AMERICANS APPROVE ISOLATIONISM

Isolationism is a primordial political tradition in the United States
and the United States began to part with it only at the beginning
of the 20th century but it took the Americans another 50 years to
establish a new foreign political tradition. Barack Obama tried to
apply the so-called doctrine of soft power in foreign policy.

This is not a stationary and final model of his political
style. The refusal of an active position in the foreign policy is
just the beginning of intensification and deepening of the policy of
isolationism. In the current political discourse in the United States
there is no substantial answer to the question whether this policy
is effective and in the interests of the United States. Neither the
neo-Conservatives nor the Reaganists and democrats were active in
this discussion.

The most interesting and meaningful answers were given by experts who
dealt with regional policies. The explanation is that these experts
are closer to the problems of regional security, the sphere where
Barack Obama’s approaches and style are expressed clearly.

In addition, there is uncertainty, and NATO’s new doctrine is
questioned which was adopted during the summit in Chicago in May 2012.

It is possible that this doctrine which supposes participation in NATO
goals has been preventively transformed into a version of isolationism.

In foreign policy Barack Obama consistently conducted a policy of
shifting responsibility on his partners who got considerable freedom
in different regions and soon got lost, not knowing what to do with
their freedom. Barack Obama’s policy frightened most partners of the
United States who conducted a defense policy and a security policy
with consideration of the U.S. assistance.

There is no clarity about the U.S. intensions on the Near East and
Eurasia and the possible approaches of the United States to China. The
Americans have approved Barack Obama’s policy, it appeals to them,
and they feel comfortable because they thought that it is safer to
live with not so ambitious goals and objectives.

Striking and very dangerous populism won which reminded the position of
the Munich agreement. The Republicans have a lot of supporters and the
middle class mostly supports the Republicans. However, Barack Obama’s
policy is not determined by the global crisis, emergence of other
great powers or economic decline. This is bullshit. The United States
has and will continue to have advantages all through the 21st century.

A comparison of the GDP of the United States and China is meaningless.

The GDP and other categories are ideal pictures. The problem is in
the very American society when the Americans stop being Americans in
the social, demographic, ethnic, religious and mental aspect which
has determined the new motivations. This is already a different
United States.

Left liberalism wins in the American society. The American dream
is being substituted by the banal European liberal socialism (or
neosocialism). This became a factor of intensification of moods and
beliefs in the framework of isolationism. Barack Obama’s second term
will be characterized by capitulation in the foreign policy.

The “calm” years of George Bush tenure have passed for most states,
including Armenia. It will be necessary to conduct the foreign policy
attentively and cautiously as regional threats and risks will grow. At
the same time, the U.S. political class is not straightforward, and
there will be opposition. These forces in the United States will need
partners not only in the United States.

A very complicated and tough game will start, and Barack Obama and his
team may make compromises, especially that the Republicans outnumber
Democrats in the House of Representatives. But the Congress is not the
only problem. The American society still has considerable political
resources to oppose the policy of capitulation. It will be necessary
to study America more closely, focusing on all the nuances and not
limiting oneself to usual routes of business trips of officials.

Public Awareness Lack Impedes Social Partnership Progress In Armenia

PUBLIC AWARENESS LACK IMPEDES SOCIAL PARTNERSHIP PROGRESS IN ARMENIA- EXPERT

YEREVAN, November 7. /ARKA/. Lack of public awareness hinders Social
Partnership Institute development, a chairman of Republican Union of
Employers of Armenia Gagik Makaryan said Wednesday.

He added that is necessary to raise the public awareness about the
nature of this partnership.

Cooperation agreement between Armenia’s government and representatives
of different organizations was signed on 14 February 2009.

Sustainable development program was approved by the government on 30
October 2008.

“We face this issue especially in the regions of Armenia, where there
is “no idea at all” about the social partnership,” Makaryan said at
the press conference.

He clarified that in the regions “social partnership” is often
interpreted as just a “partnership,” which is an absolutely other
thing.

According to Makaryan, local administrations also misunderstand “social
partnership” notion, implying it is just a collaboration between some
particular organizations within the framework of particular programs.

The main purpose of the system is to regulate tri-lateral relations
between the government, labor unions and employers.

“The government always has its interests, employers- interests of
the private sectors, and labor unions- interests of employees. This
institute is directed to making single decisions and creating consensus
between these interests,” he added.

According to him, the social partnership is implemented on four levels
in Armenia: national, regional, sectoral, specifically, agricultural,
industrial and commercial, as well as through collective agreements
between administration and staff.

Makaryan also said in accordance with the government’s decision
there is a tri-lateral commission operating in Armenia headed by
Labor and Social Affairs Minister Artem Asatryan. The commission
has five representatives from each ministry, Union of Employers,
and labor unions confederation.

In order to raise a public awareness it is important to involve
representatives of different spheres into conferences, discussions
related to social partnership, organized by Union of Employers in
association with other organizations, he added.

Social partnership aims to involve broad strata of population into
the efficient implementation of social development programs through
interest harmonization and collaboration of different parties.

