The Council of Europe loses its values, it starts to pursue certain
interests, and in this particular case lobby becomes widespread,
said the head of Armenian delegation to PACE David Harutyunyan in
the interview given to a Panorama.am correspondent.

This report, as David Harutyunyan and other members of Armenian
delegation told at the meeting, was of unilateral nature, and was
formed by the Administration of President of Azerbaijan, and contains
erroneous expressions and statements regarding the Karabakh conflict.

In this regard, as David Harutyunyan noted, the Armenian delegation
as a “back action” to pro-Azerbaijani report submitted a dissenting
opinion, which was appended to the document adopted in the framework
of the PACE, in order to “neutralize the situation”.

“Their goal was to fix false information about the number of refugees,
which is the only trump card in the hands of Azerbaijani delegation
and their country.

We, however, tried to make sure that it was not included in the
report itself. Despite the fact that it was reflected in the report,
we managed to present a dissenting opinion, which certainly, was
appended to the report,” David Harutyunyan said.

Head of Armenian delegation admits that their efforts in the struggle
against active Azerbaijani lobbying led to limited results.

Pedro Agramunt Spanish co-rapporteur on Azerbaijan was considered by
European Stability Initiative as an active representative of “caviar
diplomacy.” He is engaged in Azerbaijani lobbying in PACE.

By the way during the winter session of PACE “European Stability
Initiative” issued a report titled “Caviar diplomacy” which highlights
the names of those who are engaged in Azerbaijani lobbying and get
“caviar” in return. Pedro Agramunt’s name is the first in the list.

“European Stability Initiative”, for example, writes referring to his
sources, “One kilogram of caviar costs about 1,300 -1400 euros. Each
of our friends in PACE (10-12 people) gets at least 0.4 to 0.6 kg
caviar for each session, i.e. four times a year.

There are also 3-4 people in the secretariat.”

“I do not think that we are able to bring back the European structure
on the right lines. We are faithful to these values, and if we do
realize that they are really valuable then we should bring them to
life in our country without waiting for anyone to submit demands or to
monitor our activities. After all, these opinions very often become
just a tool in geopolitical struggle. Our task is to realize that
these values are valuable for Armenia,” highlighted David Harutyunyan.

Head of the Armenian delegation reminded that earlier he introduce
a proposal to PACE according to which PACE’s members could not be
engage in lobbying after three years membership suspension as far
as they use their ties in the Assembly for lobbying. This proposal,
however, was not accepted.

People know initially that once their membership will be suspended,
they will be asked to get engaged in lobbying activities. Even now,
as a member of PACE, they are engaged in lobbying activities.

Unfortunately, the number of such people in PACE has increased.

Perhaps financial and economic crisis contributed to this too,”
David Harutyunyan noted.

The investigation of the murder of an old woman in Turkey’s Istanbul’s
district of Samatya and the attack on other four continues.

Istanbul-based Armenian-Turkish paper Agos reports that according to
its police sources, all these crimes were committed by one and the
same person. The police are currently trying to find out his identity
on the basis of the testimonies of eye-witnesses and CCTV.

The criminal is 30-35 years old. The police sources suppose that
the attack on a woman in Sisli district and the attacks in Samatia
are interconnected.

Maritza Kucuk was murdered on December 28, 2012 in her house where
she was living alone.

The attacks on old Armenian women continue keeping the residents of
Samatia district in fear for already 50 days.

Georgia’s Prime Minister Bidzina Ivanishvili claims he has not
interfered in the process of release of Javakhki Armenian activist
Vahagn Chakhalyan. According to Georgia Online, he stated about it
in Davos during the meeting with reporters.

Ivanishvili said the issue has been voiced by Catholicos of All
Armenians Karekin II and he has re-addressed it to convenient body.

“I am not interfering in the issues not relating to me. I am not the
decision-maker in this issue. The time of making decisions by one
person has passed,” the PM stated.

Vahagn Chakhalyan was released on January 24.

For this first time in many years Georgia and Russia are going to
hold a business forum, a sign of a coming thaw in the relations of
the two bitter Caucasus rivals. The agreement on such an event – to
be hosted in Tbilisi in March – was reached this week in the Swiss
winter resort town of Davos at the meeting of the head of the National
Investment Agency of Georgia Georgiy Pertaya and head of the Business
Association of Russia.

Apparently, Russia is returning to Georgia, and the new leadership
represented by current Prime Minister Bidzina Ivanishvili tacitly
recognizes the annexation of Abkhazia and South Ossetia, whose
independence was recognized by Moscow after the Russo-Georgian war of
2008. It is no coincidence that a meeting of the Prime Ministers of
Georgia and Russia took place in Davos – for the first time since 2008.

