YEREVAN. – A scientific conference devoted to the treatment and
prevention of cardiovascular diseases is underway Wednesday in
Armenia’s capital, Yerevan.

Professor Roland Asmar, Founder and Vice President of the International
Society of Vascular Health; Francois Camus, Scientific and Medical
Program Director at Servier independent pharmaceutical company of
France; and medical expert Gerard Topoudjian are likewise attending
the event. And these specialists from France were received by Health
Minister Derenik Dumanyan on Tuesday.

The Minister expressed a satisfaction that the French medical
specialists are cooperating with their Armenian colleagues. He informed
that, as of next year, state-planned screenings will be conducted
in Armenia for cardiovascular diseases, diabetes, and cervical
cancer. Also, he pointed to the programs outlined in oncology and
hematology, the Health Ministry pres service informs.

Roland Asmar noted that the objective of the International Society
of Vascular Health is to conduct research toward discovering
cardiovascular diseases and they cooperate with Armenian specialists
in this regard. Francois Camus informed that Servier independent
pharmaceutical company is conducting programs for Armenian physicians,
and is assisting in training specialists and conducting clinical
research. Gerard Topoudjian underscored the need for Armenian
specialists’ active participation in international symposiums and
making use of the world’s leading track-record.

Also, the interlocutors stressed the necessity to expand cooperation.

Francois Camus added that there is a likelihood of cooperation in
oncology as well.

International Vascular Healthcare Association, scientist of French
“Sarvia” Company and director of medical programs Francois Camus and
medical expert Gerard Topunjian took part in a scientific conference
dedicated to the treatment and prophylactics of cardiovascular
diseases, which was held in Yerevan. The Minister of healthcare of
the Republic of Armenia Derenik Dumanyan hosted the French experts
in the evening of October 23.

As the Ministry of Healthcare of the Republic of Armenia informed
“Armenpress” the Minister greeted the guests and expressed
his gratitude for all those long years of cooperation with the
Armenian scientists. Derenik Dumanyan emphasized that it is of
certain importance that primary medical directions of the Ministry of
Healthcare of the Republic of Armenia are in accord with the priorities
of both the International Vascular Healthcare Association and French
“Sarvia” Company. He mentioned that starting from the next year in
frames of the governmental program screenings of the cardiovascular
and diabetic diseases and cancer of the cervix of the uterus will
be initiated. The Minister of Healthcare of the Republic of Armenia
Derenik Dumanyan also introduced the future programs for oncology
and hematology.

During the meeting special attention have been paid to the continuation
of the present cooperation. The French experts expressed their
willingness to continue supporting Armenia in the realization of
various programs in future. As the Minister emphasized the importance
of cooperation in the sphere of oncology, Francois Camus announced
that French “Salvia” Company initiated cooperation with a number
of American laboratories in the realm of oncology for research and
discovery of new medicines and did not exclude the possibility to
cooperate with Armenia in that direction as well.

Vice-President of the Armenian National Assembly Edward Sharmazanov
called the Vice President of the Senate of the Czech Republic PÅ~Yemysl
Sobotka to express his appreciation in the in connection with the
just resolution on the case of the Azerbaijani criminal Ramil Safarov
adopted by the Committee on Foreign Relations, Defense and Security
of the Senate of the Czech Republic.

Edward Sharmzanov noted that this was another manifestation of calling
the things by their names. He expressed hope that the cooperation
between the parliaments of the two countries would be more effective
and continuous.

PÅ~Yemysl Sobotka noted that the Parliament of the Czech Republic
greatly emphasizes the protection of human rights and democratic
values. He expressed readiness to further deepen Armenian-Czech
inter-parliamentary relations.

The sides emphasized the fact that this resolution has been adopted
on the eve of RA NA President Hovik Abrahamyanâ~@~Ys visit to the
Czech Republic.

CRIMINAL CASE OPENED CONCERNING YEREVAN BUILDING COLLAPSE

YEREVAN. – A criminal case has been launched, and on charges of
violation of the employment protection rules, in connection with the
collapse of a semi-constructed building at the heart of Armenia’s
capital city Yerevan, the Police press service informed Armenian
News-NEWS.am.

A Police operative investigation team had arrived on the scene, and
the case is being investigated. Corresponding examinations will be
commissioned within the framework of the criminal case, and solely
after these studies will it be possible to speak about the cause(s)
of the collapse.

As Armenian News-NEWS.am informed earlier, a construction crew of
eleven remained under the debris as a result of Thursday’s collapse of
a building in downtown Yerevan. The Ministry of Emergency Situations
received a call at 1:10pm informing that firemen and rescuers were
needed. Subsequently, the firemen and rescuers were dispatched to
the scene.

And the identities of the nine injured are made public, and they
are as follows: Kamo Kagramanov, 50, Arman, 40, Arman Grigoryan,
25, Arsen Hayrapetyan, 30, Nahapet Badalyan, Volodya Matevosyan,
Sirak Tovmasyan, Edik Sukiasyan, 30, and Robert Arakelyan, 53.

Minister of Emergency Situations Armen Yeritsyan arrived in the scene
of the incident while Health Minister Derenik Dumanyan visited the
hospital to check up on the condition of the injured.

ARMENIA MAY GET A STATUS OF OBSERVER AT SCO

Secretary of National Security Council (NSC) of Armenia Arthur
Baghdasaryan who is on a working visit to the People’s Republic
of China has had a meeting with Secretary General of SCO Muratbek
Imanaliyev. The two parties discussed Armenia’s participation at SCO
as an observer, the NSC press-service reported.

Baghdasaryan attended the joint conference of SCO and CSTO, and met
with Nikolay Bordyuzha, CSTO Secretary General on sidelines of the
event. Issues of Armenia-CSTO cooperation for 2013 were discussed
during the meeting.

