TEACHER WORKING AT ISTANBUL ARMENIAN SCHOOL IS BRUTALLY KILLED

ISTANBUL. – Ilker Sahin, a teacher who was working at an Istanbul
Armenian school, was found murdered at his home.

Sahin’s murder became apparent when his friends did not see him and
they were unable to contact him over the phone, Milliyet daily of
Turkey reports. Subsequently, his friends went to his home, but no
one answered the doorbell. So, they opened the door with a crowbar
and found Sahin’s dead body, with a slit throat and drenched in blood.

Police officers and prosecutor’s office representatives immediately
arrived to the scene of the crime.

It was found out that the teacher’s last SMS text message was a
Christmas greetings to his friends.

It is yet unknown whether Ilker Sahin was Armenian or Turkish, but
it is noted that he was working as a teacher at Istanbul’s Aramyan
Uncuyan Armenian school for eight years.

The visit to Brussels by the speaker of the Armenian parliament,
Hovik Abrahamyan, this week took place against the background of
the enforcement of a visa-free regime in Armenia for travelers from
European Union member states.

Armenia became the fourth EU Eastern Partnership member country after
Ukraine, Georgia and Moldova to introduce this measure beginning on
January 10.

During his meetings in Brussels Parliament Speaker Abrahamyan sought
to reassure EU officials that Armenia is firmly on the path of European
integration and will not go off it.

Thus, during his meeting with President of the Belgian Senate Sabine
de Bethune and the head of the Chamber of Representatives of Belgium
Andre Flahaut, Abrahamyan said that “the policy of rapprochement
with Europe is not only a key issue of the domestic reform agenda,
but also the foreign policy of Armenia.”

This is perhaps the first time that “complementary” senior officials
of Armenia state their unambiguous intention to take a path towards
Europe. Local observers and experts see several reasons for that. The
Lragir online paper, for instance, believes that Abrahamyan’s clear
assurances are connected with the intention to get money from Europe.

As is known, there is a principle of “more for more” in the relations
between Armenia and the EU, and the paper regards Abrahamyan’s trip
to Brussels as a trivial ‘fundraising’ attempt.

There is another opinion according to which European officials
are still skeptical about the Armenian government’s intention to
integrate with the European community. They do not completely trust
these assurances as all steps taken by Armenia so far in this direction
have mostly been of a declarative nature. Meanwhile, democratic reforms
that are a condition for European integration have not become tangible
in Armenia yet.

“Successful free and fair elections are crucial to EU-Armenia
relations. Without continuous reform that we want to see, these
relations can be undermined,” said EU Commissioner for Enlargement and
Neighborhood Policy, Stefan Fule. “Before the [presidential] election
next month it is necessary to improve the existing legal framework
in line with the recommendations of the OSCE/ODIHR and simultaneously
continue to reform the electoral legislation in the long term.”

A group of 25 long-term observers from OSCE/ODIHR have arrived, and
another 250 will arrive closer to the February 18 election date. It is
not ruled out that the pre-election process in Armenia, which resulted
in the decisions by two key political forces – the opposition Armenian
National Congress and the “alternative” Prosperous Armenia Party –
to refuse to engage in the race at the last moment, drew certain
criticism from the EU. And Abrahamyan’s mission may also have pursued
the goal of assuring Brussels that “everything’s going to be alright.”

In Armenian society, meanwhile, most people do not believe in the
sincerity of the European orientation declared by the government,
rather they do not trust that it is their conviction and not a way
to get international legitimacy and money. This skepticism is also
driven by the failure of the government to reduce poverty and attract
investments, while the number of small and medium-sized enterprises
is decreasing.

Still, political analyst Levon Margaryan thinks that the relations
between Armenia and the EU have been taken to a new level where
Armenia should prove that it is ready to bring not only its laws,
but also practices in line with European standards.

Some progress has already been made – almost all major opposition
forces managed to enter the parliament in last May’s elections;
media, especially television, have clearly become freer; procedures
for business registration have been simplified. But the government
still won’t go against the interests of oligarchs to completely
liberalize the economy.

Instead, officials in Armenia more insistently assure Brussels that
“the European policy of Armenia is the result of a deliberate choice,
which is based on our common values, the rich cultural and Christian
heritage.”

