ARMENIA TURNS INTO A TOY FOR SUPERPOWERS – MP

Armenia is not an independent state and it has in fact turned into
a toy for superpowers.

The statement came from head of the Azerbaijani delegation in PACE,
vice president of this structure Samad Seyidov during his speech in
Washington at the conference ‘Energy, trade and development’ organized
by the Turkish-Armenian Association (TAA) and Confederation of Turkish
Industrialists (TUSKON), Turkish media reports, 1news.az reports.

“Azerbaijan holds an independent foreign policy course and we have
repeatedly demonstrated our will for the peaceful settlement of the
Karabakh conflict which cannot be attributed to Armenia”, Seyidov said.

According to Seyidov, Armenia is under pressure of its influential
lobby abroad and definite countries which is why it is unable to take
independent decisions.

He also said that Azerbaijan enjoys development in all spheres.

YEREVAN, MARCH 14, ARMENPRESS: The presentation of the book entitled
“Immigration of the Armenians to Argentina: Description of Centennial
History in Accordance with Passengers List (1889-1979)” launched in
“Siranuysh” hall of Buenos Aires Armenian center on March 12. The
book authored by Nelida Bulghurjyan and Juan Carlos Tufeksyan was
published by the Armenian Genocide fund. As the Press, Information
and Public Relations Department of the Ministry of Foreign Affairs
of the Republic of Armenia told Armenpress, Armenian Ambassador
Extraordinary and Plenipotentiary to Argentina Vahagn Melikyan,
Head of the Argentina and Chili Dioceses of the Armenian Apostolic
Church Archbishop Kisak Muradyan, Armenian community representatives
and journalists attended the ceremony.

The unique book is a result of thorough efforts exerted by the
authors. Argentinean cities providing shelter to our compatriots are
separately depicted in the book.

YEREVAN. – In all probability, the inauguration of Armenian President
Serzh Sargsyan will be held at capital city Yerevan’s Karen Demirchyan
Sports and Concerts Complex. Even though the ruling elite have not yet
made a final decision, this was considered the most suitable option,
Zhoghovurd daily reports.

“First, the Sports and Concerts Complex is quite large and it can
seat the desired number of guests. Furthermore, in this way Sargsyan
is attempting to steer clear of [opposition Heritage Party leader,
former FM] Raffi Hovannisian [who is declared runner-up to the winner,
incumbent President Serzh Sargsyan, as a result of the presidential
election that was conducted on February 18, but who claims to be the
real winner in the vote and who declared a hunger strike on March 10
at capital city Yerevan’s Liberty Square], who is on a hunger strike
nearby the Opera [building, where the inauguration is usually held] and
who ‘rains on his [that is, Sargsyan’s] parade,'” Zhoghovurd writes.

Ombdsman Addresses Human Rights Situation In Agriculture Sector

OMBDSMAN ADDRESSES HUMAN RIGHTS SITUATION IN AGRICULTURE SECTOR

The Armenian Ombudsman’s office has issued a report focusing on the
human rights situation at the Ministry of Agriculture.

The findings, addressing the both positive developments and the
shortcomings, are provided below:

Shortcomings

– Though the agriculture sector was offered loans at affordable
interest rates in 2012, it failed to retain them, imposing extra-burden
on villagers;

– The Ministry failed to ensure proper food security inspection;

– No legal requirements were proposed for using slaughterhouse
as a place for killing agricultural animals;

– The timeframes of the UN Food and Agriculture Organization’s
(FAO) slaughterhouse development project were violated;

– The absence of an agricultural insurance institution remains
a key problem in the sector

Positive developments

– The year 2012 saw planned inspections, particularly in the bakery
market, which helped reveal and impose sanctions on the businesses
violating norms;

– The 2010-2020 Sustainable Development Strategy envisages the
implementation of a project aimed to introduce an insurance system
in the agriculture sector;

– With the assistance of the UN Food and Agriculture
Organizations, agreements were signed with five organizations for
opening slaughterhouses in different regions of Armenia.

