Le livre ” Volontaires Armeniens 1914-1916 ” edite a Petrograd (Russie)
en 1916 vient d’etre reedite par les editions La Bouquinerie.

Gros succès a l’epoque, le livre qui est un temoignage authentique
de l’epoque meme du genocide armenien est une mine de documents
photographiques et textes ecrits en francais, armenien et russe sur
les atrocites ottomanes et la resistance armenienne en reaction de
ces crimes.

Hamazasp avec des prisonniers Kurdes Cet album-photo nous fait revire
cette periode terrible où l’heroïsme des combattants Armeniens se lit
dans le leur regard determine face a l’Armee ottomane et ses allies
des troupes irregulières kurdes. Ils avaient jure le serment de ”
La liberte ou la mort “. La plupart de ces combattants armeniens
sont tombes au champ d’honneur en defendant la nation armenienne
menacee d’extermination. Ces quelques photographies des troupes du
fedaï Vartan ou de Hamazasp en compagnie des prisonniers Kurdes nous
viennent de l’histoire comme autant de temoignages presents de ce
drame que traversa l’Armenie au debut du 20e siècle.

Afin de mobiliser la communaute internationale sur les massacres
anti-armeniens de Soumgaït en 1988 il convient de reunir toutes les
pièces juridiques necessaires pour une action auprès des juridictions
competentes de la planète. C’est la conclusion du professeur de droit
et president des Droits constitutionnels, Kevork Danielian lors d’une
conference de presse a Erevan le mercredi 27 fevrier. K. Danielian
estime que l’origine de pogroms anti-armeniens de Soumgaït planifies
par Bakou reside a Stepanakert. ” Le 22 fevrier 1988 sur la route
de Stepanakert une confrontation serieuse s’est deroulee a Askeran
au cours de laquelle les Azeris ont compris qu’il fallait trouver
une nouvelle cible. Soumgaït etait deja connu pour son caractère
ultranationaliste. Cette ville qui se trouve a 25 kilomètres de Bakou
etait donc ideale pour organiser des pogroms pour casser les mouvements
de revendication de l’autodetermination des Armeniens du Haut Karabagh
” a ajoute le professeur Kevork Danielian qui a precise que la ville
qui comptait 280 000 habitants la communaute armenienne etait au nombre
de 18 000. Hraïr Ouloubabian auteur d’un ouvrage sur les crimes de
Soumgaït a precise que les chiffres officiels de 32 morts a Soumgaït
sont bien en dessous de la realite. ” D’après les certificats de
decès que nous disposons, je peux prouver que le nombre de victimes
armeniennes depasse les 100. Les plus hautes autorites d’Azerbaïdjan
ont organise ce crime de genocide avec a leur tete le Parti Communiste
d’Azerbaïdjan et le K.G.B. local. Des juges etaient presents dans
les meetings et appelaient le peuple a massacrer les Armeniens et
les expulser hors d’Azerbaïdjan ” ajouta Hraïr Ouloubabian. Ainsi,
durant 3 jours, du 27 au 29 fevrier 1988 les Armeniens de Soumgaït
subirent un veritable massacre planifie par le regime. Selon les
estimations, près de 400 Armeniens ont trouve la mort dans ces pogroms
anti-armeniens. Des crimes qui attendent toujours un jugement…

L’INFLUENCE DE L’ARGENT ROI, PAR ARA TORANIAN

” Mon seul adversaire, celui de la France, n’a jamais cesse d’etre
l’argent “, a dit le general De Gaulle 42 ans avant que Francois
Hollande ne lui emboîte le pas en declarant ” mon adversaire c’est le
monde de la finance “. Mais que valent aujourd’hui ces proclamations
de foi ? Dans un monde qui s’enfonce dans la crise, les valeurs
materielles tendent irresistiblement a l’emporter sur celles des grands
ideaux. Et a mesure qu’avance cet ” adversaire ” designe, une certaine
France s’affaiblit. Ce renforcement du poids de l’economie sur la
decision politique dont on constate les ravages dans bien des domaines
pèse evidemment sur l’Armenie rongee par la corruption. Mais il n’est
pas sans consequence non plus sur la cause armenienne. Les Etats
turcs et azerbaïdjanais, dont les revenus sont en hausse constante,
ont bien compris le benefice politique qu’ils pouvaient tirer de cette
conjoncture. On en a mesure en France les dommages l’an dernier avec
l’action de l’Institut du Bosphore, dont les renes sont tenus par le
president d’AXA, l’un des decideurs du CAC quarante. Ce lobby mis en
place par Ankara a en effet reussi a mobiliser suffisamment d’elus
pour faire invalider la loi Boyer, laissant ainsi les Armeniens sans
protection legale face au negationnisme et fragilisant les defenses
de la societe vis-a-vis de ce fleau.

