The Ties That Bind Washington to Chechen Bombers

By Wayne Madsen
(USA)

To scan the list of major American supporters of the Chechen secessionist
movement, which at some points can hardly be distinguished from Chechen
terrorists financed by U.S. allies Saudi Arabia and Qatar, is to be
reminded of some of the most notorious U.S. Cold War players.Evidence is
mounting that the accused dead Boston Marathon bomber Tamerlan Tsarnaev,
allegedly killed during an April 19 shootout with police in Watertown,
Massachusetts, became a «radicalized» Muslim while participating in a
covert CIA program, run through the Republic of Georgia, to destabilize
Russia’s North Caucasus region=85 The ultimate goal of the CIA’s campaign was
for the Muslim inhabitants of the region to declare independence from
Moscow and tilt toward the U.S. Wahhabi Muslim-run governments of Saudi
Arabia and Qatar. The Western corporate media largely ignored an important
story reported by Izvestia in Moscow: that
Tamerlan Tsarnaev attended seminars run by the Caucasus Fund of Georgia, a
group affiliated with the neo-conservative think tank, the Jamestown
Foundation, between January and July 2012. The U.S. media reported that
during this six month time frame, Tsarnaev was being radicalized by
Dagestan radical imam «Abu Dudzhan», killed in a fight with Russian
security forces in 2012. Tsarnaev also visited Dagestan in 2011.

However, in documents leaked from the Georgian Ministry of Internal
Affairs’ Counterintelligence Department, Tsarnaev is pinpointed as being
in
Tbilisi taking part in «seminars» organized by the Caucasus Fund, founded
during the Georgian-South Ossetian war of 2008, a war started when Georgian
troops invaded the pro-Russian Republic of South Ossetia during the Beijing
Olympics. Georgia was supported militarily and with intelligence support by
the United States and Israel, and the American support included U.S.
Special Forces advisers on the ground in Georgia. The Georgian intelligence
documents indicate Tsarnaev attended the Jamestown Foundation seminars in
Tbilisi.

The Jamestown Foundation is part of a neo-conservative network that
re-branded itself after the Cold War from being anti-Soviet and
anti-Communist to one that is anti-Russian and `pro-democracy.’ The network
not only consists of Jamestown and the Caucasus Fund but also other groups
funded by the U.S. Agency for International Development (USAID) and George
Soros’ Open Society Institute (OSI).

Georgia has become a nexus for the U.S. aid to the Russian opposition
trying to oust President Vladimir Putin and his supporters from power. In
March [2010], Georgia sponsored, with CIA, Soros, and British MI-6 funds, a
conference titled `Hidden Nations, Enduring Crimes: The Circassians and the
People of the North Caucasus Between Past and Future.’ Georgia and its CIA,
Soros, and British intelligence allies are funneling cash and other support
for secessionism by ethnic minorities in Russia, including Circassians,
Chechens, Ingushetians, Balkars, Kabardins, Abaza, Tatars, Talysh, and
Kumyks».

The March 21, 2010 conference in Tbilisi was organized by the Jamestown
Foundation and the International School of Caucasus Studies at Ilia State
University in Georgia. If Georgian counter-intelligence documents have
Tamerlan Tsarnaev attending Jamestown conferences in Tbilisi in 2011, could
the Russian FSB have tracked him to the Jamestown Hidden Nations seminar in
March 2010? In any event, a year later the FSB decided to contact the FBI
about Tsarnaev’s ties to terrorists.

The first Russian request to the FBI came via the FBI’s Legal Attache’s
office at the U.S. embassy in Moscow in March 2011. It took the FBI until
June of 2011 to conclude that Tamerlan posed no terrorist threat but it did
add his name to the Treasury Enforcement Communications System, or TECS,
which monitors financial information such as bank accounts held abroad and
wire transfers. In September 2011, Russian authorities, once again, alerted
the U.S. of their suspicions about Tamerlan. The second alert went to the
CIA. By September 2011, Russian security agencies were well aware that the
Hidden Nations seminar held a year earlier was a CIA-sponsored event that
was supported by the Mikheil Saakashvili government in Georgia and that
other similar meetings had been held and were planned, including the one
that Tamerlan Tsarnaev was to attend in Tbilisi in January 2012.

