THE SELF-GOVERNED MOVEMENT AND RAFFI’S THREE STEPS

During his tete-a-tete meeting with President Serzh Sargsyan, Raffi
Hovannisian offered three proposals in order to emerge from the created
political pre-crisis situation, and all three proposals were rejected.

Hovannisian didn’t discuss those proposals with the people gathered
in Liberty Square. Those proposals belonged to him, perhaps also to
his Heritage party, but not the people at the rally. It is hard to
say whether the people would approve those proposals if they were
previously discussed and formulated in Liberty Square. Although one
of three proposals was capitulating for the authorities, the other
two showed willingness to compromise.

Hovannisian went to the Presidential Palace without even clarifying
whether his followers were ready for any compromise with the
authorities.

But the demonstrators let it go. Moreover, they didn’t leave Liberty
Square even after Hovannisian suggested that everyone go home and
gather the following day. Those people clearly demonstrated that
it is not them that follow Hovannisian; they forced him to follow
them. And it is not Heritage that determines the basic rules of the
game, but Liberty Square.

Thus, this is not Hovannisian’s movement, but that of the people. And
that is the clear difference between this movement and all previous
protests that were similar.

Now the people are demanding from the authorities as much as from
Hovannisian. If it were important for the people, they would demand
that Hovannisian clarify what Sargsyan in his turn proposed to him and
to what extent those proposals were acceptable or not. Yet there are
no questions, there is only a process, and Hovannisian was continuously
forced to go forward.

Actually, he didn’t become a leader, but rather a symbol whose values
and, more importantly, simplicity created a wonderful atmosphere
for society’s self-expression. Hovannisian emphasizes the union of
Armenian citizen and Armenia, not the concept of social stratification.

It is more than obvious now that Hovannisian’s possible retreat cannot
stop this movement. It can be modified, transformed, become diminished,
but it cannot stop anymore. And there are two main reasons. First, this
movement is led by an already existing civil consciousness. Second,
instead of suppressing this awareness and pushing his personal
ambitions forward, Hovannisian shows a tendency to rely on that.

This fact enables the development of a strategy exclusively based on
public demands, which are for now attached to voting rights.

Hovannisian’s main problem is not how to lead that movement (actually,
it is self-governed for now), but to provide a greater space for
its development, partially coordinate it and control and develop
mechanisms to protect it from possible provocations.

In this sense, Hovannisian has three important steps to take. First,
he needs to clearly determine the main goal and what measures are
necessary to get there. It is one thing to request the president
transfer power unconditionally, and it is another thing to demand
new elections or else the president’s resignation.

However, committing to reaching a resolution is different from
presenting a concrete plan of action or, at least, convincing society
that the plan exists and is followed accordingly. As long as these
clarifications are not made the movement remains chaotic, and no
concrete problem can be solved.

Secondly, Hovannisian’s issue is to provide a wide political and civil
consolidation around only one issue, which is to protect and respect
citizens’ rights by civil rights and state institutions. Practically,
he doesn’t have other resources to provide such consolidation, as
his agenda and ideological positions regarding the economy, foreign
policy and other issues are considered risky by many people.

In this sense, the ARF-Dashnaktsutyun’s symbolic joining of the
movement was important. Actually, the ARF clearly mentioned that it
is joining not Hovannisian, but the civil movement and for now is
only a participant. It seems this arrangement completely satisfies
him. The joining of the Armenian National Congress’s former electorate
was important as well. It shows that, unlike the defunct Congress,
its electorate remains faithful to its ideals and goals.

The fact that Heritage intentionally ignores the Prosperous Armenia
Party (PAP) doesn’t only demonstrate its interest to take back its
positions, but also PAP’s tendency to not get involved. As was obvious
from its statement, PAP offers to transform the movement, whereby
agreements can be reached with the authorities around fundamental
improvements, something that was always a waste of time.

In the footnotes of PAP’s statement we can see an offer of cooperation
around “the plan of improvements” directed towards the Republican
Party. And while Levon Ter-Petrosyan demonstrated a strong pragmatic
attitude, he nevertheless doesn’t want to burn bridges with the
movement, considering Hovannisian a secondary factor.

