EL ‘BABY BOOM’ EN NAGORNO-KARABAJ EN LA GALERIA CERO

La Galería Cero de Madrid presenta la exposicion The national womb,
en la que la fotografa Anastasia Taylor se pregunta con sus imagenes
si es la solucion, en una region tan economicamente deprimida como
Nagorno Karabakh, aumentar la tasa de natalidad sin antes mejorar
las condiciones generales de vida de la poblacion.

En 2008, el gobierno de facto de Nagorno Karabaj presento el ‘Programa
de fomento de la natalidad’, que subvenciona economicamente a los
matrimonios recien casados por cada bebe que nace. El objetivo era
repoblar la region despues de la guerra de 1991-1994.

Sin acuerdo

El conflicto surgio a raíz del derrumbamiento de la Union Sovietica,
cuando los armenios de Nagorno Karabaj fueron a la guerra con
Azerbaiyan, respaldados por la vecina Armenia. La guerra afecto a
65.000 personas de origen etnico armenio y a otros 40.000 de origen
etnico azerí que fueron desplazados de Nagorno Karabakh.

La poblacion musulmana azerí nunca regreso, y tampoco muchos de los
armenios que habían huido. Desde el alto el fuego declarado en 1994,
no ha habido ningún acuerdo de paz aún entre Armenia y Azerbaiyan.

El 2 de septiembre del año pasado, Nagorno-Karabaj celebro sus 20
años de independencia de Azerbaiyan, sin embargo, el país sigue sin
ser reconocido por la comunidad internacional. La vida no es facil en
la república; hay un alto nival de desempleo, los salarios son bajos
y las oportunidades escasean para los jovenes que se ven obligados
a abandonar el país en busca de un futuro mejor en el extranjero.

Incremento

Desde su puesta en marcha hace cuatro años, los resultados del
‘Programa de fomento de la natalidad’ han producido un incremento
de la tasa de natalidad del 25,5%. Partiendo de 2.145 nacimientos
registrados en 2007 se ha llegado a alcanzar la cifra de 2.694 en 2010.

El programa es administrado por el Departamento de Seguridad
Social, que supervisa los pagos a las parejas que se casan y a los
matrimonios que van incrementando su número de hijos. La subvencion
a los matrimonios es de aproximadamente 575 euros por la boda, 190
por el primer bebe, 380 por el segundo, 950 por el tercero y 1.350
por el cuarto. A las familias con seis niños menores de 18 años se
les da una casa.

Boda masivas

El baby boom tambien estallo a partir de una boda masiva celebrada
el 16 de octubre de 2008 en la que contrajeron matrimonio 674 nuevas
parejas. El evento fue financiado por donaciones privadas de varios
empresarios ricos de la diaspora Armenia, como Levon Hairapetian y
Ruben Vardanian, y las parejas que participaron recibieron importantes
ayudas economicas: 1.400 euros por la boda masiva, 1.400 por el primer
hijo, 3.500 por el segundo y así hasta el septimo bebe.

Las cifras al 1 de julio de 2011 indican que habían nacido un total
de 693 bebes únicamente de las parejas que celebraron la boda masiva.

Estos pagos son bastante sustanciales en una region donde el salario
mensual promedio es de 35 euros.

Baku: Turkey Stands For Regional Peace

TURKEY STANDS FOR REGIONAL PEACE

Turkey wants the reestablishment of peace in the South Caucasus,
Foreign Minister of Turkey Ahmet Davutoglu said during a meeting with
his Russian counterpart Sergei Lavrov, TRT Haber TV channel reported
on Wednesday.

The ministers mulled Nagorno-Karabakh conflict during the meeting.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied Nagorno-Karabakh and seven surrounding
regions of Azerbaijan.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the occupied territories.

In a letter sent Wedneday, Rep. Adam Schiff called on President Barack
Obama To Recognize The Armenian Genocide Tuesday, A Day Commemorated
by Armenians and many state and local governments as Genocide
Remembrance Day.

Obama issues a statement each year marking the anniversary of the
start of the first genocide of the 20th century but has failed to
refer to the event of killing as a genocide since his election,
Schiff’s office said.