“When your lands are taken away, when your territory is occupied, you,
of course, must speak out about it. Now a very consistent erosion
of all this is taking place, and signs of weakening of the position
of Georgia have appeared,” out-going Georgian President Mikheil
Saakashvili said.

There is a deepening conflict in relations between President
Saakashvili and Prime Minister Ivanishvili in Georgia. The current
head of state, Saakashvili, insists that Georgia must consistently
continue the path towards European Union and NATO integration and
build relations with Russia only on condition of the de-occupation of
Abkhazia and South Ossetia. Ivanishvili, a likely next head of state
after his party won a general election last October, has advocated
settlement of relations with Russia, but still he hasn’t renounced
his country’s pro-Western aspirations.

Armenia’s role in the process is remarkable. While visiting Yerevan on
January 17, Prime Minister Ivanishvili said that he envied Armenia,
which is conducting a so-called complementary policy and maintains
good relations with both NATO and the Russia-led new eastern bloc
represented by the Collective Security Treaty Organization (CSTO). The
same day, Saakashvili expressed his outrage, saying that “the Armenian
way” was unacceptable for Georgia.

In fact, if earlier Armenia tried to go “the Georgian way”, building
democracy and a liberal economy, striving towards the West and
declaring its aspirations for European integration, then now it is
Georgia that has decided to go “the Armenian way” by maneuvering,
but rather returning to the zone of Russian influence.

By his statements in Yerevan, the Georgian prime minister in fact
questioned the concept of development for his country that has
been implemented during the past 20 years, says the head of the
Armenian Analytical Center on Globalization and Regional Cooperation,
political analyst Stepan Grigoryan. The expert believes Ivanishvili
is unlikely to succeed in doing so, as an overwhelming majority inside
his political bloc continues to support a pro-Western course.

The Armenian way – its relations with Russia and NATO – are
unacceptable to Georgia and run against its national interests, said
General Secretary of the United National Movement (the political party
of President Saakashvili), former Prime Minister Vano Merabashvili.

And Deputy Minister of Foreign Affairs of Georgia Nikoloz Vashakidze
resigned from his post, and his departure was linked to Ivanishvili’s
comments made on a visit to Armenia.

Armenia may play an important role in the Georgian-Russian
rapprochement and Armenian diplomacy should be able to benefit from
this situation, said Director of the Yerevan-based Caucasus Institute,
political analyst Alexander Iskandaryan.

Armenia is interested in the restoration of the railway connecting
Armenia and Russia via Abkhazia, Armenian Minister of Foreign Affairs
Edward Nalbandian stressed at a press conference in Yerevan on January
24. He noted that Armenia attaches great importance to this issue
and is ready to make all efforts for its speedy solution.

Apparently, Armenia has indeed become a mediator between Georgia and
Russia. It is noteworthy that after returning to Georgia from Armenia
Ivanishvili made some important gesture to Armenia. Vahagn Chakhalyan,
a Georgian-Armenian activist from Javakhk, was released from prison
on Thursday. He and his supporters have protested his imprisonment
since 2008 and called him a political prisoner. Open access to Georgia
has also been granted to Armenian MP Shirak Torosian, who was banned
from traveling to his native Javakhk. The first meeting of the joint
group for the protection of Armenian churches in Georgia has been
held in Tbilisi.

The fact that the current Georgian authorities intend to
improve relations with Russia, in principle, is advantageous for
Armenia. In particular, it concerns the opening of the railway. But
Georgian-Russian friendship is unlikely to be limited to the opening
of the Abkhaz railway. Chances are that Georgia will, indeed, take a
step back towards the post-Soviet reality and old values. Apparently,
the “Armenian Way” has become a major one in the Caucasus.

The Teghout Defense Civil Initiative has called on all presidential
candidates to allocate their free Public TV airtime, either fully or
in part, to the citizens of Armenia.

The group argues that since Armenian Public TV never devotes
programming to average citizens or civic groups as a platform
to discuss and debate issues of public concern, the presidential
candidates need to step in and fill the void.

The Teghout Initiative says that one candidate, Andreas Ghoukasyan,
has already promised to do so.

24 janvier 2013 : A qui obéit cette justice ?

Ce jeudi 24 janvier 2013, la 12ème cour pénale d’Istanbul a osé
condamner la sociologue et militante féministe et antimilitariste
Pinar Selek a la prison a perpétuité et émettre un mandat d’arrêt.

