YEREVAN.- If the Prosperous Armenia has done the same as Heritage,
that is took to the streets, it would have ended in bloodshed, former
FM Vartan Oskanian said.

Oskanian, who is heading the proportional list of Prosperous Armenia
for Yerevan elections, met with voters in Nork administrative district
of Yerevan.

“Raffi Hovannisian having a smaller party took part and won a
significant number of votes. Imagine if the Prosperous Armenia, being
the larger party, with huge financial and organizational ability,
participated as well (in the presidential election – ed.) Believe me,
the competition would have been sharper, we would gain more votes,
but again they (the government – ed.) would have presented other
results, and we would be forced to take the streets,” Oskanian said.

Former official is confident such actions would inevitably lead
to bloodshed. This was the reason why their leader Gagik Tsarukyan
decided to avoid political tempest.

The tragedy of the Barev movement is that the political forces of
Armenia cannot join forces and jointly fight against the ruling regime,
Secretary of the Heritage Party, political expert Stepan Safaryan
said at a press conference in Yerevan.

He said that after the April 9 clashes between Raffi Hovannisian’s
supporters and the police, the movement agenda has changed.

“Hovannisian cannot maintain the movement long without achieving any
results. However, those who think that the movement has stopped and
the leader and has changed are mistaken. The forthcoming developments
will show that it is not so”, the expert said. Safaryan pointed out
that instead of consolidating, the opposition forces and the movement
members have started making early statements and splitting the ranks
of Hovannisian’s supporters.

Safaryan said that it will be hard for Serzh Sargsyan to rule the
country, as the Armenian society and the Diaspora have divided in two,
and Sargsyan will have to take into account the opinion of Hovannisian
and his teammates when making important decisions.

The expert said that on April 9 it was not planned to hold a procession
after the swear-in ceremony of New Armenia, but the participants
expressed a desire to hold the procession, and Hovannisian agreed.

To note, on April 9, while President Serzh Sargsyan was taking oath,
Raffi Hovannisian held his own swear-in ceremony in Liberty Square,
and then his supporters and he moved to the presidential residence,
however, the armed law-enforcers did not let them approach the
residence. As a result, clashes occurred between the protesters and
the law enforcers, Heritage Deputy Chairman Armen Martirosyan and
Aravot newspaper journalist Hripsime Jebejyan were beaten. Several
activists were detained.

the bilateral issues, different international and regional issues
being of great interest for the both sides.

and humanitarian cooperation, interparliamentary collaboration between

The Genocide week in Rwanda is characterized by a complexity of issues
like elsewhere in the world. It sets an experience that provokes a
debate whether people need to remember the genocide or not.

Genocide is remembered in all villages where it happened for obvious
reasons. If you burry your father and forget him, you will never
have to tell his grandchildren, and this will ridicule you. We are
told stories by typical events and whether we want or not we shall
keep on experiencing the ills left by the genocide both the survivors
and perpetrators.

Therefore, there are inevitable commemorations all over communities
where Genocide occurred. The Genocide commemorations are not unique
to Rwanda, but the whole world where it occurred.

For example, every year on April 24, people of Armenian descent
organise blood drives and picket Turkish embassies to celebrate special
church services to commemorate the anniversary of the 1915 arrest of
several hundred prominent Armenians in Constantinople. The arrests
were the beginning of the Genocide in which an estimated 1.5 million
Armenians were slaughtered by Ottoman Turks between 1915 and 1923.

However, they find themselves in similar circumstances that Rwanda
faces – of some people who do not want to remember. Reasons for fear
to remember remain the same in both cases. This is one utterance
reacting to the yearly commemoration of the Armenian Genocide.

The Holocaust and Genocide Memorial Day of 27 January is the
anniversary of the liberation of the Nazi concentration and
extermination camp, Auschwitz-Birkenau, seen as a powerful symbol
of the horrors of the Holocaust. Holocaust Memorial Day is about
commemorating all of the communities that suffered as a result of the
Holocaust and Nazi persecution, and demonstrating that the Holocaust
is relevant.

The day provides a focus through the national and local events and
activities for people to think about the continuing repercussions of
the Holocaust and more recent Genocides on our society. Remembering
is as important as that.

However, critics claim that the Holocaust is too old to be remembered
now as other crimes have overtaken it.

If someone wants to honour the victims of holocaust, war etc, then
they should do so in their own private way. ‘National memorial’ days
just drag up the past and do not necessarily look to the future,
holocaust critics claim.

Similar negative criticism does not spare the Genocide against the
Tutsi either.

And what do Rwandan critics on the commemoration of the 1994 Genocide
against the Tutsi say?

Rwandans have mixed reactions with some against, others for and those
who do not care about the Genocide at all.

