HOW USEFUL AZERBAIJAN IS

The “family” ruling in Azerbaijan and pro-family people possess
considerable wealth which is impossible to absorb in Azerbaijan due
to political and economic reasons. Therefore, huge assets are created
abroad in the form of oil refineries and oil and gas transportation
facilities, as well as liquid assets.

Besides these financial operations Azerbaijan buys a lot of weapon,
increasingly expensive, which makes it attractive for suppliers. Big
companies and governments of different countries are tasked to pump
as much money from Azerbaijan as possible, and its role is identified
by strong participants of global politics.

At the same time, it is understood that Azerbaijan’s “oil” status is
for a short term, and this is an essential factor in the review of
the usefulness of this country in the nearest and remote future. Of
course, this is a partially simplified scheme and there are different
nuances and specific aspects but it should be noted that the full
picture of the objectives of foreign partners regarding Azerbaijan
differ greatly from the simple option.

It was possible to get convinced of this by reviewing separate
objectives of the activities of the ruling “family” abroad. First,
it should be noted that the ruling “family” was unable to get close
to not only the global political elite but also to the partners of
the second circle. So far the “family” has been unable to get real
guarantees from any of the states which have participated in the
project of the century.

The United Kingdom is said to have certain obligations to the “family”
which prefers to be the guardian of the “family” rather than the state
of Azerbaijan. According to the British policy makers, first, the
role of safeguard of such an insignificant country as Azerbaijan would
be highly inappropriate for the United Kingdom. Second, the “family”
behaves so that it is impossible to cover up its activities any more.

As of today, one cannot find a publication in the respectable (and
non-respectable) British press which would present Azerbaijan’s policy
in a positive light. One can easily find such in the media of some
Eastern European countries and other regions which have no importance
for the international public opinion. Unlike the United States and
Russia, Azerbaijan has been unable to find in the UK a more or less
eminent author who would agree to defend Azerbaijan’s interests. In
the meantime, Azerbaijan spends immense money on “work” with a lot of
politicians and officials of private companies in London. The task of
pumping money from Azerbaijan is performed successfully but is it so
effective from the point of view of national interests which differ
from the interests of the “family”?

However, the role and activities of the state on the international
arena is not limited to propaganda. Achieving a place in the Security
Council and promoting its interests in European organizations,
Azerbaijan has encountered zero results. Acting as military
transport and a platform for intelligence in the Caspian and Iranian
directions for the Euro-Atlantic community, Azerbaijan was unable
to obtain anything significant in the scheme of balance of relations
Armenia-Azerbaijan-West.

After the visits and statements of high-ranking representatives of the
West it became known that Azerbaijan cannot get new positions. Baku
has already felt the policy of the United States and European powers
to keep a distance from Azerbaijan and Turkey because these relations
are thought to expose their interests. At the same time, Azerbaijan has
to meet the condition of self-isolation from the Islamic world which,
for its part, is not interested in close cooperation with Azerbaijan.

The Euro-Atlantic community has approved the plan of accelerating
integration with Armenia, which is aimed at sustaining the balance of
forces in the region and prevention of Armenia’s isolation. Similarly,
the West has set limitations on the relations between Azerbaijan
and Russia, which is absurd from the point of view of Azerbaijan’s
interests. As to Turkey, Baku has understood that Ankara has its
own plans and interests, and Turkey does not possess resources and
opportunities to resolve Azerbaijan’s problems.

Recently Azerbaijan has lost its main political factor in the
international arena – the oil projects were immediately depoliticized,
and the gas projects have no chance to acquire political importance.

Meanwhile, it has been the main bid since Heidar Aliyev and the
Azerbaijani society.

Hence, ruled by a vulnerable family, Azerbaijan has revealed its
cards to the West and other countries without getting the needed and
expected role and importance. The question is why? There are things
which do not become known at once. The highly unpleasant impression
made by the family and the elite, that is inappropriate political
and social behavior, a faulty geopolitical position in which there
is nothing valuable, especially alternatives, the inability to solve
political and national issues independently, preference of parasitical
behavior, including the use of money, lack of army building abilities,
total fiasco in ensuring combat readiness of the army due to ethnic
and social disadvantage.

