SARKSYAN EXPECTED TO WIN RE-ELECTION IN ARMENIA

Voting has begun in the Armenian presidential elections where current
President Serzh Sarksyan is bidding for a second consecutive term
in office.

Elected in a vote marred by fraud and deadly violence in 2008,
this year’s poll has seen the leading opposition figures decline
the challenge, so Sarksyan has scored 60% in opinion polls, with his
nearest challenger barely making double figures.

One outsider candidate is currently in hospital after being shot, while
another has been on hunger strike since the start of the campaign to
demand Sarksyan’s candidacy be annulled, and for the international
observers in Armenia to boycott the vote.

Council of Europe officials observed on a January visit that there
was an atmosphere of apathy towards the vote, and that few people
expressed confidence in the electoral process.

Sarksyan is a native of the Nagorno-Karabakh region wrested from
Azerbaijan in a war in the 1990s. He says he is pursuing peace talks
with Armenia’s neighbour, but is ready to fight for the territory
again if necessary.

TBILISI. – Georgian Ministry of Culture has spent $820,363 for the
concert by the French celebrity singer of Armenian descent Charles
Aznavour, which was held last year in the Rabati Castle in Akhaltsikhe,
Georgian media outlets inform.

“A concert with the participation of Aznavour was held on Aug. 16,
2012 in Rabati Castle. The celebrity received $477,156 as a royalty,
restaurant service cost 26,429 lari – Georgian national currency -,
catering cost 11,443, stage decoration with flowers 15,000, while
the concert organizer commission made 100,000,” Georgia-online informs.

13-Year-Old Drowns In Hrazdan River

13-YEAR-OLD DROWNS IN HRAZDAN RIVER

YEREVAN. – The 8th grade student, 13 years old Arsen B., has drowned
in Hrazdan River near Khachpar village in Ararat region, on Monday
around 3:30 pm. Armenian News-NEWS.am was informed about the incident
by the head of Ararat region Edik Barseghyan, who was at the scene
of the accident.

Special divers from the Rescue Service Operational Group of Management
Center from the Ministry of Emergency Situations of Armenia are
continuing the search operations, but they have still not been able
to find the boy.

The head of the region told that according to preliminary information
several children had gone to the bank of the river. The boy, who
has drowned, had sat on the bank with a girl, when the land began to
slide. The girl was able to avoid falling into the river, but Arsen
was not so lucky.

The search operations are still in process. More details will be
provided later.

PanARMENIAN.Net – Armenian Greco-Roman wrestling team lost to Russia
in the first round of Tehran-hosted World Cup.

Aleksan Mikayelyan (60 kg) beat Rustam Khuchbarov, with Sargis Tonoyan
(96 kg) winning Musa Evolev.

The rest of Armenian wrestlers suffered defeats by their Russian
contenders. Harutyun Hovhannisyan (55 kg) lost to Stepan Mayranyan,
Tigran Torosyan (66 kg) suffered a defeat by Adam Kurak, Varsham
Boranyan (74 kg) -by Aleksander Chekhirkin, Hrach Hovhannisyan
(84 kg) – by Azamat Bikbaev and Vachik Yeghiazaryan (120 kg) – by
Alikhan Ayubov.

As a result, Russian wrestlers scored 5:2 win against Armenians.

Armenia will face off against Bulgaria next.

The results of the presidential election in Armenia do not reflect
the people’s will, presidential candidate Andreas Ghukasyan told
journalists on Tuesday.

According to the preliminary results of the election, the incumbent
President of Armenia Serzh Sargsyan obtained 58.64% (861,160 votes),
the leader of Heritage Party Raffi Hovannisian – 36.75% (539,672),
Hrant Bagratyan – 2.15%, Paruyr Hayrikyan – 1.23%, Andreas Ghukasyan –
0.57%, Vardan Sedrakyan – 0.42%, Arman Melikyan – 0.24%.

