TRANSPARENCY INTERNATIONAL: GOVERNMENT’S PLEDGES TO BATTLE CORRUPTION ARE RIDICULOUS

The Transparency International Anti-Corruption Center issued a
statement ridiculing the Armenian government’s lofty pledges that it
is committed to systematic reform and stamping out official corruption.

The Center argues that President Sargsyan’s ratification of the
new government on May 8 indicates he is satisfied with the work
the ministers are doing despite more people thrown into the grip of
poverty and the deepening exodus from Armenia over the past five years.

The new cabinet, the statement notes, will only see three new faces.

“Thus we can only conclude that the opinions and sentiments of a
large segment of the public are not being taken into account. Rather,
they are being derided. The authorities are thus satisfied with being
accountable only to those forces that ensure the survivability of
the system,” the statement concludes.

La cour d’appel d’Ankara a jugé mercredi que les deux hommes condamnés
pour le meurtre en 2007 du journaliste arménien Hrant Dink n’avaient
pas agi seuls et qu’ils faisaient partie d’un complot plus large.

La décision des juges ouvre la voie à un nouveau procès dans cette
affaire qui fait débat depuis des années en Turquie.

Hrant Dink, ouvertement critique de la politique d’Ankara vis-à-vis
des 60.000 chrétiens formant la minorité arménienne du pays et
vis-à-vis de l’Arménie voisine, a été abattu par balles devant les
locaux de son journal, Agos, à Istanbul en 2007.

L’assassinat a provoqué des manifestations monstres et suscité les
critiques de l’Union européenne, dont la Turquie veut devenir membre.
Deux hommes ont été condamnés en 2012 à des peines de prison pour ce
meurtre.

“Nous sommes en possession de fortes preuves démontrant que des
responsables d’Etat étaient impliqués dans le complot. Ces preuves
figurent même dans le rapport du procureur. Le parquet doit rouvrir le
dossier”, a déclaré à Reuters Me Fethiye Cetin, l’avocat de la famille
Dink.

Two Republican and two Democratic congressmen have introduced a bill
in the US House of Representatives to recognize the mass killings of
Armenians at the hands of the Ottomans in 1915 to coincide with Prime
Minister Recep Tayyip ErdoÄ?an’s official visit to Washington for talks
with US President Barack Obama over the recent developments in the
Middle East.

The `Armenian Genocide Truth and Justice Act,” introduced by
representatives Michael Grimm, Adam Schiff, David Valadao and Frank
Pallone, calls on the US administration to recognize Armenian claims
that they were victims of a genocide at the hands of the Ottoman
Empire during World War I. President Obama had promised to recognize
the Armenian claims during his election campaign but has so far failed
to do so, referring to the events in annual presidential statements as
`Meds Yeghern,’ which means `great tragedy’ in Armenian, instead.

`The time for the U.S. to officially recognize the Armenian Genocide
is long overdue,’ Congressman Pallone was quoted as saying by Armenian
news website Panorama. `The U.S. has tirelessly defended justice and
human rights throughout the world, and we have a solemn duty to
recognize, once and for all, the injustices of the Armenian Genocide,”
Grimm was also quoted as saying by the site.

Turkey categorically denies the Armenian charges of genocide, saying
that there were deaths on both sides when Armenians revolted against
the Ottoman Empire in collaboration with the Russian army and invaded
eastern Anatolia to gain independence.

Glendale schools to take April 24 off

May 17–Glendale Unified students and teachers will have next April 24
off in commemoration of the Armenian Genocide, following an agreement
signed by school officials and the teachers union this week.

Thousands of students of Armenian descent typically skip class on
April 24 to participate in commemoration events, but the high truancy
rates can decrease the school district’s funding, which is tied to
attendance.

For years, parents, teachers and school officials have been discussing
making April 24 a non-work day, and finally next school year the day
off will be official.

The agreement reached on Wednesday, which lasts for a year, extends
the school year by three days, but makes Thanksgiving Break a
week-long affair and April 24 a non-instructional day.

The Armenian community hosts several events annually to commemorate
the genocide, including a march to the Turkish Embassy, and many
students take off to attend. Teachers also often request the day off.

Berdj Karapetian, chairman of the Armenian National Committee,
Glendale chapter, applauded the change in a statement Thursday.

