YEREVAN. – Two-hundred people commit suicide in Armenia each year and
this means one small village disappears in the country every year,
sociologist Aharon Adibekyan stated during a press conference on
Saturday.

He informed that the most widespread method of committing suicide in
Armenia is hanging – since it is easy to find a rope to hang oneself
with – and jumping off from bridges. In his words, ending one’s own life
with a gun is most common in the US because weapons are sold openly
there, but, in the case of Armenia, solely state officials, or
criminals, commit suicide by the use of weapons.

`Suicides are committed in Armenia by drug overdose as well,’ Aharon
Adibekyan added.

YEREVAN. – The designing and manufacturing of unmanned aerial vehicles
(UAV) is a promising direction in Armenia, Enterprise Incubator
Foundation Executive Director Bagrat Yengibaryan told Armenian
News-NEWS.am.

`Armenia could have a [respective] market in two parts. Material
science is very developed here, and [the country] could create and
manufacture unmanned aerial vehicles. Second, is the production of the
flying devices themselves, if the identification matter is resolved,’
Yengibaryan said.

Also, he highly appreciated the activities by the Armenian Union of
Information Technology Enterprises, owing to whose efforts, now there
is a considerable interest in Armenia toward UAVs.

Le chef de l’opposition Raffi Hovannisian a invité l’Azerbaïdjan à
reconnaître le Nagorno-Karabagh en tant qu’état indépendant pendant
lors d’une visite à Bakou qui se voulait exceptionnelle pour un
politicien arménien.

Raffi Hovannisian, qui dirige le parti d’opposition Zharangutyun
(Héritage), est arrivé dans la capitale azérie pour participer et
s’adresser à la Conférence Internationale des Partis Politiques d’Asie
(ICAPP).

S’adressant aux journalistes azéris pendant le forum, il a insisté
pour que le principe universel de l’intégrité territoriale des états
ne donne pas le droit à l’Azerbaïdjan de récupérer le contrôle du
Karabagh.

« Je pense que l’intégrité territoriale de tous les états doit être
respectée, incluant l’intégrité territoriale de la République
Montagneuse du Karabagh » a dit Raffi Hovannisian. « Ils sont tous de
nouveaux états. L’Azerbaïdjan est un nouvel état. Et je pense que dans
l’espace post-soviétique c’est toujours sous cette optique que se
mesure l’intégrité territoriale des états dans la région ».

« Il est très clair pour moi que vieux ou nouveau, reconnu ou pas, la
République du Karabagh a un droit de reconnaissance. L’Azerbaïdjan
ferait bien d’ être le premier à le reconnaître. Je comprends que
c’est une question difficile » a-t-il dit, selon des agences de presse
azéries.

Le parti d’Hovannisian, qui est représentée au Parlement d’Arménie,
depuis des années a toujours appuyé le gouvernement arménien à
formellement reconnaître le Karabagh.

Le chef du parti Zharangutyun, qui est né aux Etats-Unis et vit en
Arménie depuis 1990, a appelé « au dialogue et à la communication »
entre les deux parties à Bakou. « C’est pourquoi je suis venu ici »
a-t-il dit, ajoutant « Nous devons surmonter la xénophobie. Nous
devons surmonter en l’appelant par son nom. Nous devons surmonter ce
machisme que beaucoup d’entre nous avons ».

Raffi Hovannisian a aussi été questionné à Bakou sur le destin de
centaines de milliers d’Azéris déplacés par le conflit du Karabagh. Il
a répondu que « tous les réfugiés dans la région » doivent être
capables de retourner sur leurs « terres ancestrales ».

« Cela se réfère aux Arméniens et aux Azéris » a dit Raffi
Hovannisian. « Cela se réfère à l’Azerbaïdjan, à la république du
Karabagh, à l’Arménie, à la Turquie. Je pense qu’il y doit avoir un
retour multilatéral ».

« Mais pour garantir ce retour nous avons besoin d’un nouvel
environnement qui est basé sur la bonne foi et la construction de la
confiance et de ne pas relcher les meurtriers reconnus coupables et
de ne pas détruire les cimetières et particulièrement au niveau
présidentiel de ne parler de pays voisins d’une façon infamante. Cela
n’aide en rien » a-t-il ajouté dans une raillerie claire au Président
azéri Ilham Aliyev.

