karras Syltanayu outside Beshtau-Pyatigorsk. Printing
equipment was brought to the place in 1804, whose Arabic and Turkic
printers were no worse than European ones. In 1815, the Scotch
Missionary Society opened missions in Astrakhan and Orenburg. Four
Scotch families settled in Astrakhan, where printing equipment arrived
and a print house was set up, later named after missionary John
Mitchell.

“The books, brought out by the Mitchell Print House, are unique
samples of Orthodox religious literature, and they are also a source
for studying the Muslim people’s languages dating back to the early
19th century. The Edinburgh missionaries saved unique data about the
history and culture of Turkmens, Bashkir, Crimean and Astrakhan
Tatars, Armenians, Kabardinians, Ossetians and Greeks,” she said.

There are three books at Bashkortostan’s national library, that were
brought out by the Mitchell Print House. Besides the Gospel,
researchers have discovered the Holy Gospel, published in 1818, and
the Old Testament, published in 1819.
