Armenia’s foreign trade in ten months grows by 3.4 percent

YEREVAN, November 30. / ARKA /. Armenia’s foreign trade in
January-October this year saw a 3.4 percent increase from a year
earlier to over $4.603.1 billion, according to latest numbers,
released today by the National Statistical Service of Armenia
(ArmStat).

According to official data, exports grew by 7.3 percent to $1.166
billion and imports by 2.1 percent to $3.4371 billion. The resulting
trade gap amounted to $2.271.1 billion. According to preliminary data,
the trade deficit in FOB prices amounted to $ 1.741.8 billion
According to the statistical report, Armenia’s exports were dominated
by mining industry products -$332.8 million, a 1.4 percent drop from a
year earlier, non-precious metals and items – $282.1 million, a 7.7
percent decline, finished foods -$196.2 million, a 44.8% growth,
precious and semiprecious stones, precious metals and jewellery –
$139.4 million, a 12.8% drop and aerial, ground and water vehicles
-$53.3 million, a double growth from the year before.

The country’s imports were dominated by mining industry’s products
($734 million, a 13.9 percent rise), machinery and equipment -$474.9
million (a 2 percent rise ), land, aerial and water vehicles -$271.4
million, no change from a year earlier, finished foods – $271.4
million, a 9.6 percent growth and plant products -$218.7 million, an
9.6% rise. ($1-405.19 drams). -0-

YEREVAN.- An Azerbaijani serviceman who crossed the border with
Armenia in summer does not want to return to his country, spokesperson
for Armenia’s defense ministry Artsrun Hovhannisyan said.

`Armenian side holds in captivity Firuz Faragov who served in the
Azerbaijani armed forces for 4 months. He expressed willingness to be
transferred to the third state,’ Hovhannisyan said after the ceremony
of handing over Azerbaijani civilian Telman Aliyev to his country.

Firuz Faragov crossed a state border with Armenia in the north-east
direction of the line of contact on the night of July 26 and
surrendered himself.

Armenia’s Ambassador to Georgia, Hovhannes Manukyan, met, on Thursday
in Karmir village, with the school principals of the
Armenian-populated villages in Georgia’s Marneuli District.

The objective of the ambassador’s visit was to find out the challenges
the Armenian schools in the district face and to assist in resolving
these problems.

Learning about the key issues of these schools, Manukyan offered some
proposals toward resolving these matters and expressed a hope that
these issues will be settled.

At the same time he expressed a readiness to hold such meetings
regularly, and asked the school principals to submit to Armenia’s
Embassy in Tbilisi – and if necessary – all matters that require an urgent
solution.

YEREVAN, NOVEMBER 30, ARMENPRESS. The Central Bank of the Republic of
Armenia has stopped rating of LLC “Armavia” Airlines on the initiative
of the company. The Central Bank of Armenia informed “Armenpress” that
the Central Bank of the Republic of Armenia has also stopped rating of
LLC `Valletta’ on the Initiative of the company. The previous rating
was “G-“, which was granted in 25.02.2011.

The Armavia company was established in 1996, but commercial flights to
Russia and Turkey only started in 2001. It is the Armenia’s flag
carrier with its head office on the grounds of Zvartnots International
Airport in Zvartnots, Armenia, near Yerevan. It operates international
passenger services from Yerevan to destinations in Europe and Asia.
Its main base is Zvartnots International Airport.

de nombreuses communautés issues de diverses ethnies, le droit a
la défense et le droit a l’éducation dans la langue maternelle ne
sont pas reconnus officiellement : seuls quelques cours optionnels
sont proposés. Si ces droits semblent primordiaux, l’article invite
toutefois le lecteur a cerner les limites de leur champ d’application
: outre la nécessité de prendre certaines mesures pour pallier
la difficulté technique de traduction des termes juridiques qui
n’existent pas dans certains dialectes, le débat actuel est centré

Le débat concernant la défense juridique en langue kurde, qui est
actuellement l’un des sujets les plus controversés en Turquie,
s’étend a la défense dans la langue maternelle pour d’autres
communautés ethniques.

S’adressant a Hurriyet Daily News, Vacid Kadıoglu, le président de
la Fédération des Associations Caucasiennes, a dit : ” Le droit a
la défense et a l’éducation dans la langue maternelle est le droit
de chacun. Manipuler ce droit a des fins politiques est une mauvaise
action. ”

” Ils nous ont fait oublier notre propre langue maternelle, la langue
circassienne. Nous ne pouvons donc pas inscrire la défense dans la
langue maternelle a l’ordre du jour ” a dit Kadıoglu.