At some point in time after the first Russian alert and either before or
after the second, the CIA entered Tamerlan’s name into the Terrorist
Identities Datamart Environment list (TIDE), a database with more than
750,000 entries that is maintained by the National Counterterrorism Center
in McLean, Virginia.

The Jamestown Foundation is a long-standing front operation for the CIA, it
being founded, in part, by CIA director William Casey in 1984. The
organization was used as an employer for high-ranking Soviet bloc
defectors, including the Soviet Undersecretary General of the UN Arkady
Shevchenko and Romanian intelligence official Ion Pacepa. The Russian
domestic Federal Security Bureau and the SVR foreign intelligence agency
have long suspected Jamestown of helping to foment rebellions in Chechnya,
Ingushetia, and other north Caucasus republics. The March 21 Tbilisi
conference on the north Caucasus a few days before the Moscow train
bombings has obviously added to the suspicions of the FSB and SVR.

Jamestown’s board includes such Cold War era individuals as Marcia
Carlucci; wife of Frank Carlucci, the former CIA officer, Secretary of
Defense, and Chairman of The Carlyle Group [Frank Carlucci was also one of
those who requested the U.S. government to allow former Chechen Republic
‘Foreign Minister’ Ilyas Akhmadov, accused by the Russians of terrorist
ties, to be granted political asylum in the U.S. after a veto from the
Homeland Security and Justice Departments], anti-Communist book and
magazine publisher Alfred Regnery; and Caspar Weinberger’s Deputy Assistant
Secretary of Defense for Public Affairs Kathleen Troia «KT» McFarland.
Also
on the board is former Oklahoma GOP Governor Frank Keating, the governor at
the time of the 1995 Murrah Federal Building bombing.

Cooperating with Jamestown in not only its north and south Caucasus
information operations, but also in Moldovan, Belarusian, Uighur, and
Uzbekistan affairs, is George Soros’s ubiquitous Open Society Institute,
another cipher for U.S. intelligence and global banking interests. Soros’s
Central Eurasia Project has sponsored a number of panels and seminars with
Jamestown.

Russian security indicated in their first communication with the FBI that
Tamerlan Tsarnaev had changed drastically since 2010. That change came
after the Hidden Nations conference in Tbilisi. U.S. support for Chechen
and North Caucasus secession came as a result of a public statement on
August 2008 by GOP presidential candidate John McCain that «after Russia
illegally recognized the independence of South Ossetia and Abkhazia,
Western countries ought to think about the independence of the North
Caucasus and Chechnya».

Upon becoming President in 2009, Barack Obama adopted McCain’s proposal and
authorized CIA support for North Caucasus secessionists and terrorists with
money laundered through the USAID, the National Endowment for Democracy,
Soros’s Open Society Institute, Freedom House, and the Jamestown
Foundation. In January 2012, Obama appointed a Soros activist and neocon,
Michael McFaul of the right-wing Hoover Institution at Stanford University,
as U.S. ambassador to Moscow. McFaul immediately threw open the doors of
the U.S. embassy to a variety of Russian dissidents, including
secessionists from the North Caucasus, some of whom were suspected by the
Russian FSB of ties to Islamist terrorists.

[image: tamerlan]Whether
Tamerlan Tsarnaev was always a CIA asset and participated in a `false flag’
operation in Boston and became an unwitting `patsy’ in a CIA plot, much
like `U.S. Marine `defector’ to the Soviet Union Lee Harvey Oswald became a
`patsy’ in President Kennedy’s
assassination,
or he was indeed radicalized in an attempt to infiltrate him into the ranks
of the Caucasus Emirate and decided to defect and carry out a terrorist
attack against the United States may never be known. If the latter is the
case, Tsarnaev is much like Osama Bin Laden, once a CIA fighter in the
field in Afghanistan who allegedly decided to launch a jihad against the
United States. If Tsarnaev was a `patsy’ like Oswald, that might explain
the setting off of an incendiary device at the John F. Kennedy Library in
Boston ten minutes after the twin bombings at the Boston Marathon. After
Boston Police stated the fire was caused by an explosion, the Boston Fire
Department went into cover-up mode and tried to claim the fire could have
been caused by someone tossing a cigarette on to flammable material.

