Muscat: His Majesty Sultan Qaboos bin Said has sent a cable of
congratulations to President Serzh Sargsyan of Armenia on the occasion
of him being re-elected as president of the Republic. In his cable,
His Majesty expressed his congratulations and best wishes of success
to President Sargsyan in leading the people of Armenia to further
progress and prosperity.

Sorting Through Armenia’s Contested Election

SORTING THROUGH ARMENIA’S CONTESTED ELECTION

According to the official preliminary returns, Armenian President
Serzh Sarkisian won reelection for a second term in the February 18
election with 58.64 percent of the vote.

His closest challenger, U.S.-born former Foreign Minister and
opposition Zharangiutyun party chairman Raffi Hovannisian garnered
36.74 percent, followed by former Prime Minister Hrant Bagratian (2.15
percent), and Soviet-era dissident Paryur Hairikian (1.3 percent).

The remaining three candidates each polled less than 1 percent.

At a public meeting in Yerevan on February 19, Hovannisian rejected
the official figures, declaring that he is the legitimately elected
president. He publicly challenged Sarkisian to meet with him to discuss
the situation, and set a deadline of late afternoon on February 20
for Sarkisian to demonstrate the “strength and manliness” to admit
the outcome was rigged and to cede power “to the Armenian people.”

Sarkisian has agreed to meet with Hovannisian “at any time that
is convenient for him” in order to clarify Hovannisian’s “somewhat
incomprehensible” statements, according to Sarkisian’s press secretary,
Armen Arzumanian.

Ever since the two men seen as Sarkisian’s most serious potential
rivals — former President Levon Ter-Petrossian and Prosperous Armenia
party leader Gagik Tsarukian — announced in December that they would
not participate in the ballot, many Armenian observers have predicted
that Sarkisian would win reelection easily in the first round and
warned of the potential for fraud and ballot-stuffing that have marred
virtually every election over the past 20 years and destroyed many
voters’ faith in the possibility of a democratic ballot.

Opinion polls and forecasts by organizations and individual pundits
corroborated those predictions of an easy Sarkisian victory. A poll
by Gallup International predicted 68 percent support for Sarkisian,
compared with 24 percent for Hovannisian, while the Russian pollster
VTsIOM predicted 61 percent for the incumbent and 24 percent for
Hovannisian.

Precipitous Decline

By contrast, the European Friends of Armenia (EuFoA) registered a
precipitous decline in support for Sarkisian in the wake of the January
31 incident in which Hairikian was shot and wounded outside his home.

A poll conducted by the EuFoA in early February registered a 10
percent decline since January, from 68.6 percent to 58 percent, in
the number of voters who said they would vote for Sarkisian and a
similar increase, from 20.8 to 33 percent, in the number who planned
to vote for Hovannisian.

It should be borne in mind also that Sarkisian had to take into
account the official outcome of the 2008 ballot in which, according
to the Central Election Commission, he polled 52.86 percent of the
vote compared with 21.5 percent for Ter-Petrossian.

Insofar as Ter-Petrossian was regarded as a far more serious challenger
than Hovannisian in the current election, a vote of just 53-54 percent
for Sarkisian this time around would imply a decline in his popularity,
if one assumes that most of the estimated 80,000-90,000 voters who
have emigrated over the past five years in the hope of a better life
in exile were among those who voted for Ter-Petrossian in 2008.

By the same token, the official figure of 36.74 percent for Hovannisian
calls into question the accuracy of the 21.5 percent Ter-Petrossian
is said to have garnered in 2008, and which he never accepted as an
accurate or legitimate figure.

Ter-Petrossian has not yet publicly commented on the results of this
week’s election.

Nonetheless, parliament deputy Lyudmila Sarkisian (no relation to
Serzh), a member of Ter-Petrossian’s Armenian National Congress,
said she cannot believe that Hovannisian polled more votes than
Ter-Petrossian did five years ago.

According to the official returns, Hovannisian won more votes
than Sarkisian in three districts in Yerevan, Armenia’s second-
and third-largest cities of Gyumri and Vanadzor, as well as several
major towns.

Western-Style Campaign

There is likewise little way of determining whether and how many voters
cast their ballots for Hovannisian not because they wholeheartedly
endorsed his election program (which calls, among other things, for
the recognition by Armenia of Azerbaijan’s breakaway Nagorno-Karabakh
region as an independent state), but because they wanted, first and
foremost, to register their rejection of Sarkisian, and regarded
Hovannisian as the most palatable and credible alternative.

