PROSECUTOR’S OFFICE AND DEFENSE MINISTRY COMMIT MORE HUMAN RIGHTS VIOLATIONS THAN OTHERS

On December 10, Armenia’s Human Rights Defender summed up the year
presenting the state bodies which committed more human rights breaches
in 2012.

He underlined that the issues recorded in the human rights protection
sphere will be presented more in detail on March 31, 2013 when the
annual report of the Ombudsman is introduced.

This year, 5600 people protected their rights with the help of the
Ombudsman’s office. Some of these people were provided law services.

Studying the requests of these people, 820 turned out grounded and
dealt with the following state bodies: Police (162 complaints),
Ministry of Labor and Social Protection (97), Ministry of Justice
(91), Ministry of Defense (68) and Yerevan City Hall (52).

The Ombudsman’s office made a number of Violation Decisions which
are made when a state body ignores the Ombudsman’s decisions after
being informed about having violated a citizen’s right and keeps
insisting not to accept the illegality. Such cases were also reported:
Prosecutor’s office – 6, Ministry of Defense – 6, Ministry of Labor and
Social Protection – 4, Ministry of Justice – 3, Yerevan City Hall – 2,
Ministry of Education and Science – 1, Ministry of Foreign Affairs – 1,
State Revenue Committee – 1, State Property Management Department – 1.

The People Newspaper reported that the Chief of Staff of the RA
President Vigen Sargsyan has received a list of businessmen of the PAP
which will be targeted by the RPA. Moreover, some businessmen have
been invited to the president’s office to warn that their `romantic’
games may affect their business.

Some businessmen were warned that their criminal past or crimes
committed by their sons will be re-investigated. In brief, the
handwriting of the regime is the same – they want to hold on to power
through criminal ways.

C’est une première en France. Trois mois après son mariage, célébré le
8 septembre 2012, un habitant de Villeurbanne vient de réussir, au
terme d’un véritable parcours du combattant, à changer de nom de
famille pour prendre celui de sa femme. En effectuant cette démarche
inédite, et pourtant autorisée par la loi depuis octobre 2011,
Philippe S. se doutait bien que les médias s’empresseraient de relayer
son histoire. Mais il ne s’attendait pas à de telles répercussions.

« J’ai un message à faire passer »
« Entre le moment où j’ai reçu les journalistes, et le résultat dans
la presse, il y a un vrai décalage. Je n’ai pas le sentiment d’avoir
fait passer le message que je souhaitais faire passer. Si j’ai choisi
de prendre le nom de ma femme, c’est avant tout par amour et pour
faire avancer les choses au niveau de la parité hommes-femmes. Par
ailleurs, je ne voulais surtout pas imposer mon nom à ma femme,
sachant qu’elle l’aurait également fait pour moi dans le cas contraire
», explique-t-il avec émotion à ELLE.fr. Or, d’après ce descendant
d’Arméniens, les médias se sont avant tout focalisés sur les problèmes
liés à l’origine turque de son patronyme et sur les moqueries et les
discriminations à l’embauche qu’il a pu subir jusqu’à présent. « Ce
n’est vraiment pas ce que je souhaitais mettre en avant en effectuant
une telle démarche. Si j’avais voulu changer de nom au profit d’un
patronyme arménien, j’aurais pu le faire sans problème puisque la loi
nous y autorise », insiste le jeune époux de 37 ans.

« Les mairies sont submergées d’appels »
Rectification faite, Philippe S. se dit néanmoins ravi d’avoir ouvert
la voie au changement. Sa longue bataille administrative va permettre
à de nombreux Français de franchir le pas à leur tour. « Les mairies
sont submergées d’appels, il y a des demandes un peu partout, je suis
vraiment content d’avoir réussi, à mon niveau, à faire avancer
l’égalité homme-femme. »

Georgia’s former Prime Minister Vano Merabishvili has given a false
testimony in the criminal case over his attempted escape from the
country with a fake passport, RIA Novosti reported.