Mais ce n’est pas tout. La croisade antiarmenienne de ce lobbying
deja fort puissant en terme de moyens est en train de recevoir
l’appui du regime Aliev qui se pique d’interferer lui aussi dans la
politique francaise. Dans un article paru fin fevrier sur Eurasianet,
le journaliste Regis Gente, fait un parallèle evocateur entre les
subventions culturelles octroyees par Bakou a un certain nombre
de localites francaises et le positionnement pro-regime Aliev de
leurs elus. Il relève ainsi avec ironie la coïncidence entre les
investissements de Bakou dans l’eglise de la charmante commune
de Bellou-sur-Huisne dans l’Orne, dans la cathedrale Notre-Dame
de Strasbourg, ou dans le centre culturel azerbaïdjanais du VIIe
arrondissement de Paris (60 millions d’Euros), et les prises de
position pro-azeries de Nathalie Goulet, Jean-Marie Bockel et Rachida
Dati, les elus respectifs de ces circonscriptions choyees par l’argent
du petrole. Cette logique on la retrouve egalement dans le recent
rapprochement entre Paris et Ankara. Il n’aura echappe en effet a
personne que l’accord francais sur l’ouverture d’un nouveau chapitre
de negociations entre l’Europe et la Turquie est intervenue dans la
foulee du voyage dans ce pays de Nicole Bricq, ministre du Commerce
exterieur. Et qu’un certain nombre d’annonces politico-commerciales
ont ete faites, a la faveur de ce voyage.

La France n’est naturellement pas la seule concernee par les deals de
nature politico-economiques dans lesquels se compromettent les Etat
deficitaires et que promeuvent ceux qui pataugeant dans la corruption.

Le Mexique a fait les frais il y a quelques mois de ce type
d’experience, avec l’erection commanditee par Bakou d’une statue
a la gloire d’Heydar Aliev, le dictateur azerbaïdjanais, a côte de
celles de Gandhi ou d’Abraham Lincoln, sur une des places les plus
prestigieuses de sa capitale. Il aura fallu la mobilisation des ONG
et des intellectuels locaux pour obtenir son deboulonnage.

Ces situations ne sont pas sans poser des problèmes en terme d’ethique
et de democratie. En France, elles pèsent incontestablement sur la ”
part armenienne ” du pays. Par les effets pervers d’une mondialisation
non maîtrisee, notre communaute se voit confrontee, la meme où elle a
trouve refuge, a ces memes haines qui l’avaient contrainte autrefois a
fuir sa terre, celle de ses ancetres. Mais ce n’est pas tout, ce retour
des fantômes du passe exacerbe une autre crainte, plus generale. Celle
de voir les mecanismes de la democratie finir par ceder a l’emprise de
l’argent roi. Ainsi, dans ce rapport d’influence inherent au processus
europeen, ce ne serait pas les Etats occidentaux qui feraient venir
a leurs principes communs un Etat structurellement negationniste,
mais celui-ci qui, de marchandages en passe-droits imposes, finirait
par deteindre sur ceux qu’elle embrasse pour mieux les etouffer. Et
il ne s’agit pas d’un cauchemar armenien. Les authentiques democrates
turcs et les amoureux de ce pays denoncent ces encouragements donnes
au regime Erdogan, alors que tous les voyants relatifs aux droits de
l’homme virent au rouge. Alors, comment expliquer ce non-sens ? Un
miracle de la democratie ou de la corruption ?

ARMéNIENS ET JUIFS CIBLES PRIVILéGIéES DE LA PRESSE TURQUE

Selon un rapport de la Fondation Hrant Dink, les Juifs et les
Arméniens font l’objet d’un discours de haine dans une majorité de
titres de la presse turque. L’étude a été réalisée sur le suivi
de 16 journaux a partir de 1000 mots clés publiés dans la presse
nationale et locale, de septembre a décembre 2012.

