Yerevan /Mediamax/. Ministers of Justice of Georgia and Armenia Tea
Tsulukiani and Hovhannes Manukyan signed a memorandum of understanding
and cooperation in justice in Tbilisi.

“We agreed to set up task forces for cooperation in various areas.
They will be studying and adopting positive practice in the judicial
system, notaries, civil and public registers”, said Tea Tsulukiani.

According to her, the Armenian side may be interested in Georgia’s
practice in specification of election lists.

Tea Tsulukiani also stated Tbilisi’s interest in the Armenian practice
of reforming Bar Association.

The RA Special Investigation Service had made a decision rejecting the
initiation of a criminal case for violence used against 76-year old
Zinaida Gyozalyan and Veles NGO president Marina Poghosyan. The latter
consequently appealed the decision, while today, March 6, the Court of
General Jurisdiction of Arabkir and Kanaker-Zeytun administrative
districts, representated by Judge Levon Avetisyan, rejected the
appeal, stating it as ungrounded.

According to Poghosyan, on March 17, 2014, during an eviction of
residents of a textiles shop on Abovyan St., employees from the
Judicial Act Compulsory Enforcement Service subjected 75-year old
Zinaida Gyuzalyan to violence and when she tried to intervene, they
locked her in a room. Afterwards, the employees used violence against
Poghosyan by taking her outside the residence and throwing her down
the stairs. According to the investigator of the case, the service
employees had “gently embraced the human rights defender.”

Marina Poghosyan, who appealed to the court, noted that investigator
Arakelyan had not only showed inaction, for example, not organizing a
confrontation or taking into account the fact that they had called the
police and others multiple times that day, but also allowed an
official fraud, issueing four identical testimonies of the victims.

Poghosyan also noted that the day of the event she was present there
as a human rights defender and her name was not in the court decision,
so the Judicial Act Compulsory Enforcement Service employees had no
right to subject her to violence.

Prosecutor Yeritsyan was in court defending the SIS’ decision. He
countered, saying that Marina Poghosyan had created obstacles for the
representatives of JACES, and for that reason they “were made” to use
force.

Marina Poghosyan will appeal the decision to the Court of Appeals.

européen au tir à 10 mètres (20+20 balles). En finale, opposée à la
Hongroise Veronika Mayor, l’Arménienne s’est imposé 6 points à 4.
Lilit Mkrdtchian membre de l’école de tir des jeunes à Erévan, est
entrainée par Gaguik Meloyan. Chez les garçons, à 10 mètres sur cible
mobile parmi les 16 participants, Chant Sarkissian est 5ème avec 552
points, il ne parvint pas à atteindre les demi-finales. Razmig
Minassian est 13ème avec 527 points et Arthur Pétrossian est 14ème
avec 524 points. En équipe dans cette épreuve masculine, l’Arménie a
pris la 4ème place.

L’Arménie et le FIDA vont signer un accord de prêt pour le développement rural

Le gouvernement de la République d’Arménie et le Fonds international
de développement agricole (FIDA) ont signé un accord de prêt de 11
millions de dollars pour financer un programme d’appui aux
infrastructures et au financement rural dans les sept communautés de
la province du Shirak. Avec un coût total de 52,8 millions de $, le
projet appuyé par le FIDA est cofinancé avec une contribution de 25
millions de dollars du Fonds de l’OPEP pour le développement
international (OFID) ; 3,5 millions de dollars d’autres donateurs
bilatéraux ; 10,1 millions de $ du gouvernement d’Arménie et 0,9
millions de dollars provenant des institutions financières nationales.
La convention de financement a été signée à Rome par Armen
Harutyunyan, Vice-Ministre de l’agriculture et de Michel Mordasini,
vice-président du FIDA.

Le programme ciblera plus de 66 000 bénéficiaires, avec un accent
particulier sur les ménages dirigés par des femmes qui sont maintenant
plus nombreuses que les hommes car les jeunes quittent de plus en plus
les zones rurales à la recherche d’emplois. Les sept provinces
couvertes (Lori, Tavush, Gegharqunik, Vajots Dzor, Sjunik et
Aragatsotn) ont la plus forte incidence de la pauvreté rurale en
Arménie, mais aussi ont un potentiel agricole élevé pour sortir les
bénéficiaires de la pauvreté.

Depuis 1995, le FIDA a investi un total de 78,2 millions de dollars
dans six programmes et projets en Arménie bénéficiant environ 394 000
ménages ruraux.

Armenian News-NEWS.am presents an interview with Executive Director of
the Armenian National Congress of America Aram Hamparian.

What events is ANCA planning to hold in U.S. in connection with the
centennial of the Armenian Genocide?