ALTERNATIVE ENERGY IS PROMISING BUSINESS FOR ARMENIA

Interview of Vahe Davtyan, President of Pure Energy Newly Established
Armenian Nongovernmental Organization, with ARKA News Agency

ARKA – What is the key idea of your project and what is the project’s
mission?

Davtyan – Pure Energy Company was registered just recently, about
one month ago. Therefore we look as startups. However, this is only
a formal aspect of the matter. Our team is made up of skilled energy
specialists, who have rich experience in this area and are also engaged
in scientific studies, which are used in some scientific publications.

These studies are focused on several aspects – economic, technical and
political. I think this is important potential for our organization,
and it will be fully used.

Our mission is to provide comprehensive support to creation and
enhancement of Armenia’s energy security through humanization and
democratization of energy as key economic category.

The organization’s objective is to explore room for developing
alternative energy as a necessary element ensuring energy independence
to the country.

Obvious is that a country which depends on imported energy resources
should search ways for diversifying its energy system. We understand
that this is a very difficult process. Many may accuse us of
romanticism. But there is a problem, and it is necessary to solve it.

ARKA – How can the Pure Energy promote alternative energy development
in Armenia?

Davtyan – Grounds are many. It is not a secret that Armenia is rich
in renewable energy sources. First of all, I’d like to say that
Armenia has immense capacity for developing solar energy. Armenia
enjoys certain advantages – close vicinity to the tropical zone and
favorable climate.

Specialists say annual solar energy in our country is 1,720
kilowatt/hour per one square meter, while Europe has only 1,000.

Warm season’s sunshine duration in Armenia makes up 85% of annual
duration, and average sunshine duration reaches 60%.

Unfortunately, few organizations in Armenia engage in this subject. I
can point out only SolarEn, Sun Energy and Via Solar companies.

Everybody understands that full-extent development of solar energy
in Armenia is impossible with such a small number of market players.

Our country is also rich in another important energy source – wind.

Today its potential is more than 10,000 megawatt. Specialists say
100-megawatt wind power plants in different provinces of our country
would generate 2 billion kilowatt-hour of electric power every year,
if constructed.

I can single out Pushkin, Karakhachin, Semenov, Zod and Sisyan mountain
passes as well as Charentsavan region as places fit for construction
of wind power plants on them.

The wind energy area has already started rallying in Armenia – Lori-1,
the first wind power plant in Caucasus, has been built in Lori province
and the World Bank has provided $1.5 million to Armenia for exploring
room for development of geothermal energy in the country. It has been
found that there are many places in Armenia which can be used for
construction of geothermal plants. Syunik and Gegharkunik provinces
are among them.

Specialists say the ambition of 200 megawatt is quite feasible for
Armenia. More than that – geothermal resources are also attractive,
since they can be used for a long time, regardless of seasons.

I would also like to point out another energy source, biogas. The
process of generating power from it is still at initial stage.

According to the USAID program’s data, Armenia will have more than 38
million cubic meters of biogas every year until 2020, if $35 million
is invested.

It seems exploration of biogas field on Nubarashen waste deposit with
participation of Japanese companies is the only big program in this
area. The problem, as we know, remains unsolved…

Biogas can also be found in cattle-breeding, pig and chicken farms.

ARKA – What do you think, should alternative energy in Armenia be
developed by private sector or via government programs?

Davtyan – I think energy, regardless of whether it alternative or
traditional, is a strategic segment for any country. That is why
public and private sectors’ partnership should be considered as an
ideal model.

It is clear that this industry will be not competitive if it is in
the government’s hands only.

First of all, alternative energy is a promising business, and it
is necessary to develop market categories, such as equal access and
competition, to be able to develop this business.

Unfortunately, nothing like that is seen in our energy system yet. By
the way, The Pure Energy will begin its 2013 activity with analyzing
market problems. We are an open organization and we are willing to
cooperate within any framework. -0-

ArmInfo-BLACK SEA PRESS. The Georgian Foreign Ministry disseminated a
video record of Minister Maya Panjikidze’s Jan 10 speech in Lithuania,
Tuesday, on Facebook social media. The minister made a statement
related the territorial integrity of Azerbaijan misinterpreted by
some Mass Media.