” Tout d’abord, nous exigeons le retour de notre droit a avoir accès
a une éducation dans notre langue maternelle. Le gouvernement a mis en
application la loi sur la langue maternelle et les dialectes proposés
en cours optionnels, mais il a également fixé comme condition un
quota de 10 personnes. Il n’est pas sincère ” a dit Kadıoglu.

La langue maternelle : ” un droit ”

Le président de l’Association de la Culture Laze, l’avocat Mehmet
Ali BeÅ~_li, a abordé un aspect différent de la question : ”
La langue maternelle est un droit, et la capacité de se défendre
dans sa langue maternelle, celle que l’on parle le plus efficacement,
joue un rôle capital. Les gens devraient se défendre dans la langue
a travers laquelle ils peuvent le mieux s’exprimer ” a dit BeÅ~_li. ”
L’Etat a mis en Å”uvre des cours de langue maternelle dans les écoles
et a ouvert une chaîne de télévision en langue kurde ; cependant,
il n’accepte pas la défense dans la langue maternelle devant les
tribunaux. Ce n’est pas compréhensible ”

Si le droit a la défense dans la langue maternelle entre en vigueur,
les traducteurs seront assignés deux fois a ceux qui ne peuvent pas
parler turc. Ceux qui parlent turc mais qui demandent a se défendre
dans leur langue maternelle devront amener leur traducteurs avec eux.

Se référant a cette décision, BeÅ~_li a demandé : ” Comment
le tribunal déterminera-t-il les compétences d’une personne en
grammaire turque ; comment pourrait-on les mesurer ? ”

Il a ajouté : ” Les droits a la langue maternelle ne devraient pas
être faconnés seulement par les Kurdes. ”

Le fondateur de l’Association de la Recherche et de la Culture
Anatolienne (AKADAER), Altan Acıkdilli, qui a présenté un dossier
intitulé ” Recherche sur la constitution des peuples ” a Ankara
il y a quelques mois, a dit qu’il soutenait pleinement le droit a la
défense dans la langue maternelle.

Acıkdilli a également commenté la condition de traducteur pour
ceux qui demandent a se défendre dans leur langue maternelle.

” Cela illustre clairement une mentalité de négociation. La liberté
n’a pas de condition. Une personne se défend dans sa langue maternelle
ou ne le fait pas ” a-t-il dit. Acıkdilli a également dit que
certains problèmes techniques pouvaient survenir, en ajoutant que
certaines mesures devraient être prises contre cela.

” La traduction de différents dialectes nécessite une
expertise. Et la, il y a un point crucial ; les termes juridiques
n’ont pas d’équivalents dans certains dialectes, une formation
de courte durée sera donc nécessaire pour les traducteurs ”
a dit Acıkdilli. Acıkdilli a également abordé le fait que
les débats concernant la langue maternelle se font en se fondant
uniquement sur les Kurdes : ” Le public se trompe de débat ; le
gouvernement présente les droits concernant la langue maternelle
comme une chose qui sera donnée uniquement aux Kurdes ; cependant,
diverses communautés de différentes ethnies vivent dans ce pays ”
a dit Acıkdilli.

” Les droits de ces communautés ne devraient pas être faconnés
a travers les politiques mises en Ŕuvre concernant les Kurdes ”
a dit Acıkdilli.

Le président de l’Association Hadig HemÅ~_in Culture Sustenance,
Hikmet Akcicek, a également exprimé la même inquiétude : ” Quand
il s’agit de droits, il faut adopter une perspective qui englobe toutes
les communautés a l’intérieur du pays. La défense et l’éducation
dans la langue maternelle sont le droit de chacun. ”

Une ~uvre du peintre armenien Martiros Sarian a ete vendue au montant
record de 623 700 livres britanniques lors d’une vente chez Sotheby
a Londres. La peinture intitulee ” Poète sur les pentes de l’Aragats
” et realisee en 1906 par le grand peintre de l’Armenie sovietique
a trouve acquereur pour ce montant sans precedent au premier jour
de la vente d’une collection d’art russe. Cette ~uvre appartient
a la première periode de Sarian, peintre très prolifique dont la
longevite a garanti la diversite d’une production qui ne se limite
pas aux canons du realisme socialiste auxquels l’avaient confine ses
commanditaire de l’epoque sovietique. Cette ~uvre precoce, realisee
alors que l’Armenie etait encore une province de l’empire tsariste,
n’avait jamais ete mise en vente a ce jour et avait ete reproduite
dans la revue Apollon en 1913. Elle faisait partie de la celèbre
collection de Nikolaï Ryabuchinsky (1877-1951), fils de millionnair,
sybarite et collecionneur d’art a ses heures. Une peinture d’un autre
grand artiste armenien, Dmitri Nalbandian, est partie pour la somme
de 175 300 £ lors de la meme vente.

la delegation armenienne a l’Assemblee Parlementaire du Conseil de
l’Europe (APCE) afin de conserver son immunite parlementaire et faire
face ainsi a des poursuites judiciaires controversees a annonce son
parti Armenie Prospère (BHK).