Young Scientists Support Program May Become Annual

YOUNG SCIENTISTS SUPPORT PROGRAM MAY BECOME ANNUAL

YEREVAN, JANUARY 11, ARMENPRESS: Young Scientists Support Program
(YSSP) may be continuing. Young scientist union chairman , (YSSP)
responsible Karlen Khachatryan stated in the briefing with Armenpress,
the program may become traditional if it will continue as successful
as during previous 6-7 months. According to the interlocutor the
results covered in the past half year were satisfying; reportedly
all four provisions included in the program have been implemented in
a proper form.

Young scientists in the frame of (YSSP) are participating in
various international conferences and contests hosted both in the
Republic and abroad. Already 40 scientists have been enabled that
opportunity. The conferences launched in Armenia are being organized
by various organizations.

Young Scientists Support Program (YSSP) kicked off in 2012 January
under the auspices of the President of the Republic of Armenia Serzh
Sargsyan: the support amounted 100 million AMD. The council comprising
of young scientists was the responsible to manage the provided sum
of money. The young scientists have been promised the program could
become annual conditioned by the results of the program covering
the year. The amount was stipulated to be spent in four directions:
organizing business trips, youth conferences and symposiums, contests
and awarding of scientific grants.

La MINUAD preoccupee par les combats dans la region de Jebel Marra
au Darfour

9 janvier 2013 – La Representante speciale conjointe par interim de
l’Operation hybride Nations Unies-Union africaine au Darfour (MINUAD),
Aichatou Mindaoudou, a exprime mercredi sa preoccupation concernant
les combats qui ont lieu actuellement dans la region de Jebel Marra,
lors d’une reunion avec le gouverneur de l’etat du Darfour central,
Yousif Tibin, dans la ville de Zalingei.

Selon un communique de presse de la MINUAD, M. Tibin a explique que
des groupes armes avaient pris le contrôle des villes de Golo et de
Rockero dans l’ouest de la zone montagneuse de Jebel Marra, dans l’etat
du Darfour central. Selon le gouverneur, près de 850 familles auraient
ete deplacees et fui dans le village de Nertiti a cause des combats.

Mme Mindaoudou a denonce les combats ” qui mettent en danger la
securite de la population civile dans la region “, et elle a assure
le gouverneur du soutien de la MINUAD afin de faciliter l’assistance
humanitaire pour tous ceux qui en ont besoin.

” Mme Mindaoudou a egalement souligne que l’ensemble des parties
prenantes au conflit devraient respecter leurs obligations selon le
droit humanitaire international et les droits de l’homme “, a indique
la MINUAD.

Etablie en 2007, la MINUAD a essentiellement pour mandat de proteger
les civils au Darfour, mais elle est egalement chargee d’assurer
la securite de l’aide humanitaire, de surveiller et de verifier
l’application des accords, de favoriser un processus politique ouvert,
de contribuer a la promotion des droits de l’homme et de l’etat
de droit.

Un millier de chretiens sont pris au piège dans le village syrien
de Yaakoubieh, au nord d’Alep, epuises et prives de tout, entre les
forces gouvernementales et de l’opposition, a denonce jeudi l’agence
missionnaire du Vatican Fides.

Ces Grecs-orthodoxes et ces catholiques “sont dans des conditions
terribles, ils risquent d’etre annihiles”, a denonce a Fides le frère
franciscain Francois Kouseiffi, en charge de l’eglise Saint-Francois
de Hamra a Beyrouth, qui assiste 500 refugies syriens.

Ceux-ci lui ont rapporte le drame vecu par ces villageois qui
sont leurs parents, et avec lesquels les contacts sont desormais
sporadiques. Des soeurs franciscaines qui vivent a Yaakoubieh ont
apporte aussi leurs temoignages.

Selon le frère Kouseiffi, les habitants sont complètement epuises,
sans nourriture, sans electricite, prives des biens de première
necessite, et dans l’impossibilite de quitter le village.

Avant la guerre, ce village comptait quelque 3.000 chretiens
-Armeniens, orthodoxes et catholiques- dont la plupart a fui par peur
des combats.