LES FONDATIONS DES MINORITES DEMANDENT LE RETOUR DE 1550 PROPRIETES

Le vice-premier ministre turc Bulent Arýnc a annonce que les 165
fondations des minorites religieuses ont demande au Conseil de
l’Assemblee generale de la Direction generale des fondations (VGM)
de recuperer environ 1550 parcelles de biens qui ont ete confisques
par l’Etat et par la suite donnee au Tresor en 1974.

En reponse a une question parlementaire, Bulent Arýnc a recemment
declare que depuis la promulgation du decret gouvernemental no 651
en date du 27 août 2011, qui permet aux fondations de recuperer les
biens immobiliers datant de 1936, ainsi que tous les biens comme les
cimetières et les fontaines devant etre restitues a leurs titulaires
legitimes, 165 fondations des minorites religieuses ont demande a la
VGM la restitution des biens saisis.

M.Arýnc a declare : ” Jusqu’a present, 174 des 1550 parcelles ont
ete retournes, 300 demandes ont ete rejetees et la valeur marchande
de 15 proprietes immobilières appartenant actuellement a des tiers
a ete versee. Le reste des demandes est encore en cours d’evaluation “.

Arg’s Subscribers Reach 640,000

ARG’S SUBSCRIBERS REACH 640,000

YEREVAN, March 13. / ARKA /. ArmRosGazprom (ARG), Armenia’s
Russian-controlled national gas distribution company, said today it
had 640,074 individual and corporate subscribers as of March 1, 2013.

The company said the number of subscribers rose by 1,523 in the first
two months of this year, including 739 in February.

Armenia is among three leading world countries in terms of natural
gas accessibility to households and industrial enterprises.

ARG is the only company dealing with import and distribution of
Russian natural gas coming to Armenia from Russia via Georgia. It
was established in 1997. Russian Gazprom holds 80 percent in it,
the rest is owned by Armenian government. -0-

Today Is Yeghishe Charents’s Birthday

TODAY IS YEGHISHE CHARENTS’S BIRTHDAY

Yeghishe Charents was an Armenian poet, writer and public activist.

Charents was an outstanding poet of the twentieth century, touching
upon a multitude of topics that ranged from his experiences in the
First World War, socialism, and, more prominently, on Armenia and
Armenians.

An early champion of communism, Charents joined the Bolshevik party,
but as the Stalinist terror began in the 1930s, he gradually grew
disillusioned with Stalinism and was executed during the 1930s purges.

Yeghishe Charents was born Yeghishe Soghomonyan in Kars (then a part
of the Russian Empire) in 1897 to a family involved in the rug trade.

He first attended an Armenian, but later transferred to a Russian,
technical secondary school in Kars from 1908 to 1912.In 1912, he had
his first poem published in the Armenian periodical Patani (Tiflis).

Amid the upheavals of the First World War and the Armenian Genocide
in the Ottoman Empire, he volunteered to fight in a detachment in 1915
for the Caucasian Front. Sent to Van in 1915, Charents was witness to
the destruction that the Turkish garrison had laid upon the Armenian
population, leaving indelible memories that would later be read in
his poems. He left the front one year later, attending school at the
Shanyavski People’s University in Moscow. The horrors of the war and
genocide had scarred Charents and he became a fervent supporter of
the Bolsheviks, seeing them as the one true hope to saving Armenia.

Charents joined the Red Army and fought during the Russian Civil War
as a rank and file soldier in Russia and the Caucasus. In 1919, he
returned to Armenia and took part in revolutionary activities there. A
year later, he began work at the Ministry of Education as the director
of the Art Department. Charents would also once again take up arms,
this time against his fellow Armenians, as a rebellion took place
against Soviet rule in February 1921. Then, Charents published his
satirical novel, Land of Nairi (Yerkir Nairi), which became a great
success and twice published in Russian in Moscow during the life
of poet.