Hovannisian incurred Sarkisian’s ire by depicting the election campaign
as almost a Manichaean struggle between good and evil as exemplified by
“Raffi’s Armenia” and “Serzh’s Armenia.”

Similarly difficult to quantify is the impact of Hovannisian’s
Western-style campaign. Eschewing the mass rallies preferred by
Sarkisian, the engaging and articulate Hovannisian instead toured
various districts of Yerevan on foot, randomly greeting people in the
street, shops, and other public settings, shaking hands and handing
out his campaign booklets.

Laszlo Kemeny of the International Center for Electoral Systems
interpreted the election results as a vote of no confidence and a
wake-up call to Sarkisian.

Kemeny was quoted as telling journalists that “this was not a struggle
between two leaders; there is one leader here, but that state of
affairs is not eternal, and unless there are cardinal changes in the
socioeconomic life of the country, new figures do not appear in the
leadership and a redistribution of political forces does not take
place, then the authorities will get a ‘red card’ on top of this
‘yellow card.'”

Hovannisian did not say on February 19 what steps he planned to take
if Sarkisian ignored his ultimatum.

In an interview in late January, however, he made it clear that he
would seek to avoid at all costs a repeat of the violent postelection
confrontations in 2008 between angry Ter-Petrossian supporters and
police and security personnel in which 10 people died.

While stressing that he would not tolerate fraud, Hovannisian declared
at the same time that “I don’t want a bloody revolution…I am not
prepared to risk the life of any Armenian.” He said he would, however,
“do everything that the constitution and laws allow me.”

Thousands of opposition protesters rallied in the center of the
Armenian capital of Yerevan during two days following the overwhelming
18 February re-election of President Serzh Sargsyan, Radio Free
Europe reports.

Armenian Central Election Commission results showed Sargsyan winning
his second term with more than 58 percent of votes cast, while the
runner-up and former foreign minister Raffi Hovannisian got 36.8
percent.

Hovannisian accused Sargsyan of election fraud and called for his
rival to admit defeat and to conduct “the transfer of power to the
Armenian people,” according to RFE.

“I am already the elected president of the Republic of Armenia,”
he told his supporters in Yerevan’s Liberty Square. “I want to come
here tomorrow at 5 p.m. and report to you that I met with Mr. Sargsyan
and that he had the strength, manliness … to say that the Armenian
people won and congratulate them.”

Sargsyan’s office said the meeting could be arranged but that it was
not clear what the opponents’ demands were, Armenia Now reports.

Observers from the Organization for Security and Cooperation in Europe
called the election peaceful and well-administered but criticized
the fact that government agencies conducted campaign work.

“My dear compatriots, the proud people of Armenia, It is again February
and again we are here, at Liberty Square, which means that despite
their painstaking efforts the authorities have been unable to break
the will of Armenian citizens.

“The agenda of today’s rally shows that Armenian citizens cannot yet
de jure celebrate a victory in the long-run struggle. Anyway, it is
again February and we are again here, which means that our citizens’
triumph is indivertible,” said Mr Pashinyan.

“We are here to look straight into the eyes of violence and say,
“Your defeat is inevitable, dear people! Despite the pessimistic
predictions, the Armenian people have elected their president, but as
it was expected the official figures issued by the Central Election
Commission do not reflect the reality.”

On February 18, 2013, people carried out a real revolution, a 30-second
revolution, in the 1988 polling stations in Armenia, as was the case
during the 2008 presidential election. Today our task is clear –
to turn de facto victory into de jure victory.

The forces that are willing to support this victory, must do it without
preconditions, because no one has the right to set preconditions before
people, and public decision is, as a rule, taken for granted. This
is the essence of democracy and constitution.

Raffi Hovannisian has received the vote of confidence and he should
decide the fate of this vote. Either victory or nothing: we cannot
lead the bright people of Armenia to defeat.”

Pashinyan called on the ralliers to commemorate the ten victims of
the March 1, 2008 post-election clashes and promise that no more
blood will be shed in the capital.

“Either victory or nothing! Long live Armenian citizens! Long live
our children who will live in a free and happy country!” he said.

Heritage party’s rally continues in Liberty Square.

Addressing the rally, Heritage leader Raffi Hovannisian said that all
political forces should respect the Constitution, law and national
interest. He said that though he is a follower of the Apostolic
Church, he did not like it when Catholicos Karekin II congratulated
the President-elect.

Raffi Hovannisian stated that he will not attend anyone’s swearing-in
ceremony, and he will only attend the swearing-in ceremony of the
Armenian people.