Malgré le combat de ses avocats et la mobilisation, les juges ont
finalement cédé.

En effet, rappelons pour mémoire que le 22 novembre 2012, le juge
remplacant qui avait annulé l’acquittement de Pinar Selek avait appelé
a obéir a la vieille décision de la 9ème chambre de cassation qui
réclamait la prison a vie.

La présence en audience aujourd’hui du juge qui avait résisté en 2006,
2008 et 2011 (en acquittant trois fois Pinar Selek) et qui aujourd’hui
encore a voté contre sa condamnation, n’a rien changé.

Les avocats contestent la légalité de la décision et vont faire appel
auprès de la 9ème cour de cassation.

Quinze ans de bataille juridique.

Quinze ans de mobilisations.

Ils n’auront pas raison de notre détermination : nous résisterons !!!

Armenian authorities continue responding to British Ambassador
Catherine Leach’s election-related critical comments posted on her
blog this week.

This time the response to her remarks concerning “the voter lists, the
involvement of public servants, responding vigorously to complaints”
has come from chairman of the Central Election Commission Tigran
Mukuchyan. In his interview to News.am he said that voter lists and
control over the voting process are two different institutes, thus
“conditioning one by the other and making judgments is unacceptable”.

The British Ambassador in Armenia summing up the year of 2012 in her
blog made a reference to the forthcoming presidential elections. As
someone watching the election processes “from the outside”, Leach wrote
that the state bodies have to pay closer attention to the voter lists.

“…the fact that the list has continued to increase since 1991 when
people’s day to day experience tells them that the country has lost
population creates unease for the ordinary voter. Thinking about ways
to give people confidence in the list – perhaps by requiring an annual
re-registering – might be the answer in future. In the meantime,
the authorities can make every effort to follow up and investigate
precincts where there appear to be unusually high turn-out or vote
tabulations showing surprisingly repetitive numbers,” she writes.

Responding to this, Mukuchyan says: “The main issue is related to the
voters absent from Armenia, which is a completely different institute.

The voter lists include all the registered citizens. Even if there are
citizens absent from the country or who might not be in the country
on the voting day and even if their number is great, it does not mean
anything and cannot lead to any conclusions.”

Reflecting on the ambassador’s suggestion concerning annual
re-registering, Mukuchyan says he has no idea how that would be
possible.

“The thing is that each citizen decides for him/herself to change
their place of registration, and submits a respective application
followed by the respective change in their records,” says Mukuchyan,
adding that annual re-registration would cause serious challenges,
first of all burdening citizens with additional duties every year,
and then there is a question: should a voter be taken out of the
voter list without their knowledge and consent or not?”

It is worth noting that the United Kingdom will have 25 representatives
as part of OSCE/ODIHR observer mission to monitor the presidential
election. ODIHR, the biggest among international observer missions
(with 24 long-term and 250 short-term observers) has drafted an
interim report on the elections presenting details of the pre-election
processes in Armenia, but refraining from assessments.

In 2012, the active work in terms of the implementation of IPAP
Armenia – NATO for 2011-2013, on cooperation in the areas of disaster
management, peace-building, public diplomacy and defense policy was
continued. This is stated in the report of the Armenian MFA in 2012.

According to the report, on March 6, Armenian President Serzh Sargsyan
attended and spoke at the meeting in the format of “NATO + Armenia”.

On September 6 NATO Secretary General Anders Fogh Rasmussen visited
Armenia, and was received by the President of Armenia Serzh Sargsyan.

On April 19, in Brussels, Armenian Foreign Minister Eduard Nalbandyan,
attended the meeting of the North Atlantic Council at the level of
Ministers of Foreign Affairs of the countries, of members of the
International Security Assistance Force in Afghanistan. On May 21, at
the NATO summit in Chicago Armenian Foreign Minister Eduard Nalbandyan
took part in a meeting of the countries – participants of Security
Assistance Force in Afghanistan. On November 1-8 a “NATO Week” was
held in Armenia.

In addition, in 2012, Armenia continued participation in multinational
peacekeeping mission in Kosovo. 126 Armenian peacekeepers continued
participation in the International Security Assistance Force in
Afghanistan. In December 25-29, a delegation headed by Defense Minister
Seyran Ohanyan visited Afghanistan.

According to the Global Competitiveness Index 2012-2013 by the World
Economic Forum, Armenia ranks 69th in terms of energy supply quality
(4.9 points), followed by Azerbaijan (4.7 points).

Ukraine is in the three leaders in the Commonwealth of Independent
States (CIS) – 78th (4.6 points).