Le BHK, qui se vante d’etre le second parti du pays, est represente
dans la delegation de 8 membres parlementaire par deux deputes,
Naira Zohrabian et Vahe Hovannisian. I

” M. Oskanian se rend compte que n’importe quel developpement est
possible et, en principe, il n’est pas contre une telle substitution
[dans la delegation de l’APCE] au moment juste ” a dit Naira Zohrabian
au service armenien de RFE/RL (Azatutyun.am).

Naira Zohrabian a dit que soit Hovannisian ou soit elle-meme cedera
formellement sa place a l’ex-ministre avant la prochaine session
plenière de l’assemblee base a Strasbourg et qui aura lieu en

” LE GENOCIDE ARMENIEN EN TURQUIE OTTOMANE : TEMOIGNAGES DES SURVIVANTS ”

Les Archives nationales de la Republique d’Armenie ont edite un recueil
en trois tomes intitule ” Le Genocide armenien en Turquie ottomane :
temoignages des survivants “.

L’auteur de l’ouvrage est le directeur des Archives nationales Amatouni
Virabian. Les trois tomes presentent non seulement des documents d’Etat
et diplomatiques, mais au premier chef des temoignages et souvenirs des
survivants recueillis en 1916. Au total 602 documents originaux y sont
presentes. Chaque tome est edite en 1000 exemplaires. 1000 exemplaires
supplementaires seront publies une fois les stocks epuises. Les sommes
recueillies seront destinees a la traduction de l’ouvrage en anglais,
en russe et en turc. D’ici 2015, les trois tomes devaient etre mis en
ligne. ” Le Genocide armenien en Turquie ottomane : temoignages des
survivants ” La publication de cet ouvrage s’inscrit dans le cadre des
programmes envisages pour le centenaire du Genocide armenien. D’autres
publications sont egalement prevues dans ce cadre.

Ces documents viennent s’ajouter au travail de Verjine Svazlian
qui a recueilli , sur une periode de 55 ans, les temoignages de 700
armeniens ayant vecu l’indicible en Armenie occidentale, en un volume
de 845 pages au format 21X29,7 (en attente de traduction francaise).

WATERTOWN – The ongoing conflict in Syria has resulted in the
displacement of thousands of Syrian Armenians, the majority of
those fleeing to Armenia and Lebanon, but also to Iraq, Jordan
and elsewhere. The tremendous impact of fighting in Syria has
unsurprisingly been felt throughout Syria.

Prior to the conflict, more than 90,000 Armenians made Syria their
home, predominately in the cities of Aleppo, Damascus, Homs, Kamishli
and Latakia. What is more surprising is the corresponding impact the
crisis in Syria has had on its sister diasporan communities throughout
the world.

Despite the political, regional and even religious divisions that
normally plague cooperative efforts in the global Armenian community,
every facet of the diaspora seems to have united to address the needs
of the Syrian-Armenian community.

The first step to uniting in efforts to aid the Syrian-Armenian
community is understanding the crisis at hand. According to
Prof. Ara Sanjian of the University of Michigan, Dearborn, there
are two dimensions to the Syrian conflict. The first is the internal
conflict that was sparked after years of the centralized authoritarian
government failing to meet the needs of the general population,
especially in rural areas. From the initial upheaval in rural regions,
the uprisings eventually moved toward a demand for democratizing
within the country by various segments of the population.

“The second dimension of the conflict – and possibly the more important
one – is the international implications of the revolts.

Because Syria has been a staunch ally of Iran, several Western
countries such as the US would likely prefer to unseat Syrian
President Bashar al-Assad’s regime, while others such as Iran,
Russia and China support his regime. Meanwhile, Saudi Arabia and
Qatar have made no attempts to hide their intentions to unseat Bashar
al-Assad, as evidenced by their financial and military support of
oppositional forces,” said Sanjian. In the midst of this complicated
web of international tensions, the Syrian Armenians wait in hopes of
returning to home and to normalcy.

Thousands of Syrians have fled the region, especially those who have
been able to acquire the resources to migrate. Many still remain
in Syria, hoping for a quick end to the fighting and a return to
normalcy that may never come. For those Syrian-Armenians who have fled
to Armenia or Lebanon, he said, the future is unclear. The desire to
eventually return home still remains, but others are confronting the
possibility of permanent emigration, he explained. Armenia, he noted,
is not in a position to accept and absorb unlimited immigrants.

