Yerevan – The Society for Orphaned Armenian Relief (SOAR) is seeking
sponsors for Mariam, Siroun, and Tagouhie Matevosyan, three sisters
who recently joined the Our Lady of Armenia (OLA) Center.

The minimum sponsorship amount is $50 per month per child, all of
which will be earmarked exclusively for the children’s needs. No
funds will benefit OLA generally, and SOAR will assume the cost of
all wiring expenses.

Family History: The girls moved to OLA in April 2012. Their father
passed away in 2009, and their unemployed mother remained their only
caregiver. In March 2012, their mother gave birth to a baby daughter
from an unknown boyfriend. The deteriorated family and home conditions
were inadequate for the development of the children, and she agreed
to trust the care of her three older children to the Center. Their
newborn sister lives with their mother in extreme poverty.

Health: All three girls are healthy

Education: Mariam (3rd grade); Siroun (9th grade); Tagouhie (5th grade)

Interests: Mariam (left) is a friendly and hard-working girl. She does
not yet have definite plans for the future. After school she attends
computer courses at OLA. Siroun (right) is a sociable girl. She likes
being the center of attention. She is fond of singing and dancing and
takes relevant classes in OLA. Tagouhie (center) is a hard-working
and intelligent girl. She also attends computer courses at the Center.

Armenian Antique Books On View At Mazarine Library In Paris

Paris – On October 26, the oldest French public library Mazarine in
Paris, inaugurated a magnificent exhibition of Armenian old books
“Of the revival to the Lights,” to mark 500 years of the birth of
the Armenian printing.

The exhibition presents 58 works. The exhibition reflects the wide and
fragmented geography of the Armenian printing, including Venice, Rome,
Constantinople, Amsterdam, Marseilles, Madras and elsewhere, and often
difficult conditions in which the men of the book worked. Among the
works, an Alphabetum Armenicum offered to Cardinal Mazarin (1602-61).

Nkr To Be Recognized By Armenia And International Community

Baku in the person of spokesperson for Azerbaijani President Novruz
Mamedov has lately made an unsuccessful attempt to put into circulation
propositions misinforming society about the course of the Karabakh
conflict settlement and Azerbaijan’s achievements on the international
arena. Panorama.am asked Artak Apitonyan, head of the Department of
External Relations of RA President’s Administration, to comment on
this situation.

“First, it is important to stress that the Artsakh Republic
(Nagorno-Karabakh Republic: editor) has not been yet recognized by
the Republic of Armenia, which is the most serious compromise by
the Armenian side for the sake of the negotiated settlement of the
conflict. This fact, for its part, was highly appreciated by the
international community and that part of the civilized world which
is interested in peaceful settlement of the conflict,” said Apitonyan.

The head of the Department of External Relations of RA President’s
Administration also called attention to the fact that things have
started moving in NKR’s recognition, which is confirmed by both
official documents adopted still only on the level of regions and
swiftly growing number of visits of foreign politicians to Artsakh.

According to him, the international community in fact sends a “message”
to Azerbaijan that the “status quo” will not work for Azerbaijan
and should Azerbaijan undertake a military adventure, Artsakh will
be formally recognized not only by the Republic of Armenia but also
internationally. Apitonyan stressed that the Azerbaijani President’s
Administration should understand this, however, the adequacy of Baku’s
perception of the situation remains in doubt given recent publications
in Azerbaijani media on the beginning of collection of signatures under
petition in the name of President Serzh Sargsyan, which duplicated the
very propositions of Azeri propaganda that have been refuted long ago.

This is especially evident in Mamedov’s statements on the imaginary
success or growth of Azerbaijan’s authority on the international
arena. “Within several months of the current year only, Azerbaijan
managed to become a target of international criticism for three times,
making headlines in top media outlets and becoming a subject of reports
by international human rights organizations first in connection with
corruption scandals and Eurovision and later in connection with the
heroization of murderer Ramil Safarov, and now also in connection
with scandals over the statues of its late leader Heydar Aliyev in
different countries of the world. Baku has a strange idea of success
and authority on the international arena,” said the representative
of RA President’s Administration.

Apitonyan also advised his colleagues in the Azerbaijani President’s
Administration to refrain from using the epithet “spoilt child” when
referring to Armenia in order to avoid revealing their subconscious
motivations.

The chief goal of the meeting of Armenian and Azerbaijani FMs and
OSCE Minsk Group co-chairs in Paris was to bring Azerbaijan to a
constructive negotiation field, Armenia’s FM Edward Nalbandian said
at the National Assembly on Monday.