As for his meeting request to President-elect Serzh Sargsyan and the
reply of Serzh Sargsyan’s spokesperson, Raffi Hovannisian said Serzh
Sargsyan will be in Liberty Square tomorrow.

“We should carry out the transfer of power here, in Liberty Square,
before your eyes,” Raffi Hovannisian said.

Yerevan Mayor’s Office has accepted a notification from Republican
Party of Armenia on holding a rally in Liberty Square tomorrow.

ARF: ‘THE WILL OF THE PEOPLE MUST NOT BE TRAMPLED UPON’

YEREVAN (A.W.)-The Armenian Revolutionary Federation (ARF) Supreme
Council of Armenia issued a statement today (Feb. 20) arguing that
“the will of the people expressed on Feb. 18 must not be trampled
upon.” The ARF noted that “the best possible election was promised,
the worst was delivered.” We ought to realize the seriousness of the
situation and look for solutions accordingly, stated the party in its
first official post-election statement, the translation of which The

The citizens of Armenia demonstrated on Feb. 18 that their patience
has limits, that they deserve a much better life and leadership,
and that it’s impossible to kill the people’s aspirations for justice
and freedom.

The people’s outrage came in response to the political, social,
economic and moral environment in the country. It came in response
to the authorities and the rank and file of their representative, who
were behaving as if they enjoy the trust and support of the absolute
majority. It became evident that that the majority of the people does
not accept the current regime.

On top of their limitless administrative and financial resources, the
authorities employed a coordinated effort to rig the vote counting
process. The best possible election was promised, the worst was
delivered. The results reasserted our conviction that the election
was fixed, and the assessment of international observers was too
predictable.

The post-election environment and the developments ahead impose an
immense responsibility and difficult decisions upon the authorities,
the leading presidential candidate, the opposition forces, and the
active segment of the public. The will of the people expressed on Feb.

18 must not be trampled upon. The ARF stands together with the people,
and subscribes to the view of finding solutions together. We ought
to realize the seriousness of the situation and look for a way out
accordingly. This is a difficult yet inevitable task that needs to be
undertaken collectively. We have a duty to be worthy of our people[‘s
trust]. Only in this way, only with a clearly defined political agenda
can we move the country from the current standstill and deterioration
to the steady path of development, and guarantee a secure and dignified
future for the citizens of Armenia.

Prime Minister: No Administrative Measures Against Taxpayers

Prime Minister Tigran Sargsyan held a working meeting with the
leadership of State Revenue Committee on the amended Profit Tax Law
enforced since January 1, 2013. According to the amendment, tax agents
have to provide an electronic summary calculation (report) till the
20th day of the next month. Technical issues relating to the work
of electronic governance systems of the Police and the State Revenue
Committee were caused by the high number of reports. Prime Minister
instructed not to use administrative measures against taxpayers who
provided reports after the deadline.

President Serzh Sargsyan is ready to receive Raffi Hovannisian “at any
convenient time” for his opposition challenger, spokesman Armen
Arzumanyan told local media.

Addressing his activists and supporters in Yerevan’s Liberty Square
last night, Hovannisian, who disputes Sargsyan’s reelection in the
Monday ballot, suggested that the incumbent meet him to start “the
transition of power to the people”.

Arzumanyan told Panorama.am that President Sargsyan has always been
willing to meet leaders of all political forces as far as it is
needed. “And in this case there can be no exception, especially when
the matter concerns a politician who placed second in the presidential
election.”

The spokesman, however, emphasized that all international observation
missions have evaluated the 2013 presidential election as “the best in
the history of independent Armenia.”

Police Invited To Establish Order At Precinct

Electoral district commission in Yerevan’s Nork community refused to
review vote tallies after considering the ten applications filed by
Styopa Safaryan and Havsep Ghazaryan, representatives of presidential
candidate Raffi Hovannisian. The commission accounted its decision
for the lack of adequate grounds in the applications.

“The commission could not simply disobey the order of their superiors,”
Styopa Safaryan told A1+.

Instead, the commission decided to open the voting slips at polling
stations 2/3, 2/5 and 2/18 which were half open.

At Precinct 2/5, three of the 53 invalid ballots were considered valid
in favour of candidate Raffi Hovannisian, who garnered 344 votes at
the precinct. Another ballot was added to the votes of Serzh Sargsyan
who polled 348 votes.

Suren Martirosyan, Chairman of the election commission regularly
started a quarrel with the presentees, threatening to sue them if
they found any error or violation at his precinct or brought charges
against him.

To curb the uncontrolled behaviour of the commission chair, Gurgen
Khachatryan, Chairman of the Electoral district commission invited
police officers to establish order at the precinct.