Whatever the line one takes, the fact is that we cannot afford to live
with hate. People have to be reminded about this. Genocide Memorial
Days should influence behaviour changes today. We need to put it in
context of all suffering. Everyone should remember in their own way.

Lectures given in the days of commemoration must be able to
contextualize the issue of hatred and Genocide in Rwanda.

The Holocaust Memorial Days for example aim to remember all victims
of the Holocaust and Nazi persecution and reflect upon those affected
by more recent atrocities in Cambodia, Rwanda, Bosnia and Kosovo and
to educate about the dangers of anti-Semitism, racism and all forms
of discrimination.

Ultimately, the day aims to restate the continuing need for vigilance
and to motivate people, individually and collectively, to ensure that
the horrendous crimes, racism and victimization committed during the
Holocaust are neither forgotten nor repeated, whether in Europe or
elsewhere in the world.

While teaching about the Genocide in Rwanda, similar enlightenments
must be brought to surface in all discussions.

Comparative studies and explanations are essential and ignorance
about other world genocides does not provide a clear cut explanation
of the 1994 Rwanda Genocide.

For example, the massacre of the Armenians in Turkey in 1915-23,
the Holocaust of the Jews in Hitler’s Germany, the mass killing of
Tutsis in Rwanda in 1994, etc, must give us reflective examples as
we forge a new world without Genocide.

The unfortunate part of it is that very few people have the concern,
the will and ability to take the comparisons down to earth and use them
in the context of Rwanda. Those few, therefore, should come in to help.

Is there any unique Genocide?

The answer is YES! Any Genocide has its own uniqueness and it is
wrong to portray any Genocide as the same as others. This kind of
understanding will allow you to refute that the Holocaust should be
regarded as the only unique genocide to have happened on planet earth.

If you want you would also regard the Genocide in Rwanda as unique,
because the uniqueness in the Tutsi Genocide was evident. For example,
the speed with which it was carried out and the relationship between
the victims and the killers make it an extremely unique Genocide. But
the problem should not be in the degree of uniqueness but the context.

Remembering is very important in as far as the concept of evil
deterrence is concerned.

It gives us the benchmark of our morality as a society and the
ability to say no to evil. It is one of the steps in the long chain
of procedures to de-poison the Rwandan psyche and psychologically
rehabilitate the dehumanized psyche of the survivors.

Ottawa Turkey’s ambassador to Canada said the Harper government’s
decision to label the killing of Armenians by Ottoman Turks
as genocide may be hindering a potentially lucrative trading
relationship. Ambassador Tuncay Babali said that Canada’s position on
the slaughter of an estimated 1.5 million Armenians from 1915 to 1923
still carries a sting. Canada’s Parliament voted in 2004 to recognize
the events during an Armenian uprising as a genocide. Mr. Babali
said Turkey wants to forge a free trade agreement with Canada to
complement the current Canada-European Union free trade talks. But,
he said he suspects Canada is not engaging as quickly as Turkey would
like because the genocide issue is still hanging over relations. The
$2.5-billion in two-way trade between the two countries “is far
from the potential” of what Turkey predicts would result from deeper
economic ties: $10-to $15-billion within five years, he said.

PLAINTE D’UN MEDIA TURC POUR AVOIR ACCÈS A UN PROCÈS NEONAZI EN ALLEMAGNE

(AFP) – Le journal turc ‘Sabah’ a porte plainte en refere, protestant
contre le non-accès aux medias turcs du procès de neonazis allemands
juges pour meurtres racistes, a indique samedi un porte-parole de la
Cour constitutionnelle de Karlsruhe (ouest).

“La Cour va s’efforcer de rendre sa decision avant le debut du procès
a Munich (sud)”, le 17 avril prochain, a dit a l’AFP ce porte-parole,
sans pouvoir encore fixer de date.

Le tribunal de Munich a attribue les accreditations aux journalistes
selon leur ordre d’inscription, et aucun journaliste turc n’est
accredite pour couvrir le procès.

L’accusee principale, Beate Zschape, est soupconnee d’avoir tue,
avec ses deux acolytes decedes depuis, huit Turcs et un Grec entre
2000 et 2006, ainsi qu’une policière allemande. Quatre autres inculpes
soupconnes de complicite seront egalement juges.

La decouverte de la cellule neonazie en 2011 a provoque une onde de
choc en Allemagne, et l’interet pour le procès de Mme Zschape est
immense. Mais pratiquement aucun media etranger n’est accredite pour
le suivre.

La procedure retenue par le tribunal, et son refus categorique de la
revoir, ont provoque un tolle en Allemagne. Le gouvernement lui-meme
a appele de ses voeux a plusieurs reprises une solution pragmatique.

La plainte devant Karlsruhe a des chances des reussir, selon differents
medias allemands, qui rappellent des precedents, notamment celui du cas
(toutefois pas tout a fait similaire) du procès de l’ancien dirigeant
de RDA, Erich Honecker, en 1992.