The ANCA is a national organization – with offices, board, chapters,
and activists at the national, state and local levels – so we will be
organizing and supporting a broad range of both commemorative and
advocacy events across the United States.

Among these, of course, will be the Capitol Hill observance for
Members of Congress on April 22nd, and the May 7th program at the
National Cathedral featuring our Church leaders, President Sargsyan,
and our community leadership. There will be major marches in Los
Angeles and New York, and protests, vigils, conference, advocacy trips
and other programs in nearly every U.S state. In addition to these
civic efforts, we are seeing a blossoming of art, music, film,
literature and other cultural expressions of the Armenian experience
and our national aspirations. At the top of this list, of course, is
System of a Down’s Wake Up the Souls international tour.

Do you think we have to expect changes in U.S. policy on the Armenian
Genocide issue? What can happen that would lead U.S. to change its
stance on the matter?

The greatest ally of the truth is light. The Armenian Cause flourishes
in the sunshine of public scrutiny. This is because we are advancing
a moral cause. At the same time, we have seen that the worst
betrayals of our cause have been committed in the shadows.

The Centennial is, of course, drawing a great measure of attention to
Turkey’s denial of truth and obstruction of justice for the Armenian
Genocide. This has had the positive effect of moving policymakers to
do the right thing. Whether this public attention and our re-doubled
efforts are enough to break Turkey’s gag-rule on America remains to be
seen.

Turkey decided to hold the Battle of Gallipoli 100th anniversary
events on April 24. What moves are Armenians of America making to
neutralize Turkey’s propaganda?

The good news is that this transparent ploy didn’t fool anyone. It was
broadly rejected as a cheap trick, even by commentators in Turkey.
Nonetheless, we continue to educate U.S. officials about this shameful
stunt and to discourage American officials from attending.

April 24, 2015 has a huge importance for all Armenians and the
Armenians of U.S. What are your next moves? What ANCA is going to do
after April 24?

The Armenian nation is today on a march to justice. We have, in the
century since our near annihilation, risen up and rebuilt. We are
today, having developed a powerful diaspora, saved Artsakh, and
re-established our independence, starting this second century by
demanding and what is rightfully ours – not simply to honor our past
but to serve our future. Step by step, we are working to realize our
dreams.

Turkey’s denial of the Armenian Genocide represents a security threat
to Armenia and all Armenians. Justice for this crime remains an
essential key to Armenia’s survival and long-term viability. It is
that context that we are working for a truthful and just international
resolution of this crime, alongside our defense of Artsakh,
strengthening of Armenia, support for Javakhk, and other pro-Armenian
initiatives. Justice for the Armenian Genocide is a core aim of the
ANCA, a central element of our enduring struggle for Armenia’s place
at the table of nations – a struggle that began long before 1915 and
that will continue long after 2015.

Menaces, violence physique et emprisonnement de detracteurs
du gouvernement sont devenus la marque de fabrique du regime en
Azerbaïdjan alors que ce pays se prepare a accueillir les premiers
Jeux europeens, a declare Amnesty International mercredi 4 mars,
a 100 jours de la ceremonie d’ouverture.

Dans un nouveau rapport intitule Guilty of Defending Rights:
Azerbaijan’s human rights defenders and activists behind bars,
l’organisation souligne l’augmentation des persecutions subies
par les detracteurs du gouvernement, qui sont detenus sur la base
d’accusations mensongères, battus, menaces et prives de soins medicaux
urgents et d’avocats.

Au moins 22 prisonniers d’opinion languissent actuellement en
Azerbaïdjan dans l’attente d’un procès pour des faits inventes de
toutes pièces, allant de la fraude et du detournement de fonds a
l’usage de stupefiants et la trahison.

En juin 2014, le president Aliyev a affirme dans son discours a
l’Assemblee parlementaire du Conseil de l’Europe (APCE) que la
liberte d’expression, d’association et de reunion etait garantie
en Azerbaïdjan.

Pourtant, d’eminents defenseurs des droits humains ont decrit une toute
autre realite, en exposant en details plus de 90 cas de harcèlement,
d’intimidation, d’arrestations arbitraires et de poursuites motivees
par des considerations politiques visant des defenseurs des droits
humains, des journalistes et d’autres personnes osant critiquer le
gouvernement azerbaïdjanais. Les autorites n’ont pas tarde a reagir :
en quelques semaines, tous ceux qui avaient temoigne auprès de l’APCE
ont ete arretes, l’un après l’autre.

Leyla Yunus, militante des droits humains âgee de 60 ans, qui
figure parmi les plus vehementes et les plus en vue des critiques du
gouvernement, a ete arretee en juillet 2014, quelques jours après avoir
appele au boycott des Jeux europeens en raison du bilan deplorable
du regime en matière de droits humains.