A victim of Stalinism, he was imprisoned and died in prison during the
1937 Great Purge. He was rehabilitated in 1954 after Stalin’s death.

His home at 17 Mashtots Avenue in Yerevan was turned into a museum
in 1975. The Armenian city Charentsavan was named after him.

The first monograph on Charents was published by Simon Hakobyan
(1888~V1937) in 1924 in Vienna. Among the other researchers of
Charents’ poetry during that period were P. Makintsyan, H. Surkhatyan,
T. Hakhumyan. After the Stalinist terror in 1937 charentsology was
banned for 17 years. In 1954 N. Dabaghyan (who previously attacked
Charents in the 1930s) published “Yeghishe Charents” critical
monograph. Researches on Charents were published by H. Salakhyan,
Suren Aghababyan, Garnik Ananyan, Almast Zakaryan, Anahit Charents, D.

Gasparyan and others.

I am waiting for a reply from Yerevan Mayor’s Office to our request
to install a tent in Liberty Square, Heritage party’s vice chairman
Armen Martirosyan told reporters in Liberty Square, adding that both
the Constitution and the conventions permit it.

Martirosyan noted that it was raining last night and they held up
an umbrella over Raffi Hovannisian’s head, but then the policemen
allowed them to install a shelter in the square.

Mayor’s Office has given verbal permission for the installation of
a shelter but there is no written document yet, Martirosyan said.

The Central Electoral Commission of Armenia on February 25 announced
the final results of the presidential elections in Armenia. According
to them, Serzh Sargsyan won the elections with 58.64% of the votes,
while his closest rival, Raffi Hovannisian, received 36.75% of
the votes. Hovannisian disagrees with the election results and is
holding mass protest actions. On March 4, representatives of Raffi
Hovannisian and former candidate Andrias Ghukasyan handed an appeal
to the Constitutional Court disputing the results of the February 18
presidential elections in Armenia.

Raffi Hovannisian began hunger strike in Liberty Square on March 10
evening, which he says will end on March 31.

Unfortunately, some people in Armenia do not want to understand and
doubt everything, said the vice-president of the Heritage political
board Armen Martirosyan during today’s press conference on Freedom
Square. According to him, if the government is changed tomorrow,
certain political figures will not understand what happened anyway.

According to him, there is political hunger strike which is a peace
means. Armen Martirosyan says that many try to be cynical about not
eating and the situation becomes harder.

Armen Martirosyan said that the conscience of citizens has changed
in the result of which the authorities are in panic trying to find
solutions. “I hope the acting president won’t listen to his team
members and will understand that he is responsible and not his
team. I hope the solutions will come soon, and after the meeting
between the third and fourth presidents, the authorities will make
relevant proposals,” said Armen Martirosyan.

He noted that there should be a systemic solution which depends on
the proposal of the authorities. Dwelling on some of yesterday’s press
reports, Martirosyan noted that there is no shadow government within
the movement in Freedom Square.

Dwelling on the issue of joint participation in the municipal election
in Yerevan, Armen Martirosyan noted that if the ARF decides to run
alone, there will be no problems.

At the same time he noted that the Heritage Party supports broader
format of participation. He extended hope that this situation will
not last till April 9 because the government is not composed of only
criminal elements but also politically balanced people. He hopes
reasonable proposals will be made and negotiations will be held.

YEREVAN. – As agricultural product, Armenia formally imports solely
newly-hatched chickens from Turkey, the Agriculture Ministry’s State
Service on Food Safety Public Relations Department Head Babken Pipoyan
told Armenian News-NEWS.am.

As for the agricultural products being imported from Georgia, these
products undergo mandatory certification. But Pipoyan did not rule
out that if a product comes from Georgia without a certificate,
it can be processed in the Armenian border as a product “without a
country of origin.”

Separately, the Armenian State Revenue Committee informed Armenian
News-NEWS.am that there is no ban on importing food to Armenia,
and the only condition is that the food must have a certificate.
