Voici enfin réédité un livre fort rare dont nous n’avons retrouvé
aucune trace dans toutes les bibliothèques du monde. Cette édition de
La Bouquinerie apporte ainsi sa modeste pierre à l’édifice de
l’Histoire de l’Arménie. Tiré à très petit nombre, cet album «
Volontaires Arméniens » édité à Petrograd -aujourd’hui
Saint-Petersbourg en Russie- en 1916 en français, russe et arménien,
retrace cette épopée de sang et de larmes. Avec parfois quelques
larmes de joie après les victoires arméniennes sur les troupes
ennemies. Des dizaines de volontaires Arméniens, généraux, commandants
ou simples soldats se sont illustrés lors des heures les plus
tragiques du peuple arménien à la fin du XIXe et au début du XXe
siècle. De ces pages d’Histoire, écrites par ces fédaïs ou volontaires
Arméniens, quelques images nous sont parvenues comme autant de
témoignages figés d’une époque terrible où le destin entier d’un
peuple bascula entre survie et néant. Ainsi cet ouvrage met à la
disposition d’un plus grand nombre de lecteurs, ces documents
photographiques et commentaires d’époque qui sont autant de
témoignages pour les générations présentes et futures. Nombre de ces
clichés sont très rares, voir inconnus. « Que les lecteurs prennent

Le stand d’Arménie et du Haut Karabagh reçoit un prix au salon
international du Tourisme de Los Angeles

Le stand commun de l’Arménie et de la République du Haut Karabagh au
salon international du tourisme qui s’est déroulé du 22 au 24 février
à Los Angeles (Californie) a été reconnu comme « le meilleur nouveau
stand ». La médaille qui fut remise à cette occasion aux responsables
du stand, fut remise au Fonds d’Arménie chargé des prix et médailles.
Grce aux efforts du Consulat d’Arménie à Los Angeles le stand
arménien a accueilli durant les trois jours de du salon, un nombre
important de visiteurs. Des vidéos, des plaquettes, et dépliants
publicitaires incitant le tourisme en Arménie furent distribuées au
public. Il fut également proposé de la cuisine arménienne et des
danses traditionnelles.

The Patriarchate has released an announcement on its official website
with regard to the condition of Turkey’s Armenians patriarch, Mesrop
II, who took ill with a sudden decrease in blood pressure and was
immediately taken to Yedikule Surp Pırgiç Armenian Hospital’s
intensive care unit last weekend.

According to the announcement, the Patriarch is recovering his health
and his blood pressure has returned to its normal value. However, he
will be kept under observation for a while as a precautionary measure,
the announcement read.

Mesrop II has been suffering from frontal lobe dementia since 2007,
when he suddenly developed the disorder. Archbishop Aram AteÅ?yan was
appointed as a deputy Patriarch with the Interior Ministry’s
initiative, to the negative reaction of the Armenian community.
Holding an election for a new Patriarch was also suggested, but such
an election was not realized as a new patriarch cannot be elected
until the death of the current patriarch according to the traditions
of the Armenian Apostolic Church.

A group of residents of Yerevan’s Sari Tagh district today staged a
protest outside the Yerevan Municipality, demanding adequate
compensation for their houses which have been declared under the
threat of collapse.

The residents had brought a scorpion with them.
“Look, we are sleeping with this arachnid,” said the protesters.

By a 2009 decision of the Armenian government, the residents were to
be given flats in one of the high-rise buildings in Myasnikyan street
until 2011. However, they still live in rented flats or their houses
with constant fear in their hearts.

YEREVAN, March 1. /ARKA/. Tourism, pharmaceutics, information
technology and agricultural business in Armenia will have high
prospects for growth in the nearest five years, USAID Mission Director
in Armenia Karen Hilliard said today at the of the Caucasus Travel
Show-2013 opening ceremony in Yerevan.

She said that the United States Agency for International Development
is proud to promote this event.

Hilliard said that tourism is one of the four USAID-promoted areas in Armenia.

