In Lyon, President Serzh Sargsyan Met With The Mayor Of Lyon, Repres

In the framework of his official visit to France, President
Serzh Sargsyan on November 13 left for Lyon, which has a large and
well-organized Armenian community, where he met with the Mayor of Lyon,
Senator Gerard Collomb.

The parties spoke with satisfaction about the well-established and
efficient cooperation between Yerevan and Lyon which already has
some history and highly valued Armenian-French partnership which is
developing in that format. From that point of view, stressed was the
importance of the traditionally regular and reciprocal visits of the
representatives of the two City Halls.

President Serzh Sargsyan expressed gratitude to Gerard Collomb for
his continued interest towards Armenia and issues which concern
Armenians, as well as for the multifaceted assistance, particularly,
Senator Collomb’s indispensable contribution to the recognition of the
Armenian Genocide and his input in the development of the relations
between Yerevan and Lyon. The President of Armenia expressed confidence
that the Armenian-French friendship will continue to strengthen also
thanks to the activities and friendship of Armenia’s and France’s
sister towns.

At the conclusion of the meeting, the Mayor of Lyon, Senator Gerard
Collomb hosted an official dinner in honor of President Serzh Sargsyan.

In Lyon, President Sargsyan met also with the representatives of
the business community of France. At the meeting in the Trade and
Industry Chamber of Rhône-Alpes – one of the major industrial regions
of France, President Serzh Sargsyan made a statement. He spoke of
recent initiatives and developments which were of interest for the
entrepreneurs of France and Lyon in particular, implemented reforms,
Armenian-French economic ties, historical trade relations and prospects
of deepening these relations. Serzh Sargsyan noted that if existing
Armenian-French potential in that area is fully and efficiently
realized, economic opportunities of independent Armenia will allow
to increase considerably, even multiply the turnover between the
two countries.

“The Armenian-French Business Club has been functioning in Armenia
since last year, and yesterday the President of France Francois
Hollande suggested transforming it into the Trade and Industry
Chamber. We accept that proposal with great pleasure. The Club
provides professional and information support, organizes regular
thematic roundtables and serves to strengthen the French business
community in Armenia and ensure a greater involvement of the French
companies in the Armenian market. At the same time, I highly value
the forthcoming programs of the French Development Agency aimed at
the enhancement of Armenia’s advancement. We pin great hopes on the
activities of that Agency since we are aware of its capabilities,
since we are aware of the desire of the French leadership and since
we are ready to do our best to make the Agency’s activities in Armenia
a success,” President Sargsyan said.

The President of Armenia wished success to the entrepreneurs who
participated at the meeting in their future activities and joint
programs for the benefit of the Armenian-French relations and
strengthening of the friendship of the two nations.

Later, at the City Hall of Lyon, Mayor Gerard Collomb hosted a
reception in honor of the President of Armenia which was attended
also by the representatives of the Armenian-French community. At the
reception, President Serzh Sargsyan was bestowed the Medal of Honor
of Lyon.

“Vivid proofs of friendship between Yerevan and Lyon are to be found in
the center of the multinational Lyon where the Saint Hakop Apostolic
Church is located on the Armenia Street, a memorial dedicated to the
victims of the Armenian Genocide installed at the Place Bellecour,
and finally memories are fresh of the Lyon Garden opened last year
in Yerevan, which was officially inaugurated in the presence of
Mr. Collomb.

Ladies and Gentlemen,

Each time I visit France, I feel like I am home and somewhat
unintentionally I mentally turn the pages of our unshakeable
friendship’s rich memory book which contains amazing parallels. And
then comes the unwitting desire to say “thanks” to you, dear people
of France, dear citizens of Lyon for being by our side during our
most ominous tragedies.

We are approaching the 100th anniversary of the Armenian Genocide,
and we have to make our national struggle more organized so that this
crime against humanity is never committed again. I am confident that
sooner of later, Turkey will be compelled to accept the truth. It
is probably the minimum of what’s needed for having relations with
Europe, and it was stated explicitly yesterday by the President of
France Mr. Hollande,” President Sargsyan said.

Concluding his three-day official visit to France, today delegation
headed by President Serzh Sargsyan will return to Yerevan.

Prices For Meat, Dairy Products To Go Up, Specialist Says

PRICES FOR MEAT, DAIRY PRODUCTS TO GO UP, SPECIALIST SAYS

The prices for meat and dairy products are expected to grow in Armenia
in 2013, Hrach Berberyan, Armenia’s Agrarian-Rural Union NGO head,
told Tert.am.

