Death of thief-in-law Aslan Usoyan known as Ded Hassan will affect
Armenia, Sergey Galoyan, writer, author of a series of books on
criminal authorities, told media. Friday.

He said that Ded Hassan was closely connected with Armenia. He often
visited Armenia and had serious ties with Armenians. He was the
organizer of the funerals of Rafael Baghdasaryan (Svo Raf), a known
thief-in-law, in 1993. Galoyan drew the attention to the fact that
there were Armenians among Ded Hassan’s bodyguards.

The writer said that at present there are for candidates to the
“throne of the king of mafia”. However, he refused to name them. He
is concerned that the future “king of mafia” will not have as goods
relations with Armenia as Ded Hassan. So, the death of the famous
thief-in-law will affect Armenia and the spheres of influence in the
criminal world may be redistributed.

Mafia boss Ded Hassan was killed by a sniper near a restaurant in
Moscow. Experts say that the only one to be able to confront with Ded
Hassan was Tariel Oniani (Taro), a thief-in-law. Russian mass media
report that the enmity of the clans of Taro and Ded Hassan began yet
in 1980.

Galoyan also confirmed the Mass Media reports that Taro may be behind
Ded Hassan’s death. He believes that after the death of the mafia boss
the criminal war of the Russian and Georgian clans will gradually end.

Almost all the candidates running for presidency are positively
disposed to using online tools, particularly social networks – in
addition to televised speeches and ads – for their electoral race.

Thus, incumbent President Serzh Sargsyan’s official website will
be available from January 21, the very first day of the official
campaign. Speaking to Tert.am, a spokesperson for the ruling Republican
Party of Armenia, Edward Sharmazanov, confirmed that they also have
internet resources in their arsenal.

Paruyr Hayrikyan, who leads the National Self-Determination Union,
finds the internet one of the latest achievements of the humankind.

“Video footages, speeches, meetings and many other things will be
uploaded to the website. Also, our activists will post the material
on the social networking site Facebook,” he told Tert.am.

The candidate, said he initially avoided Facebook but later changed
his attitude, seeing the number of pending friend requests.

The politician’s public profile, Hayrikyan for President, has already
attracted 329 likes.

The Heritage party is also going to actively use the internet for
its leader, considering it a key tool of the electoral race. “With
the launch of the campaign, we’ll have Raffi Hovhannisyan’s site
and simultaneously open a Facebook page,” he said, adding that the
Heritage’s profile will also focus on the upcoming election.

Andrias Ghukasyan also treats the internet campaign quite positively.

“I am active and find it a more flexible form of communicating with the
public, so we’ll pay attention to the internet during the campaign,”
he said, noting that his election platform has been available on
his official site since December. So far, 1,895 Facebook users have
“liked” Ghukasyan’s public profile.

Arman Melikyan, a former foreign minister of the Nagorno-Karabkakh
Republic, has for now launched only Facebook page, but he intends
to use all the internet resources ahead of the polls. “I treat that
phenomenon quite positively, so we’ll speak of that on the first day
of the campaign,” he said.

As for Ex-Prime Minister Hrant Bagratyan, his press secretary said
they will keep using the internet as they do now. The candidate has
launched both a website and a Facebook page,(which has 1,518 likes at
the moment). “Bagratyan’s campaign headquarters is working actively
on the internet,” said the spokesperson, Karine Harutyunyan.

Head of the National Consent party Aram Harutyunyan also considers
this form of campaign quite normal and agrees to the circulating
opinion that the internet eventually incited the revolution in Egypt.

Ahead of the parliamentary polls in the neighboring Georgia, the two
main challengers, President Mikheil Saakashvili and the current Prime
Minister Bidzina Ivanishvili, had over 300 and 250 fans on the social
networking site.

Barack Obama is the most popular politician on Facebook, with over 14
million fans. In Twitter, which is more influential in the western
world, the US president has over 25 million followers. But the site
enjoys less popularity in Armenia, with politicians not being active
there.

Georgia’s PM Bidzina Ivanishvili’s visit will have a positive impact
on the Armenian-Georgian relations, expert Alik Eroyants told the
reporters on Friday.

“During the yesterday’s meeting with the Armenian PM, Ivanishvili
stated that there is no issue between the two countries that will
be impossible to solve through discussion. He said arrangements have
been reached over a number of issues,” Eroyants said.

The expert highlighted the meeting regarding Ivanishvili’s
familiarization with the Armenian-Georgian relations which will create
an opportunity to develop them in right direction.

He said Georgia has positive attitude toward Armenia with the promises
given during the pre-electoral campaign coming to testify it.

Vahe Sargsyan, another expert present at the news conference, noted
that he wants to believe to the frankness of Bidzina Ivanishvili and
the launch of new relations between Armenia and Georgia.

