Heritage party leader, official runner-up in the February 18
presidential election, Raffi Hovannisian, who went on hunger strike
on March 10 demanding a rerun of the ‘fraudulent’ vote, says he is
in good health condition.

Talking to journalists in Freedom square where he is continuing his
post-election rallies, Raffi Hovannisian enumerated all people who
had visited him during the day.

“Ter Grigor visited me at 6 a.m. We prayed together. Then I had a
private talk with Chief of Armenian Police Vladimir Gasparyan. We
discussed the post-election situation in the country. Mr Gasparyan
inquired about my health and offered me to find another way to continue
the nationwide struggle,” said the Heritage leader. “I thanked all my
guests for the visit and police officers for their work. At the same
time, I reiterated the demand of the people and said we are ready for
open discussions. I repeated that people have gained victory and they
are not going to step back from the struggle.”

Speaking about Tuesday’s meeting between Serzh Sargsyan and Russian
President Vladimir Putin during which Putin congratulated his Armenian
counterpart on his landslide victory in the February ballot, Raffi
Hovannisian said, “Mr Putin is mistaken. Strategic partnership does
not imply similar attitude. Russia should support the Armenian people.”

Regarding the congratulatory message of Wilfred Martens, President of
European People’s Party, Mr Hovannisian said, “Martens has broken his
liabilities as the EPP President and should be made accountable before
his party members. But if he decides to impose his opinion on the
other members, the Heritage party will have nothing to do with them.

But before that, we will do everything so that the EPP remains a
strong supporter of fair, independent and transparent elections.”

Asked whether he was going to meet Armenia’s first President Levon
Ter-Petrosyan, Raffi Hovannisian said, “I am ready to meet everyone,
including the first president. As you know Heritage members have
held meetings with different political forces, including HAK
representatives. If he [Levon Ter-Petrosyan] wants to meet me,
I shall be glad to receive him here in Freedom square.”

Spokesman for the Heritage party Hovsep Khurshudyan is scheduled to
give a news conference at 12.00 March 13, which will be followed by
Raffi Hovannisian’s press conference at 5.00.

Knights To Honor Hasan Cemal

KNIGHTS TO HONOR HASAN CEMAL

TENAFLY, N.J.-On April 13, the Knights and Daughters of Vartan will
honor Hasan Cemal, the grandson of Young Turk Party leader Jemal Pasha,
at St. Thomas Armenian Church in Tenafly. Cemal, a journalist, scholar,
and author, will be presented with the National Award Banquet. The
evening will also serve as an opportunity to introduce his new book
titled, 1915: Armenian Genocide.

Hasan Cemal The book, which has become a bestseller in Turkey,
presents factual information about the Armenian Genocide and speaks
about Cemal’s personal transformation-from someone who once denied
the Armenian Genocide to someone who not only recognizes it, but is
willing to risk publishing a book on his findings.

In addition to his personal story and evidence of the planned
massacres, passages from Cemal’s grandfather, Jemal Pasha, one of
the masterminds behind the Armenian Genocide, are also quoted from
his own memoirs from 1919.

Cemal visited the Armenian Genocide Memorial in Yerevan five years
ago, and writes in his book, “To deny the Genocide would mean to be
an accomplice in this crime against humanity.”

The banquet, which will take place in Saddler Hall of St. Thomas

UNICEF together with the European Union, Human Rights Defender’s
Officem tge Civil Society Institute, and in partnership with
Penal Reform International launched today findings of a study on
ill-treatment and torture of juveniles in Armenia in the context of
juvenile justice.

The study, which was carried out within the framework of the EU-funded
project “Reaching Critical Mass: Consolidation of Juvenile Justice
System Reforms Against Torture and Other Forms of Ill-Treatment
in European Neighborhood Countries,” reveals a number of serious
violations of the rights of juveniles before and during trial as well
as while serving their sentence in penitentiaries.

Out of 82 juveniles interviewed for the study, 21 percent said they
were not informed of the reasons of their arrest. Another 42 percent
said they did not read the protocols of the arrest before signing them,
and 32 percent said they have never been told of their rights.

The study revealed that most of the juveniles had no lawyers. Violence
is the most common method of the police to obtain confession.

“The UN Convention on Child Rights envisages development and
implementation of a comprehensive policy on juvenile justice, whereas
today the protection of juvenile delinquents in Armenia in not
undertaken with efficiency,” Armenia’s Ombudsman Karen Andreasyan said.

“Policy and legislation are not the only sectors where actions
are required to ensure the protection of children exposed to
ill-treatment. Effective intervention in support to the victims, and
prevention initiatives, require setup of cooperating mechanism among
various professionals, from the police and justice representatives
to social workers and psychologists,” said Ms. Henriette Ahrens,
UNICEF Representative in Armenia.

“The European Union is committed to supporting the establishment of
a comprehensive juvenile justice system, and in particular reforms
against torture and ill-treatment ” said Mr. Onno Simons, First
Counselor of the EU Delegation to Armenia. He also touched upon the
findings of the report and urged for measures to address those.