At the same time, she pointed out that there are still some
difficulties in traveling across Armenia and stressed that people
should have an opportunity to get easily to Armenia and they should be
served properly here.

Hilliard said that Armenia’s beauty and rich cultural heritage attract
tourists, and removal of the mentioned problems would attract those
who traveled to Armenia to return here again.

The aim of the Caucasus Travel Show-2013 is to spur development of
regional tourism, to attract potential clients and to provide
necessary information to experts, officials and other concerned
entities.

Representatives of foreign travel companies will tour remarkable sites
in Armenia and travel packages will be advertised and sold as part of
the event
The program also includes a labor exhibition for Armenian
universities’ students and tourism schools’ graduates.

Representatives of hotels, holiday houses, air companies, tourism
schools, nongovernmental organizations and media reporters are
attending the fair’s events as well.

The 15th Caucasus Travel Show is organized by Armenian Travel Bureau
and an Armenian branch of a similar U.S. organization under support

An expert at the analytical center Mitk, Vahe Sargsyan, has presented
his thoughts on the cultural problems in Javakhk, Georgia’s Armenian
populated region, linking the fact with a recent incident outside the
Yerevan State University (YSU), particularly the behavior of the
students from Javakhk.

His concerns, reflected in an article, are provided below:

Literally two days ago, employees at a Georgian checkpoint found a
passenger carrying books; they gave a warning and sent them back. At
the teach-ins these days, we saw Javakhk-Armenians using a foul
language against those holding a protest. These two actualities,
having nothing to do with each other at first sight, are, as a matter
of fact, closely interrelated.

In its second term in office, the Saakashvili regime sought – and
continues to date – to brutalize the Javakkhk-Armenian young
generation, banning the entry of books and cultural items to the
region. That in turn created a breeding ground for opening police
subdivisions instead of cultural institutions in Javakhkh. That’s a
natural phenomenon: where book is forbidden, brutality has remained a
state policy for years. So an increasing number of police officers and
police chiefs, victims of reprisals and jails is quite natural. Here
is the connection between this systemic phenomenon and the incident
outside the YSU. With no books entering Javakhk, it is quite natural
for semi-brutal youth with low or no intellect to emerge from there
and later join the detachments and home guards of a man in suit and
necktie.

As a matter of fact, those young men with a disgraceful and repulsive
conduct should have fought for their and their compatriots’ rights on
the Georgian border, in Javakhk or elsewhere. But brutalized instead –
thanks to the Georgian authorities’ policies – and receiving no
ideological upbringing, the Armenian students from Javakhk rapidly
turn into a tool in the hands of a mentally diseased considering
himself a leader or very often – certain criminal elements .

As long as the ban on books in Javakhk remains largely unresponded to
by wide circles in Armenia, it is very hard to expect the region to be
a place of future scientists or intellectuals, a generation of people
it has given for decades.

PanARMENIAN.Net – The runner-up in Armenia’s presidential campaign,
Heritage party leader Raffi Hovannisian will address, via Skype,
participants of Rally for Armenia, which will take place on Sunday,
March 3 at 6 p.m. at St. Mary’s Church in Glendale, Asbarez said.
The rally is organized by the Armenian Revolutionary Federation
Dashnaktrutyun Western US Central Committee and the All Armenian
Student Association, the Armenian Bar Association, the ARF Shant
Student Association and the Armenian Youth Federation, and will
feature speakers and a performance by Harut Pamboukjian.
The rally was conceived to show solidarity with the people of Armenia,
who have created a movement since the Feb. 18 presidential elections
to reject election violations.

US Congressional Armenian Caucus Co-Chairman Frank Pallone (D-NJ) and
Rep. Adam Schiff (D-CA) have commemorated the 25th anniversary of the
Azerbaijani pogroms against the Armenian population of the Azerbaijani
city of Sumgait, and condemned the ongoing atmosphere of violence and
intimidation being fostered by the government of President Ilham
Aliyev, reported the Armenian National Committee of America.