“I urge you to acknowledge the Armenian Genocide in your statement
this year, to call genocide, genocide, and to stand with the
ever-dwindling number of survivors, as well as the descendants of
those who were lost, and who must otherwise continue to suffer the
indignity, injury and pain of denial,” Schiff, D-Burbank, wrote in his
letter to Obama.

An estimated 1.5 million Armenians were killed by the Ottoman Turks
from 1915-1923 in what was then the Ottoman Empire.

Obama, in a letter to the Armenian Reporter in 2008 while he was a
senator, pledged that “as President I will recognize the Armenian
Genocide. ”

Turkey, a close U.S. ally, has long denied there was a systematic
campaign to kill Armenians.

has been signed between Armenpress and Georgian GHN on April
17, establishing new guidelines for 2013-2014 cooperation. As
reports Armenpress, sides agreed to cooperate in media forums, in
implementation of joint social projects and organizations of photo
exhibitions in Armenia and Georgia.

Director of GHN news agency Gocha Mirtskhulava assured that
the memorandum would promote the deepening and strengthening of
historical, cultural and spiritual ties between the two nations. “This
memorandum will give an opportunity to develop Armenian-Georgian
press cooperation,” Mirtskhulava said.

Director of Armenpress Aram Ananyan considers the memorandum to be
a new start for efficient bilateral cooperation. “I am sure that
memorandum will give its results in nearest future, promoting the
extension of Armenian-Georgian friendly ties and cooperation,”
Ananyan said.

News agencies will take steps for the experience exchange
of journalist, editors and photographers, for the development of
bilateral cultural, trade and economic cooperation. There will be a
special coverage for the Armenian-Georgian joint enterprises.

the first time shown on April 22 on Russian channel “Culture”. The
film tells about 500th anniversary of Armenian typography and the
Armenian Genocide committed by Ottoman Turkey. As reports Armenpress,
referring to Armenian newspaper published in Russia, Andrey Kurenkov
is the filmmaker. The movie present the long and harsh way Armenian
books have passed through, from manuscripts to the first printed book.

Author of the film has shown the significance of the book and that
it has been the reflection of the mind, traditions and the talent of
Armenian nation for centuries. Book was also highlighted as a unifying
bridge during the Armenian Genocide.

Azerbaijan presents Iranian poet Nizami Ganjavi as Azerbaijani,
Abdolmajid Sharifzadeh, head of the Department of Traditional Arts of
the Iranian Academy of Arts, told Iran’s state-run news agency IRNA in
an interview.

The Iranian scientist said, in part, “After the collapse of the USSR,
some countries try to enrich their history and culture by distorting
the Iranian culture. For instance, Azerbaijan, citing the city of
Ganja (Gandzak), currently located in the territory of Azerbaijan,
presents Iranian poet Nizami Ganjavi as Azerbaijani. However, the
historical facts show that Nizami was born in the Iranian city of
Rey.”

“Another Iranian poet, Moulavi, was born in the city of Balkh
(Afghanistan) and was buried in Turkey, and these countries try to
present his identity in a distorted way,” Sharifzadeh added.

“We found out recently that an Azerbaijani writer published an article
in a South Korean newspaper where Iranian poet Nizami Ganjavi is
presented as Azerbaijani. Iran’s Ferdowsi Foundation told the
newspaper that it should not publish wrong information and should
present the facts correctly,” said the Iranian scientist.

Armenians have no grounds for claims regarding the 1915 events,
Anadolu agency quotes Turkish Deputy Prime Minister Bulent Arinc as
saying on Tuesday.

“The Armenians have no grounds to say that the 1915 events were
“genocide””, Arinc said.

He said the 1915 events should not be assessed from the point of view
of the Armenians’ claims, but based on the research of historians.

Turkey earlier stated that it is ready to open historical archives,
Arinc said.

“The Turkish government is ready to open all archives to investigate
the 1915 events. Unfortunately, Armenian officials have not yet
responded to this proposal,” Arinc said.

Armenia and the Armenian lobby claim that Turkey’s predecessor, the
Ottoman Empire committed genocide in 1915 against Armenians living in
Anadolu. Their efforts have achieved the recognition of the ‘Armenian
Genocide’ by the parliaments of several countries.