“The development of relations greatly depends on the relations
between Ivanishvili and the Georgian Orthodox Church. We know quite
well how much influence the church has in Georgia and what authority
it has there. We all also know the anti-Armenian policy conducted by
Georgian Catholicos Ilya II,” he said.

As part of his visits to divisions of the State Revenue Committee of
Armenia, Armenian President Serzh Sargsyan visited today the Ararat
regional customs training center where he familiarized himself with
the customs training programs.

The new uniform of customs officials and the newly-built computer
classroom were demonstrated to the president.

Serzh Sargsyan was familiarized with the practical courses of the
training center.

The Ararat customs training center started to operate on 24 July 2012.

It regularly runs courses for customs officials and customs brokers.

Some 300 employees have so far been retrained at the center. The
center has organized 12 seminars under the Twinning Program of the EU.

Deputy Head of the Tax Payer Service Department Suren Melik-Israelian
said that the newly-built classroom is equipped with equipment and
devices for customs control and has special training programs.

According to him, such equipment is used in all European countries,
but Armenia is the first CIS country to use it. Such devices are
also available at the country’s airports and are also used by various
state bodies, including the Presidential Staff.

Even though the re-election of President Serzh Sargsyan appears to
be a foregone conclusion, the ruling Republican Party isn’t content
to passively sit by.

Party activists are busy in the regions outside Yerevan collecting
personal data of area residents for later use.

An employee of an agency operated by the Armavir Municipality told
this reporter that he had been handed a blank official form and was
instructed to collect the passport data of at least ten residents in
support of President Sargsyan.

The employee, who wished to remain anonymous, said he was threatened
with dismissal otherwise.

Sargis Movsisyan, Armavir Municipality Chief of Staff, told Hetq that
there are 500-600 people working for the town and that none had been
given such instructions.

“There is no such thing. That information is a lie,” Movsisyan said.

The Blue Berets that Victoria Gevorgyan wants to become part of
demonstrated some of their combat and endurance skills at a show in
Yerevan last November marking the 20th anniversary of the
establishment of Reconnaissance Troops in Armenia.

Victoria’s strict military uniform only emphasizes her charm as she
smiles broadly, moving around her unit with soft but steady steps. The
26-year-old servicewoman speaks calmly, yet confidently, trying to
stay focused, her well-groomed hands and painted nails, hairdo and
delicate makeup contrasting with a sniper’s duty and the brutal boot
camp routines she has to do to get into the elite force group.

“We, too, live like all other women, but if we sport long hair,
we have to make it into a ponytail not to fail at a shooting practice.

And long nails aren’t good when you often have to clean your weapon,”
says Victoria Gevorgyan, a sniper serving under a contract in the
Armenian armed forces.

“We ourselves come to the understanding what is best for a
servicewoman. Often we remember our gender only when we change our
clothes, but that’s life in the army,” she adds, speaking on behalf of
other women like her pursuing military careers. Victoria says, however,
there aren’t as many women in the military as she would like to see.

The almond-shaped black eyes and concentrated look of the woman
complete her image of a sniper trained to shoot to kill. She says she
can still remember the first shot she made years ago when she still
attended the military department at the Pedagogical University.

“We used Kalashnikovs. I hit my first target with just a single
bullet. Then I needed just one more bullet to hit another one. The head
of our department looked at me and said that I would make a perfect
sniper,” says Victoria. “I wasn’t afraid of the weapon from the very
beginning, I took the kickback, the loud noise, which frightens and
confuses many people.”

The woman admits that her parents were against her choice of occupation
at first, but then gradually they started to put up with it.

Victoria has been selected to serve in elite special forces, which,
like the rest of the army, are considered a man’s world. She says
keeping up can sometimes be tough for a woman, but willpower offsets
physical strength and helps in endurance tasks.

“You have to run and do the pull-ups like the rest of the men do and
you have to keep up with them… At first you fear you won’t prove
any worth, but I have always thought that girls who are focused on
a goal will do everything to achieve it,” explains Victoria.

The woman thinks that strong will is a major component in what she
does and that weak-willed people have no place in special forces.

“Of course, women do have weaknesses. I’m trying not to show my
weaknesses. I keep them to myself. I am embarrassed to look weak,
there are many things that take me really, really great effort to
overcome, even these long marches,” says Victoria of her army routine.

She tells of a 15-day march that they once took from Yerevan to
Karabakh, with a 20-kiligram backpack, covering a distance of 30-40
kilometers a day. “Most of the guys did not make it,” says Victoria,
who passed that endurance test for the rookies.

