YEREVAN, OCTOBER 31, ARMENPRESS: The number of non-resident depositors
in Armenian commercial banks is increasing year after year. As
reports Armenpress the executive director of the Association of
Armenian Banks Seyran Avagyan has noted, Armenian commercial banks
have become so trustful that the deposits of non-resident clients
come up to 20 percent of all the deposits.

According to Syeran Avagyan many citizens of developed countries prefer
to keep their savings in Armenian banks. Due to the data of first
half of 2012 in Armenia the number of depositors reaches 1,265,630
people and the amount of the deposits more than 617 billion AMD.

GASPARI VS ALEXANYAN: ETHICS COMMITTEE RULES IN FAVOUR OF GASPARI

Samvel Aleksanyan, a member of the Republican Party faction, has
violated ethics rules. The decision was announced by the Ethics
Committee of Armenia’s National Assembly after it completed hearing
of the claim filed by civic activist Vardges Gaspari against Alexanyan.

Gaspari lodged the complaint against the lawmaker following a June
21 incident near the National Assembly during which Alexanyan and his
men approached Gaspari outside the parliament building where Gaspari
was protesting against the Harsnakar scuffle, seized the poster he
was carrying and knocked him to the ground.

Five of the six members of the Ethics Committee voted for the decision.

The Committee is chaired by Nikol Pashinyan, an MP of the opposition
Armenian National Congress (HAK) Merujan Simonyan (Prosperous Armenia
Party-BHK), Hovhannes Margaryan (Country of Law -OEK), Artsvik Minasyan
(ARF-Dashnaktsutyun), Zaruhi Postanjyan (HHK) and David Harutyunyan
(Republican Party of Armenia – HHK) are also included in the Committee.

Andranik Matikozyan Took First Prize

One or two cases of Siberian ulcer are detected in Armenia every year,
first Deputy Minister of Agriculture Grisha Baghyan said on Wednesday
when commenting on the recent case discovered in Gegharkunik province.

He says all livestock in the villages of Vardenis and Tsovak were
vaccinated in May, but in September parasites were found in the blood
of cattle that weakened the immune system of animals.

“We have detected only one case. An action has been brought before
court but to this moment we do not have any information,” said
Mr Baghyan.

In response to A1+ whether the infected animal came in the form of aid,
the ministry official said, “The cow was bred by a farmer who has a
lot of animals, we all know him. The quarantine imposed in Vardenis
will be lifted when we become convinced that there are not risks for
transmission of the infection.”

Speaking about the cases of jaundice reported in Gegharkunik and
Lori provinces, Mr Baghyan said, “This is a new disease spread by
blood-sucking mosquitoes. It is easily treated, the drug costs AMD
200. The meat of infected animals is edible.”

After the meeting in the prosecutor’s office where Serzh Sargsyan
reprimanded everyone of failure of their duties, cover-up of crimes
and fabrication of cases, nothing more can be said about the law
enforcement system. It remains to ask why in this case Serzh Sargsyan
did not ask Aghvan Hovsepyan to resign.

But Serzh Sargsyan has defined the essence very accurately. The
prosecutor’s office and the police are not meant for enforcement of
law, disclosure and punishment of crimes but for the punishment of
dissidents, cover up of “their” people and making money.

In Armenia dissidents are all those who stand for the equality in
front of the law and don’t recognize the power-thieve hierarchy. The
law enforcers may neutralize them instantly and make them become a
part of the system. This is done either through fabrication of cases
and bribes or deprivation of liberty and bankruptcy. At the same time,
the second function is fulfilled – making money.

The law enforcement system of Armenia has inherited these functions
from the Soviet Union where the courts and militia have fulfilled
exceptionally political punitive functions. People were divided into
“insiders” and “outsiders”, like they are now. Their people are allowed
to do everything, while others periodically need to be involved in some
cases and punished. This is democracy and supremacy of the Soviet law.

Since the Soviet times, the institute of fabricating cases has
existed, which has developed during independence in Armenia. There is
a network of agents who fabricate cases, arrange perjury. These agents
are employees of prosecution and police. This institute rules out
justice which is composed of respect of rule of law and human rights.

As long as the law enforcement bodies order to “sew cases” against
“outsiders”, as long as it does not punish strictly the investigators
who “sew cases” not for political reasons but in order to make money,
nothing will change in this system. Just like the traffic police
officers continue accepting bribes until they are given a plan from
the top.

Currently there are hundreds of template records in the police and
prosecutor’s office that are specifically designed for serious crimes,
and the investigator asks for a few thousand dollars for changing
charges, not hiding the fact that the prosecutor and judges have their
share. In this situation, the lawyers are not supposed to prove the
innocence of their clients, but to find relevant channels through
which they can bribe and change the article.

Let Vova Gasparyan or Aghvan Hovsepyan not ask to point out specific
cases – there are a lot of such facts. Let them sort out with
Vardan Ghukasyan who was directly accused by Samvel Balasanyan of
embezzlement. If this is not cover-up of crimes, what is this then?

YEREVAN. – Having many children is the pillar of a strong family,
and the pillar of having many children is the strength of the family
and the institute of marriage. But, now, we have a problem in Armenia
because our brides have gotten older by five years, sociologist Aharon
Adibekyan stated during a press conference on Wednesday.

In his words, in the case when the average age of a bride in Armenia
was 20-21, this has reached 28, now. “And when a woman gives birth
at an older age, her health condition does not allow her to have many
kids,” Adibekyan said.