“Before it Azerbaijan made a step back in Kazan and not only in
Kazan but earlier in Astrakhan, St. Petersburg, refuting all the
proposals of the co-chairs relating to the Nagorno Karabakh conflict
settlement,” Nalbandyan said, adding that it has created a situation
that Azerbaijan was rejecting any progress in talks, wanting the
negotiations to fail. Nalbandian said Safarov’s extradition deal was
another blow to the talks.

“Just one step was necessary for the talks to continue. Armenia
stated it is determined to continue talks, and if there is someone
who wants the process to fail it is Azerbaijan,” the minister said,
adding that the latest meeting was an attempt of the co-chairs to
bring Azerbaijan back on the table of negotiations.

Asked what has changed after Safarov’s extradition, the FM said
the international community has given a corresponding response to
Azerbaijan’s behavior. “All the countries and organizations have
strongly criticized the step,” he said, adding that the only unchanged
thing is the necessity for Armenia and co-chairs to oblige peace on
Azerbaijan and peaceful settle the conflict.

Fighting migration should become a task number one for the authorities
of Armenia, which should put their ambitions aside and take measures
for its resolving, a deputy from the opposition Armenian National
Congress, Aram Manukyan, said at today’s press-conference.

“Today Armenia is in disastrous state and needs immediate help. More
and more people from the distant border villages and towns have
been leaving the country which is gradually becoming empty. If this
problem is not settled, all the rest programmes and initiatives of the
authorities will be useless. Who needs a president without people?”,
– Manukyan asked.

He also added that if earlier 85% of those which left the country
were doing that because of social problems, today the social and
economic situation in the country is the reason of leaving for 45%
of the migrating citizens, all the rest motivate their departure by
distrust in the incumbent authorities of Armenia, saying they are not
confident in their future and the future of their children. He said
that ANC is ready to join any political force in Armenia so that to
resist such a serious challenge.

In our continuing series informing readers of just what top Armenian
government officials are officially declaring in terms of revenue
and financial assets, let’s now take a look at some former heads of
state agencies.

Former Minister of Finance Vardan Khachatryan declared a scant
3,259,890 AMD as wages in 2011.

However, he had 20 million AMD and $35,000 socked away in the bank
at the start of the year.

Khachatryan’s wife Anahit Manoukyan only declared 900,000 AMD in
wages but had 154 million AMD in the bank at the start of the year.

Former RA Police Chief Alik Sargsyan, a presidential advisor since
2011, declared 5.157 million in revenues made up solely from wages.

He had 120 million AMD and $70,000 in the bank.

Again, these figures are what they have “officially” declared.

YEREVAN. – Armenia will establish three new embassies-specifically,
in Mexico, Indonesia, and Vietnam-in the coming year, First Deputy
Minister of Finance Pavel Safaryan informed Monday during the budget
discussions at the National Assembly.

A total of AMD 7.6 billion will be spent in 2012 to operate Armenia’s
embassies and diplomatic missions, and this amount exceeds that of
the year past by AMD 915 million. To note, in line with the current
exchange rate, US$ 1 is equivalent to approximately AMD 406.

In his turn, FM Edward Nalbandian said they will attempt to open an
embassy in Sweden, too, and that the respective decision was adopted
one year ago. In his words, the consular reforms will continue and
online consular services will be launched.

Pavel Safaryan added that some foreign affairs-related functions have
been removed from MFA’s duties and given to other departments. As case
in point, from now on Armenia’s military attaches will be financed
from the MOD budget while the country’s commercial representations,
from that of the Economy Ministry.

YEREVAN.- Armenia has a difficult geopolitical situation. The country
has two closed borders, therefore it is necessary to diversify the
geopolitical position, U.S. Ambassador to Armenia John Heffern told
reporters on Monday.

Armenia can share western values and gain economic and financial
benefits. Within the framework of partnership with NATO, Armenia has
an opportunity to participate in the discussion.

The diplomat stressed they are not compelling the partners, they are
free to choose the direction for cooperation.

As to Armenia, the U.S. recognize the value of its contribution to
spreading NATO security policy.

Peacekeeping efforts and participation of Armenian troops in Kosovo
and Afghanistan missions are one of the key directions of Armenia-NATO

operation of the airport, in keeping with the relevant international

She noted the OSCE-Minsk Group issued a statement. `The statement
represented the views of the United States, France, and Russia in
calling for a diplomatic solution. So I would urge you to take a look
at that.
We also, in those statements, reiterated that the operation of this
airport should not be used to support any claim of change in the
status of Nagorno-Karabakh.’

Azerbaijani Foreign Ministry states that Armenia’s opening Khankendi
airport is against the Chicago Convention on International Civil
Aviation and will affect negotiations process massively.

`The exhibition will contribute to the development of bilateral
relations and will promote Armenian beverages in the Chinese market,’