Le discours de haine est principalement utilisé contre les Arméniens
et les Juifs, suivient par les chrétiens et les Grecs vivant en
Turquie. La catégorie ” Autres ” est composée de discours de
haine contre les LGBT et les femmes. En plus des groupes ethniques,
religieux et nationaux, certaines personnes et institutions deviennent
la cible de crimes motivés par la haine.

En dépit du fait que le discours de haine contre les Kurdes s’est
vu réduit au cours de cette période, le rapport note que c’est le
résultat de la différenciation entre ” les bons Kurdes ” et les
autres ” dans la presse.”

Le Parti “Paix et la Démocratie ” (BDP) est largement considéré
comme hors la loi. Des travailleurs du Kurdistan (PKK) sont également
devenus la cible de discours de haine, indique le rapport.

Enfin, le rapport fournit une liste des médias qui sont les plus
susceptibles d’utiliser des discours de haine. Les trois premiers
Journaux – Respectivement Yeni AKIT, Milli Gazete et Yeni Mesaj, et
les journaux locaux – Istanbul, Gölcuk Postası et Yozgat Hakimiyet.

Ce pays qui semble devenir exemplaire aux yeux de certains, abrite
en son sein des admirateurs de l’être le plus abject de l’histoire
du XXème siècle, en la personne d’Hitler, dont le livre Mein kampf
est lu par plusieurs dizaines de milliers de personnes. Un best seller

Baku, Fineko/abc.az. Deputy Foreign Minister Mahmud Mammadguliyev
handed over yesterday a note of protest to the Russian ambassador
in Azerbaijan Vladimir Dorokhin in connection with publication of
article of V. Dubnov “For 25 years, Nagorno Karabakh learned to be
unrecognized” on 25 February by state information agency RIA Novosti.

The Ministry of Foreign Affairs of Azerbaijan reports that
publication of this “story” bore the nature of provocation before
the 21th anniversary of the genocide of Azerbaijanis by Armenians
in Karabakh town of Khojaly. The note of protest openly states that
such publications of the state agency question Russia’s role as
co-chair of the OSCE Minsk Group on the peaceful settlement of the
Armenian-Azerbaijani Nagorno-Karabakh conflict and contradict the
agreement on friendship and cooperation between Russia and Azerbaijan
from 3 July 1997.

Last night, the Russian Embassy tried to justify the situation with
the fact that the article has been already removed from RIA-Novosti
web-resource and that the article expresses the personal views of
the author which does not reflect the views of the state agency,
and so on and so forth.

It should be noted that this article is in line with a significant
deterioration in bilateral relations in recent years. To the credit
of Azerbaijan, it did not even try to prosecute actions of notorious
RIA-Novosti’s subsidiary operating in the country – the democratic
principles are holy to the Azerbaijani side.

Besides, the provocative article was published on the day of XVI
meeting of the Council of Heads of State News Agencies of the CIS. As
they say, Byzantine manners remain Byzantine in Africa as well.

said at the meeting with Azerbaijan’s Deputy Foreign Minister Mahmud
Mammad-Guliyev, APA reports. The comment of the Russian embassy’s
press service has been posted on the website of the embassy.

According to the press service of the embassy, at the end of the
meeting with Mahmud Mammad-Guliyev, Ambassador Dorokhin promised to
inform Moscow of Azerbaijan’s position.

Ambassador said the article expresses views of Dubnov and this position
may not coincide with the position of Russian State Information Agency.

Vladimir Dorokhin told Mahmud Mammad-Guliyev that the article had
already been removed from the website of RIA Novosti. The agency’s
administration is studying the details.

On the eve of the 21st anniversary of Khojaly genocide, an online
article entitled “Nagorno Karabakh is used to being unrecognized for
25 years” by journalist Vadim Dubnov was published on the official
website of RIA Novosti. Ambassador of the Russian Federation to
Azerbaijan was summoned to the Foreign Ministry in this regard and
was presented a note of protest.