Third, as much as this movement is civil, it cannot avoid being
political, as there is no other legislative option to realize its
goals. The formation of a coordinating body to make consolidated
decisions and to define responsibilities is necessary.

But, unlike the Congress, this body can persist only if it is created
based on a real socio-political consensus to make it relevant.

Federation had orginazed events dedeicated to the 25th anniversary
of Artsakh National-Liberation Movement.

The events took place on February 22 and 23 appropriately in Monreal
and Toronto.

Member of teh Armenian Revolutionary Federation davit Ishkhanyan
attended the evetns and presented the histroy of Artsakh war in
details.

600 people attended to each event.

Armenian NA Vice-Speaker Admits Of Problems

Vice-Speaker of Armenia’s parliament and Spokesman for the ruling
Republican Party of Armenia (RPA) Eduard Sharmazanov has to quote
the first Armenian president Levon Ter-Petrosyan.

“We have numerous problems in our country. There is no country without
problems. Problems resolved yesterday are followed by problems of
today. However, this does not mean we do not need good work,” Mr
Sharmazanov said.

He noted that Armenia’s ruling party respects all the citizens that
voted for Raffi Hovannisian and for the other presidential candidates.

“We highly appreciate their opinion and we will have to face
the reality in future,” Mr Sharmazanov said, noting a series of
resignations.

“Civilized world has civilized ways of political struggle, namely,
participating in new elections. The Armavir mayor has resigned and new
elections will take place,” Mr Sharmazanov said. He disagrees with the
opinion that the ‘poor votes” are the reason for their resignations.

The president of the Armenian Political Analysts’ Union sees both
domestic and foreign policy motives behind the Prosperous Armenia
party’s (PAP) Tuesday statement regarding the presidential election.

Hmayak Hovhannisyan believes that the PAP wishes to use the Heritage
party leader’s high reputation as a trump card in its negotiations
with the ruling Republican Party of Armenia.

“With its recent statement, the PAP has placed a bid for raffling
off Heritage’s factor, as it did once with the [opposition alliance]
Armenian National Congress. I mean it seeks to use Raffi Hovhannisian
as a trump card in its bargaining with the authorities,” the expert
told Tert.am.

Hovhannisyan noted that the Heritage leader’s success – as a major
opposition figure after the election – is largely due to Levon
Ter-Petrosyan’s bitter experience. According to him, the irretrievable
losses suffered in the aftermath of the 2008 post-election protests
held by the first president and his political alliance served as a
good advantage for Prosperous Armenia.

Speaking of the foreign policy motives, Hovhannisyan said they are
linked with political challenges.

He expressed concerns that the Heritage party, whose leader placed the
second in the February 18 election, might have replaced Prosperous
Armenia, a pro-Russian political force which explicitly expressed
support to Armenia’s Eurasian integration in the course of the
presidential campaign.

“That’s to say, Raffi Hovhannisyan came to replace Gagik Tsarukyan,”
he said, noting that Serzh Sargsyan’s Republican Party of Armenia is
a member of European People’s Party, despite the president’s repeated
statements that Russia remains Armenia’s key ally.

Hovhannisyan noted that the PAP is the partner of Russia’s leading
political force, United Russia.

“It is at this point that Russia cannot but have concerns over
the rotation. As well as over the fact that none of the Armenian
presidential runners, except the epic expert [Vardan Sedrakyan],
provided any positive highlights on the Eurasian Union problem in
his platform,” Hovhannisyan added.

YEREVAN. – Armenia’s ex-presidential candidate, Nagorno-Karabakh
Republic former FM, Arman Melikyan launched a series of talks with
the ambassadors of UN Security Council permanent member states that
are accredited in Armenia.

The first in the series of these meetings ended a while ago, Melikyan
wrote in his Facebook account.

“I spoke with the Chinese ambassador. I expressed my conviction that
Armenia is on the verge of a serious and, most likely, a long-lasting
political crisis, in connection with the widespread fraud in the past
presidential election.

My next talk will be held shortly, [and] with Great Britain’s
Ambassador to Armenia,” the former presidential candidate wrote.