Earlier, Azerbaijani Mass Media reported that Panjikidze allegedly
stated during her visit to Lithuania, at the meeting on January 10,
which was organized by the Lithuanian Parliamentary European Group,
that “Karabakh conflict may be settled only in favor of territorial
integrity of Azerbaijan”. On the eve, the Georgian Mass Media
disseminated information that Georgian Prime Minister Bidzina
Ivanishvili had made a remark to the head of MFA and his official
visit to Armenia, scheduled for January 17, was on the verge of
frustration. In turn, Armenia Mass Media wrote that Azerbaijani
colleagues had disseminated misinformation. Namely, according to the
Armenian Mass Media, the Georgian Foreign Ministry stated to them that
at the meeting Panjikidze had noted that “she respects Azerbaijan’s
territorial integrity”, but she had not mentioned Nagorni Karabakh
at all.

The video record has confirmed that Panjikidze expressed support to
the territorial integrity of Azerbaijan but did not mention Nagorno
Karabakh. The minister said in her speech that the territorial
conflicts are unique and came out for settlement of all such conflicts
in the region. The Foreign Ministry reports that some mass media
misinterpreted the discussions held after Panjikidze’s speech. There
is a video record of the given meeting that clarifies everything,”
the Ministry states.

Plusieurs milliers de personnes ont rendu mardi a Villiers-le-Bel
(Val-d’Oise) un dernier hommage aux trois militantes kurdes liees au
Parti des travailleurs du Kurdistan (PKK), assassinees jeudi a Paris,
a constate une journaliste de l’AFP.

Peu après 12H00, les trois cercueils, portes symboliquement par
des femmes et recouverts du drapeau kurde, ont ete deposes sur un
autel dans une salle des fetes louee pour l’occasion, au milieu de
bougies et de couronnes de fleurs jaunes, rouges et vertes, couleurs
du drapeau kurde.

Les portraits des trois femmes assassinees, dont celui de Sakine
Cansiz, membre fondatrice du PKK interdit en Turquie et consideree
comme une proche de son chef emprisonne, Abdullah Ocalan, etaient
disposes devant les cercueils.

Les familles et les proches etaient presents aux côtes des depouilles.

Peu après 14H00, de nombreuses personnes vetues de noir, une rose
rouge a la main, continuaient d’affluer pour se recueillir.

Selon les organisateurs, une dizaine des cars ont fait le deplacement
depuis l’Autriche, l’Allemagne, l’Angleterre, l’Espagne ou encore
l’Italie.

“Nous sommes la pour ne pas oublier la cause qu’elles ont defendue,
leur bataille et leur engagement. Elles ont porte la parole des Kurdes,
nous devons les honorer”, a explique a l’AFP Jiyan, etudiante de 20
ans qui n’a pas souhaite donner son nom.

Un peu plus loin, Guler Biger, jeune femme brune, sèche ses larmes
et demande “que les assassins soient rapidement retrouves”.

Les corps des trois femmes sont attendus mercredi a Diyarbakir, la
principale ville du sud-est anatolien peuple en majorite de Kurdes, où
aura lieu une ceremonie religieuse puis une commemoration organisees
par le principal parti kurde de Turquie, le Parti pour la paix et la
democratie (BDP), ont indique lundi des responsables locaux.

Les depouilles seront ensuite enterrees dans les lieux d’origine des
defuntes, selon ces sources.

Les corps des trois femmes, executees de plusieurs balles dans la
tete, ont ete retrouves dans la nuit de mercredi a jeudi, dans le
Centre d’information sur le Kurdistan, situe près de la gare du Nord,
dans le nord-est de Paris.

Interroge mardi matin sur RMC-BFMTV sur l’enquete, le ministre de
l’Interieur, Manuel Valls, a indique qu’elle se poursuivait, sans
fournir plus de precision.

Le president Serge Sarkissian a fustige l’Azerbaïdjan et la Turquie
et a appele a la reconnaissance internationale de l’independance du
Haut-Karabakh lors d’un discours prononce mardi 15 janvier a Erevan.

Selon lui, l’Armenie doit se preparer a une nouvelle guerre, en raison
de ce qu’il appelle ” l’Armenophobie “.