Democracy Against Freedom

Democracy Against Freedom

Antique democracy originated not as an opposition to tyranny, but
rather as a method of suppressing freedoms, and it is because of this
that the ancient civilization suppressed and, in the end, destroyed
the culture. New democracy emerged as a way of organizing social
exploitation, which led to bloody and senseless class revolutions.
Then liberal democracy was invented, which, now, has been replaced by
the left liberal doctrine, designed to bring the world to the point of
absurdity, that is, to suppress and defeat the right idea, which is
true freedom.

The Western community has become imperative police that was the
essence of the system and order. In the West, the neighbors do not
kill each other because there are the police. For example, in Eastern
Europe, the neighbors do not kill the neighbors, not because they fear
the police, but because they would feel inconvenient to other
neighbors.

The liberal-democratic system of values has nothing to do with the
slogan of the French Revolution, and, above all, is designed to get
rid of the concept of `freedom’ that is archaic and in the modern
world of crisis it is just funny.

The Western community, which, undoubtedly, involves also the Eastern
Europe, is overwhelmed with the wave of racism, Nazism and
anti-Semitism. Sure, anti-Semitism is the mirror of social moods.
Europe keeps boosting racism and anti-Semitism, while in the U.S.,
after the peak of anti-Semitism in the end of 2000, during the
presidential elections of George Bush, a stable level of anti-Semitism
was established. At the same time, in America, anti-Semitism, because
of the moods of lumpen and higher classes, became an element of
ideology of the middle class.

The kind of anti-Semitism of Henry Ford and Walt Disney does not exist
anymore, while the one of the prosperous and numerous middle class is
established. Which one is more dangerous? Western sociologists affirm
that racism and anti-Semitism of the middle class took the
national-social party of Germany to the power.

It would be naïve to see this kind of ideology as a reality of social
groups. Rather, anti-Semitism is born at the junction of
contradictions of Catholicism and Protestantism. For example,
paradoxically, with such rapid development of Islamic radicalism in
the Islamic countries, anti-Semitism was not born.

The strengthening of racism and anti-Semitism becomes an instrument to
cause a collapse of freedom principles, and the establishment of
democracy becomes a means to undermine freedoms because democracy
becomes a form of certain liberal-totalitarian methods without which
it is impossible to ensure legitimacy of the current
financial-economic systems and social relations.

Heads of leading Jewish NGOs of the U.S. categorically reject the fact
of strengthening of anti-Semitism, but other influential Jewish
representatives in New York, who pointed out V. Gusinski and B.
Berezovski, and to whom the Jewish leaders stand at attention or bend
(depending on the functional style), rather imaginatively share their
thoughts and reasons and motives for blowing up anti-Semitism in the
United States.

According to these powerful people, it is not about a new era of
anti-Semitism, but about liquidation of Israel. Not the Jews, but
Israel is the subject of hatred in the American community. My
U.S.-based Jewish friends, who are from Odessa and Baku and who are
quite successful in the United States, affirm that the `peak of Jewish
pride’ has already passed, and the era or saying goodbye to the
illusions of `values’ came back.

`Only the Russian and Eastern-European culture’ may save the Jews, but
we understood this quite late’. Perspicacious observers affirm that
this period didn’t start with Obama, but with the Bush administration
though this organization with its non-conservative figures was
maximally Jewish.

The `stone’ has been moved and it flew down the abrupt mountain, and
it can’t be stopped. But anyway, what are the reasons? The reason is
simple and evident: with the priorities of safety, no one wants to
hear about democratic values. Promotion of the interests of Israel
ceased to be an `untouchable’ tenet of the U.S. policy and, especially
in Europe, from where no fewer Jews have left than from Eastern
Europe. For example, over the past 25 years, the number of Jews in the
UK fell from 700 to 270 thousand.

