le porte-parole a ajoute que ” la pression d’Ankara sur Erevan est

L’" Investiture " De Raffi Hovhannissian Suivie D’accrochages Entre

L'” INVESTITURE ” DE RAFFI HOVHANNISSIAN SUIVIE D’ACCROCHAGES ENTRE MANIFESTANT ET FORCES DE POLICE

Raffi Hovhannissian, quant a lui, a commence par preter serment sur
la Constitution pour ” la nouvelle Armenie “, declarant qu’il ne
reconnaissait plus ni Serge Sarkissian, ni le Catholicos, celui-ci
ayant accepte de benir le premier. ” Raffi president ! “, ont scande
les manifestants, exigeant de se rendre vers le Palais presidentiel.

Ils se sont alors heurtes aux forces de l’ordre, ce qui a donne lieu
a une altercation entre les deux camps. Les quotidiens publient
les photos de Raffi Hovhannissian a terre, ainsi que celles du
vice-President d’Heritage, Armen Martirossian, tete de liste du parti
aux elections municipales d’Erevan, le nez en sang.

Après negociations avec le chef de la Police, les manifestants
se sont diriges vers le memorial du Genocide. Dans la journee, un
groupe de manifestants, pour la plupart des jeunes, avait deja tente
de s’approcher du Palais presidentiel, mais plusieurs d’entre eux
avaient ete arretes et places en garde a vue pour etre liberes le
soir. La Police a justifie son action dans un communique de presse,
les qualifiant d’adequates.

Raffi Hovhannissian a appele a une nouvelle manifestation le 12 avril,
a l’occasion de laquelle il devrait presenter son ” gouvernement “.

Azg reproche au leader d’Heritage de n’avoir ni programme politique,
ni plan d’action et d’avoir perdu le contrôle de la foule dont il
etait responsable. L’editorial de Jamanak se montre aussi critique
envers M. Hovhannissian, qualifiant ses actions d’incomprehensibles
et la journee du 9 avril de ” honte ” pour l’Armenie. D’après ce
quotidien, M. Hovhannissian aurait fait un grand pas vers la ” fin
de sa carrière politique “…

Haykakan Jamanak, quant a lui, loyal envers M. Hovhannissian, explique
ses erreurs par son caractère emotif et son manque d’experience
en matière de gestion des crises… Toutefois, ce quotidien estime
aussi que le peuple armenien a une nouvelle fois fait preuve de sa
determination a ” etablir la legalite et la democratie dans le pays
et a se debarrasser d’autorites illegales “.

SERGE SARKISSIAN INVESTI PRESIDENT DE LA REPUBLIQUE POUR UN SECOND MANDAT

La ” une ” de l’ensemble de la presse est consacree a l’investiture de
Serge Sarkissian et a la manifestation du leader du parti Heritage,
Raffi Hovhannissian, sur la place de la Liberte, la plus importante
depuis les elections du 18 fevrier, où, selon certaines estimations,
plus de 10 000 se seraient rassemblees. Dans son discours, le
President Sarkissian a remercie son electorat, mais aussi ceux qui
n’avaient pas vote pour lui, estimant qu’ils avaient exprime ainsi
leur mecontentement face aux problèmes persistants dans le pays. Il
a assure que tous les messages avaient ete entendus. ” Pour les
cinq prochaines annees, je vais faire du developpement economique la
priorite N°1 de notre Etat. Permettez-moi de mettre en evidence les
trois principaux problèmes de l’Armenie : l’emigration, le chômage
et la pauvrete “. Selon lui, la deuxième priorite sera d’assurer la
primaute du droit. ” L’egalite de tous devant la loi est une condition
necessaire a la fois pour le progrès economique et politique. La
troisième priorite, la plus directement liee a l’Etat de droit,
c’est la garantie d’un Etat democratique… “. Le chef de l’Etat a
egalement mentionne le conflit du HK, reaffirmant que l’Armenie ne
voulait pas de guerre, mais qu’elle etait prete a se battre.

Le Premier Ministre Turc Nomme Un Journaliste Armenien Au Sein De La

TURQUIE LE PREMIER MINISTRE TURC NOMME UN JOURNALISTE ARMENIEN AU SEIN DE LA COMMISSION DES SAGES

Afin de regler le problème kurde en Turquie, les autorites ont cree
une Commission des Sages, qui comprend le journaliste armenien Etyen
Mahcupyan du quotidien Zaman.

La Commission est composee de 63 personnes. Conformement a ce
programme, la Turquie est divisee en sept regions, et neuf personnes
sont mises en place dans chaque region.

La Commission des Sages comprend des intellectuels, des artistes, des
chanteurs et des journalistes.

Armenian police arrested protesters as opposition leader Raffi
Hovhannisyan led demonstrations at Serzh Sargsyan’s inauguration to
a second term as president.

About 2,000 people gathered today near the presidential palace in the
capital, Yerevan, where 10 were detained, according to a Facebook Inc.

of Hovhannisyan’s Heritage party, was photographed by the news.am
website flanked by two police officers with blood on his face.

Hovhannisyan, who lost a February election to Sargsyan by more than
20 percentage points, was led away by national police chief Vladimir
Gasparyan and about 50 officers to a different part of the capital,
according to Davit Sanasaryan, a representative for his team. Armen
Malkhasyan, a police spokesman, refused to clarify how many people
were arrested, saying information would be released through the
police website.

Thousands of Armenians have joined Hovhannisyan’s call to challenge
the vote tally as opposition groups seek to gain traction against
Sargsyan’s rule. Local observers and non- governmental organizations
registered more than 400 violations during the elections, with
infringements including ballot stuffing and attempts to vote more
than once.

