La recente visite des co-presidents du Groupe de Minsk de l’OSCE
dans la region a prouve que les pourparlers sont dans l’impasse
dans le conflit du Karabagh, a declare le directeur politique de
la Federation Revolutionnaire Armenienne Giro Manoyan lors d’une
conference de presse.

” L’affirmation selon laquelle les pourparlers se poursuivront au
niveau des ministres des Affaires etrangères vise tout simplement a
reduire la probabilite d’une guerre ” a declare Giro Manoyan.

” Avec des co-presidents incapable de prendre des mesures efficaces
pour activer les discussions, l’Armenie doit redoubler d’efforts
pour la reconnaissance du Karabagh et aussi rappeler a Bakou que
l’incident Safarov est la veritable raison derrière l’impasse actuelle
“a-t-il ajoute.

Giro Manoyan a affirme que l’Azerbaïdjan ne peut pas continuer a
garder les pourparlers de paix en otage en fonction de ses caprices.

” La communaute internationale doit montrer l’Azerbaïdjan que ce n’est
pas benefique pour elle qu’elle reporte sans cesse les negociations
“a-t-il dit.

” Qu’il s’agisse de la reconnaissance absolue, une reconnaissance
partielle ou de la reconnaissance par les provinces, les villes ou
les Etats, les efforts de reconnaissance doivent etre intensifies
par tous les moyens ” a insiste Giro Manoyan.

Ce dernier a egalement salue l’insistance du president Bako Sahakian
d’inclure le Karabagh dans les negociations en cours.

Recemment, la presse negationniste francophone s’est emue des menaces
alleguees qu’aurait subies Mme Emine Cetin Bozkurt, une responsable
“associative” turque, peut-etre franco-turque, suite a sa participation
dans l’organisation de la grande manifestation de haine raciale des
extremistes turcs de France, en janvier 2012.

Des officines, operant de l’etranger, tel Turquie-news se sont
lamentees que les delinquants presumes qui auraient menace Mme Cetin
Bozkurt – bien evidemment des Armeniens selon elles – aient finalement
ete relaxes par le Tribunal correctionnel.

Mme Bozkurt, une proche des Loups-Gris

Et de cracher immediatement sur une justice francaise taxee de
communautariste, ce qui est plaisant de la part de ces milieux
claustres dans leur vision ethnique et raciale. Bien sûr, il ne s’agit
certainement pas de blanchir les eventuels comportements delictueux
des tourmenteurs presumes de Mme Cetin Bozkurt. Mais, la justice
francaise etant loin d’etre suspecte de faiblesse, la relaxe – si
relaxe il y a bien eue – signifie sans doute que la plainte etait
sans fondement. A moins que toute cette affaire n’ait ete que pure
invention, ce qui reste possible etant donnee la credibilite des seules
sources qui en font etat, coutumières du melange du vrai et du faux,
de l’affabulation et du demi-mensonge.

The Armenian President is speaking about the 21st century, and trying
to look like a civilized, modern person. But he does not speak about
the occupation of his neighboring country’s lands and the exile of a
million refugees, spokesman for the Azerbaijani Foreign Ministry Elman
Abdullayev said at a briefing today. He was commenting on Armenian
President Serzh Sargsyan’s statement that one can not keep a country
blockaded in the 21st century.

“Yerevan, and the Armenian Diaspora, which always want to seem
innocent, must not forget that the crimes, committed in Khojaly,
will not remain unpunished,” Abdullayev said.

He added that the Armenian President makes populist statements and
speaks about modernism, but fails to answer simple questions about
how one million people’s rights may have been violated.

Armenian military forces committed genocide in Khojaly on Feb. 26,
1992. Some 613 people were killed, including 63 children, 106 women
and 70 old men. A total of 1,000 civilians were disabled during the
genocide. Eight families were annihilated, 130 children lost one
parent, and 25 lost both. Additionally, 1,275 peaceful residents were
taken hostage, while the fate of 150 remains unknown.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The Kardashians are vocal about their Armenian heritage, and have
been outspoken about the Armenian Genocide,” he says. “They are very
popular with the Armenians.”

The wounds of that enormous tragedy that occurred during and after
the First World War – and killed up to 1.5 million people – have
definitely not healed, and its upheavals have impacted the region even
decades later. Despite repeated requests to the world to officially
acknowledge this crime, almost every country has turned a largely
blind eye. “The Jewish Holocaust was not as well documented as the
Armenian Genocide, but the Jewish community is a powerful one,”
says the author with a shrug.

Dr John Balian’s life story is remarkable. He was born in a remote
village in Anatolia near Diyarbekir, a historic Armenian city,
to a very poor family, and grew up to a life of destitution and
wandering through several Middle Eastern and European countries. With
the kindness of strangers, he eventually reached America where he
attended Columbia University on a full scholarship.