`Despite the irrefutable proofs and witness evidence that stand in
stark contrast to Merabishvili’s testimony, the former premier refused
once again to cooperate with the investigative body. He intentionally
submitted a false report in an attempt to hamper the efforts towards
uncovering the objective truth,” says a statement by the Georgia’s
Ministry of Interior.

Considering the public interest in the case, the Ministry has promised
to make the facts public in the coming days.

Merabishbili was earlier reported to have attempted to use his fake
passport for visiting Yerevan with an official delegation.

The ex-official himself considers the proceeding a pressure against him.

Iran’s Press TV reported Sunday that Israeli-Azeri drones – allegedly
on a “secret spy mission” – were spotted flying over Iran and
Karabakh’s common border.

According to the report Azerbaijan has been enlisting the help of
“Israeli military advisors” in order to improve its drone
capabilities.

According to the report, Baku “has been using Orbiter ultra-light
drones assembled with the help of Israeli experts to carry out
operations along the border with Karabakh.”

The report further quoted Iranian military experts as saying that
Azerbaijan uses Elbit Systems’ Hermes-450 unmanned aerial vehicles
(UAVs) for control and surveillance missions.

Tehran’s military experts further told the website that “Israeli
satellites are closely cooperating with Azeri drones, though they have
a long way to go before reaching the ideal level.”

Azerbaijan has been named as a country that may allow IAF jets to
enters its airspace and use its military bases for refueling in case
Israel decided to mount a unilateral strike on Iran’s nuclear
facilities.

Both Jerusalem and Baku have denied reports suggesting the IAF has
been given access to Azeri airbases.

Syria’s civil war spills into Lebanon, 4 dead

Syria’s civil war spilled over into neighboring Lebanon once again on
Sunday, with gun battles in the northern city of Tripoli between
supporters and opponents of President Bashar Assad’s regime that left
four dead.

Nine Syrian judges and prosecutors also defected to the opposition. It
was the latest setback for the regime, which appears increasingly
embattled with rebels making gains in northern Syria and near
Damascus, the capital.

The defecting judges posted a joint statement online urging others to
join them and break ranks with Assad’s regime. There have been several
high-level defections over the past year, including Assad’s former
prime minister.

In Geneva, the United Nation’s Special Representative for Syria and
the Arab League, Lakdhar Brahimi, met with Russian Deputy Foreign
Minister Mikhail Bogdanov and U.S. Deputy Secretary of State William
Burns to discuss the crisis in Syria. They said in a joint statement
that the situation in Syria was “bad and getting worse,” adding that a
political process to end the conflict was “still necessary and still
possible.”

Russia and the United States have argued bitterly over how to address
the conflict, which began with peaceful protests against Assad in
March 2011 and escalated into a civil war that has killed an estimated
40,000 people. Activists said another 45 were killed on Sunday.

The U.S. has criticized Russia for shielding the Assad regime, while
Moscow has accused Washington of encouraging the rebels and being
intent on regime change.

In Moscow, Russian Foreign Minister Sergey Lavrov said that Russia
agreed to take part in the Geneva talks on condition there would be no
demand for Assad to step down. Washington and its allies, including
Turkey and Qatar, have repeatedly called on the Syrian president to
step down to help stop the bloodshed.

“We are not conducting any negotiations on the fate of Assad,” Lavrov
said, adding that the Americans were wrong to see Moscow as softening
its position on Syria. “All attempts to portray things differently are
unscrupulous, even for diplomats of those countries which are known to
try to distort the facts in their favor.”

Addressing fears that Assad could use chemical weapons in a last-ditch
effort to save his regime, Lavrov once again said the Syrian
government has given assurances that it has no intention of ever using
the weapons of mass destruction. He said the greatest threat is that
they would fall into the hands of militants.

Russia’s foreign minister said that after he agreed to a U.S. proposal
to have his and Secretary of State Hillary Rodham Clinton’s deputies
“brainstorm” on Syria, the Americans began to suggest that Russia was
softening its position.

“No such thing,” Lavrov said. “We have not changed our position.”