He said lack of relative humidity resulted in reduction of green
territories with the farmers facing animal feeding problems. “This
year we have 50% less gathered animal feedstuff as compared with 2011.

The number of animals will reduce, causing raise in the prices for
meat and dairy products. The considerable lack of animal feedstuff
has been noticed in Ararat valley,” Berberyan said.

The NGO’s chairman said feeding the animals with straws and expecting
results is senseless. He slammed the officials claiming that they have
gathered enough straw for feeding the animals. “I want to advise the
“ignorant” that straw is not animal feedstuff and will not result
in production of meat and milk,” Berberyan said speaking to Tert.am.

He said according to their calculations the cattle will reduce by
15-20%. Now the meat prices will go down, a big number of animals
will be slaughtered which will result in increase of meat price for
the coming year.

Berberyan also referred to the dairy products saying that the reduction
of animal number will result in increase of the import of milk powder.

“Considerable sums are being spent on improvement of cattle through
state programs but unfortunately the results are not seen,” he said.

Speaking about anthrax cases, Berberyan said the time has come for
subjecting the responsible officials to criminal punishment. “It is
the result of irresponsible work and only – the vaccinations were
either of low quality or have not been done at all,” he said.

Simultaneous Recognition Of Genocide And Karabakh

SIMULTANEOUS RECOGNITION OF GENOCIDE AND KARABAKH

The parliamentary delegation of Uruguay headed by Speaker Jorge Orrico
is in Karabakh. Though representatives of both Karabakh and Uruguay
state that it is not about official recognition, but establishment
of relations between both countries, it is evident that the visit is
already a type of recognition, more exactly, Karabakh’s recognition as
part of Armenia, as it had been earlier stated by Uruguayan political
figures.

The possibility that Uruguay may become the first country to recognize
Karabakh has been dwelt on since the U.S. states Rohde Island and
Massachusetts, as well as the Australian state New Southern Wales
adopted resolutions appealing to the federal governments to recognize
Nagorno-Karabakh.

Why Uruguay? Here the Armenian community has strong positions which
succeeded in convincing the Uruguay government to be the first
in the world to recognize the Armenian genocide in 1965. Besides,
Uruguay declared its own independence in difficult conditions, more,
it is not related to Turkey in any way.

It is noteworthy that the process of NKR recognition is apparently
the responsibility of the ARF. Actually, the ARF lobbying makes all
kinds of resolutions pass. The ARF has organized the visit of the
French and Swiss MPs to Karabakh. It is hard to tell whether these
steps agreed with the Armenian foreign ministry, whether they are
part of the foreign political strategy or a good initiative of a party.

Anyway, the visit of the Uruguayan speaker to Karabakh is a sign that
the process of NKR recognition has been launched. Possibly, it will be
synchronized with the recognition of the genocide by the U.S. in 2015.

It is evident that these are the two parts of the same problem. Now,
the ground is being prepared for “double recognition”.

The task of the Armenian diplomacy should be preparation for the
recognition which means little by itself. As Ara Papyan says, the
recognition of the genocide should happen only in the context of
the issue of compensation. Just like the NKR recognition must not be
accompanied by the reduction of the existing territory of Karabakh. In
other words, the recognition of the genocide and Karabakh is first
of all a territorial issue.

Perhaps, the Armenian diplomacy does not put forth such conditions
for Turkey and Azerbaijan, preferring “compromise”. Official Yerevan
has not made any territorial claims to Turkey yet, rejection of the
principles of Madrid which suppose surrender of territories. But the
great powers put forth such conditions and the Armenian diplomacy
needs not to be afraid to support those conditions.

Azerbaijan and Turkey have got used to these conditions but they
will fight for each square meter of territory til the end. The
Turkish diplomacy has always been able to win all the situations,
stating about capitulation but demanding and getting territories as
“consolation”. It is not ruled out that the same tactics will be used,
and this time Turkey will agree to apologize and recognize the genocide
but it will demand Karabakh in exchange.

The Human Rights Defender Admits Theoretically That The Armenian Nat

THE HUMAN RIGHTS DEFENDER ADMITS THEORETICALLY THAT THE ARMENIAN NATIONAL CONGRESS (ANC) ACTIVISTS’ RIGHTS HAVE BEEN VIOLATED (RECORDING)

In response to our question whether it was a violation of the law
that the ANC activists had been deprived of their last pleas and
the counselors of the possibility to make their defense speeches
in the Court of Criminal Appeals yesterday, Karen Andreasyan, the
Human Rights Defender of Armenia, said, “Yes, it is a violation of
the Criminal Procedure Code and Article 6 of the European Convention
on Human Rights.”