Ceux qui restent a Yaakoubieh, selon le frère franciscain, “sont pris
au piège. Nous tentons de les aider de toutes les facons possibles
pour leur permettre de venir au Liban. Ces derniers jours, certains
de nos emissaires sont partis la-bas, mais le voyage est dangereux,
et après plus d’une journee, ils sont parvenus a Alep”.

Les habitants, a-t-il denonce, “ont lance l’alarme pour leur survie.

Ils risquent de mourir dans un silence generalise”.

Ces derniers jours, la vague de froid qui frappe la region “a rendu
leurs conditions de vie encore plus difficiles”, a-t-il remarque.

Selon Fides, il y a 25.000 refugies chretiens syriens au Liban.

Les chretiens representent en Syrie quelque 5% de la population,
en majorite orthodoxes.

Par peur de l’islamisme, leurs eveques ont souvent adopte des positions
favorables ou conciliantes a l’egard du regime laïc de Bachar al-Assad,
qui a garanti leur tranquillite pendant des decennies.

Selon le site d’information hetq.am le nombre des familles vivant
dans des abris temporaires est en hausse. Beaucoup de ces familles
ne sont pas inclus dans la liste d’attente pour des maisons neuves.

Hasmik Minasyan, 18 ans, mère celibataire, s’y est installe il y a
environ un mois avec son enfant de 18 mois et sa mère handicapee.

Le Centre de recherche de Shirak continue de faire des visites a
ces familles dans le besoin qui sont contraints de vivre dans des
conditions terribles.

Le Centre apporte une aide fournie par le bienfaiteur Elvis Madatyan.

YEREVAN, JANUARY 9, ARMENPRESS. The Civil Aviation Department
of the Government of the Nagorno Karabakh Republic assures that
the Stepanakert Airport will indispensably realize flights. In a
conversation with “Armenpress” the Head of Civil Aviation Department
of the Government of the Nagorno Karabakh Republic Dmitri Atbashyan
stated this. According to the Head of Civil Aviation Department of
the Government of the Nagorno Karabakh Republic Dmitri Atbashyan the
requalification of the airport staff is in process now. Alongside
with this, Dmitri Atbashyan stated that the administration of the
airport is presently engaged in the regulation of a row of technical
questions. Presumably, ticket of Stepanakert-Yerevan flight will cost
AMD 18-19, 000. Dmitri Atbashyan did not want to mention the exact
number of the airplanes of the airport.

Stepanakert Airport is 10 km away from Stepanakert city. It was built
in 1974 and generally used to receive flights from Yerevan and Baku.

During Nagorno Karabakh War the airport served to the military
purposes.

Everyone knows quite well that the elections are being falsified, but
the opposition continued its activities. These activities turned into
shady deals between each other and the current regime which forced
the political system into collapse, said Manvel Sargsyan Director of
the Armenian Center for National and International Studies (ACNIS).

According to him the society is to face the current regime all alone.

Would the society find itself, or not, that is the question?

The political scientist Levon Shirinyan said the process consists of
two parts objective process and subjective factor, “Subjective factor
is that the opposition failed.”

“There is one president, who will have “a brilliant” victory at the
elections will be free of support of his supporters and will turn to
Armenia,” he added.

L’Armenie a enregistre 2577 accidents de la route en 2012 selon le chef
du departement de la police de la route le colonel Norik Sarkissian.

Il a dit que 306 personnes ont ete tuees et 3702 blessees dans des
accidents de la route.

Selon les statistiques, en 2012, la police de la route a reussi a
empecher le decès de 15 personnes compare a 2011.

Les principales causes des accidents de voiture sont la vitesse
excessive et les violations des règles de depassement. Dans le meme
temps, le nombre d’accidents commis par des conducteurs en etat
d’ebriete est de 1%.

European Union chairman states the status quo in Nagorno-Karabakh

his official visit to South Caucasus region in 2012 “Armenia and
Azerbaijan should fully implement their commitments undertaken within
the framework of the OSCE Minsk Group. The sides should also strictly
maintain the cease fire regime, practice restraint and refrain from
military rhetoric.EU is ready to support any confidence building
measure”.