He urged the international community to come together and “with one
voice” to demand a cease-fire, return U.N. observers in bigger numbers
and begin a political dialogue. Lavrov repeated that Russia was not
wedded to Assad but believed that only the Syrians have the right to
choose their leaders.

In Washington, a senior State Department official said the U.S.
remains willing to hold additional discussions in the weeks ahead, if
it would help “advance the process of political transition that the
people of Syria seek.” The official spoke on condition of anonymity
because he was not authorized to discuss Sunday’s meeting in Geneva
with reporters.

Qatari Prime Minister and Foreign Minister Hamad bin Jassim Al Thani
urged Assad to step down. With the rebels at the president’s doorstep
in Damascus, he said, Assad knows the regime will fall.

“But how much killing and destruction does he want before this
inevitable outcome?” Hamad said after an Arab League meeting in the
Qatari capital, Doha.

In Lebanon, fighting between pro-and anti-Assad gunmen flared as
bodies of three Lebanese, who were killed after crossing into Syria to
fight in the civil war were brought back home for burial, the
state-run National News Agency said.

Four people were killed and 12 were wounded in the gunfights, the
agency said. Two Lebanese soldiers were also injured, the Lebanese
Armed Forces command said.

Syria civil war has often spilled into neighboring countries including
Turkey, Lebanon and Israel, raising concerns of a wider war in the
volatile region.

Lebanon, which Syria dominated for decades, is particularly vulnerable
to getting sucked into the crisis. The two countries share a porous
border and a complex web of political and sectarian ties.

Syria’s opposition is dominated by members of the Sunni Muslim
minority. Assad’s regime is predominantly Alawite, an offshoot of
Shiite Islam.

Tripoli has been the scene of frequent sectarian clashes between the
Alawite and Sunni Muslim communities. Last week, the Lebanese army
sent additional troops to Tripoli to try to prevent clashes that broke
out over reports that 17 Lebanese men were killed after entering Syria
to fight alongside the rebels.

In Syria, fighting between opposition fighters and regime troops was
concentrated in northern Idlib province, in the Damascus suburbs and
in Aleppo, Syria’s largest city, according to the Britain-based
opposition activist group Syrian Observatory for Human Rights. At
least 45 people were killed in fighting Sunday, said the group, which
relies on reports from activists on the ground.

Syria’s state-run SANA news agency said four people were killed when a
rocket slammed into the Armenian quarter of the city of Homs. SANA
said “terrorists” were behind the attack that also injured several
others. Damascus refers to rebels as terrorists and mercenaries of
Western and Gulf countries.

The Observatory also said rebels have made significant advances in the
battle over a sprawling military base west of Aleppo after heavy
clashes with regime troops Sunday.

PanARMENIAN.Net – Armenia’s Central Election Committee (CEC) approved
the schedule for conduction of 2013 presidential elections today, Dec
8.

As CEC chairman told a press conference, a laboratory examination is
currently underway to fix the ink-related problem.

`7 ink samples are currently being tested, with works in progress to
fix the problems. The final variant will be tested in the presence of
media representatives to rule out further problems,’ Tigran Mukuchyan
said.

Technical problems related to the use of ink arose during the
parliamentary elections in Armenia.

WASHINGTON – Armenia international Yura Movsisyan has signed on with
the most popular Russian football club Spartak Moscow, the athlete and
his new and former clubs confirmed on December 8.

Owner of FC Krasnodar Sergey Galitsky said in his Twitter that “we let
Yura go since he was offered a huge contract. He did a lot for us. We
thank him for everything… and he knows that he can always come
here.” In 2011 and 2012, Movsisyan scored 23 goals in 50 matches for
FC Krasnodar.

Media reports suggest that Spartak gave the 25-year-old Movsisyan a
five-year contract and a salary valued at between 1.5 and possibly
over 2 million Euros. The transfer was estimated at 8 million Euros,

The previous record was set by Ukraine champions Shakhtar Donetsk who
acquired Henrik Mkhitaryan for about 6 million Euros in 2010. This
season, Mkhitaryan has emerged as the top goal scorer in the Ukrainian
championship with 18 goals in 17 matches, his transfer value has risen
to over 17 million Euros.