However, he also stressed that in accordance with the law, the Human
Rights Defender couldn’t make comments on the ANC activists’ case,
until the verdict on the case entered into force, “I don’t know what
happened in the court yesterday, but anything could have happened in
our current legal system and in our current court.

“At the same time, the law provides for my keeping silent, if the case
is under the court’s consideration. Admittedly, the verdict was made
public today, but it hasn’t entered into force and until the verdict
on that case has entered into force, I don’t have the right to make
any comments – the law strictly forbids me.

“However, I can generally say that not listening to a motion without a
reason or not offering an opportunity to exercise procedural rights or
to express viewpoints – these are serious violations of the law. And
I can theoretically answer that yes, it is a serious violation; it
can have an impact on the outcome of the case and be dangerous not
only for exercising justice, but also for perception.

“I repeat once again I cannot make any comment on this particular
case.” Let us remind that eight motions made by the ANC activists’
counselor yesterday were denied.

Exports From Armenia: Missed Chances And The Reality

EXPORTS FROM ARMENIA: MISSED CHANCES AND THE REALITY

It is known that given the present conditions of globalization, along
with internal factors, external factors also have a significant role
to play for supporting economic growth. Exports are the impetus for
long-term development, especially for countries that have a limited
domestic market, such as Armenia. Thus, in Armenia’s case we should
take into account that the exports sector is still far from being a
means for long-term economic growth. The trade deficit for the period
of 2000-2011 composed more than 20% of GDP, which shows a significant
imbalance in foreign trade.

The influence of exports and imports on the national economy is
reflected in their densities in the GDP. The high density of exports
in the GDP proves the national economy’s saturation with an associated
manufactured good as well as the competitiveness of the domestically
manufactured good on the international market. In 2011, the index was
13% in Armenia and during the period of 2000-2011, the average of the
index was 14.4%, which is considered pretty good in the world ranking.

Thus, if we consider that the export market is mainly supported through
some non-prospective areas, the picture will change dramatically.

Particularly, when calculating the aforementioned index in
separate sectors, the precious and non-precious metals industry
draws attention. In that sector the index is 34% (when taking into
consideration that the same index is 14% for the total economy, we can
conclude that Armenia specializes in the export of metals, which means
that the export of raw materials is the only specialized industry).

In viewing Armenian exports according to commodity groups, we can say
that during the period of 2000-2011 exports had a significantly high
level of concentration: 84% of exports was on average shared between
four commodity groups (precious stones and metals, non-precious metals,
prepared foods and raw mineral materials).

Moreover, besides the concentration of exports, it is noteworthy that
in the interim, raw materials exceed in exports, where the percentage
of value added created in production is strictly limited. Moreover,
it is subject to significant fluctuations in international prices,
which increases export vulnerability. Therefore, it is necessary
to seriously think about the sources for supporting economic growth
as well as increasing export competitiveness and diversification of
products in Armenia.

At the same time, international experience proves that a high pace of
economic growth is registered in countries where the export structure
changed from low-tech goods to high-tech goods. A specialization
in the export of goods from natural resources is not a guarantee
for high economic growth at all. Therefore, in order to learn the
connection between exports and economic growth, we should analyze
Armenian exports from a technological perspective.

We identify three technological commodity groups: resources (raw
mineral materials, agricultural products and animal and vegetable
products that exclude prepared foods), low technologies (the
reprocessing industry, including goods from precious and non-precious
stones and metals, wood and paper products, food, drink, cigarettes,
textiles, leather and footwear) and high-tech products (chemicals,
including pharmaceuticals, plastics, rubber, equipment and machinery,
devices, land, water and air transport).

According to data from the Armenian National Statistical Service, in
2011 the density of low-tech and high-tech goods in Armenian exports
decreased compared with 2001. Instead, the density of resource
products increased. In spite of this, during that period low-tech
goods had the highest density in Armenian exports (more than 60%
during the mentioned period).

Moreover, during the same period, in the sub-group of common goods
growth in exports was registered in all commodity groups, but the
main segment of this sub-group belonged to raw mineral products
(30% in 2011). The main density for low-tech goods belonged to the
following commodity groups: precious stones and metals (on average
32%), non-precious metals and goods derived from them (on average
23.5%) and prepared foods (in average 12%).

In fact, despite that domestic production growth was registered every
year, during the mentioned period Armenian exports from the perspective
of economic growth support were developed using a very bad model,
registering a number of missed chances for economy development.