Ghukasyan said that the OSCE/ODIHR Election Observation Mission’s
statement on the presidential election is another step to keep Armenia
away from European and democratic values. “The international observers’
assessment demonstrates that they support the ruling criminal and
oligarchic regime in the country and are ready to give the European
taxpayers’ funds to the corrupted Government of Armenia”, he said.

Ghukasyan said that the incident that took place during the press
conference of the OSCE/ODIHR Election Observation Mission was logical,
as this structure’s assessment does not satisfy the public and the
people should protest against it. “If we care for our country, we
should fight for its freedom”, he said.

To note, Ghukasyan has already stopped his hunger strike. He went
home and is going to join the protesters in front of the Central
Electoral Commission. To remind, civil activists howled down the
press-conference of international observers from OSCE/ODIHR, PACE and
CE and demanded that they should leave Armenia, as by their “loyal”
assessment of the presidential election they support the efforts of
the authorities to rig the election.

PanARMENIAN.Net – Heritage party leader Raffi Hovannissian said he
never strived for posts.

“This time, however, I do. I am the elected present of Armenia,”
Hovannissian said at Feb 19 press conference in Yerevan’s Liberty
Square.

He further gave president-elect Serzh Sargsyan one day to admit his
mistake before the law and the Armenian people.

“He will receive people’s forgiveness in that case. People have won,
every one knows this. I hope Serzh Sargsyan will admit my victory
and the victory of Armenian people,” Heritage leader said.

Otherwise, the party leader expressed readiness to hold a rally at
Liberty Square and keep it till the end.

He further said he will possibly address the court with a demand to
recount the votes.

Armenia held presidential elections on Feb 18.

The votes divided as follows: the chairman of the ruling RPA,
incumbent president Serzh Sargsyan garnered 861 378 (58,64 %) votes;
Heritage party chairman Raffi Hovannisian got 539 674 (36,74%) votes;
former foreign minister of Nagorno Karabakh Republic Arman Melikyan
received 3 520 (0,24%) votes; former prime minister Hrant Bagratyan –
31 643 (2,15%) votes; National Self-Determination Union party head
Paruyr Hayrikyan – 18 093 (1,23%) votes; Radio Hay director Andrias
Ghukasyan 8 328 (0,57%) votes; literature expert Vardan Sedrakyan –
6 203 (0,42%) votes.

OSCE OBSERVERS CRITICIZE PRESIDENTIAL ELECTIONS IN ARMENIA

OSCE Observation Mission believes that the principle of competitiveness
has not been fully ensured in the presidential elections in Armenia,
RIA Novosti reported with reference to Agence France-Presse.

According to the results of the presidential elections held in
Armenia on Monday, Serzh Sargsyan reelected as the president scoring
58.64 percent of the votes, First Foreign Minister of Armenia Raffi
Hovannisian ranked second scoring 36.75 percent of votes, Former
Prime Minister Hrant Bagratyan ranked third scoring 2.15 percent.

The elections were observed by almost 7,000 representatives from
26 local social organizations and 12 international organizations,
including OSCE ODIHR, CIS mission, the OSCE Parliamentary Assembly, the
Parliamentary Assembly of Council of Europe, the CIS Interparliamentary
Assembly, International Expert Center for Electoral Systems (ICES)
and the International Foundation for Electoral Systems (IFES).

CITIZEN ACTIVIST TO OSCE OBSERVERS: “STOP LEGITIMIZING FRAUDULENT ELECTIONS IN ARMENIA”

What follows is the statement read today by political activist Lena
Nazaryan at the press conference held by OSCE PA election observers.

The OSCE observers walked out of the hall when Nazaryan took the
podium to read the statement on behalf of the citizens of Armenia.

Dear political tourists, we have had enough of your efforts to
legitimize the fraudulent elections.

The recent presidential election in Armenia, when compared to previous
presidential elections, has registered one step forward and three
steps backwards, two steps to the right and a half step to the left.

In a word, they haven’t corresponded to the RA Constitution, to the
demands of the Election Code as well as international standards.