Elle a indique a son avocat qu’un gardien de prison l’avait traînee
de sa cellule a une pièce vide où elle avait ete jetee par terre et
rouee de coups de pied. Une autre fois, un groupe d’hommes lui a fait
des gestes sexuellement menacants. Elle a passe les six derniers mois
en prison en attendant son procès, dans des conditions qui ont aggrave
ses problèmes de sante. Elle souffre de diabète et d’une hepatite C.

Leyla Yunus a ete inculpee de trahison, d’entreprise illegale,
d’evasion fiscale, d’abus de pouvoir, de fraude et de contrefacon. Ces
accusations, forgees de toutes pièces et motivees par des
considerations politiques, ont fait suite a de nouveaux règlements
que le gouvernement a introduits pour pouvoir fermer arbitrairement
les ONG et emprisonner leurs dirigeants.

Repression des journalistes

Les autorites ont intensifie la repression visant les journalistes
critiques a l’egard du gouvernement. Khadija Ismayilova, journaliste
d’investigation primee pour son travail, a ete arretee le 5 decembre
2014 sous l’inculpation farfelue d’incitation au suicide d’une
ancienne collègue.

Elle avait publie une liste de prisonniers politiques et enquetait sur
des allegations faisant etat de liens entre la famille du president
Aliyev et un projet de construction lucratif a Bakou. Avant son
arrestation, elle avait recu des menaces anonymes de publication
de photos intimes d’elle, probablement prises a son insu par des
agents du gouvernement pendant qu’elle se trouvait chez elle, si elle
n’abandonnait pas son travail.

Fausses accusations d’usage de stupefiants et de houliganisme contre
de jeunes militants

Les autorites s’en prennent egalement aux jeunes militants qui
les critiquent avec vehemence, en les accusant d’infractions a la
legislation sur les stupefiants ou de houliganisme. Les allegations
utilisees pour obtenir leur arrestation sont extremement douteuses
et les interrogatoires de la police axes sur leurs opinions politiques.

Faraj Karimov, un blogueur bien connu, a affirme avoir ete frappe par
des policiers qui voulaient lui faire > des faits ayant
trait a l’usage de stupefiants. Ces agents l’auraient en outre menace,
s’il ne signait pas des >, de > en placant des armes a leur domicile.

La violence est aussi monnaie courante en detention. Orkhan Eyyubzade,
militant en faveur de la democratie âge de 19 ans qui purgeait une
peine de detention administrative de 20 jours pour avoir participe a un
rassemblement pacifique >, a ete violemment attaque
par deux policiers. Il a indique a son avocat que ceux-ci l’avaient
force a se coucher a plat ventre, lui avaient menotte les mains
derrière le dos, arrache ses sous-vetements, l’avaient roue de coups
de poing et de pied et avaient menace de le violer avec une bouteille.

Aucune enquete efficace n’a ete menee sur ces allegations. En revanche,
il a ete accuse d’avoir agresse des policiers et condamne a deux
ans d’emprisonnement.

Commemorative Concert To Be Held At Cathedral Of St. John The Divine

COMMEMORATIVE CONCERT TO BE HELD AT CATHEDRAL OF ST. JOHN THE DIVINE

On April 25, Perspectives Ensemble, in cooperation with the Cathedral
of St. John the Divine of New York, the Reverend James Kowalski, dean,
and Kent Tritle, director of cathedral music, will present a one-hour
concert of Armenian classical and village music and “sharagans”
(church hymns) in commemoration of the 100th anniversary of the
Armenian Genocide. The concert celebrates the beauty and endurance
of Armenian culture.

Zulal

Featured artists include Zulal A Cappella Trio with Teni Apelian, Yeraz
Meschian, and Anais Tekerian, as well as Perspectives Ensemble harpist
Alyssa Reit, and flutist and artistic director, Sato Moughalian. The
concert will take place in the St. James Chapel of the Cathedral
Church of St. John the Divine, 1047 Amsterdam Ave. at West 112th
St. The event is free and open to the public.

The concert will also mark the release of Perspectives Recordings’
second CD of “oror”/lullaby Armenian music for flute and harp,
dedicated to the memory of all those who have “fallen asleep.”

In Armenian, Zulal means “clear water.” Zulal, the a cappella trio,
takes Armenia’s village folk melodies and weaves intricate arrangements
that pay tribute to the rural roots of the music while introducing a
sophisticated lyricism and energy. Zulal’s singers have been singing
together since 2002.

The trio celebrates the trials and joys of old Armenian village life:
budding romances in elevated gardens, the disappointments of hapless
suitors, secret messages placed upon the western winds, the moonlit
faces of shepherd boys and their brides… These are the searing
impressions of the past that come to life in Zulal’s arrangements,
reminders of a simpler past, tokens of comfort in the complex,
modern world.