He added that gender equality leads to the fact that the woman chooses
career instead of having a family and children, and this stands in
the way of having kids. “If the government adopts a law to set up at
least a minimum amount for families with many children, we will have
a different picture,” Aharon Adibekyan proposed.

PanARMENIAN.Net – Armenia’s National Center for Strategic Research in
Higher Education NGO conducted a survey, with the results presented
in the “Current State and Perspectives of Higher Education Reforms
of Armenia in the Context of Bologna Process” report.

“Made by independent experts, the report disclosed the past problems
and addressed new ones,” Armenian Education Minister Armen Ashotyan
said, adding that the report will help to focus on the oversights in
RA education system.

According to RA National Statistical Service, the number of foreign
students decreased by 22 % in Armenia, while the number of Armenian
students abroad grew by 40%.

Student mobility, curriculum overload, lack of personal curriculum and
oversights in MA programs were among the problems listed in the report.

It’s noteworthy that Armenia officially took over Bologna Secretariat
for the coming three years.

in the past couple of weeks, making them one of the major sponsors
of the Syrian Benefit Concert, Hye Aid, which will be held on Sunday,
November 11, 2012, at the Glendale Civic Auditorium.

Successful collaborations with local businesses such as Baja Fresh,
Cold Stone Creamery, and Sarkis Pastry, have helped Chamlian Armenian
School reach its fundraising goals.

Additionally, students have been educated about the plight of the
Syrian Armenian community and have been asked to support this worthy
cause by donating to the classroom donation boxes and purchasing
raffle tickets. Chamlian Armenian School’s staff and faculty have
also helped in the efforts through donations.

This year, the Cultural Day Paradon will take place on Sunday,
November 4, 2012. All proceeds from the ticket sales for this event
will benefit the Syrian Armenian Relief Fund as well.

How Azerbaijan Will "lose Territory" And Save Face

HOW AZERBAIJAN WILL “LOSE TERRITORY” AND SAVE FACE

After the meeting of the foreign ministers of Armenia and Azerbaijan
in Paris on October 27, the co-chairs of the OSCE Minsk Group stated
that they proposed “new ideas” to the sides on the Karabakh issue
settlement. It is noteworthy that even the most “notorious” experts
don’t dare to guess what ideas the co-chairs mean.

Sure, it is easier to say that if there is no leakage, there is no
idea. And the co-chairs, as if, traditionally, repress each other in
order not to change the status quo. However, the important question
is there – maybe they should try to reach a consensus on the change
of the status quo?

If such a consensus is reached then measures are necessary to stimulate
the change of the status quo, and measures, which would allow to
keep the situation under control and don’t allow its becoming a
large-scale war.

If we follow the signals that are frequently voiced more and more
openly, you can even draw a diagram of the output from the status quo.

The Karabakh recognition by one or several countries, under the silent
approval of the neighbors, may really be the necessary stimulus. (By
the way, neither official Moscow, nor the U.S. or France made any
statement relating to the recognition of NKR by the Australian state).

Azerbaijan’s aggression will immediately follow the recognition
which will leave the negotiations and will announce war. Armenia, in
response, as it was already stated, will strike the oil pipes. This
will cause the “rage” of the Western community and Russia, they
will intervene, and international peacekeepers will be deployed in
the region, which will be located on previously worked out lines,
which will be the final borders of NKR.

In this situation, pre-agreed decisions are as much important as the
“operative actions” of the parties at the moment when everything
is done. Since it is unknown what Russia, moreover, Turkey will do,
which always manages to strap its share from the burning cake. In war,
operative decisions are sometimes the decisive ones.

It is not ruled out that the status quo won’t change and the “new
ideas” of the co-chairs are just the proposal to sign a non-aggression
pact. But there are far too many signs that the status quo will
change: Russia’s insistence to open the Abkhazian railway, softer
positions of Georgia relating to Russia and the hints on the NKR
recognition by Uruguay, the statement by the Armenian side to strike
the oil infrastructures of Azerbaijan and Aliyev’s quarrel with the
British Petroleum.

They clearly want to open communications in the region and, if they
agree on the topic, the status quo will change. Rather, the status
quo will be recognized internationally. And Azerbaijan, like Georgia
in 2008, will have no choice but to war in order to “lose territory”
and save its face.

Arthur Baghdasaryan hosted Alois Kraut, Ambassador Extraordinary and
Plenipotentiary of the Republic of Austria to Armenia (with residence
in Vienna) and Aram Marutyan, Honorary Consul of the Republic of
Austria in Armenia.

NSC Secretary congratulated the Ambassador for the launch of
diplomatic mission in Armenia and wished him success in his future
activities. Artur Baghdasaryan stated he attaches importance to
develop relations with the Republic of Austria and the deepening of
those relations in both bilateral and multilateral formats, including
active cooperation within EU ,National Security Council press service
informed Armenpress.

Ambassador asked NSC Secretary to dwell on regional issues, including
Nagorno-Karabakh conflict and relations with Turkey and Azerbaijan.

Artur Baghdasaryan noted Armenia continues to remain committed to
peace principles and is ready to continue negotiations with Azerbaijan,
regardless Azerbaijani incessant bellicose statements and disgraceful
heroism blatant deal of criminal Ramil Safarov ,axe murdered innocent

pay a visit to the Republic of Austria and expressed hope that the
visit will spur the launch of business ties between the NSC of the