The `classic’ country of anti-Semitism is Great Britain, which
finished its project of `Balfour’ and finally dismissed Israel. This
is an important sign of revision of what was grandiloquently called
`Western values’.

Though strange it may seem, but the American Christian fundamentalism
is the last shelter of interests of Israel in the U.S. The point is
not the Jews or anti-Semitism, even not racism. The international
community chose concrete interests, in other words, the era of
liberal-democratic values has gone, and in the best case, the 19-th
century came back with its prelude nightmares.

Those who are trying to compare Atlantic and Eurasia, face the reality
that Russia is experiencing the same problems as the West, and at some
point though, it will anyway accept the consolidation doctrine of the
Western community. Certain states of the West are trying to prevent
solidarity between Atlantic and Eurasia, but they do not have the
strength or genuine ambitions to pursue this policy. `The leaders of
the world community are lost, their policy is lax, and the main thing
is to stand firmly on their positions.’

Azadlig: Mamedyarov leaves for Israel for getting support; experts
doubt in success of the visit

19:19 22/04/2013 » REGION

Visit of Foreign Minister of Azerbaijan Elmar Mammadyarov to Israel
became a subject of various debates. According to the newspaper
“Azadlig”, Foreign Minister’s visit to the country, where it does not
have even an embassy, looks strange. There is no embassy because of
the inexpediency regarding tensions between Iran and Israel. In
addition, the head of the press service of the Foreign Ministry Elman
Abdullayev in connection with the visit of Minister to Israel stated
that no official documents will be signed.

According to the newspaper, Mammadyarov leaves for Israel because of
the complicated relations between the West and the ruling regime in
Azerbaijan. “The Azerbaijani authorities asked for help from Israel
for alleviating the pressure of the West and ensuring the
normalization of bilateral relations.

Especially after the statements pronounced on Baku by the
representative of U.S. State Department Thomas Melia, the Azerbaijani
authorities realized that they need Israel’s help. The statement of
the Azerbaijani Foreign Ministry regarding the fact that Azerbaijan,
as a member of the UN, is closely monitoring the developments in the
Middle East and cannot remain indifferent serves for a diversion.
However, experts believe that the visit may be unsuccessful, taking
into consideration the revelatory articles about the ruling regime of
Azerbaijan in leading Israeli mass media,” Azadlig writes.

Commémoration du 98e anniversaire du génocide arménien à Diyarbakir

jeudi 25 avril 2013

in a home match against Kharkov’s Metalist, Armsport.am reported.

The two Ukrainian teams ended the previous matches 1-0, with Shakhtar
being the winner four times.

The highest score was recorded in the 2000-2001 tournaments when the
Donetsk team sportsmen beat the opponent 8-0. That was the second
major success for Shakhtar. The team had earlier held a crucial

Community head: Armenians of Nagorno-Karabakh could not resist
Azerbaijan without outside forces

26 April 2013, 16:32 (GMT+05:00)

Armenians living in Nagorno-Karabakh could not resist Azerbaijan
without the support of other forces, Chairman of the Azerbaijani
Community of Nagorno-Karabakh public union, head of the Shusha
executive power, Bayram Safarov, said on Friday.

“Without outside influence, Armenians living in Nagorno-Karabakh would
fail to violate the Azerbaijani laws,” Safarov said.

He said that dialogue is the only way out for Armenians. This is also
recognised by the international organisations.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. are
currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of Nagorno-Karabakh and the surrounding
regions.

Russian FM: Progress in consideration of possible Armenian cooperation
with Customs Union

There is progress in the establishment of Armenian cooperation with
the Customs Union (CU) and the Common Economic Space (CES), Russian
Foreign Minister Sergei Lavrov said on Thursday following a meeting
with his Armenian counterpart Eduard Nalbandian in Moscow, news.am.
reported.