The 3.5 year project “Reaching Critical Mass: Consolidation of Juvenile
Justice System Reforms Against Torture and Other Forms of Ill-Treatment
in European Neighborhood Countries” is being implemented in the EU
neighborhood countries and aims at supporting legislative reforms in
the area of juvenile justice, capacity building of juvenile justice
professionals, development of alternatives to imprisonment, research
on rehabilitation needs of victims of torture and ill- treatment by
monitoring bodies and human rights of NGOs. The total cost of the
project is 1.5 million EUR. EU provided 1,2 million EUR of the total
amount. UNICEF allocated 300,000 EUR.

in Abovyan.

The press service of the police reports that the woman bore a healthy
child on Mar 10, but the next day the baby was found dead. Later the
woman confessed that she killed the child because she did not plan
to have it.

Ministry of Nature Protection of Armenia will hold expert hearings
on the new project of Khachaghbyur-2 HPP in Tavush region.

The plant will be built on the Araz River tributary Paghjur. Last year
the construction plans aroused a wave of protest among local residents
and green activists. The point is that the HPP will be built in the
area of two nature reserves – Ijevan and Turkish hazel alley. In
addition, the change of the Agstev River bed has led to reduction of
the drinking water reserves in the village of Getahovit. On October
26 in compliance with the relevant order of Nature Protection Minister
Aram Haroutiunyan, an Environment Impact Assessment of Khachaghbyur-2
small HPP was recognized null and void.

An activist Levon Galstyan told media on March 13 that expert hearings
on the new project will be held in the Ministry in 2 days. He recalled
that at public hearings on Dec 6 2012 Getahovit villagers came out
against the given project. Studying the new documentation activists
revealed that this time under the project of HPP 141 trees will be cut.

Galstyan recalled that last year’s construction resulted in mass
felling and the law-enforcement has not yet studied the damage caused.

Activists said they will not allow new attempts to liquidate green
areas. To recall, construction of Khachaghbyur-2 HPP is carried out
by Megaenergy CJSC.

The EU Competition and State Aid Twinning Project is coming to an end.

Over the past two years EU experts have helped the Armenian Competition
Authority to improve its organizational structure and procedures
and made recommendations on increasing the efficiency of the SCPEC’s
performance.

“Assistance has been provided in two main directions – legislative
improvements and development of institutional capacities,” Chairman of
the State Commission on the Protection of Economic Competition (SCPEC)
Artak Shaboyan said at the final conference today. according to him,
the program has helped raise the efficiency of SCPEC activity.

“The amount of fines imposed for anticompetitive actions in 2011 equals
to the total of all fines imposed during ten years of operation of the
Commission. Hence, since 2010 active efforts have been taken to fight
infringements of the competition law. Specifically, while in 2008 and
2009 the Commission adopted 31 decisions on imposing sanctions against
undertakings, this indicator was 107 in 2010, 1097 in 2011 and 215 in
2012. During the mentioned period the total amount of fines imposed
on the undertakings is more than 245 million AMD,” said Artak Shaboyan.

This Twinning Project is financed by the European Union with the total
amount of 1.1 million EUR. The Project commenced on 29 January 2011 and
was implemented by a German-Lithuanian Consortium, represented by the
Federal Ministry of Germany and the Competition Council of Lithuania.

Groundbreaking book of photographs documents Armenian identity
throughout US

WATERTOWN, Mass.-On Thurs., April 18, the Boston chapters of the
Hamazkayin Armenian Educational and Cultural Society and Tekeyan
Cultural Association host a photographic journey of “Armenian-American
Contributions to Humanity after the Genocide” by Stepan Partamian at
the Armenian Cultural and Educational Center (ACEC) in Watertown.

Starting in 2009, when the project was announced, Partamian
meticulously researched the destinations he was to document, and
embarked on successive road trips that encompassed most of the
continental U.S.

Partamian’s The Armenian in America, an unprecedented volume featuring
close to 600 photographs, was recently published in Los Angeles.

continental U.S. In addition to his preliminary research, the author
met with Armenian communities in various states, both to gain fresh
insight into local histories and gather further information on Armenian
landmarks worthy of inclusion in the book.

“The main reason that this project came about is that I’m not
interested in the mere preservation of Armenian culture, but rather
believe in nurturing and celebrating its creative energies, its
wonderful potential,” Partamian said. “While we Armenian-Americans
claim to be proud of our long history in America, most of us don’t
know the first thing about Armenian communities beyond the cities or
counties in which we live, let alone communities in far-flung states.

As I discovered in the past four years, there is a breathtaking
diversity of Armenian life in the United States.”

Partamian ended up taking thousands of photographs of Armenian sites
and signs, which were eventually distilled into The Armenian in
America-a full-color, 184-page volume documenting Armenian life in
every state with an Armenian community, from Arizona to Washington,
D.C.