The woman says that being prepared emotionally is just as crucial for
a sniper as being in good physical shape. A sniper, she says, should
be focused on the target and fear is a bad companion in doing so –
that’s why they also learn to check emotions.

“The purpose is one – to hit the target. At that moment you don’t
think that your target is a human being. A sniper’s duty requires a
lot of composure,” she says.

Victoria says that her military specialization also helps her in
everyday life as she can fight down unnecessary emotions and feelings
that she says often lead to a wrong direction.

Victoria encourages women to join the army. She welcomes Israel’s
example and says she would want military service to become compulsory
for women in Armenia as well. In this regard, she says that the
presence of women in special forces breaks the stereotype that a
woman is not army material.

“If an Armenian woman is able to take care of all the family cares,
she will surely survive in the army as well,” says Victoria.

She has great respect for the Blue Berets, the elite of the elite
forces. She hopes to become the first woman in Armenia to pass the
test to join them. The test includes a 10-kilometer cross-country
with a 20-kilogram backpack, pull-ups, an obstacle course exercise,
swimming, etc.

The Armenian G.I. Jane says she feels comfortable in military boots,
but does not mind wearing high heels outside service hours as well.

“I love my military career. I often put it before my personal life,
but I have no regrets, as I know I’m doing it for my country,” says
Victoria. “My future husband should respect and accept my decisions
if he loves me,” she concludes.

combat-readiness of its allies and military bases in the South
Caucasus. Alongside with the military bases in South Ossetia and
Abkhazia, which have common border with the Russian Federation,
Russia pays a special attention to the Russian military base allocated
in Armenia.

As reports “Armenpress”, “Nezavisimaya Gazeta” states that on the
order of the President of the Russian Federation Vladimir Putin the
Government is engaged in the development of an agreement about military
and technical cooperation with Armenia. Previously by January 15 of the
current year the new officers arrived in the Russian base 102 allocated
in Gyumri Province. Their number increased twice during the period of
six months. Hence there are over 5 thousand servicemen serving there.

Therefore new professionals are serving in the military bases
and divisions in Armenia particularly in intelligence, air-force,
anti-aircraft defense, and many realms.

Republic Bako Sahakyan held a working consultation dedicated to the
issues of water supply in the republic.

The Central Information Department of the Office of the Artsakh
Republic President informed “Armenpress” that President Bako Sahakyan
considered water supply, effective utilization of water resources
and their protection as strategic directions touching upon almost
all spheres of the state’s life and among the key components of the
state security.

Turning to the activities to be carried out in this field the Head of
the State emphasized that it is necessary to implement such a complex
project, which would reflect the present situation in an objective
and proper manner, would reveal problems of water supply in all the
settlements of the republic and outline the ways of their solutions.

The President noted that at the basis of the solutions should be
sober logic and priorities, which would make possible to improve the
situation and create a firm basis for the socioeconomic development.

The Head of State gave concrete instructions to the heads of the
concerned structures for proper implementation of the planned
activities.

Prime-minister Ara Haroutunyan, National Assembly deputy speaker
Arthur Tovmasyan and other officials partook at the consultation.

Le soi-disant système de financement des sciences appliquees en
Armenie comporte des risques enormes de corruption a declare Harutyun
Karapetyan, le president de la Fondation nationale des sciences et
des technologies de pointe, lors d’une conference de presse.

Dans son rapport annuel pour 2011, la Chambre des comptes a revele
un certain nombre de violations dans le domaine du financement de la
science. En particulier, le rapport a note que le Comite d’Etat de
la Science en violation de la loi a accorde un financement a des
organismes prives ce qui fait double emploi avec des recherches
similaires menees dans des centres appartenant au gouvernement.

” La seule solution est de passer a un financement thematique “,
a-t-il dit.

Le financement de la science a ete introduit en 2005. Après son
introduction, 60% des fonds de l’Etat sont mis a disposition dans
le cadre du système de financement et 25% sont liberes pour le
financement thematique.

Le president du parlement de la Georgie a declare que les deputes
pourraient retourner a Tbilissi pour tenir leurs seances dès le
printemps 2013.

David Usupashvili a declare le 28 decembre que le retour du siège du
parlement a Tbilissi au lieu de Kutaisi faisait partie d’un ensemble
de modifications devant etre examine au debut de cette annee.

Le nouveau bâtiment du parlement a Kutaisi ne fut achevee plus tôt
qu’en 2012 et les deputes n’ont commence a y tenir des seances qu’en
octobre.

Les detracteurs de ce projet de deplacement du parlement notent que
Kutaisi se trouve a environ 230 kilomètres a l’est de la capitale,
Tbilissi, où les autres structures gouvernementales continuent
d’y avoir leur siège social, ce qui complique inutilement les
communications entre les ministères du gouvernement.