Movsisyan also had a bumper season playing for mid-ranked FC
Krasnodar, scoring 9 goals in 13 matches. At Spartak he will first
need to win a spot on the main squad, with the Moscow team currently
retaining five other forwards. The team is currently languishing in
the 9th place, just a spot ahead of FC Krasnodar. But unlike
Movsisyan’s former team, FC Spartak is in a perennial hunt for top
prizes.

Movsisyan can be inspired by the fact that his compatriot Nikita
Simonyan remains Spartak’s top goal scorer in history, knocking in 133
goals in 233 matches between 1949 and 1959. Simonyan subsequently
coached FC Ararat Yerevan in its glory days in the early 1970s.

Having joined the Armenian national team in recent years, players like
Mkhitaryan, Movsisyan and Aras Ozbiliz – with 7 goals in 15 matches
for Russia’s FC Kuban this season – make Armenia a team to be reckoned
with today and in years to come.

A U.S. District Court judge ruled this week that an accounting firm
can halt what so far have been unsuccessful efforts to contact 16
descendants of Armenian Genocide victims who are due payouts from an
insurance fund, Glendale News-Press reports.

Judge Christina Snyder said the numerous attempts by Holthouse,
Carlin, and Van Trigt to reach out to the final batch of 159 claimants
had been sufficient.

There is less than $500,000 left in the settlement account, according
to the latest status report filed in court.

Snyder also ruled that the attorneys working on the case – Mark
Geragos, Brian Kabateck and Roman Silberfeld – can spend up to $15,000
to continue trying to contact the non-responsive claimants.

To that end, Snyder ruled that all settlement money set aside by
French insurer Axa S.A. shall remain in the compensation fund.

Snyder also ruled that the money due to four claimants who have since
died should be paid to their descendants so long as they can prove
they are heirs.

Snyder also ordered banks that handled past settlement transactions to
hand over various forms and documents to see if any fraudulent
transactions have occurred.

The request comes in the wake of questionable financial activities
involving Los Angeles attorney Berj Boyajian, who endorsed 17 checks
totaling more than $312,000 that were made payable to compensation
claimants.

He then deposited them into an account called Boyajian and Associates
at Union Bank.

The original lawsuit stems from allegations made by Glendale-based
attorney Vartkes Yeghiayan that there were accounting discrepancies in
the fund set up by Axa S.A.
He had initially requested an audit of all 3,000 claims.

MP from Armenian Revolutionary Federation-Dashnaktsutyun does not
agree with the claims that with its behavior the ARFD seems to retreat
from its preparedness to unite over joint opposition candidate at the
upcoming 2013 presidential elections.

`I do not know which statement or steps have left such impression but
we have said and continue repeating that we do not discuss personality
issue in this phase, it relates to everyone, we are discussing program
provisions and platform issues,’ he said speaking to Tert.am.

Repeating the idea of party colleagues, Minasyan said if there is no
consolidation over forwarded provisions, the issue of personality
cannot be considered a priority.

He stressed that they have initially stated about readiness to discuss
their 7-point platform with any political force, including with the
Republican party. `We have said we are open for discussion. Our chief
goal is to get out of the situation,’ he stressed.

The ARFD MP said they have transferred the discussion of the issue to
the civil society field and got positive response not only from
certain political forces but the civil sector as well.

`Why they want to create such an impression and forward such
premeditated viewpoints I do not know. We say first of all is
consolidation over programs,’ he said.

By the way, the ARFD has not joined the Armenian National Congress
(ANC) signature gathering for applying to the Constitutional Court to
discuss the unconstitutionality of boycotting extraordinary sitting by
the ruling Republican party.

On December 8 ARFD Bureau representative Hrant Margaryan and ARFD
Supreme Body representative Armen Rustamyan met with the Armenian
President Serzh Sargsyan and discussed the ARFD’s proposed seven-point
platform and agreed to continue consultations.
