DISHONEST REPUBLICANS’ “SALVATION”

The presidential elections were held in Armenia in support of various
violations of electoral bribery and fraud. No matter how correct
and valid information about such violations was, as it was only a
provocation, one thing is clear, elections without bribes have not
been yet held in RA.

And that’s why this question has many answers, but one explanation of
the need of the election bribe we were given by the voters of Yegvard.

And so, regardless of the fact that in Yeghvard the Chairman of the
State Revenue Committee Gagik Khachatryan is at a high level about
capital, “construction” of “Secured Armenia” here took the Minister
of Nature Protection Aram Harutyunyan. Decisive factor, apparently,
is the fact that Khachatryan is non-partisan. Officially he is not a
member of the Republican Party of Armenia, although he is the head of
one of the key structures in the state headed by Republicans, but Aram
Harutyunyan has long made the right choice and has become party member.

It is difficult to say whether Gagik Khachatryan had any involvement in
the formation of “Secured Armenia” or whether he likes to spend money
only on daughters’ and sons’ birthdays? But as for Aram Harutyunyan
RPA can be calm.

Aram Harutyunyan added another 5000 AMD to 5000 AMD, provided by RPA,
already from his own pocket (“own pocket” have become for our officers
money from budget).

Thus, voters of “Secured Armenia” in Yeghvard, in contrast to, say,
some poll stations’ voters in Gyumri received 5000 AMD, received
whole 10 000 AMD, as they have someone like Aram Harutyunyan, who
in the name of Serzh Sargsyan went to such sacrifices, and this time
did not dare to save money.

And, finally, how the fact of the marked electoral bribe a wide range
of sensible citizens of Yeghvard explain: “We have so many rich people,
but neither of them has as much dignity, in simply, with no money to
come to talk with people, that at least 4,000 people listened to them
to go and chose their candidate.”

Judging from the range of electoral bribes, in fact, in Armenia there
is no deficit in the unworthy members of the Republican Party…

gave the authorities in power until tomorrow at 5pm to confess to
the numerous election violations they committed and to apologize to
the voters of Armenia.

When a reporter asked what his next step would be if the authorities
didn’t comply, Hovannisian responded, “I believe that the law should be
applied to us all in equal fashion. I will go all the way to victory.”

La France est preoccupee par la poursuite des combats entre le
gouvernement soudanais et le Mouvement populaire de liberation du
Soudan/branche Nord (MPLS/N), dans les Etats du Nil bleu et du Sud
Kordofan. Elle appelle les parties a negocier au plus vite un accord
de cessation des hostilites et a trouver un règlement politique a
cette crise, comme l’ont demande de manière repetee l’Union africaine
et le Conseil de securite des Nations unies.

La France appelle par ailleurs a permettre a l’aide humanitaire
d’acceder a ces deux regions, conformement a l’engagement pris par
le gouvernement soudanais et le MPLS/N en août 2012 auprès de l’Union
africaine, de la Ligue arabe et des Nations unies.

La France est egalement preoccupee par le manque de progrès dans la
mise en ~uvre des accords du 27 septembre 2012 entre le Soudan et
le Soudan du Sud et les rapports faisant etat de renforcements de
troupes a la frontière. Elle appelle instamment les autorites des
deux pays a activer immediatement la zone demilitarisee le long de
la frontière et a deployer les observateurs prevus par les accords
du 27 septembre 2012.

Les policiers sont en service près de la maison de Raffi Hovannisian.

Une declaration de la police publie hier precise que le candidat
lui-meme avait demande au chef de police Vladimir Gasparyan une
telle protection.

” Un certain nombre de rapports a ete recu au cours de l’election
presidentielle [lundi] , en ce qui concerne les cas de violence
contre les mandataires des candidats a la presidence et [contre] les
journalistes. La police armenienne a immediatement reagi et est en
train de les inspecter. Le candidat a la presidentielle et president du
Parti de Heritage Raffi Hovannisian a fait une requete verbale au chef
de la police, en ce qui concerne la securite de son lieu de residence
qui a ete examine a la police le 19 fevrier ” a indique le communique.

” Avec cette commande, le chef de police, le jour meme, a pris des
dispositions pertinentes et des divisions ont ete charges d’effectuer,
a partir du 19 fevrier, des rondes de securite autour du lieu de
residence du candidat a la presidentielle ” ajoute le communique.

Raffi Hovannisian Declare Etre Le Vrai Gagnant De L’Election Preside

RAFFI HOVANNISIAN DECLARE ETRE LE VRAI GAGNANT DE L’ELECTION PRESIDENTIELLE

Le leader de l’opposition, Raffi Hovannisian, a declare mardi 19
fevrier 2013 qu’il etait le vrai gagnant de l’election presidentielle.

R. Hovannisian laisse a Serge Sarkissian jusqu’a mercredi soir pour
le rencontrer et discuter ” du transfert du pouvoir “.

” Je suis le president elu de la Republique d’Armenie “, a-t-il dit
a la foule reunie Place de la liberte.

Il a egalement annonce qu’il utilisera tous ” les moyens
constitutionnels ” pour que les resultats du vote officiels soient
annules. Selon la Commission electorale centrale (CEC), Hovannisian
aurait remporte 36,8% des voix. Un autre candidat de l’opposition,
Hrant Bagratian, a termine en troisième position avec 2,2% des voix.