MP: Minsk Group co-chairmanship should be transferred to other countries

An MP from the ruling New Azerbaijan Party Siyavush Novruzov proposes
to transfer co-chairmanship of the OSCE Minsk Group on the
Nagorno-Karabakh conflict resolution to other countries.

“As is known, Russia has military bases in Armenia and arms the
country. France calls itself as ‘sister’ of Armenia and cannot hold an
objective position in the conflict. Also there is a strong Armenian
diaspora in the U.S. which prevents Washington being independent in
this matter,” Novruzov said.

“I believe that the activity of the OSCE Minsk Group should be stopped
or the resolution of the Nagorno-Karabakh conflict should be discussed
by the UN Security Council,” he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of Nagorno-Karabakh and the surrounding
regions.

of Armenia, chairman of the `Heritage’ Party attempted to disrupt the
7th General Assembly of the International Conference of Asian
Political Parties (ICAPP) in Baku, APA reports.

Raffi Hovannisian unexpectedly approached the tribune and wanted to
speak without permission. The persons chairing the meeting called on
him to obey the discipline. Raffi Hovannisian demonstrated aggression,
began to shout and make groundless claims.

The Azerbaijani delegation and the delegations of most countries
banged the tables to express protest against his misbehavior. So, his
voice was unheard and he was obliged to take his seat.

Armenian presidential convoy fired at

Armenian President Serzh Sargsyan’s convoy was fired at in Yerevan on
Wednesday; the police promised to report the details later, the
News-ArmeniaAgency informes on Friday.

The Zhogovurd (People) newspaper, with reference to their own sources,
reports that the fact of the car being fired at was confirmed by the
head of the Department of the State Protection Hrachia Aroutiunian.

“Our employees were heading to the airport at nighttime, and near the
cognac factory the escort car was fired at from a passing car. It
turned out the driver, who opened fire from his car, is a resident of
the city of Echmiadzin. The police were informed and reacted very
quickly, and the criminal has already been detected,” Arutiunian said.

A representative of the police press-service assured that the details
of the incident would be reported later.

Azerbaijan’s provocative statements jeopardize the negotiation
process, Armenian FM tells Co-Chairs

Yerevan/Mediamax/. Armenian Foreign Minister Edward Nalbandian said
during his meeting with the OSCE Minsk Group Co-Chairs in Yerevan that
“the continuous provocative statements made by the senior leadership
of Azerbaijan much jeopardize the negotiation process and aggravate
the situation in the region”.

Edward Nalbandian received OSCE Minsk Group Co-Chairs Robert Bradtke,
Igor Popov, Jacques Faure and Personal Representative of the OSCE
Chairman-in-Office Andrzej Kasprzyk today, Mediamax reports.

The Co-Chairs presented to the Armenian Foreign Minister the results
of their meeting with President of Artsakh in Stepanakert and their
proposals for easing tension on the contact line.

The sides discussed the possibility of meeting of the Armenian and
Azerbaijani Foreign Ministers within the OSCE Ministerial Council due
to be held in Dublin in December.

Armenian economic index suggests positive results

YEREVAN, Armenia, Nov. 22 – The Armenian economy ministry on Thursday
released an economic index suggesting that the economy has been
positive for the past 10 months.

Economy Minister Tigran Davtyan said taxes from the companies that
work in the field of economy paid 243.8 billion AMD (599 million U.S.
dollars) during the first 10 months of 2012. That’s an incease of
nearly 30 billion AMD (74 million U.S. dollars) compared with the same
period of the previous year.

Davtyan noted that the taxes from the field of economy are one third
of all taxes.

During January-October 2012, economic activity increased by 7.2
percent, with the industry increasing by 10 percent, tourism by 8.5
percent and services by 11 percent.

There is also increase in the export of Armenian products.

`In general, the picture for this 10 months’ economic development
shows positive dynamics,’ Davtyan said.

This week stood out for the partially broken silence Prosperous
Armenia Party leader Gagik Tsarukyan had been keeping for two months.
But when he did speak, the words were not as strong as the silence.

Thursday Tsarukyan stated that he had made a decision which he would
make public by November 30.