Azerbaijan is decisive in returning its occupied lands back and
repatriating Azerbaijani refugees, Head of Azerbaijani Presidential
Administration’s Social and Political Department Ali Hasanov said in
an interview with the Turkish Anadolu news agency.

“Azerbaijan will further demonstrate a decisive standpoint to liberate
its lands and repatriate Azerbaijani refugees, who are forced to live
in tents,” Hasanov said, adding that if the situation doesn’t change,
other means will be put into action.

Today, Azerbaijan is strengthening its army and economy, Hasanov said.

He underscored the possible making of an international film that
will reflect the Khojaly genocide and other facts of brutality and
violence committed by Armenians.

“The film will also be the proof of Armenians’ lies about the so-called
“Armenian genocide,” Hasanov underlined.

It is necessary to put pressure on Armenia to achieve a peaceful
resolution of the Nagorno-Karabakh conflict, he underscored.

Hasanov also stressed Turkey’s role in the promotion of the
Nagorno-Karabakh conflict in the world arena, and expressed confidence
that Turkey, as it promised, will not open its border with Armenia
until the conflict is resolved.

He said over the past five years, Azerbaijan has invested $30 billion
in projects in Turkey.

“Today relations between Azerbaijan and Turkey are more important
than they were ten years ago. Today Azerbaijan is not behind Turkey,
but standing by its side,” Hasanov said.

He also touched upon the presidential elections in Armenia, noting
that there were no proper elections in this country.

“Armenian president achieved victory not at the elections, but over
his people,” Hasanov said.

“As long as Sargsyan is in power, 100,000 Armenian citizens will
be leaving the country every year. As a result, the population of
Armenia will reduce to one million people within five years,” he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented four U.N. Security Council resolutions
on the liberation of the Nagorno-Karabakh and the surrounding regions.

Certainly the statement from the White House is basically a statement
from the U.S. President, U.S. Ambassador to Azerbaijan Richard
Morningstar told reporters on Wednesday, commenting on the response
to the petition posted on the White House Web site.

The Ambassador noted that the statement speaks for itself that any
killing of innocent civilians is unacceptable and is a tragedy.

“As a U.S. ambassador to Azerbaijan, I recognize what a devastating
issue Khojali is for all Azerbaijanis and the killing of innocent
civilians is a terrible tragedy. It is event clear to me that we have
to make every effort to resolve the Nagorno-Karabakh conflict because
that conflict is so painful for all Azerbaijanis,” Morningstar said.

On Tuesday, the White House issued a formal response to the petition
on the Nagorno-Karabakh conflict and Khojaly tragedy, posted on its
official website.

According to the response, the United States deeply regrets the tragic
losses of life in the war between Azerbaijan and Armenia, seeks a
lasting and peaceful settlement of the Nagorno-Karabakh conflict,
and as a Co-Chair of the Minsk Group remains firmly committed to
working with all sides to achieve peace.

Istanbul: Post-Election Armenia: Choices And Challenges

POST-ELECTION ARMENIA: CHOICES AND CHALLENGES

Armenia’s Feb. 18 presidential election saw the re-election of the
incumbent, Serzh Sarksyan, who won 58 percent of the vote. Though the
status quo remains unchanged, the post-election period looks set to be
very interesting both for the country and for the future of the region.

Before the election, the primary focus for the public was — and
still is — the representation of Armenia in the run-up to 2018, the
centenary of the country’s first independence. For the government,
the concern was how to respond to the electorate’s needs and how to
communicate an attractive vision of the country’s future. Business
elites along with the general public were concerned with how the
government would contribute to economic development, which has been
weak in recent years.

These various concerns raised are “declared challenges,” but there are
also “undeclared challenges” — i.e., ones that have been less overtly
stated. The geopolitical environment in the region and beyond could
change in ways that force Armenia to make important choices about
its future. Currently, Yerevan seems to be increasingly dependent
on Moscow, with the Kremlin forcing Armenia to participate in the
Eurasian Union initiative. The other key question is whether the
Armenian leadership will be ready to move towards a resolution of
the almost 25-year-old Nagorno-Karabakh conflict with Azerbaijan.

On every issue, the leadership has choices to make — which battles
to fight, which alliances to foster and which visions to follow for
the country’s future. One unanswered question is whether President
Sarksyan wants to see a successor in 2018, while another is the kind
of political legacy that he wants to leave.