“We commend the Glendale Unified School District and the Glendale
Teachers Assn. on their willingness to support the desire of their
students to properly pay tribute to the victims of the Armenian
Genocide without having to be absent from classes,” Karapetian said.

The genocide has never been officially recognized by the U.S.
government over fears of upsetting Turkey, a military ally in the
Middle East, despite repeated recognition attempts in Congress
spearheaded by Rep. Adam Schiff (D-Burbank).

Roughly 1.5 million Armenians were massacred by Ottoman Turks from
1915 to 1918, but Turkey, the governmental descendant of the Ottoman
Empire, staunchly denies that what happened was genocide.

During the campaign this spring for three school board seats, all
candidates said they supported making April 24 a non-instructional day
to allow the Armenian community to freely commemorate the tragedy.

“We have always wanted to have April 24 as a non-work day,” said Tami
Carlson, president of the teacher’s union. “We’re very pleased.”

99th Anniversary of the Pontian Genocide Statement by The Honourable
Jim Karygiannis, Member of Parliament for Scarborough-Agincourt

It is with a deep sense of reverence that I commemorate, with members
of the Pontian community, the 99th Anniversary of the Pontian
Genocide.

We pause to remember an atrocity perpetrated by the Ottoman Empire –
the deaths of over three hundred thousand Greeks between 1914 and
1922. We also remember the five hundred thousand individuals who were
made refugees.

During and in the aftermath of World War 1, the Pontian Greek
population of the Ottoman Empire faced persecution, massacre,
expulsion and death marches from the historic region of Pontus, the
southeastern Black Sea province of the Ottoman Empire, by the Young
Turk administration.

I am the grandchild of Greek Asia Minor refugees. My grandparents were
forced to flee to Greece. Members of the Pontian community have felt
the horror of this black chapter in the world’s history throughout the
decades. We pay homage to the victims and express solidarity with the
survivors and their descendants. This is a day we solemnly acknowledge
as we work toward a better future for all mankind.

I believe the Parliament of Canada and the Government of Canada have
the moral and ethical responsibility to recognize this atrocity. I am
working with members of the Canadian Pontian community and fellow
Parliamentarians to press both the Parliament of Canada and the
Government of Canada to officially recognize the Pontian Genocide.

Over the years, several of my fellow Parliamentarians and I pressed
Parliament to recognize the Armenian Genocide. On April 21, 2004, the
Parliament of Canada voted to recognize the Armenian Genocide. On
April 19, 2006, the Prime Minister affirmed that the Government of
Canada officially recognized the Armenian Genocide.

PanARMENIAN.Net – Yerevan State Medical University has achieved
recognition by Medical Board of California, Armenian Minister of
Education and Science Armen Ashotyan posted on his Facebook page.

`YSMU graduates may henceforth apply for Californian postgraduate
programs. The university’s international affairs department takes
relevant steps for the recognition of university programs in English
and in Russian by California Medical Board,’ the post reads.

It’s noteworthy that YSMU was earlier recognized by medical boards of
other countries as well.

The European Bank for Reconstruction and Development (EBRD) has
awarded a status of the most active issuer in Armenia in 2012 to
Ameriabank. The press service of Ameriabank told ArmInfo that the
official award ceremony took place in Istanbul during the event
organized by the EBRD within the Trade Finance Program.

The source says that the award demonstrates the active and efficient
trade finance activity of Ameriabank. To increase trade finance, the
Bank keeps on effectively cooperating with international financial
structures and recognized foreign banks. As a result, the loan
facility approved for Ameriabank already exceeds 100 mln USD.

Ameriabank remains a leader in trade finance in Armenia, expanding the
borders of cooperation with importers and exporters with every passing
day. In 2012 the total amount of servicing of export and import
operations via payment instruments exceeded 150 mln USD (75% more than
a year before). In Q1 2013 Ameriabank’s portfolio of letters of credit
and bank guarantees totaled almost 50 mln USD (90% more than a year
before). The amount of letters of credit doubled and bank guarantees
were up 56% as compared with Q1 2012.