Thus, production is not enough; manufacturing products competitive in
the international market is necessary. What potential for production
and exports does Armenia have? The responses to these questions are
in my next column.

YEREVAN, NOVEWMBER 14, ARMENPRESS: Popular pianist Jan Lisiecki
is scheduled to have a joint concert with State Youth Orchestra
of Armenia in Aram Khachaturian Concert Hall on November 17. It is
17-year-old pianist’s first visit to Armenia. Young pianist, despite
his young age, has managed to have more than 100 concerts around the
world. Lisiecki is creating in classical style. He has studied piano
playing since five age at the Mount Royal University Conservatory. In
the threshold of Yerevan concert Armenpress reporter had an interview
with the laureate of prestigious awards about the upcoming concert
and creative activities.

-You debuted in the orchestra at the age of nine. You are a winner
of a number of international awards. Why did you choose classical
music as your profession?

-Classical music is the purest form of music, and acts like a
language. It allows us to communicate, without words, feelings and
thoughts. Then, the audience member can interpret those feelings for
themselves and create their own story.

-Many young people like to listen only to modern music. Do young
people in Canada like listening to classical music? What do you think
about it?

– I think young people all over the world are attracted to contemporary
music. However, that does not mean that they do not listen to classical
music. In fact, I pride myself of the fact that many young people
come to my concerts. This is truly important to me, and I try to do
as much as possible ( performing at schools or doing special concerts
for kids) to reach out to my own generation.

-You are going to have a concert with State Youth Orchestra of Armenia
in Yerevan for the first time, what impression do you have on the
eve of your arrival?

-I am greatly looking forward to coming to Armenia, experiencing a
new country, a new city, a new culture, and meeting new people! I
always try to visit some “different” country in my concert tours,
and I am very happy that this year it is Armenia. I have read and
heard that your country is very beautiful and special. And of course
your many famous musicians. -Who is your favorite musician? – I do not
have only one favorite musician… In fact, I like the performances
of many artists. I am inspired by many artists current and past,
and not only pianists too.

-What music do you listen to besides classical one?

-I love jazz and Pink Floyd.

-You are so young and talented, you have achieved many goals, what
is your cherished dream?

-That’s hard to say, because I do not have “dreams” in the traditional
sense. I am truly a person of the present, I love every day of my
life and what I am doing in particular on that day. But I can tell
you that visiting Armenia is all that I have been talking about for
the past week (even though right after I’m going to Italy, Germany,
and Belgium!).

-BBC Music Magazine described you as most “specialized “young pianist ,
how would you describe yourself ?

-I would describe myself as a very happy, lucky, and hardworking
young person.

Fraternity Group, member of the Committee of Foreign Relations of
the Parliament of Uruguay Ruben Martinez Huelmo did not exclude
the possibility of recognition of the Nagorno Karabakh Republic by
Uruguay. He made this announcement during the press conference, which
succeeded the meeting of the President of the Nagorno Karabakh Republic
Bako Sahakyan and the President of the Chamber of Representatives of
the Oriental Republic of Uruguay Jorge Orrico. As reports “Armenpress”
citing the official website of Armenian Revolutionary Federation –
Dashnaktsutyun Bureau, Huelmo was asked the question if it is possible
for Uruguay to become the first state to recognize the Nagorno Karabakh
Republic, as Uruguay was the first to recognize the Armenian Genocide,
Ruben Martinez Huelmo answered: “Frankly speaking, theoretically yes,
it can be so. Notwithstanding, this is a political procedure and must
be followed step by step. We must bring together all necessary steps
and introduce facts to the political authorities.”

The Head of Armenia-Uruguay Interparliamentary Fraternity Group,
member of Armenian Revolutionary Federation Bureau Vahan Hovhannisyan
stated: “In the previous year there has been a scientific seminar in
the Uruguayan Parliament and a number of political figures partook in
the seminar. Among them were Mr. Huelmo and the Minister of Foreign
Affairs of Uruguay. They stated that they see that the procedure of
recognition of Nagorno Karabakh Republic can have a natural course.”

Wide range of issues regarding the development of the reciprocal
relations has been under discussion during the meeting of the President
of Nagorno Karabakh Republic Bako Sahakyan and the President of the
Chamber of Representatives of the Oriental Republic of Uruguay Jorge
Orrico. President Bako Sahakyan highly appreciated the contribution of
Uruguay for the international recognition of the Armenian Genocide,
as well as its balanced policy in the issue of the international
recognition of the Artsakh Republic and the regulation of the
Azerbaijani-Karabakh conflict.