Armenian Experts Of Wano Set Off Monitoring Of Czech Temelin NPP

ARMENIAN EXPERTS OF WANO SET OFF MONITORING OF CZECH TEMELIN NPP

YEREVAN, February 26. /ARKA/. Experts of World Association of Nuclear
Operators (WANO), including Armenian specialists, set off monitoring
of Temelin nuclear power plant in Czech Republic, Marek Svitak,
a spokesman for Temelin, told CTK agency.

A group of seven experts from Russia, Slovakia, Armenia and Hungary
will monitor the operation of Temelin NPP, radiation and fire safety as
well as the station maintenance over the next two weeks, the spokesman
said, Novosti-Armenia reported referring to Russia’s RIA Novosti.

Svitak added the experts will spend more time than it is usually
required at the NPP and upon the monitoring completion will give their
assessments and recommendations for the plant’s better maintenance.

Both Czech nuclear power plants-Temelin and Dukovani, had a Soviet
design. Dukovani construction started in 1970 in the framework of the
USSR-Czechoslovakia contract. Four reactors are operating on the plant.

The USSR and Czechoslovakia agreed on building Temelin on 27 November
1981. The station started commercial operation in 2002, over 20 years
later. Two power blocs are currently work there. The power capacity
is 2,000 MW. -0-

YEREVAN, FEBRYARY 26, ARMENPRESS: The visit of Armenia’s Foreign
Affair Minister Edward Nalbandyan to Austria kicked off on February
25. On the same day Minister Nalbadyan had a meeting with Austrian
deputy PM, Federal Minister for European and International Relations
of the Republic of Austria Michael Schpindeleger, Information and
Public Relations department of the Foreign Affair Ministry told
Armenpress. The meeting started with private conversation, further
the negotiations continued by the participation of delegations.

Federal Minister for European and International Relations of the
Republic of Austria welcomed Armenia’s Foreign Affair Minister,
stating considerable success has been registered in bilateral relations
during the last years thanks to joint efforts. Austrian President
Heinz Fischer’s visit also contributed to it.

Edward Nalbandyan thanked his Austrian counterpart for an invitation
to visit Vienna, noted numerous meetings were held during the last
years at the level of Foreign Affair Ministers, regular consultations
were launched between two countries’ Foreign Affair Ministries, legal
contractual field was expanded. Armenian and Austrian Foreign Affair
heads dwelled on agreements reached upon in the course of Austria’s
President visit paid to Armenia, on preparation works regarding
Armenia’s President Serzh Sargsyan scheduled visit to Austria. By the
request of Austrian side Minister Nalbandyan presented the current
level of efforts exerted both by Armenian and international community
refer to Artsakh conflict solution.

In the conclusion of the day Edward Nalbandyan delivered a speech
entitled “The priorities of Armenia’s foreign policy” hosted in
one of the oldest educational centers of Europe, Vienna diplomatic
academy. Vienna accredited Ambassadors and diplomats, Foreign Affair
Ministries high ranking officials, leading political scientists,
representatives of international organizations and mass media attended
it. Armenia’s Foreign Affair Minister responded to the questions of
the present people.

Hundreds of students at Yerevan State University did not attend
classes today to protest what organizers call the “rigged” February
18 presidential election in Armenia.

Norayr Hovhannisyan, a history student, stated, “We are against the
fraudulent election and do not recognize the official vote results.”

Some of the striking students held aloft placards reading “Free and
Independent Students”, “Strike”, and “Unity”.

Some of the students said that department heads had warned then not
to participate in the strike, even threatening them about possible
negative ramifications.

One name that repeated as a university official exerting pressure
was Geography and Geology Department Head Marat Grigoryan.

He denied the charges, saying that never forced his political views
on the students.

Nevertheless, Grigoryan said that students could express their views
after classes.

YSU Student Council President Rafi Karamyan told Hetq he didn’t agree
with the strike since students must focus on their studies.

Karamanyan noted that the student council was apolitical and thus
could not comment on the election results.

YSU student Hermineh Virabyan argued that such actions help students
overcome the atmosphere of fear that exists and that she and her
friends were fighting for the rights.

“I demand that the president must be elected based on the voice of the
people and not according to the dictates of the authorities. We are
fighting against the regime. We want and demand a Serzh-free Armenia,”
said Virabyan.