The elections have proceeded against the backdrop of proposed reforms
to the Election Code by the parliamentary opposition that were rejected
by the ruling majority. Even though international and domestic
observers, rights defenders and the opposition raised concerns,
especially regarding glaring inaccuracies in the voter rolls, after
the parliamentary election, nevertheless, the ruling authorities did
nothing to fix the problem before this recent presidential election.

In essence, last year’s parliamentary election and yesterday;’
presidential election took place on the same legal-normative basis.

Of note is the fact that in the February 18 presidential election none
of Armenia’s primary political opposition forces either nominated
their own candidate or supported any of the nominated candidates. I
refer to the Armenian National Congress, Prosperous Armenia, the AR
and the Free Democrats. This is ample proof that the election was
not truly competitive.

The fact that none of the primary opposition groups refused to nominate
their own candidate or support any other candidate running, points to
the deep level of mistrust of citizens and political forces regarding
the electoral process.

Thus, the opposition forces in the parliament, from the outset, have
labelled the presidential election as a farce and a show, since as
previously noted, the ruling majority squashed the passage of election
reforms proposed by the opposition prior to the election period.

Even though on the surface there was the appearance that important
democratic freedoms were being safeguarded during the campaign,
including the right to run a free campaign, in reality, the campaign
was noteworthy by its competitive inequality in favour of the candidate
of the regime. In particular, administrative resources and powers
were put into the service of the latter. This was accomplished via
pressure brought to bear on state and public employees to attend
campaign events of Serzh Sargsyan and to vote in his favour.

The election campaign did not proceed peacefully. Violence was
inflicted on candidate Paryur Hayrikian. The man was shot. Another
candidate, Andreas Ghoukasyan, staged a hunger strike to protest the
electoral process which he labelled a mere show. The press covered
cases of violence even on Election Day.

The campaign also stood out by its lack of political and individual
professionalism. Candidates employed the crudest of language and
public relation stunts. For example, the various incidents that
took place during the campaign conducted by the regime’s candidate
were widely mocked by large segments of society. As a consequence,
citizens tended not to take the election process seriously.

On Election Day, polling precincts were transformed into theatrical
stages where citizens showed their attitude to the process. The press
and social internet sites were full of ballots invalidated by voters
who drew caricatures on them. They drew images of figures from the
plant and animal world, images lifted from fairy tales and television
cartoon characters. In one precinct, a voter literally ate his ballot
as a sign of protest. It significant to note that according to official
statistics, the number of invalidated ballots came in third place.

Reports of duplicate voting, ballot stuffing, bribes, and substitute
voting and other scams were raised throughout the election itself.

Thus, yesterday’s presidential election in Armenia can be described
as yet another normal appalling election.

Dear political tourists, we’ve had enough of you legitimizing the
fraudulent election. You are trampling those democratic values that
you yourselves have broken.

YEREVAN, FEBRUARY 19, ARMENPRESS. The Ministers of Foreign Affairs
of Armenia and Nagorno Karabakh Edward Nalbandyan and Karen Mirzoyan
had a meeting in Yerevan on February 19. The Department of Press,
Information and Public Relations of the Ministry of Foreign Affairs of
the Republic of Armenia informed “Armenpress” that the interlocutors
exchanged views on the current stage of negotiations on the settlement
of the Artsakh issue. In this respect Minister Nalbandyan briefed his
counterpart on his recent meeting with the OSCE Minsk Group Co-chairs
and the Minister of Foreign Affairs of Azerbaijan.

During the meeting the parties made a reference to the issues of
cooperation between the two Ministries of Foreign Affairs.

Karen Asatryan, estimates Serzh Sargsyan at 5,000 AMD.

The residents of Gegharkunik told ArmInfo that the head of the village
administration has been giving 5,000 bribes to the villagers for four
days. At the same time, the villagers pointed out with discontent that
in other villages and in Gavar, the administrative center of
Gegharkunik, the amount of the bribes ranged from 10,000 to 15,000
AMD.