“I sought to document the dazzling tapestry of Armenian-American
culture, not only [because] amazingly, no one had yet attempted a
project of this type, but because I wanted to share the multifaceted
nature of our cultural footprint with fellow Armenians, the young
generation in particular,” Partamian continued. “Collectively,
Armenians suffer from either the superiority complex of a glorious
past, or the inferiority complex of a victimized nation. My hope
is that, through an initiative like The Armenian in America, our
compatriots will form a clearer idea of the extent of our presence
and accomplishments in this land, and rightfully feel a sense of
shared achievement.”

The Armenian in America includes photographs of Armenian institutions
and establishments, such as churches, schools, community centers, and
businesses; landmarks, such as statues, khatchkars (cross-stones),
genocide monuments, veteran memorials, and memorial plaques; public
signs, such as Armenian street and highway names; and even Armenian
flags placed in front of public buildings.

Partamian’s photographs reveal a wealth of factoids about
Armenian-American history. In Ocala, Fla., for instance, the author
came across two Armenian churches facing each other, one affiliated
with the See of Antelias and one with the See of Etchmiadzin. Although
the two churches remain Armenian community-owned, both are rented to
non-Armenian congregations, indicating that Armenian church services
are no longer held in these houses of worship.

In California, Partamian came across Yettem, the only town in the
United States with an Armenian name. In Connecticut, he photographed a
sign of the Antranig Ozanian Memorial Highway, as well as the memorial
stone of Haroutune Daghlian, a physicist with the Manhattan Project
who accidentally irradiated himself in 1945. While in Virginia,
Partamian searched for the grave or memorial of Martin the Armenian,
one of the first settlers of the Jamestown Colony. His search turned
up nothing, but he found an extraordinary-looking tree and dedicated it
to Martin the Armenian, commenting that, just like the Armenian people,
the tree would grow and wither, but certainly give rise to new shoots.

The publication of The Armenian in America comes on the heels of a
series of books by Partamian documenting the contributions of Armenians
to American civilization. In Yes, We Have and its sequel, Yes, We Have
Too, as well as an Armenian version, titled Ayo, Menk Enk, Partamian
has documented the contributions of hundreds of Armenian-Americans to
their adopted homeland, in fields ranging from science, technology,
and literature to politics, journalism, and sports.

The sale of the Yes, We Have series helped fund the publication of
The Armenian in America. In the same way, Partamian said, proceeds
from the sale of the latter will benefit his next major project,
the making and publication of The Armenian in the World.

A sweeping photographic survey of Armenian institutions, landmarks,
and signs across the entire globe, The Armenian in the World will be
published just before April 2015, in honor of the 100th anniversary
of the Medz Yeghern.

The Armenian in America, priced at $40, will be available for purchase
at Armenian bookstores and online at TheArmenian.com.

The April 18 event at the ACEC, 47 Nichols Avenue, is free and open
to the general public.

Armenia has gone down by four spots in the rankings released by
soccer’s international governing body today.

In the list of 200 or so soccer nations published on FIFA’s official
website Armenia is ranked 84th (431 points), with its immediate
neighbors being El Salvador and Uganda.

Armenia’s next rival in the FIFA World Cup qualifying campaign on
March 26, the Czech Republic, is ranked 27th.

Spain tops the FIFA rankings, followed by Germany and Argentina.

Opposition leader Raffi Hovannisian, who is conducting a hunger strike
in protest against the official outcome of last month’s presidential
election, has strongly denied approving any list of people for a
‘shadow government’ as was claimed by a local newspaper earlier
this week.

Citing “reliable sources”, 168 Zham on Tuesday revealed a list of 18
‘ministers’ whom Hovannisian had purportedly approved for his “new
cabinet” as a result of “political consultations.”

“Name me the source. This is a misinformation. Such names and positions
do not exist, not in my mind, not on a paper,” stressed Hovannisian
at an improvised press conference on Wednesday.

“If somebody reveals that secret, I will be very glad to hear it,”
he added.

"Lost Residents Of Secure Armenia’ Picketing Government Building

“LOST RESIDENTS OF SECURE ARMENIA’ PICKETING GOVERNMENT BUILDING

The former residents of Kond quarter of Yerevan have gathered in
front of the Government building demanding the executive power to
settle their housing problems. They carry banners “Lost residents of
secure Armenia.”

The houses of some 200 families in the above quarter were destroyed as
the area was recognized a public zone. Down Town Company that pledged
to settle them in the building that is currently being built in the
given area has not yet completed the construction. Last year the city
authorities assured the former residents of Kond that the company,
the legal successor of Down Town , will complete the construction,
but no progress has been observed since then. Now, the evicted citizens
demand the government to settle their housing problems and recompense
their expenses on rent of apartments.

Aleksander Ghazaryan, representative of the Government, met with
the picketers and assured them that their application submitted a
week ago will be studied within 15 working days and they will be
replied officially. However, the pickers were not satisfied with the
promise and slammed the government for ‘feeding’ them with promises
for already 4 years.