Agreement on social partnership was approved by Sustainable development
program on September 10, 2008. -0-

Armenia State Pedagogical University (ASPU) after Khachatur Abovyan
Board Chairman, Prime Minister Tigran Sargsyan met with Oulu University
Rector Laiunnen Lauri and Vice-Rector Eva-Maria Raudasoyan.

The meeting was attended by ASPU academic board members, National
Assembly Deputy Speaker Edward Sharmazanov, Minister of Education and
Science Armen Ashotyan, MP Galoust Sahakyan and Pedagogical University
Rector Ruben Mirzakhanyan.

Development of cooperation between the two universities has been
discussed. The rector of the University of Oulu ~V a major European
scientific and medical center ~V welcomed the ongoing reform efforts
at ASPU and expressed willingness to help develop and expand bilateral
cooperation through exchange of experience.

The meeting was followed by an ASPU academic board sitting, chaired
by Prime Minister Tigran Sargsyan.

Armenian driver Sako Kozanyan kidnapped on Beirut-Aleppo road has
been set free, Facebook page of Armenians of Syria reports.

Sako Kozanyan has been kidnapped near Sarakeb settlement. Earlier
another seven Armenians were kidnapped there but only one of them has
been released. The other six are reported to be safe and sound. Works
toward releasing them continue.

Earlier information has been released that all the Armenians were
set free but the news was refuted later.

selecting Yerevan as 2012 World Book Capital City a seminar entitled
“The Role of the System of the Author’s Rights in the Development of
Cultural Industry of Publishing” kicked off in Yerevan. As reports
“Armenpress” the Deputy Secretary-General of the International
Publishers Association stated that the aim of the seminar is revealing
if the significance of author’s rights in social, cultural and economic
development in Armenia and worldwide.

Deputy Secretary-General of the International Publishers Association
said: “The urgent questions regarding the system of author’s right in
Armenia and their possible solution will be discussed at the seminar
taking into consideration the European experience and developments.”

In frames of the seminar European and Armenian experts of the field
will share their views during the seminar. Different publishers,
writers and translators from CIS will also take part in the seminar.

Independent expert of author’s rights Richard Balkwill introduced the
examples of the violations of author’s rights and means of fighting
against them.

The initiators of the seminar are the Books Arena Project, the
International Publishers Association and the National Publishers
Association of Armenia. The Books Arena Project is financed by the
UN and is realized in frames of the cultural program of Eastern
cooperation.

On November 6, at 19:55 a call was received by a citizen to Yerevan
police department that a new-born kid is left in front of neighbor’s
door.

At the same day, at 21:00 a resident of Jrvez district informed to
the dispatched operative group that at 19:30 unknown citizen left
a new-born kid on the third floor in front of No. 9 door of their
building and went away.

The following note found in the new-born’s cloth “31.10.2012 MARIAMIK”
it was also noted that “child is left because of the need” Measures
are taken to identify the person who left the helpless kid.

Investigation is carried out.

Expert: 500 Tons Of Harsh Chemicals Buried At Nubarashen Landfill In

EXPERT: 500 TONS OF HARSH CHEMICALS BURIED AT NUBARASHEN LANDFILL IN ARMENIA

YEREVAN, November 7. /ARKA/. About 500tons of harsh chemicals are
buried in Nubarashen lanfill in Armenia, head of hazardous waste
department of Armenian Ministry of Environment Anahit Alexandryan
told journalists at a meeting on monitoring and analysis of expired
waste under NATO’s “Science for Peace” program.

The project was implemented in line with Armenia-NATO Individual
Partnership Action Plan for 2009-2011.

“Under the project we have mainly studied organochlorines. About
500tons of harsh chemicals have been stored at Nubarashen burial site
so far,” she said. Of them, 250 tons are persistent toxic chemicals
like DDT (dichlorodiphenyltrichloroethane) and hexachlorocyclohexane.

The expert said that a 214,000 euros worth laboratory was built under
the program. The laboratory has modern equipment, a gas chromatograph
and a mass-spectrometer in particular.

In addition, Brazilian Government presented some 17 devices to the
laboratory. Support was provided also by UN Industrial Development
Organization (UNIDO).

Apart from procurement of equipment, NATO funded training courses
for young specialists, Alexandryan said, according to Novosti-Armenia.

Persistent toxic chemicals were studied in line with Stockholm
Convention both at Nubarashen burial site and in warehouses of former
pesticide shops. Chlorine-containing compounds and polychlorinated
biphenyl used as dielectric in transformers were studied in particular,
the expert said.

Alexandryan informed that the current program covered only studies,
whereas the utilization project will be implemented together with UNDP.

Armenian Minister of Environment Aram Harutiunyan, in his turn, said
that the cooperation under “Science for Peace” program will continue.

“The Ministry intends to submit a new proposal on environmentally
regulated waste storages to prevent emission of dioxins and phuranes,
which is envisaged by Armenia-NATO Individual Partnership Action Plan
for 2011-2013,” the Minister said. -0–

Patriarch was willing for the preservation of the strength and union
of the Church. We all knew him as a man of a deep spiritual character.

to accept the soul of Maxim Patriarch in his Celestial Kingdom.”

The delegation of the Armenian Apostolic Church will partake in the
funerals of Maxim Patriarch on November 9.