Les hauts fonctionnaires du gouvernement central et local, les
legislateurs et les juges ainsi que l’armee etaient reunis, une
semaine avant le debut officiel de la campagne electorale.

Le but officiel de la reunion etait de discuter de l’action militaire
et securitaire. Sarkissian a evoque les relations conflictuelles avec
la Turquie et l’Azerbaïdjan au sujet du Haut-Karabakh. ” La Republique
du Haut-Karabakh doit etre reconnue par la communaute internationale
“, a-t-il dit.

Sarkissian a condamne les menaces regulières de Bakou et les
declarations anti-armeniennes des dirigeants azerbaïdjanais.

Le leader armenien a critique la Turquie pour son soutien
inconditionnel au regime de Bakou. Et il a de nouveau accuse Ankara
de s’eloigner des accords turco-armeniens de 2009 pour normaliser
les relations bilaterales.

Sarkissian a en outre declare qu’il incombe a la Turquie de reconnaître
officiellement le genocide de 1915. Lors de son discours, Sarkissian
a egalement reaffirme les priorites de l’Armenie concernant la
securite nationale. Il souhaite resserrer les liens militaires avec
la Russie, tout en reiterant une ” cooperation etroite et transparente
” avec l’OTAN.

Le president Vladimir Poutine a officiellement autorise le gouvernement
russe a negocier un nouvel accord de defense avec l’Armenie. Des
armes et d’autres equipements militaires devraient etre fabriques
par les deux nations.

L’agence de presse RIA-Novosti a affirme lundi soir que Poutine a
accepte une proposition du gouvernement de discuter avec la partie
armenienne de la signature d’un accord sur le developpement de la
cooperation militaro-technique. Aucun autre detail n’a ete signale.

Un projet d’accord a ete approuve par le gouvernement armenien en
novembre dernier. Le gouvernement s’engagerait a la fabrication de
pièces de montage et d’autres materiaux necessaires pour moderniser
le materiel de defense militaire.

Arthur Baghdassarian, le secretaire du Conseil de securite national
armenien, a declare la semaine dernière que l’affaire a deja ete
finalisee. Cela devrait permettre aux industries de defense russes
et armeniennes d’etablir des liens directs et d’approfondir la
cooperation. Un depute russe, Nikolay Ryzhkov, a declare l’annee
dernière que Poutine envisage de se rendre en Armenie au debut de
l’annee 2013.

Erevan et Moscou avaient deja convenu precedemment d’intensifier
la cooperation entre leurs industries de defense dans le cadre de
l’Organisation du Traite de securite collective dirigee par la Russie
(OTSC). En outre, la Russie est censee fournir du materiel militaire
special a l’armee armenienne, conformement a un accord de defense
russo-armenien signe en 2010. L’accord prevoit la presence d’une base
militaire russe en Armenie durant 24 ans, c’est-a-dire jusqu’en 2044.

POLITICAL SCIENTIST: MINES EXPLODE AT HAK EVERY DAY

Taking into account Armenia’s realities and the administrative
resource being used, it is quite obvious that the election outcome
is predetermined, political scientist Gegham Nazarian said at the
meeting with reporters today.

In his opinion, the most serious problem of the authorities is the
turnout of voters: a maximum of 600-700 thousand people will go to
the polls.

“The authorities did not expect such developments. They were prepared
for a fiercer electoral struggle. It came as a surprise to me that
two men with abundant political experience such as Hrant Bagratian and
Raffi Hovannisian have agreed to participate in this show,” he noted.

When asked what the opposition should have done to prevent such
a situation, Nazarian replied that the opposition did what they
were supposed to do, but “there is currently a deep atmosphere of
demoralization in Armenia. Ter-Petrosian is in a difficult position
… Mines explode every day at HAK (Armenian National Congress), so
to speak… BHK (Prosperous Armenia Party) is a new-fledged political
force and has not yet set up a political team capable of leading
the way”.

Sos Gimishyan, the leader of the Christian Democratic Revival Party
which has joined the Armenian National Congress, thinks the ANC must
adopt new goals, have a new leader to move on. Earlier, before the
decision of the ANC leader Ter-Petrosyan not to run in the election
Gimishyan had told Lragir.am that the leader must run in the election
because Ter-Petrosyan is responsible to the ANC member parties.