Les chiffres officiels montrent qu’Hovannisian a battu le president
sortant notamment dans trois districts d’Erevan, a Gyumri et Vanadzor.

Contrairement a Hovannisian, Bagratian n’a pas rejete le decompte
de la CCE. Le president de la CCE, Tigran Mukuchian, a defendu la
credibilite des resultats du vote.

S’adressant a RFE / RL (Azatutyun.am), il a suggere que le scrutin
presidentiel a ete le plus democratique de l’histoire du pays.

Eduard Sharmazanov, le porte-parole du Parti republicain de Sarkissian,
a egalement insiste sur le fait que l’election a ete democratique. ”
La tenue d’elections democratiques en Armenie est maintenant un fait
irrefutable “, a-t-il dit.

Incumbent President Serzh Sargsyan triumphed the Armenian presidential
election with 58.64 percent of the vote.

Winning second consecutive election victory, Sargsyan will be the
president of Armenia for five more years. However, silence dominates
the country as supporters of Sargsyan haven’t celebrated the victory.

Although Sargsyan triumphed over his rival with 22 percent, Sargsyan
didn’t go to the headquarters of the Republican Party following the
results of the polls and didn’t make a statement, which took great
attention.

On the other hand, the question of whether the silence would still
continue after his strongest rival former foreign minister Raffi
Hovhannissian who got 36 percent declared his “victory”.

One other point that draws attention is the votes of leader of the
Union for National Self-Determination Paruyr Hayrikyan being stuck
at 1.3 percent which shows that the armed attack against him did not
influence the voters.

It is not difficult to guess Armenia and Russia will be in close
cooperation in the new term especially in security related matters,
because Sargsyan defined their relations as “strategic” with Russia
whereas he defined their relationship with USA and EU to be in the
framework of “good neighbors.”

One of the arguments of Sargsyan during his propaganda was Nagorno
Karabakh, Azeri land under occupation. There seems very low possibility
of any move to resolve the Nagorno Karabakh conflict in the new term
as Sargsyan has always claimed it belonged to Armenia and as he will
have Russian support.

ARMENIA’S HOVHANNISYAN CLAIMS VICTORY IN PRESIDENTIAL ELECTIONS

Leader of the Heritage party Raffi Hovhannisyan has offered Armenian
President Serzh Sargsyan to meet with him and hand authority over to
him, Times.am reports.

Hovhannisyan said that he has won the presidential elections, while
according to the official results incumbent President Serzh Sargsyan
won with around 58 per cent of the votes.

“Now it is obvious that the Armenian nation has won,” Raffi
Hovhannisyan said. “No one will steal freedom and the Constitutional
Court from us. It belongs to the nation.”

The leader of the Heritage party recalled that he called on Serzh
Sargsyan to hand over authority to him. “I called on him yesterday
to become the first President who would recognize the victory of the
nation. Unfortunately, he has not managed to do it yet. But it is
still not too late, we will meet tomorrow at 17:00 and before that
I will offer Serzh Sargsyan to hand authority over to me” he announced.

WORLD’S LARGEST YELLOW DIAMOND BELONGED TO AN ARMENIAN IS PRESENTED IN PARIS

On February 18, Armenian Jewelers Association (AJA) presented the
largest yellow diamond in the world at InterContinental Hotel in
Paris. Jean Eckian informs about this from Paris.

This diamond of 110 carats belonging to Hagop Bardaglian (HB group,
NY) is estimated $ 15M.

This event coincided with an exhibition of the finest achievements
of 23 jewelers Armenian of the diaspora and Armenia.

The ambition of the AJA, besides the main objective to contribute to
the development of the jewelry industry in Armenia, is to develop a
free zone having purpose the creation of thousands of jobs over the
next few years.

At the time of the Ottoman Empire, the Sultans were only appeal
Armenian jewelers, masters in the art of working gold and metals. They
are considered the best craftsmen of the world.

The absence of debates still remains the key problem of coverage of
the campaign by Armenian mass media, the head of the Yerevan Press
Club, Boris Navasardyan, told journalists today when summing up on
the results of the monitoring of the presidential election’s coverage
by mass media.

He said that in general the broadcasting mass media did not show
discrimination or an open partial attitude to candidates for president
of Armenia. Equal conditions were provided to all the candidates to
present their programmes. “If during the parliamentary election 2012
the balanced coverage was provided only over the period of official
campaigning, this time the pre-campaign period was also provided with
such coverage”, – Navasardyan said.

Incidentally, the leader of the National Self-Determination Union
party, Paruyr Hayrikyan, was covered most of all because of the
assassination attempt on him on 31 January. The leaders by the volume
of the airtime were: Hayrikyan, Serzh Sargsyan, Raffi Hovannisian
and Hrant Bagratyan.

The coverage of activity of the incumbent president Serzh Sargsyan
before the campaign was rather intensive, as he was covered not like a
candidate for president, but like an official. However, the situation
radically changed when the campaign started: from 21 January to 16
February Sargsyan like a candidate for president was shown by TV 8,7%,
whereas this indicator was 65,6% from 14 to 20 January. Navasardyan
said that this is evidence of the fact that there is a common law,
according to which an official should cut his public appearance,
if it is not connected with the campaign.

Navasardyan pointed at absence of debates like a negative factor of
coverage of the campaign.

The monitoring of the coverage by the broadcasting mass media was
held by the Yerevan Press Club with assistance of the OSCE Yerevan
office within the frames of the project financed by European Union.