During the same event the European Bank for Reconstruction and
Development (EBRD) awarded Ameriabank the status of confirming bank as
part of the Trade Finance Project. The status is of big importance for
development of trade finance in the region. This will boost exports
and make export letter of credit, confirmation and bank guarantee
service more accessible for exports. The status of confirming bank is
an achievement, as Ameribank has been included in the list of EBRD
confirming banks. This fact once again confirms the high status of
Ameriabank as a reliable and recognized business partner in the
international arena. In late November 2012 Ameriabank introduced a new
service – acceptance of letters of credit (an advising bank). The
first contract unique for the Armenian banking
system had been signed later connecting a foreign bank with an
Armenian company. Introduction of this service will give more
opportunities to Armenian companies to find new export markets. The
new banking service enables Ameriabank to boost cooperation with big
foreign banks to attract more trade finance customers. For this
purpose, Ameriabank has already introduced a service of issue of
letters of credit.

Ameriabank CJSC is a universal bank providing investment, corporate
and retail banking services in a full package of bank services. The
majority shareholder of the bank is America Group (since Nov 2011)
with 99.99% shares.

On the weekend of April 27 and 28, twelve high school students
participated in the last Model United Nations conference of the year.
It took place at the University of California, San Diego. Students
prepared months in advanced for their last opportunity to win the Best
Delegate award and take home the gavel.

This is Ferrahian’s first time participating in the UCSD MUN
conference. It is now added to the line-up of conferences at UCLA,
UCSB and UC Berkeley that students will attend. Like UCSB, this
conference is single delegation and follows the collegiate rules of
procedure. Most students are used to working with a partner when it
comes to going to Model UN conferences. However, this was not a
challenge for the delegates. They worked harder and they were aware
that the harder the work the closer they will be to winning the gavel,
which is the first place trophy of each committee.

This conference was the most impressive in terms of how well the
delegates preformed. Their months of hard work and research paid off.
Shushan Ginosyan, a senior who will be attending UCLA in the fall, was
able to woo the chairs of her committee and win the Best Delegate
award and the gavel. She participated in the Commission on the Status
of Women (CSW) committee representing Italy, where she spent two days
with senior Garni Dadaian, who represented Belgium, debating the topic
of Violence Against Woman. She was overwhelmed and couldn’t have been
happier, especially with it being her last conference of the year.
Shushan has participated in the MUN program since 8th grade, and has
won multiple awards since then including research awards and
Accommodation awards, which is third place. Shawnt Karakozian was the
other delegate who brought home an award. Shawnt participated in the
Crisis Committee. A crisis committee is a difficult room to be in,
seeing as at any second a crisis could break out and delegates have to
think quickly on their toes as to how to find a solution for a problem
that they had never heard of and had never given a second thought
about. This year’s Crisis Committee topic was Pandemic! Shawnt, also a
veteran Ferrahian Model UN delegate, took home a research award, which
is given to the delegate with the best position paper, and also took
home the Outstanding Delegate award, which is second place.

Every single delegate of the Ferrahian group preformed to their best
ability. They debated topics ranging from North African Migration into
Europe to Waste Management. They were able to research and step into
the shoes of UN delegates from around the world and give plausible
solutions to problems that are relevant world-wide today.

Will you please describe the last events in the domestic political
situation in the republic? Does the movement headed by Raffi
Hovannisian have prospects?

Raffi Hovannisian’s movement is an attempt to keep protesting moods
high in Armenia. That’s why he keeps traveling the country and
assuring the people that things will improve. I think things are
already improving. To speak against the regime is no longer a taboo in
Armenia. You can openly say what they think and nobody will touch you.
Raffi Hovannisian is politically correct and non-aggressive in
criticizing the regime, and this is his personal merit. I believe that
the key reason for Hovannisian’s success during the past presidential
election was that he is not like the other opposition leaders. “He is
a man from the West – the world our people are so eager to go to. His
success was a surprise for both the regime and the opposition – and I
doubt that the latter would be able to get as many votes as he did had
he not run for presidency.

Does it mean that refusal of these forces to run for president did
not play a crucial role?

Prosperous Armenia and ARFD had each its own reasons for not running
for presidency, but their refusal to run was not decisive for the
outcome of the race. The key reason why Raffi Hovannisian got so many
votes is that people no longer trust the regime. Had Raffi Hovannisian
been different, the regime would have tamed him by offering him a
post, a business or some other benefit. But he has proved that he
needs none of it. So, now he has to take a step a classical opposition
leader would take – he has to make a revolution. I think that the
regime has two ways to deal with Hovannisian: either to ignore him or
to start a dialogue with him. Serzh Sargsyan cannot ignore the
problems his country is facing. He must find a way-out. He must
understand why his people has refused to vote for him. He cannot
ignore the man who enjoys so high popularity.