“It is difficult to dismantle what you have assembled over many
generations and just leave your home,” Sanjian noted.

In response to these dire circumstances, efforts to aid Syrian
Armenians have come from communities across the globe, from large
scale to individual efforts. The Armenian National Committee of
Australia (ANC Australia) recently partnered with the Australian
Agency for International Development (AusAID) and the Department
of Foreign Affairs & Trade (DFAT) in securing $24.5 million aid
package for Syrian-Armenians who have fled to Armenia. On November 22,
the ANC-Australia website posted a press release from Walt Secord, a
member of the Australian Legislative Council, stating, “I will note my
concerns regarding the plight of Armenians in Syria as events continue
to unfold. Just last month an important Armenian church in Aleppo was
set ablaze and Armenians were kidnapped. I know that members of the
local Armenian community are worried about their loved ones in Syria.

My thoughts are with them at this time.”

One of the largest coordinated efforts has come through the formation
of the Syrian Armenian Relief Fund (SARF), which includes the Western
Diocese of the Armenian Church, Western Prelacy of the Armenian
Apostolic Church of America, Armenian Catholic Eparchy in North
America, Armenian Democratic Liberal Party, Armenian Revolutionary
Federation-Western U.S.A. (ARFD), Social Democrat Hunchakian
Party-Western USA, Armenian Evangelical Union of North America,
Armenian General Benevolent Union, Armenian Missionary Association
of America and Armenian Relief Society of Western USA.

Fundraising efforts by SARF have also included the two Hye AID
concerts in Pasadena and San Francisco, with two more Hye Aid concerts
planned in California, “together with educating and mobilizing the
public and publicizing the calamity that has stricken the Syrian
Armenian communities thru the print, audio and visual media and
during all activities,” according to Executive Committee Chairperson
Zaven Khanjian. “There is the natural-human, national-Armenian and
Christian-ethical/moral obligations. All three. We would have done
it to any and all communities in peril. It must be said though that
the Syrian-Armenian community has a special place in the Armenian
Diaspora. It is the mother of all Armenian Diaspora communities. The
closest to historical Armenia where the memories and monuments to
the Genocide are living cries in the face of humanity.”

SARF partnered with the Suryahayutyan Shdab Oknutyan Ojantag Marmin
(the Syrian-Armenian Emergency Relief Organization) a pan-Armenian
coalition, which also facilitates the transfer of aid and funds through
the Catholicosate of the Holy See of Cilicia. According to Khanjian,
they have already transferred $100,000 of the funds raised overseas
and are preparing for the transfer of another $250,000 to take place
imminently. Overall, about $500,000 in contributions and pledges have
been raised by this body in the last three months alone.

Prior to coordination with SARF, the Armenian Relief Society (ARS)
relief efforts had primarily focused on aiding Armenian schools in
Syria with financial assistance to needy students and helping to
relieve financial burdens placed on schools. Through these efforts,
they have raised more than $100,000 globally to aid Syrian-Armenian
schools and students, and the funds were transferred over through
religious headquarters in Lebanon. “In the global diaspora, whenever
one of the communities is in distress, the other communities have
an obligation to lend a supporting hand,” said Vice Chair of ARS
Central Executive Board Nairy Shahinian on the importance of aiding
Syrian communities.

Currently, the ARS is also acting as part of a pan-Armenian effort
“made up of the global communities coming together to create a vivid
awareness amongst all the Armenian communities,” said Shahinian. The
ARS helps provide weekly hot meal plans to the needy, as well as
medications, in addition to raising funds. From large-scale efforts
to weekly church collections for Syria in local communities, the ARS
hopes to continue its aid efforts and encourages readers to contact
their local ARS chapters for more ways to help.

Another sponsoring organization of SARF, is ARFD’s “Help Your Brother”
initiative, has transported nearly two tons of plane cargo carrying
medicine, food and goods.

“Help Your Brother” also oversaw donations to the “Kashatagh Fund”
for the housing of 20 Syrian-Armenian families settling in Kashatagh
in Artsakh (Karabagh).

Elsewhere, Hayastan All-Armenian Fund has publicly committed to
donating at least 10 percent of the funds raised at its annual
Thanksgiving Day telethon this year, to aid Syria. The organization
raised $21 million in pledges, which will primarily benefit
construction projects in Armenia and Artsakh.