Arthur Baghdasaryan met also with representative of the Central
Committee of the Chinese Communist Party Chen Fenxiang. The two
officials discussed a board spectrum of issues of Armenia-China
military cooperation. On behind of the Republican Party of Armenia and
Orinats Yerkir Party Baghdasaryan officially invited Chen Fenxiang
to visit Armenia. The two parties officially announced cooperation
of the Communist Party of China and Orinats Yerkir Party of Armenia.

Secretary of the Armenian NSC met with Head of the Investment Agency
of China and discussed possibility of Chinese investments in projects
of strategic importance for Armenia.

Mayor’s Office: Construction Of The Building Collapsed In Yerevan Wa

MAYOR’S OFFICE: CONSTRUCTION OF THE BUILDING COLLAPSED IN YEREVAN WAS ILLEGAL

The construction of the building, which was undergoing at Khanjan
street 20 in Yerevan and collapsed today, was illegal, press-secretary
of Yerevan mayor’s office, Artur Gevorkyan, told Arminfo correspondent.

He said that an outdoor cafe and an entertainment center were being
built there. The permission for construction was delivered on 23
December 2009 and its terms were extended till 17 March 2011. He also
added that the mayor’s office had reported that the construction was
not finished within the specified period. A report was prepared on
these grounds and a fine 2 mln drams was imposed. The construction
stopped. Subsequently, the constructor had to apply to the mayor’s
office and get a permit to resume the construction work, but he did
not do that. So at present, he did not have a permit to carry out
the construction work, Gevorgyan said.

To note, a semi-constructed building collapsed on Thursday morning in
Yerevan. The Ministry of Emergency Situations (MES) received a call at
1:10pm informing that firemen and rescuers were needed. Subsequently,
the firemen and rescuers were dispatched to the scene, MES informed.

Mikhail Chigorin Memorial International Chess Festival, to be held
from October 27 – November 4, 2012.

The line-up includes grandmasters Vladimir Akopian, Robert
Hovhannisyan, Zaven Andreasyan, Avetik Grigoryan, Arthur Gabrielian,
Sergei Grigoryants and Yuri Hayrapetyan.

The event will bring together more than 300 players, with 75
grandmasters among them.

The main competition will be preceded by Rapid chess tournament,
to be held on October 25-26 before.

Armenia To Have Ambassador In Guatemala

YEREVAN. – Armenian FM Edward Nalbandian arrived in Guatemala, in
the latter half of Tuesday, and met with his Guatemalan counterpart,
Harold Caballeros.

Caballeros noted that not much has been done ever since 1998, when
diplomatic ties were established between both countries, but added
that he is glad to welcome Nalbandian in Guatemala City and to hold
discussions on developing bilateral relations, Armenian MFA press
service informs.

In his turn, Armenia’s FM expressed confidence that there is a great
potential to enhance ties between the two countries, and stressed that
the simultaneous accreditation of Armenia’s Ambassador to Guatemala
will contribute to this process.

Also, the two foreign ministers made arrangements on several agenda
issues.

In addition, Edward Nalbandian briefed his Guatemalan colleague about
the primary directions of Armenia’s foreign policy and the efforts
to resolve regional matters.

On Wednesday, Armenia’s FM also met with Gudy Rivera Estrada, President
of the National Congress of Guatemala.

Head of the Guatemalan parliament said this year will symbolize a
new beginning for Armenian-Guatemalan relations. He informed that
several National Congress deputies have expressed a wish to form a
friendship group with Armenia’s National Assembly (NA). In his turn,
Edward Nalbandian conveyed to Estrada NA Speaker Hovik Abrahamyan’s
salutations.

The interlocutors exchanged views on forming cooperation between the
two parliaments

Along the lines of his visit to Guatemala, Armenia’s FM also gave an
extensive interview to Guatemala’s Noti7 television.

Armenian President Serzh Sargsyan said international community has
double standards on Karabakh issue.

President gave an exclusive interview to Italy’s Quotidiano Nazionale.

Asked about the situation over Karabakh especially in the context of
Azerbaijan’s oil factor, Sargsyan stressed that it is an example of
international community’s double standards. He recalled that Kosovo
issue unlike Karabakh was resolved.

President believes oil is beneficial for pro-Azerbaijani position.

“But are you sure that the oil issue will always prevail over other
problems?” he wonders.

He recalled the recent reports saying Azerbaijan opposes BP’s presence
in the country. “It shows that the balance may change,” he added.

Serzh Sargsyan said his position on conflict settlement is rather
optimistic unless Azerbaijan continues pursuing policy of intolerance,
fascism and hatred.

“Fanaticism urged Azerbaijan welcome their compatriot who killed an
Armenian officer and was extradited by Hungary as a hero. The officer
was killed only for being Armenian,” President emphasized.

As regards Armenia’s position, President Sargsyan said it is in
compliance with the OSCE stance demanding a diplomatic solution based
on the UN Charter and Helsinki Final Act, namely non-use of force,
territorial integrity and nations’ right to self-determination.”

YEREVAN, OCTOBER 23, ARMENPRESS: The International Monetary Fund
(IMF) will provide Armenia with a loan of 42 million U.S. dollars in
the framework of “Long-Term credit instrument” program. As Armenpress
reports referring to the official website of Armenian Government, the
issue is included in the agenda of the conference held on October 25.

The receivable money are going to be used for concealing the budget
deficit of 2012 and amount the 10 percent of loans from the internal
sources which are supposed to finance the budget deficit of 2012.

The loan will be provided with 10-year repayment period, 5.5 years
of which will be privileged, without interest.

Armenian IMF provided Armenian government with a loan of 115.3 million
of U.S. dollars for budgetary support in 2010-2011 in the framework of
“Long-Term credit instrument” program.