When he decided to tell his story, he was unsure if people would read
a memoir, because, as he puts it ‘he was not a well-known entity’.

Instead, he decided to rework his real story as a work of fiction,
although he says each and every incident he mentions is actual and
factual. “It’s almost a Dickensian story, I’ve been told,” he says.

“The Armenian community has a small presence in India, historically,”
he adds. “They’re mostly in Kolkata and many students also visit
India to study.”

“I would like my story to be told through cinema,” he signs off. “I
was happy to hear that Shekhar Kapur had shown interest in filming a
story on the Armenian Genocide, although based on another book that
came out a few years ago.”

Tigran Karapetyan, leader of the People’s Party, and Aram Karapetyan,
leader of the New Times Party, do not plan to take part in the
presidential campaign, Aykakan Zhamanak reports.

Tigran Karapetyan announced his plans to run for president in August.

Both party leaders decided not to run for president due to
disappointment over the by-year elections of the National Assembly.

The Republican Party won the by-elections in Yerevan and Gyumri on
December 2. Tigran and Aram Karapetyans believes that the presidential
polls will have the same outcome.

People in Armenia no longer trust elections and do not have enough
confidence in any particular political force. So, consolidation of
the opposition seems to be the only way to change regime in Armenia,
the head of the parliamentary group of ARFD Armen Rustamyan said in
the Armenian Parliament on Tuesday.

He recalled that ARFD came out with the initiative to unite the
wide public layers and suggested participating in the forthcoming
presidential elections with a single agenda.

Rustamyan stressed that the country needs freedom, democracy and
justice.

“Achievement of these goals implies consolidation and formation of
a single agenda, otherwise, the search for a single candidate is
senseless and fruitless”, he said.

Here’s yet another story of official wheeling dealing on a local
level in Armenia.

It has now come to light that former Shnogh Village Mayor Haykaz
Kochinyan was paying 1.2 million AMD ($3,000) every year from 2007
to 2011 out of the community budget in gas expenses for a car that
didn’t run and that was parked in the mayor’s outside garage for the
years in question.

Don’t be surprised to learn that the gas station Kochinyan was paying
the money to is registered in the name of his sister and a relative
of the former Toumanyan Police Chief Artoush Boshyan.

Kochinyan purchased the Mercedes S-500 from his son Edgar in 2007
for 4.9 million AMD. The car was in no condition to be driven.

What’s even more appalling is the 4.9 million to purchase the Mercedes
was lifted from the community budget as well. In total, 10.9 million
in taxpayer money was spent to buy the car, on repairs and gasoline.

All for a car that has been sitting, rusting away, in the mayor’s
parking lot.

Naturally, we asked around to find out how community money had been
allocated for so many years for a car that couldn’t be driven.

Here’s the incredible response of Svetlana Javakhyan, chief accountant
of the Shnogh Municipality.

“Yes, I was the one signing the gasoline payment vouchers, but does
that make me responsible?”

To add insult to injury, Javakhyan knew the Mercedes was a heap of
junk and she couldn’t provide us with any mileage logs for the car.

Three years after purchasing the Mercedes, Mayor Kochinyan bought a
2005 Niva from village resident Garnik Mashinyan for 4.260 million;
again using taxpayer money.

Current Shnogh Mayor Hovik Sahakyan says the price paid was way above
the actual value of the Niva.

The mayor’s office has also unearthed another swindle by Kochinyan.

t seems that a non-workable tractor had been abandoned in a field after
the collapse of the Soviet Union. It lay rusting in a nearby field.

The craft former mayor registered it in the name of fellow village
resident Arayik Avetyan in 2010. Lo and behold, that same year,
3.740 million was allocated from the Shnogh budget to buy the 23
year-old tractor.

Kochinyan was then able to get his hands on 8,000 liters of diesel
at a cheap price through a government subsidy arrangement designed
to assist farmers.

The diesel, according to accountant Javakhyan, was then handed over,
for safekeeping, to Samvel Hobosyan, who was renting the diesel
station owned by Haykaz Kochinyan.

Tractor operator Sarbek Amirjanyan told this reporter that none of
the 8,000 liters was ever sold to local farmers at reduced prices as
per the government program. In fact, none of the people we talked to
in Shnogh ever saw any of the diesel fuel.

Today, Shnogh residents are also up in arms about another sleight of
hand that the former mayor got away with while in office.

They are demanding that Kochinyan return 400 square meters of
the second floor of the local outpatient clinic that he illegally
privatized in 2005. It seems that Kochinyan had plans to turn the
space into his own medical walk-in clinic.

Kochinyan had struck a deal with the temporary director of the
outpatient clinic and was supposed to pay 600,000 AMD within three
days of signing the contract.

Kochinyan hasn’t paid a dime in the past seven years.

Current Mayor Sahakyan says the community desperately needs the space
and that he is committed to having it returned to the public clinic.