At the local level, members of the Boston chapter of the AGBU Young
Professionals recently hosted a fundraising dinner at the Armenian
American Social Club (Agoump) in Watertown. According to Laura
Michael, YP Boston chairperson, more than 50 people attended the
event and/or donated, with further donations still being accepted
at

YP member and attendee Nicole Meregian said, “The AGBU YP fundraiser
was a huge success[…] both Armenians and non-Armenians attended, and
raised over $1,000. I think it’s important to help Armenians, not just
locally, but also globally and especially in times of need such as now
in Syria. The Armenian community in Syria is relying on local efforts
to address their basic needs. The local community in Boston needs to
be aware of the magnitude of devastation to the Syrian Armenians.”

Meanwhile in Aleppo, the Syrian Arab Red Crescent has started
distributing the aid presented by the Armenian people to the Syrians in
order to help them cope with damages, losses and economic sanctions,
after a third aid plane arrived at Aleppo International airport on
November 9. Director of the Syrian Arab Red Crescent in Aleppo, Hael
Assi, has coordinated with the Armenian Embassy and the Armenian
Orthodox Archdiocese in Aleppo to facilitate the distribution of
supplies and aid. Secretary of the Baath Party branch in Aleppo,
Hilal Hilal, said that the Syrian people “highly appreciate this
humanitarian stance of the Armenian people and government, underling
the strong Syrian-Armenian cooperation.

Religious sects across the Armenian Diaspora have also united under
a single cause.

Diocese of the Armenian Church of America, the Armenian Prelacy and
the Armenian Catholic Church have all coordinated efforts. The Prelacy
and members of the Catholic and Protestant churches have participated
in fundraisers in Boston, Detroit, New York and Chicago, respectively.

According to the Eastern Diocese Communications Director Christopher
H. Zakian, “At the directive of Archbishop [Khajag] Barsamian,
the Diocese instituted a fundraising drive last August, which has
included plate collections at the parish level, periodic promotion
in our weekly e-newsletter and on social media platforms, as well as
an ongoing donor opportunity on our website. All the proceeds will
go to the relief effort, to be distributed through the Mother See
of Holy Echmiadzin, which is working with and through the Armenian
Church Diocese of Syria.”

The Diocese has been working with the Primate of Syria, Bishop
Armash Nalbandian, to keep informed on the situation and promoted
communication in order to coordinate humanitarian efforts. “The
Primate has urged all our people to keep our countrymen in Syria in
their prayers and to pray that the historic and long-lived Armenian
community there, once a place of refuge for so many of our ancestors,
will endure through this period and eventually enter a new period of
wellbeing and peace,” added Zakian.

Members of Congress React

The US political community has also drawn attention to the crisis,
with Rep. James McGovern (D-Mass.) who serves as co-chairman of
the Tom Lantos Congressional Human Rights Caucus, voicing his strong
support for US humanitarian efforts to Syria, including an ANCA-backed
provision in the House Appropriations Committee’s version of the
FY13 State-Foreign Operations Bill calling on the State Department
to prioritize humanitarian and resettlement assistance for minority
communities, including Armenians and other Christian populations
in Syria.

Tying the crisis in Syria to the American-Armenian community, McGovern
wrote, “As you are very much aware, the Armenian community of Syria,
particularly those in and around the Aleppo region, includes a great
many descendants of survivors of the Armenian Genocide and the forced
death marches through the Syrian desert. These Armenians, along with
other Christian and minority populations, are, today, increasingly the
victims of violence – in the form of bombings, sniper attacks, murders,
kidnapping, and acts of destruction and desecration of holy sites.”

These are only some of the organizations globally working to aid
Syrian Armenians.

Further global communication and cooperation will be necessary as
the conflict continues. Government agencies and larger organizations
“must coordinate on the ground and abroad in order to ensure the even,
efficient distribution of resources, so that no one gets left behind,”
said Sanjian.

ARMENIAN FOOTBALL FEDERATION BACKS THE IDEA OF SETTING UP A COMMON CIS CHAMPIONSHIP

Yerevan/Mediamax/. The Football Federation of Armenia (FFA) stated
today that it backs the idea of setting up a common CIS Championship.

“There are currently very strong teams in all the national
championships of CIS states. They are well known not only inside
their countries but also in the whole world. Nevertheless, we believe
that the competition between the best clubs of the post Soviet space
within the common CIS Football Championship will allow to increase
the football level in CIS countries both in terms of local clubs and
national teams. This model will undoubtedly allow to more effectively
participate in the fight for the most prestigious international
trophies,” the statement says.

The Football Federation of Armenia recalls that it backed the idea
also in the past and urged upon all the football federations of CIS
states to “engage in an active dialogue and cooperation to create and
conduct the CIS Football Championship in the nearest possible time.”