The President of the Chamber of Representatives of the Oriental
Republic of Uruguay Jorge Orrico and the Uruguayan delegation will
have a meeting with the Speaker of the NKR National Assembly Ashot
Ghulyan, after which the Jorge Orrico will deliver a speech in the
National Assembly of NKR on November 14.

” Zerkalo “, ” Ekho ” et les journaux d’opposition de cette semaine
couvrent la manifestation des organisations de jeunesse et des partis
d’opposition tenue le 20 octobre en centre ville, alors que la mairie
de Bakou avait propose le village de Bailovo. La police a disperse
les participants a cette mobilisation non autorisee et a arrete plus
de 110 personnes. Plusieurs d’entre elles ont ete ensuite conduites a
Gobustan, a une vingtaine de kilomètres de Bakou, puis relâchees. A
l’origine de cette manifestation demandant une dissolution du
Parlement, la diffusion d’une video sur You Tube, dans laquelle Gular
Akhmadova, deputee du Parti au pouvoir reclame un million de dollars
a Elshad Abdullayev, ancien recteur d’une universite azerbaïdjanaise,
pour un siège de depute aux elections parlementaires de 2005.

L’opposition voit dans cette video la preuve d’un Parlement illegitime.

Azerbaïdjan de Laurent Fabius, ministre des Affaires Etrangères de
France en 2013.

” Bizim yol ” du 20 octobre publie un article sur la France indiquant
que chaque annee dans ce pays au moins 4.000 personnes se convertissent
a l’Islam.

Celui-ci a fait part de son intention d’entamer une action en justice
contre Armavia en raison de ses dettes d’un montant de 92 millions
de drams (178 000 euros). Le Centre de meteorologie a egalement
menace de ne plus fournir a Armavia les informations meteorologiques
necessaires a la securite de ses vols. Une telle mesure aurait pour
effet de bloquer la desserte de l’aeroport de Zvartnots par Armavia,
qui pretend que ses dettes resultent d’une tarification excessive
du Centre de meteorologie dont les services peuvent etre assures par

Des combattants kurdes ont pris lundi le contrôle d’une nouvelle
localite du nord-est de la Syrie après le depart des forces
gouvernementales, a rapporte l’Observatoire syrien des droits de
l’Homme (OSDH).

“Des combattants du Comite de protection du peuple kurde ont pris le
contrôle de la localite de Malikiya a la pointe nord-est de la Syrie
après le depart des forces gouvernementales”, a indique l’OSDH.

Le Comite de protection du peuple kurde est le bras arme du Parti de
l’Union democratique kurde (PYD), la branche syrienne du Parti des
travailleurs du Kurdistan (rebelles kurdes en Turquie).

Vendredi et samedi, les combattants kurdes avaient deja pris trois
autres villes de la meme province de Hassaka, egalement desertees
par les troupes regulières, notamment a la suite de manifestations
d’habitants, selon l’OSDH.

Ils ont pris le contrôle d’Amouda, de Derbassiye et de son petit
poste-frontière, ainsi que du carrefour strategique de Tal Tamer, au
croisement de la route allant de la capitale provinciale de Hassaka
a Rass Al-Aïn et de la principale autoroute reliant la province d’est
en ouest, selon l’OSDH.

Parmi les villes importantes de la province, le regime ne contrôle
desormais plus que Qamichli et Hassaka.

Et le long de la frontière turque, l’armee regulière ne tient plus
que deux postes-frontière, celui de Qamichli, qui est ferme, et celui
de Kesseb, près de Lattaquie sur la côte, selon l’OSDH.

Plus tôt vendredi, a une centaine de kilomètres plus a l’est, les
rebelles avaient pris le point de passage de Rass Al-Aïn, après de
feroces combats contre les forces du regime qui ont pousse a la fuite
des milliers de Syriens, d’après l’OSDH et des militants.

C’est pour eviter des affrontements de ce type et un meme exode vers
la Turquie voisine que des manifestations ont lieu, reclamant le
depart de l’armee regulière, avait explique l’OSDH.

Lundi, l’armee syrienne a bombarde de nouveau a plusieurs reprises
Rass al-Aïn, qu’elle tente de reprendre, faisant 12 morts, selon
l’Observatoire syrien des droits de l’Homme (OSDH).

Il s’agit de cinq civils et sept rebelles, en majorite des combattants
du Front islamiste Al-Nosra, a precise l’ONG, basee en Grande-Bretagne,
qui s’appuie sur un reseau de militants et de sources medicales dans
les hôpitaux civils et militaires.