Gimishyan says the leader must resign from his position with all the
ensuing consequences to facilitate change in the ANC. A political
force must know that if national elections are held its leader will
run in the election. If we do not run in this election, we must get
ready for the next election, not only prepare a program and strengthen
the grassroots but also identify the leader. Sos Gimishyan reminded
that the plan of the ANC to establish constitutional order through
presidential and parliamentary elections has failed. ~SWe ran in
the parliamentary election and accepted 7% in the result of rigged
election, we accepted the mandates. Now a new agreement must be made to
know what our goal is because the former goals have failed,~T he said.

"Karabakh": Impulses, Reality, And Forecasts

Latest impulses and forecasts regarding the Karabakh peace process
are directly linked to the January 28 meeting of the Armenian and
Azerbaijani foreign ministers in Paris. The Minsk Group mediators are
supposed to submit some new ideas to Nalbandian and Mammadyarov. It
is not known, however, what particular ideas they will offer. Baku
and Yerevan, the OSCE MG mediators will further keep in secrecy
the details of the negotiations on the Karabakh conflict within the
so-called Madrid Principles. The parties are supposed to bargain on
a common denominator in the most sensitive issues of the peace process.

The notorious details of the “Principles” are not made public, which
makes it possible for the Armenian and Azerbaijan authorities to
use the Karabakh issue in the domestic policy. It is noteworthy that
all this is happening upon sufferance of the Minsk Group co-chairs,
which is disturbing.

Azerbaijani Milli Mejlis Speaker Bahar Muradova’s statement has
confirmed Azerbaijan’s unwillingness to continue the negotiations
within the OSCE MG. Muradova said recently that Azerbaijan still
relies of the Helsinki Final Act and that “settlement of the conflict
only within the OSCE is impossible.” Obviously, in the face of the
current trends and realities, Baku tries to boost the Minsk Process
by traditional “oil and gas” methods. Nevertheless, the Azerbaijani
authorities seem to have finally realized that relatively inexpensive
oil and gas does not bring the stances of the three co-chairs closer,
but paradoxically impedes the process. Fortunately, lack of consensus
between Paris, Washington and Moscow on the Karabakh peace process
and on other global issues seems not so favorable to Baku. Everyone
understands now that EU, USA and Russia together can influence not
only the Karabakh conflict but also other processes in the region
in case of desire. However, Russia is not ready to recognize the EU
as the regional actor and takes exception at European initiatives,
such as the Eastern Partnership Project, for instance. Moscow has a
similar approach to Washington.

The statement by Victoria Nuland, spokesperson for the United States
Department of State, has once again confirmed the USA’s interest in
the settlement of the Karabakh conflict. She said that the U.S. tries
to actively cooperate with Russia also in regional issues such as
the situation in Nagorno Karabakh. For his part, Jonas Stewart,
spokesperson of the U.S. Embassy in Azerbaijan said that the U.S.

still considers of the OSCE MG the optimal format of international
mediation in the Karabakh peace process. That is why Baku strives to
give an impulse to the failing process. Azerbaijani Foreign Ministry
Spokesperson Elman Abdullayev has already declared that despite
the upcoming presidential elections in Armenia and Azerbaijan, the
negotiations for resolution of the conflict will not be stopped.

Azerbaijan believes that there are still diplomatic methods of settling
the conflict. It is noteworthy that the given statement is addressed
to Russia, USA and Europe.

The Iranian specialist in Caucasus Hassan Beheshtipour believes that
Baku will just aggravate the Karabakh issue by providing oil concession
management to Russian and American companies to settle the Karabakh
conflict in its favor without a conflict of interests of Washington
and Moscow. With Ilham Aliyev’s coming to power Russia’s influence in
Azerbaijan has decreased. Alongside with that the pro-Western political
elite in Azerbaijan has strengthened its positions. The last step
was the closedown of the Gabala radar station in Azerbaijan. One can
arrive at a conclusion that Azerbaijan’s strategy aims to gradually
reduce Russia’s influence in its territory.

In this light, it is logical to say that trying to oust Russia from its
territory Baku will hardly be interested in Russia’s co-chairmanship
of the OSCE MG.