Unsuccessful ‘game changer’

On the eve of the presidential election, Sarksyan seemed
unchallengeable — both Levon Ter-Petrosyan, the former president and
leader of the Armenian National Congress, a coalition of opposition
parties, and Gagik Tsarukyan, leader of the Prosperous Armenia Party,
decided not to run. Ter-Petrosyan’s decision sounded the death knell
for the main opposition coalition. The birth of new political parties
now seems likely, along with a new alliance among opposition forces.

Tsarukyan’s decision was likely calculated to win favor with Sarksyan,
guaranteeing him a spot in the current government in the event
of a reshuffle, whereby he could help create a favorable business
environment for himself and his allies.

The only surprise result was that Raffi Hovannisian was the runner-up,
with 37 percent of the vote. After the election, the international
media focused on Hovannisian as a realistic challenger. The speech
in which Hovannisian declared himself the winner of the election
to protesters in Liberty Square who opposed the election results,
proclaiming that “this is not a fight between Raffi and Serzh
[Sarksyan] but about the future of the Republic of Armenia and its
citizens,” was much discussed among international observers. At first
glance, the statement is fascinating and what one might expect from a
strong, charismatic leader. But in actual fact, Hovannisian’s campaign
benefitted from a clever use of social media, which he deployed to
great effect, rather than his leadership credentials. A closer look at
Hovannisian’s political portfolio suggests that he is not a “desired”
leader of the population.

First of all, Hovannisian independently entered his candidacy; his
party, the Heritage Party, of which he is the leader, did not back
him and before the election he was not a favorite among the other
candidates. It is interesting that he won 37 percent of the vote in
this election, compared to main opposition leader Ter-Petrosyan’s
21.5 percent in 2008, when Ter-Petrosyan had a strong and accessible
support base.

Second, Hovannisian is not the open-minded, charismatic leader
that Armenians want and need to challenge the “Karabakh clan”
— a group of political leaders from Karabakh, including former
President Robert Kocharian and incumbent Sarksyan. The views of
Hovannisian are more hard-line than those of Sarksyan. Hovannisian
supports the recognition of the 1915 tragedy as genocide and doesn’t
pursue rapprochement with Turkey. He also supports the recognition
of a separatist Nagorno-Karabakh entity, which means destroying
any peaceful resolution of the conflict through negotiations with
Azerbaijan. In contrast, President Sarksyan deemed the recognition
of the separatist Nagorno-Karabakh entity political adventurism,
lately declaring that “at the present moment, greater adventurism
[than recognizing Karabakh’s independence] could not exist,” the
local media reported.

Many people saw the assassination attempt on presidential candidate
Paruyr Hayrikyan at the end of January, just over two weeks before the
election, as a possible “game changer,” but in fact it was not. In
this regard, the hoped-for “game changer” — i.e., something that
would mark the end of the current leadership and bring a breath of
fresh air to national politics — failed to materialize. The only
consequence was that the undecided voters turned away from Sarksyan
towards Hovannisian.

Challenges for post-election period Armenia is now in the throes of
post-election euphoria. Developments in the wrong direction could
give rise to tragic consequences. Now, Hovannisian has started a
new campaign called “BAREVolution,” an Armenian-English word meaning
“greetings to the revolution.” He plans to hold a series of rallies
in the regions in Armenia before returning to Yerevan for another
one. His unorthodox politics have support from the opposition. It is
tricky to discern exactly who is behind all of this as his supporters.

If we look for a real game changer in terms of geopolitics, we might
look to the debate ongoing since last year on civilian flights from
Yerevan to the airport reconstructed by Armenia near Khojaly, the
site of the 1992 massacre of Azerbaijanis. So to stop the opposition,
Sarksyan could launch these flights, which would really be political
adventurism. Azerbaijan’s reaction could raise patriotic sentiments in
Armenia, causing the opposition to lose momentum. On the other hand,
such an action could prove highly problematic, both domestically and
internationally, and for Azerbaijan, too.

It seems that when the leadership does not properly respond to the
declared challenges — the ones issued by the people — and instead
plays political games full of bluffs and adventurism, there is much
at stake. Such political maneuvers could be a real “game changer”
for the region, with a serious risk of war.