Celal Ozcan, redacteur en chef de l’edition europeenne du puissant
quotidien turc Hurriyet (100.000 exemplaires vendus), avait declare
vendredi a l’AFP envisager lui aussi d’une plainte.

Dans le quotidien allemand Suddeutsche Zeitung de samedi, le maire
social-democrate de la ville de Munich, Christian Ude, a reproche au
tribunal de cette ville d’etre passe totalement a côte de la dimension
politique du procès.

De son côte, la première chaîne de television publique allemande ARD
a annonce qu’une journaliste rendrait compte du procès dans les deux
langues, allemand et turc. L’ARD avait auparavant propose sa place
a un media turc, ce qu’avait refuse le tribunal.

Dans un entretien au quotidien Tagesspiegel paru dimanche,
l’ambassadeur turc en Allemagne, Avni Karslioglu, a insiste sur le
fait qu’il serait present dans la salle le premier jour du procès.

La Police Repousse Les Partisans De Raffi Hovannisian

LA POLICE REPOUSSE LES PARTISANS DE RAFFI HOVANNISIAN

Les forces de securite armees de boucliers et de matraques ont bloque
une rue principale dans le centre-ville menant a la residence de Serge
Sarkissian. La police antiemeutes a repousse le leader de l’opposition
Raffi Hovannisian et des milliers de ses partisans en marche vers le
palais presidentiel a Erevan mardi 9 avril 2013. L’ancien candidat
a la presidentielle, R. Hovannisian a ete mis a terre par la police.

L’un des proches collaborateurs de R. Hovannisian, Armen Martirosian,
aurait ete arrete sur place. La police n’a pas immediatement confirmer
cette arrestation.

Alors que la foule etait a proximite de Liberty Square, R. Hovannisian
a defie l’avertissement de la police. ” C’est notre rue, notre droit,
notre Constitution. Je veux avancer. ” , a-t-il dit.” Ne creez pas
de tensions “, M. Hovannisian, a repondu Nerses Nazarian le chef de
police d’Erevan face aux manifestants.

Vladimir Gasparian, chef du service de police nationale, est arrive
plus tard pour negocier avec Hovannisian. Les deux hommes se sont
eloignes de la foule pour parler en tete-a-tete. Selon Nazarian,
la police a propose au leader de l’opposition de prendre une autre
route pour se rendre a Tsitsernakabert. Hovannisian a respecte les
ordres de la police et s’est dirige vers le memorial du genocide ainsi
que certains des manifestants. Escorte par Gasparian, le politicien
s’est rendu au memorial. Pendant ce temps, Andreas Ghukasian, un
autre ancien candidat a la presidentielle qui a egalement rejoint
la manifestation, a declare a des manifestants qu’il resterait sur
l’avenue marechal Bagramian. Certains temoins ont affirme que la
police a arrete Ghukasian peu de temps après. Les fonctionnaires de
police ont refuse de confirmer ou de refuter ces allegations.

Hovannisian est retourne dans la rue plus tard dans la soiree….

L’opposant avait deja essaye d’approcher le palais presidentiel avec
un petit groupe de partisans (pour la plupart des jeunes) plus tôt
dans la journee. Plusieurs d’entre eux ont ete arretes par la suite.

Un porte-parole de la police nationale, Armen Malkhasian, a declare
a RFE / RL qu’ils avaient ete emmenes en garde a vue par les ordres
de la police.

S’adressant a la foule, Hovannisian a de nouveau rejete la victoire
de Serge Sarkissian a l’election presidentielle, mais, contrairement
aux fois precedentes, ne s’est pas declare lui-meme president de
l’Armenie. Il a annonce qu’il comptait desobeir aux lois et qu’il
souhaitait continuer a lutter contre le regime en place.

Hovannisian a provoque des huees lorsqu’il a annonce qu’il tiendra un
autre rassemblement sur la place vendredi prochain pour discuter, entre
autres, de sa participation avec l’opposition aux prochaines elections
municipales a Erevan. ” Ceux qui veulent des mesures concrètes
maintenant obtiendront une reponse concrète : je ne permettrai pas
que du sang armenien soit verse “, a declare Hovannisian avant de
demander a la foule de le suivre vers l’avenue marechal Bagramian.

Sukhoi Aviation Holding and Moskovia have signed a preliminary
agreement for the delivery of the two Sukhoi Super Jet 100s earlier
meant for Armavia.

rbc.ru reports that Sukhoi is tailoring the planes to the needs of the
new customer. Armavia gave back one of the planes and refused to buy
the other in early July 2012.

In Mar 2013 Armavia announced a bankruptcy process and stopped its
flights on Apr 1 2013.