Today’s Armenia is like the Soviet Union living its last days. The
Communists had to do something to keep their country from falling
apart. Yes, today our people are not yet attacking the presidential
palace, but almost half of them are no longer willing to live in
Armenia and are doing all they can do leave the country. Serzh
Sargsyan can hardly be efficient in his foreign policy with so weak
positions at home.

As I understand, the power prefers to place stake more on
disappointment of the society with Raffi, like in case of Levon
Ter-Petrosyan…

I don’t think that the disappointment will be as strong as in the
previous cases, as Raffi did not promise anything. He is not using
slogans like Serzh Go Away! and is not pushing the people to overthrow
the regime. He has just urged them to show who is the real master in
Armenia. And even if Hovannisian goes away, the people will not start
loving the regime just because the West loves it.

You pointed at Raffi’s `western’ nature. But if so, why did the West
recognize Serzh Sargsyan’s victory?

They in the West have stopped organizing color revolutions as they
have seen that any president will sooner or later do what they want.
It is much easier to control an illegitimate unpopular president than
a strong electee. Such was the case in Ukraine and Georgia. The same
is true for Armenia: our president has caused no single problem to the
West in the past five years, has he? They in the West are satisfied
with Sargsyan and see no need for replacing him with Raffi
Hovannisian. In his turn, Sargsyan hopes that the people will soon
lose faith in Hovannisian as they did in the times of Levon
Ter-Petrosyan.

Let’s suppose that the West is merciful to Armenia’s joining the Customs Union…

Unfortunately, the prospect of Armenia’s joining the Customs Union is
revised only from the political, pro-power or opposition point of
view, and nobody presents the economic context. There are zones of the
influence interests in the geo-politics, which the powers of the world
ignore, as they think that these zones do not belong to them. It has
turned out that the West has got a special attitude to Armenia and CIS
countries, although the West recognizes the leading role of Russia
with few exceptions. The EU only says that any integration unions must
not contradict the obligations of Armenia on the Contract on
Armenia-EU Free Trade and WTO. The given issue should be revised,
first of all, from the economic point of view: what benefits Armenia
will have in case of joining the Customs Union. Hundreds of parameters
must be revised and analyzed thoroughly. And only after that we can
revise the prospects of Armenia’s membership in the Customs Union.

Levon Ter-Petrosyan said at the congress of ANC that the party has
come make a bourgeois-democratic revolution in Armenia. What does it
mean in today’s Armenian reality?

The statement by the leader of the ANC at the congress of the party
was inconclusive for me and other people in the congress hall, as
Levon Ter-Petrosyan did not open any brackets. For this reason, I
think this statement was not serious.

Ter-Petrosyan simply made an attempt to justify some his steps, which
I think were wrong from the very beginning. In particular, to remove
wealthy people from the power and to place stake on them in the
policy. Any steps of any party should be assessed by the society,
raise its rating, add trust and support, and increase the number of
its supporters. Speaking about the necessity of making a
bourgeois-democratic revolution today, Ter-Petrosyan just meant the
necessity of withdrawal of two-three wealthy persons from the power
pyramid. In this case ANC mixes up the cause and consequence. From
the economic point of view, the availability of oligarchs in the power
is wrong. But if, let us say, Samvel Aleksanyan is removed from the
power, and the power system is not changed, somebody else will
immediately occupy his seat, but he will be in no way different from
the given oligarch.

You said that Armenia is more and more like the USSR during the last
years of its existence. How can we overcome such a backwater?

Should those in power in Armenia decide to develop their economy,
they will be able to do it in a month by just creating free market
conditions. The best example is Kazakhstan, where elections are not
democratic either but where market relations are free and economy is
liberal. They have no oligarchs or monopolists. In fact, the Kazakh
President is doing what his counterparts did in Chile or China. In the
last years many dictatorships have shown an inclination to reform
their economies, which is not, alas, the case in Armenia.

Iommi remarks: `Congratulations to my friends, The Dorians, on making
it to the final of the Eurovision Song Contest tomorrow.’

He also thanked everyone, who supported them and added: `Don’t forget,
we need your help again on Saturday (May 18th).’

The finals for the Eurovision Song Contest 2013 are being held in Malmö, Sweden.

The 65-year-old rock legend penned the rock ballad titled Lonely
Planet for Armenia.