Sato Moughalian

Perspectives Ensemble was founded by Moughalian in 1993 as the resident
ensemble for the series “Perspectives in Music and Art” at Columbia
University. The ensemble has presented thematic concerts as well as
programs on subjects that bridge the visual, musical, and literary
arts, consistently receiving the highest critical accolades.

The New York Times praised the “first-rate performances by accomplished
musicians,” “a superb recital by the Perspectives Ensemble,” and
“rhythms [that] were remarkably precise, supple and subtle.”

Perspectives Ensemble presents concerts and recordings that feature
the works of living composers and historic figures, shedding new
light on their work through explorations of music in the context
of time and place. Perspectives has collaborated with IberArtists in
programs of Spanish and Catalan music of the modernist movement and for
world premieres by Vadillo, Artero, Sotelo, and Erkoreka. Perspectives
Ensemble was recently appointed “artist in residence” of the Foundation
for Iberian Music, City University Graduate Center. The New York
Times called the ensemble’s performance of “El Amor Brujo” stunning:
“Perspectives Ensemble worked [without a conductor], yet gave a
performance that was remarkably polished, fastidiously balanced,
and full of electricity.”

Perspectives Ensemble has presented in the Stern Auditorium of Carnegie
Hall, the 92nd Street Y, Lincoln Center, Columbia University, New York
University, the Rubin Museum, and the Ethical Culture Society, and has
recorded for Sony Classics, Newport Classics, and New World Records,
among others. It was the resident ensemble for the Young People’s
Chorus of New York’s Transient Glory commissioning program, and has
served as a resident ensemble for the Miller Theatre’s groundbreaking
“Pocket Concerto Project.”

Recordings include “Sonnets to Orpheus” by Richard Danielpour (Sony),
“Recollections” by Karl Husa (New World), and Charles Tomlinson
Griffes’ “Goddess of the Moon” (Newport). “The performances by the
Perspectives Ensemble, an outstanding aggregation based in New York,
are first-rate, with particularly fine playing by the flutist Sato
Moughalian,” wrote the New York Times. Most recently, Perspectives
Ensemble released a critically acclaimed CD featuring the works
of Xavier Montsalvatge with soloists Timothy Fain, violin, Sato
Moughalian, flute, Sasha Cooke, mezzo, and Angel Gil-Ordoñez in 2013
on the Naxos label.

The April 25 program is made possible by the generous support of

Prosperous Armenia party leader Gagik Tsarukyan made a statement on
his retirement from politics on Thursday.

Political engineer Vigen Hakobyan, Chairman of the Armenian Institute
of International and Security Affairs (AIISA) Styopa Safaryan and
ex-member of Armenia’s Parliament Azat Arshakyan commented on the
statement in an interview with Tert.am.

“Nothing unexpected has happened. Immediately after Moscow’s messengers
held talks with President Serzh Sargsyan and Gagik Tsarukyan in
Yerevan information leakage followed, and Gagik Tsarukyan retires
from politics. That is, Gagik Tsarukyan would do what Serzh Sargsyan
demanded at the meeting of the ruling Republican Party of Armenia
(RPA),” Mr Hakobyan said.

The demand was satisfied, and the new status was legalized. Mr
Tsarukyan retires from politics, but remains a businessman – not an
influential oligarch, but a big businessman.

Mr Arshakyan welcomes Mr Tsarukyan’s decision.

“I am glad that a woman politician was nominated, especially Naira
Zohrabyan, who has been well known to the public for a long period,”
he said.

Mr Tsarukyan declined this way thus enabling his party to embark
on an alternative way – one that would not pose a threat to his
fellow-countrymen’s security.

“A new course, new people and a new program. But it should be an
alternative program, the one that has been on the agenda until now,”
Mr Arshakyan said.

Mr Tsarukyan retired from politics at the right moment.

“The program the Prosperous Armenia party has implemented for the past
two months was a dangerous way. If a man announces his intention to
go to snap elections to root out the evil authorities, it means that
he has rejected this way,” Mr Arshakyan said.

According to Mr Safaryan, Mr Tsarukyan has retired from politics
forever.

“I can be said with confidence because he has placed himself outside
his own party and states he is not going to have anything in common
with it any longer.”

Asked if Mr Tsarukyan was to be expected to make such a decision,
Mr Safaryan said:

“Mr Tsarukyan was facing numerous risks, without reckoning with all
of them. In this respect, he was certainly expected to make such
a decision.”

With respect to the Prosperous Armenia party itself, Mr Safaryan said
that the task is to cause the party to re-take its course of 2007.

“That is, there must be a political force that could be critical of
the ruling party, without posing a threat to it.”