What is Tsarkukyan’s decision? This question will be the main intrigue
of the coming week in Armenia’s domestic political life, meanwhile it
is more important to understand where and as a result of which
consultations that decision has been made.

Looking at the domestic political developments one can assume that the
political consultations between the opposition and `alternative force’
Prosperous Armenia (PAP) have reached a deadlock and, just like during
the previous three presidential elections, the opposition will fail to
unite and go for the big run with a single candidate.

When PAP initiated these meetings with the main oppositional forces on
shifting to parliamentary system of administration and having a
`technical’ president, the participants periodically stated that
`individuals’ were not discussed.

However, on Wednesday, when speaking about the need to have a single
candidate during the opposition’s and PAP’ protest in front of the
parliament building against the ruling coalition’s boycott of the
ANC-initiated special parliament session the participants started
chanting `Levon, Levon – president’, PAP faction secretary Naira
Zohrabyan countered: `Single candidate Gagik Tsarukyan’ against the
chants for opposition leader Levon Ter-Petrosyan.

Republican MP Karen Avagyan called this `consultation disagreement’,
and among political analysts it is viewed as the last stage of
inter-party meetings leading to a deadlock.

Zohrabyan’s impulse has revealed existing inner discord.

If until early this week ANC representatives, in particular ANC
coordinator Levon Zurabyan, were saying a singe candidate was a
possibility, they are avoiding the topic now.

On November 20, PAP MP and former Minister of Foreign Affairs Vartan
Oskanian wrote on his Facebook page that he cannot be a single
candidate, since during the meetings with regional structures
everybody insisted on Tsarukyan’s candidacy.

`Despite the fact that it was upon Gagik Tsarukyan’s suggestion that
my candidacy be discussed as a primary option, our fellow party
members spoke in favor of Tsarukyan and I agree with them,’ wrote
Oskanian.

If to Ter-Petrosyan supporters Oskanian could have become a more or
less acceptable candidate, political circles believe the prospect of
them uniting around Tsarukyan is highly unlikely.

On November 21, pro-PAP internet daily 7or.am cited Tsarukyan saying
at the recent closed-door meeting of PAP’s political council:

`It is not about my individual issues and will never be. I am not
pursuing any personal interest. As an individual I can solve all my
personal issues this way or another. But I can see a collapsing
country, emigrating people, suffocating injustice, total corruption,
growing destitution. And I cannot remain indifferent to all that. This
is my only issue,’ he said.

These words imply that the PAP leader’s decision is to run for
presidency, but it raises a number of issues, in particular, whether
the decision has been made as a result of consulting with the
opposition, or with the authorities.

Some political analysts are doubtful Tsarukyan could have made that
kind of decision alone, without first reconciling it with the
authorities, as Armenia’s wealthiest oligarch’s decision to go against
the authorities might be fatal for his businesses as it happened to
former MP, well-known businessman Khachatur Sukiasyan.

On the other hand, there is another factor pointing to the fact that
Tsarukyan’s decision does not reflect the opposition’s general
interests – Tsarukyan and seven more PAP MPs did not show up for the
special session, because `they were extremely busy’.

Meanwhile, the same day it became known that during those hours
Tsarukyan was present at arm wrestling sparring fights of a youth
team. Hence, if Tsarukyan’s decision was not made at 26 Baghramyan
Street [presidential residence], he would have come to the parliament
and by his presence would have confirmed his being a single candidate
and an `alternative force’. Yet, he did not.

`It is obvious that PAP is not alone in this, and one doesn’t need too
sharp an eyesight to spot Robert Kocharyan behind it [PAP],’ says
Heritage party MP Zaruhi Postanjyan, not ruling out that PAP might
soon re-enter the ruling coalition.

`I am convinced that the second and third presidents are operating in
accord,’ says Postanjyan.

Lebanon’s Speaker Nabih Berri cancelled parliamentary session to be
held in honor of Armenian President Serzh Sargsyan which will be
replaced by a luncheon.

The participants will be invited to Berri’s residence to honor the
Armenian leader, The Daily Star reported.

The parliamentary session stirred controversy over opposition’s
decision to boycott the work of parliament.

President Serzh Sargsyan will pay a two-day official visit to Lebanon
next week to meet with the country’s leadership.