A recent inspection conducted by Ameria Group, a financial company
engaged in banking investments and consulting services, has revealed
low efficiency on Armenia’s food manufacturing market.

In comments to Tert,am, the deputy head of the company’s Management
and Advisory Services Department, Karen Martirosyan, detailed the
results of the inspection, pointing out to the existing problems and
difficulties.

`Our inspection covered the potentials of the EU countries’ markets
and the Armenian products. A notable problem in this respect – which I
would like to single out – is the low efficiency in the food
production market, which is probably characteristic of our economy on
the whole. If we weigh Armenia against more less comparable countries
like Bulgaria, what comes out? The per capita food production in
Armenia is equivalent to 10 Euros. In Bulgaria, the rate is 93 Euros,’
he said.

Martirosyan noted that the Armenian food manufacturers often have
difficulty in calculating the cost price of their products.

`Very often, they equally allocate the products’ cash delivery
intended for both domestic consumption and export, which is wrong.
Whereas they could, as a result of proper calculations, ensure a more
competitive price and a bigger sale. And by the way, the self-cost
calculation and the wrong financial management are typical to almost
all the sectors of the economy. Our surveys reveal that businessmen
attribute the problems in their businesses to the external
environment, i.e., presence of monopolies, raw prices, the
population’s purchasing capacity, lack of state assistance etc. Nobody
wishes to think that it is important to give attention to the domestic
problems: marketing, proper logistic management etc,’ he added.

L’opposition boycotte la cérémonie d’investiture du président qui est
aussi snobée par Tsarukian

Le Parti Arménie prospère (BHK) et les députés des trois principaux
groupes de l’opposition ont confirmé lundi qu’ils n’assisteront pas à
l’investiture du président Serge Sarkissian pour un second mandat.

Sarkissian prêtera serment mardi lors d’une session extraordinaire du
Parlement arménien, où seront présents des centaines de dignitaires
locaux et étrangers.

Un porte-parole de Tsarukian, Ivetta Tonoyan, a déclaré à RFE / RL
(Azatutyun.am) que le chef du BHK ne sera pas présent à la cérémonie
en raison de son absence du pays. Elle a dit qu’il s’était rendu à
l’étranger au cours du week-end.

On ne sait pas si les 36 autres députés du BHK, deuxième groupe à
l’Assemblée nationale, assisteront à l’investiture. « Vous verrez
demain », a déclaré l’un d’eux, Vartan Oskanian.

Le BHK a quitté la coalition au pouvoir en juin dernier en raison de
désaccords croissants avec le Président Sarkissian et son Parti
républicain (HHK). Il a réagi d’une façon ambiguë aux résultats
officiels de l’élection du 18 février présidentielle, justifiant les
rassemblements post-électoraux organisés par le principal candidat
d’opposition, Raffi Hovannisian, mais sans remettre ouvertement en
cause la légitimité de la réélection contestée de Sarkissian.

L’ancien président Robert Kotcharian, considéré comme le mentor de
Tsarukian assistera quant à lui à l’investiture de Sarkissian.
Kotcharian, qui a remis le pouvoir à Sarkissian en 2008, a maintes
fois critiqué le bilan du gouvernement actuel au cours des dernières
années.

La participation Kotcharian a été confirmée par son attaché de presse,
Victor Soghomonian.

Comme on pouvait s’y attendre, l’investiture sera boycottée par les
trois forces d’opposition représentée au parlement : le parti
Zharangutyun d’Hovannisian, le Congrès national arménien (HAK) et la
Fédération révolutionnaire arménienne (FRA). Ni Hovannisian, ni les
hauts dirigeants du HAK, comme l’ancien président Levon
Ter-Petrossian, n’ont été invités à la cérémonie. Aucun d’entre eux ne
détient de siège parlementaire.

Le président du Parlement Hovik Abrahamian, qui a dirigé la campagne
de Sarkissian, a déclaré lundi qu’ Hovannisian n’a pas reçu
d’invitation parce que « Raffi se considère comme le président élu.`
Abrahamian ne n’a pas dit pourquoi une telle invitation n’a été
envoyée à Ter-Petrossian.

Le leader du HAK, qui était principal adversaire de Sarkissian à
l’élection présidentielle de 2008, a accusé les autorités d’avoir
truqué les deux scrutins. Il affirme aussi que Hovannisian est le vrai
gagnant de la dernière élection présidentielle.

Pendant ce temps, la FRA a déclaré lundi que les 5 membres de son
groupe parlementaire allaient boycotter l’investiture de Sarkissian en
signe de protestation contre ce qu’il dénonce comme la réticence des
autorités à mettre en `uvre des réformes radicales `et en profondeur »
demandées par le peuple. Dans un communiqué, le parti d’opposition a
déclaré qu’il changerait d’attitude si les autorités se lançaient dans
de telles réformes.