`The history of the past quarter century has been one of Artsakh’s
enduring democratic triumph over relentless Azerbaijani government
aggression, blockades, intolerance, and war. We look to American
leaders, revolutionary heirs to the world’s greatest independence
movement, to help support and sustain the proud victory of a free
people against foreign tyranny, against massacres, outright war,
economic blockade, ongoing sniper attacks, and, now, a Baku-led
international campaign to demonize each and every Armenian on the
planet,’ said ANCA Executive Director Aram Hamparian. `We join with
Armenians in New Jersey, California and across the nation in thanking
Congressman Pallone and Congressman Schiff for continuing to raise
their voices in support of a peaceful, democratic, secure, and
sustainable resolution that will end Azerbaijani threats against the
free citizens of the Nagorno Karabakh Republic.’

In remarks submitted to the Congressional Record, Representative
Pallone reminded his colleagues, `it was on the evening of February
27, 1988, that hundreds of Armenians were brutally murdered, some
burned alive and others thrown from windows.’ Pallone went on to
explain that the Sumgait pogroms were the beginning of decades of
violence, fomented by successive Azerbaijani government leaders. `For
more than two decades, authorities in Azerbaijan have attempted to
ignore and cover up these crimes and have instead fostered hatred
toward the Armenian people. In an affront to basic senses of justice,
the Azerbaijani government recently pardoned Azerbaijani military
officer, Ramil Safarov who was sentenced to life in prison in Hungary
for murdering an Armenian military officer during a NATO-sponsored
training program in 2004. I continue to be outraged by this promotion
of violence against innocent Armenians,’ stated the New Jersey
legislator. Rep. Pallone went on to urge the immediate reincarceration
of Ramil Safarov by the Aliyev government.

In additional to citing Azerbaijani brutality in Sumgait and Safarov’s
murder of Armenian Lieutenant Gurgen Margaryan, Rep. Schiff cited the
Aliyev regime’s recent crackdown against 75-year-old Azerbaijani
writer Akram Aylisli. `According to a report in the BBC, `[h]is books
have been publicly burnt. He has been stripped of his national
literary awards. And a high-ranking Azeri politician has offered
$13,000 as a bounty for anyone who will cut off his ear. Aylisi’s
crime: in his short novel Stone Dreams, he dared to look at the
conflict between Azeris and Armenians from the Armenian perspective,’
explained Rep. Schiff. `With these disgusting acts, the Azeri state
reminded the whole world why the people of Artsakh must be allowed to
determine their own future and cannot be allowed to slip into Aliyev’s
clutches, lest the carnage of Sumgait a quarter century ago serve as a
foreshadowing of a greater slaughter,’ concluded the legislator.

The Armenian National Committee of Belgium and “Hayasa” Student Union
held an act of protest in front of the Azerbaijani Embassy in the
Kingdom of Belgium in memory of the victims of the Sumgait massacre.

The participants rallied to the cross-stone raised in memory of the
Armenian Genocide victims in one of the central squares of Brussels.

Armenian Ambassador to Brussels Avet Adonts and the head of Armenia’s
Permanent Mission in NATO Armen Yedigaryan laid wreaths at the
cross-stone.

A liturgy will be served at the Church of Saint Mary Magdalene in
Brussels dedicated to the 25th anniversary of the Sumgait tragedy

SPEAKER OF ARMENIAN PARLIAMENT CONVENES EMERGENCY MEETING

The speaker of the Armenian parliament Hovik Abrahamian has convened
an emergency meeting with the participation of representatives of
Republican Party of Armenia (HHK), Heritage, and ARF-Dashnaktsutyun
factions.

There are three issues on the agenda:

1. Holding early parliamentary elections within a year, 2.
shift to a 100% proportional electoral system within the next two
years, 3. increasing the control levers of the opposition.

The agenda was proposed by Heritage and ARFD Parties. In case the
sides reach an agreement on the mentioned issues, a special session
of the National Assembly will be held.