In the meantime, as Shnogh residents uncover more dirt about their
former mayor, law enforcement at the regional level do their best to
shovel it back under and out of sight.

Assembly Eduard Sharmazanov issued a statement to the Parliament.

Armenpress reports that it is mainly noted in the statement
“Political autumn has already finished. It was marked by political
reverences, tricks, bluff and finally pauses. I would briefly
say that the opposition is criticizing and the government is
working. The last developments have shown that Republicans continue
to implement political reforms based on the political tolerance and
broad-mindedness. And it is at least surprising that some political
figures who consider themselves as an opposition describe the tolerant
behavior of the authorities as a victory of their. My dear colleagues
we all are members of a single ship where there is not victories
over strangers. The evaluations during the summit of the EPP Eastern
partnership evidence that both international reputation of Armenia
and the level of democracy in it have increased during the last
several years.

Our European colleagues highly estimated the efforts of Armenian
authorities noting that they managed to organize succeeded elections
and that Armenia was one of the most important partners of EU. In
frames of these meetings President Sargsyan issued four definite
statements to the international community. First is that Armenia is
faithful to the freedom, democracy and to the principles of the rule
of law, second, that on the territory of our partnership there must
be null tolerance towards the racism, third, that being a candidate
of becoming EU member Turkey keeps the borders of its Eastern partner
Armenia closed and finally the forth one that Nagorno-Karabakh is a
member of big European family.

Dear parliament

After only two months presidential elections will take place in Armenia
during which we will have to elect not only the President of the
country but also the Commander-in-Chief. Both the internal political
realities, the political will of the government and the irreversibility
of the law come to prove that the incumbent President of Armenia is
the invincible candidate in the upcoming presidential elections”.

Les vignerons armeniens ont achete un total de 157 000 tonnes de
raisins cette annee a annonce le vice-ministre de l’Agriculture Robert
Makaryan. Il a declare que ce chiffre representait une augmentation
car 129 000 tonnes avaient ete achetees l’annee dernière.

Selon lui, les vignerons ont paye le prix moyen de 142 drams pour un
kilogramme de raisin contre 132 drams en 2011.

Le vice-ministre a egalement declare que les conserveries ont achete
215 000 tonnes de raisin, legumes et fruits, contre 194 000 tonnes
l’annee dernière.

Construction du nouveau reacteur de la centrale nucleaire- Selon le PM,
des investisseurs americains, japonais et du Proche-Orient manifestent
de l’interet vis-a-vis de la construction du nouveau reacteur de
la centrale armenienne, mais le partenaire principal de l’Armenie
dans ce projet demeure la societe russe ” Rosatom “. Selon un accord
preliminaire, une societe conjointe dont les deux pays detiendraient
chacun des parts de 50% devrait etre creee. Il n’est pas exclu, selon
le PM, que des investisseurs prives y participent. La partie russe
est prete a examiner ce scenario, d’autant que des propositions ”
interessantes ” ont ete faites par des investisseurs d’envergure. Les
travaux de construction du nouveau reacteur devaient demarrer en 2014,
mais les evenements au Japon ont contraint a les reporter.

Prix du gaz russe/ Un accord sur le nouveau prix du gaz russe devait
etre obtenu vers la fin de cette annee. Selon Haykakan Jamanak, le
nouveau prix devrait etre fixe a 330 $ pour 1000 m3 au lieu de 180 $
d’aujourd’hui.

Les sanctions contre l’Iran affectent egalement l’economie armenienne/
Les sanctions contre l’Iran reduisent les opportunites de cooperation
entre l’Armenie et l’Iran, y compris en ce qui concerne le transport
de transit. Elles posent des problèmes en termes d’organisation des
exportations vers les pays du Moyen Orient.

L’Armenie est affectee par la crise syrienne/ La crise syrienne
nuit egalement a l’Armenie pour plusieurs raisons : la Syrie est

Dette exterieure de l’Armenie/ Le PM a considere comme tout a
fait ” gerable ” la dette exterieure de l’Armenie. Selon 168 Jam,
fin octobre de l’annee en cours, la dette exterieure de l’Armenie
atteignait 3, 741 milliards de dollars, ce qui represente 37,2% du
PIB. L’annee prochaine, 418 MUSD seront preleves du budget d’Etat
pour le remboursement du principal et des interets (94 M USD en 2010
et 118 M USD en 2011). 168 Jam relève qu’en depit de l’augmentation
du budget d’Etat (plus 10% en 2013 par rapport a 2012) et de la
croissance economique, les retraites et les salaires n’augmentent
pas pour une raison simple : le Gouvernement alloue de plus en plus
de fonds budgetaires a l’acquittement de la dette exterieure, alors
que ceux-ci pourraient etre destines a l’amelioration du niveau de
vie de la societe.