“We noted progress in the execution of the agreements between the
heads of states (Russia and Armenia) regarding the consideration of
the possibilities of Armenia’s cooperation with the CU and CES. We
appreciate the work of the joint Russian-Armenian commission
established for this purpose, which was formed to weigh relevant
issues,” Lavrov said.

He also expressed his hope that a memorandum on cooperation between
the Eurasian Economic Commission for Europe (ECE) and the Government
of Armenia signed on April 10 will give dynamics to the process of
rapprochement between Armenia and the CU.

26 April 2013

If Yerevan’s position actually coincides with the OSCE Minsk Group’s
position, as Armenian Foreign Minister Edward Nalbandian says, Armenia
must immediately withdraw its troops from the occupied territories of
Azerbaijan, spokesman for the Azerbaijani Foreign Ministry Elman
Abdullayev told Trend today.

“The OSCE Minsk Group indicated the call for withdrawing the
occupation forces from the territory of Azerbaijan in its resolutions
of 1993,” he said.
Abdullayev said that Yerevan must also remember that heads of the OSCE
Minsk Group co-chairing countries – the presidents of France, the U.S.
and Russia have repeatedly confirmed in their statements, signed in
L’Aquila, Moscow and Deauville, that maintaining the status quo in the
region is unacceptable.
Earlier, Armenian Foreign Minister stressed at a press conference in
Moscow that Yerevan’s position coincides with the OSCE Minsk Group’s
position.
The conflict between the two South Caucasus countries began in 1988

Lack of genocide recognition is a disgrace

The Burbank Leader, CA
April 26 2013

News-Press Editorial: Lack of genocide recognition is a disgrace

April 26, 2013 | 4:28 p.m.

On a Saturday night some 98 years ago this week, more than 200
Armenian intellectuals and community leaders living in Constantinople,
today’s Istanbul, were rounded up by the government. The political
party in power, the “Young Turks,” did not want their kind in the
country, breathing the same air, using the same resources, making
lives for themselves and their families. They were imprisoned and most
were later executed.

Were it not for the prominence of the victims of that April 24, 1915
event, there might have been even further delay in word spreading
across the globe that a systematic elimination of Armenians was
underway. Historians estimate that about 1.5 million people were
either slaughtered outright or banished to a Syrian desert, where they
starved to death. Women and children suffered unimaginable horrors at
the hands of their tormentors. The terror continued into the 1920s.

Armenians living today – as well as those who stand
shoulder-to-shoulder with them, decrying human-rights atrocities –
mark that spring date with solemn commemorations and vocal protests.
Some 20 countries have heard their cries and formally recognized the
events of those years as genocide. Uruguay led the way back in 1965.
More recently, Canada, France, Germany, Greece, Italy, Russia and
several others joined the chorus. A majority of our states have also
recognized the atrocities.

But the federal government of the United States has not yet been able
to summon enough courage to formally speak the truth of the Armenian
genocide, apparently out of fear it will jeopardize relations with the
Turkish government. Our president, Barack Obama, skirted the use of
the word “genocide” yet again in his annual statement on the occasion
of the anniversary, despite a 2008 promise to “recognize the Armenian
Genocide.”

Our country must use its mighty voice to pressure Turkey to
acknowledge the genocide, provide some restitution to families whose
predecessors lost all of their belongings during that period, and make
a formal apology to the Armenian people. Any action short of that
belies all that we stand for and is nothing short of a disgrace.

Heritage party member criticizes survey conducted by GALLUP
International association

April 27, 2013 | 19:31

YEREVAN.- Armenian authorities decided to apply to the foreign GALLUP
International association after receiving shameful surveys by local
sociologists, member of Heritage party said.

`GALLUP is a famous American organization but the reliability of the
survey results does not exceed a few percent. However, a female
adventurer, who lives in the Baltic, has registered an organization
with the same name and has reached a deal with the ruling circles of
Armenia. They paid her and the employees of this organization come to
Armenia and conduct their public opinion polls,’ Stepan Safaryan said
voters in Erbuni district.

Safaryan believes the result of pseudo-survey, which claims the
Republican Party of Armenia will get 41 percent, is untrue.