Mrs. Nora, The Tarragon She Grows And Her Son’s Return

MRS. NORA, THE TARRAGON SHE GROWS AND HER SON’S RETURN

Mrs. Nora is famous for the tarragon and other herbs she grows not
only in her native Shosh village but also in the market of Stepanakert
as well where she has realized her production for many years.

78-year-old Mrs. Nora, who walks with a stick, does not stop growing
herbs in her vegetable garden.

It is four years she has been living alone after the death of her
husband. One of her sons Varuzhan died in the Artsakh war, the other
4 children are married. She says she has been working since the first
day of her marriage and cannot imagine her life without work.

Though Mrs. Nora grows different fruits, vegetables and herbs in her
garden, she is known as a good grower of tarragon.

“It is not possible to grow tarragon in the nearest villages. Once
it was not grown in our village either, I was the first to begin
cultivating it. I brought the seedling and began to look after it. And
it was a success. Then I distributed the seedlings to the villagers so
that they would grow the herb, too. Today our village is famous for
the unique flavour of its tarragon,” Mrs. Nora says with admiration
and adds that she was very happy with her husband and now she finds
her happiness in her grandchildren who visit her on every occasion
and bring her presents. Grandmother in her turn packs her jam and
pickle pots with them.

In spite of all the difficulties Mrs. Nora is satisfied with her life.

“I am thankful to God for my life. I have no complaints. I get a
pension of 27 thousand drams which is enough for an old lonely woman.

Life has delivered me only two cruel blows which I cannot put up with,
the death of my son Varuzhan and my another son Isaac’s departure for
Russia for an uncertain period of time. During the war Isaac was one
of the best liberty soldiers, he was wounded twice but never applied
to get a pension. He used to say, “So many fellows died in the war
while I am alive today and it’s a shame to apply for a pension”.

Because of being unable to find any job here he went to a foreign
land to make his living,” Mrs. Nora notes with tears in her eyes
and asks God for health in order to realize her husband’s last will,
that is to repair the house and see Isaac return home.

But until it happens Mrs. Nora will continue taking her crop to the
market of Stepanakert by her son’s car and getting back home where,
as she says, she has lots of memories.

Representatives Of Armenian Community Of Czech Republic Foiled Azerb

Today at one of the central squares of capital city of Czech Republic,
Prague, an event dedicated to the 21st anniversary of the Khojalu
events was held supported by the Azerbaijani Embassy to Czech
Republic, the Azerbaijani-Czech union, some Azeri businessmen and by
the financial support of Heydar Aliyev Foundation, the activist of
Armenian community to Czech Republic said.

In one of the corners of the square 2 tents have been installed
next to which the flag of Azerbaijan has been installed. Unlike the
failed event held in 2012 which was rather a trade-advertising event,
in one of the tents free sweets are being distributed, tea and juice
advertizing booklets and in another tent false propaganda materials
about Khojalu events are being distributed.

Around 6-7 Azerbaijani students were delivering the booklets with
beforehand prepared propaganda materials. Some of the representatives
of the Armenian community started to distribute leaflets and booklets
titled “Khojalu: Propoganda through tragedy” with the reality about
Khojalu depicted on them in Czech language.

The Armenian activists have entered the tent of the Azerbaijanis,
just like a year ago, and have distributed the abovementioned booklets
there as well; they have given the booklets to the organizers of the
event too and have shot it. They have also managed to take most of
the Azerbaijani propaganda materials and then have taken some of the
posters off the tents. The Armenian activists have presented the truth
about the Khojalu events to the Azerbaijanis gathered in the tent. The
Azerbaijani losing control over the situation have been forced to
call a police, which have stated that there is no illegality in the
activities of the Armenians, however, they have decided to stay at
the place in shifts for reducing the tenseness.

The employees of the Azerbaijani Embassy have arrived to the place
to stop the panic caused among the Azerbaijani students involved in
the event. They, however, have found themselves in tents surrounded
by the Armenians without a chance of undertaking any step.

Around 700 leaflets have been distributed by the Armenians and dozens
of booklets, the source reports.