Prime Minister Algirdas Butkevicius who is currently attending the
World Economic Forum in Azerbaijan capital Baku says that a stand of
individual members of Parliament who have established support group of
Nagorno-Karabakh is not official position of Lithuania, reports Trend.

“The group has been set up by a few MPs whose position does not
match official position of Vilnius and the majority of them do not
understand the essence of the issue,” says the PM.

Azerbaijan’s Foreign Ministry earlier expressed its concern
about Lithuanian Parliament’s initiative to set up the so-called
Nagorno-Karabakh Republic Support Group. For this reason, Lithuanian
Ambassador to Baku was given a note of protest.

– The Russian language “was never an unfamiliar language to
the Armenian people,” said Vigen Sargsyan, the chief of staff
of the Armenian president. Together with the head of the Kremlin
administration, Sergei Ivanov, she took part in the ceremony of the
inauguration of 20 centers of Russian language studies.

“We have always attached much importance to Russian language studies,
as this language gives access not only to Russian culture but to all
cultures and to the whole world,” Sargsyan said.

“The Russian language is preserved in Armenia, and the command of
the Russian language is obligatory under the educational program,”
he said. Russian-Armenian (Slav) University functions in the country.

Russian is studied in all general educational schools in Armenia,
he said. Sargsyan commended the work of the Stanislavsky Russian
Drama Theater and broadcasting of the main Russian TV channels in
the frequencies of access to all in Armenia.

Chisinau, 9 April: Moldova does not plan to sell weapons to Armenia
and it has terminated a contract on the supply of the National Army’s
assets to it, Moldovan acting Defence Minister Vitalie Marinuta said
on 9 April at a meeting with Azerbaijani ambassador to Moldova Namig
Hasan oglu Aliyev.

Marinuta said that rumours spread by the media were meant to
“deepen the crisis in Moldova and generate tension in relations
between authorities from Chisinau and Baku”. He told the envoy that
“according to a decision by the Moldovan government, the sale of assets
of the Moldovan armed forces to Armenia was ceased and that decision
is irrevocable”. “Azerbaijan welcomes the Moldovan authorities’
decision on the matter and sees it as a gesture of good will towards
the Azerbaijani people and state,” the ambassador said. Another
important topic of the meeting was Azerbaijan’s request that Moldova
announce how many Azerbaijan residents died on Moldova’s territory
during World War II.

Infotag note: In the autumn of 2011, Moldova sold 5m-dollar-worth
outdated weapons or whose service life was about to expire to
Azerbaijan via middlemen. The arms sold to Armenia included Cobra
control missile systems, Fagot, Concurs, Shturm-S and Metis missiles.

Armenia and Azerbaijani have been conflicting since 1991 for control
over Nagornyy Karabakh.

The leading world media outlets have covered the Apr 9 political
developments in Armenia.

Euronews and Reuters report that on April 9 the center of Yerevan
saw the biggest protest action of the Heritage Party leader Raffi
Hovannisian, who gained the second place in the presidential race and
has been holding actions of protest against the official results of
the election.

Reuters reports that thousands of protesters gathered in the center of
Yerevan to express their protest against the second swear-in ceremony
of Serzh Sargsyan and stated that the elections were rigged. The
source points out that despite the clashes between the protesters
and law-enforcers, the violence of March 2008 did not re-occur.

Washington Post and Bloomberg, in turn, mention the incident with
Deputy Chairman of the Heritage Party Armen Martirosyan, who was
severely beaten by the law-enforcers. Bloomberg also stresses that
the law- enforcers refused to provide any information about the
detained activists.

To note, on April 9, while President Serzh Sargsyan was taking oath,
Raffi Hovannisian held his own swear-in ceremony in Liberty Square,
and then his supporters and he moved to the presidential residence,
however, the armed law-enforcers did not let them approach the
residence. As a result, clashes occurred between the protesters and
the law enforcers, Heritage Deputy Chairman Armen Martirosyan and
Aravot newspaper journalist Hripsime Jebejyan were beaten. Several
activists were detained.

On May 23 Yerevan Arabkir and Qanaqer- Zeytun court of first instance,
presided by Simizar Hovsepyan, will start the hearing of “Mataghis
case” former convicts against the former RA Military Prosecutor
Gagik Jhangiryan.

During today’s preliminary hearing, the court found that the case is
ready to start the hearings. The burden of proof of G.Jhangiryan’s
insult and defamation is put on the plaintiffs, and the defense should
prove that the expressions of G.Jhangiryan not were directly addressed
at the convicts.

The former convicts of “Mataghis case” Arayik Zalyan, Musa Serobyan
and Razmik Sargsyan consider that Gagik Jhnagiryan insulted and
defamed them by saying that “murderers should be in prison, I have not
changed my opinion”. According to the plaintiffs, Gagik Jhangiryan as
a military prosecutor confirmed the indictment, as a result of which
they remained arrested for 2 years and 8 months and for around 10
years were subjected to criminal prosecution, so it is obvious that
the words of the former prosecutor of Shirak court of first instance
was directed against them.

The respondent, the representative of Vahe Hovsepyan thinks that the
expressions of his client are of abstract nature and are not directed
against them. The party thinks that citing to the right of freedom to
express in advance does not contradict the above mentioned statement.

The plaintiffs demand for 600.000 AMD for insult from the defendant
and for the defamation to publish the concluding part of the sentence
in “Aravot” and “Lragir” websites as well as establish the fact of
violation of burden of proof.
