Glandale Navy honors ethnic Armenian

When Paul Ignatius first stepped aboard a Navy ship, he was anxious.
Japan had already attacked Pearl Harbor and the war in the Pacific was
going strong.

Ignatius – a Glendale native who attended Mark Keppel Elementary
School, Toll Middle School and Hoover High School – was responsible
for weapons aboard an aircraft carrier that would see heavy action,
the USS Manila Bay.

He would go on to have a distinguished career that would eventually
see him serve as Secretary of the Navy. But never did Ignatius expect
that one day, the Navy would name a new missile destroyer, the
backbone of the fleet, after him, though the ship has not yet been
built, Glendale News-Press reported.

Now, nearly seven decades later, that’s just what has happened.

Earlier this week, the 92-year-old stood before top military brass at
a Pentagon ceremony as the Secretary of the Navy named the newest
Arleigh Burke-class destroyer – a 509-foot long ship known as the
workhorse of the fleet that can fight air, surface and underwater
battles simultaneously – USS Paul Ignatius.
Ignatius said he was overwhelmed.

“It’s a great honor,” he said by phone from Washington, D.C.”I didn’t
expect it.”

The descendant of Armenian immigrants, Ignatius was commissioned in
the Navy in June 1942. He had just started studies for his MBA at
Harvard Business School after graduating from USC. He would spend four
years as a naval officer before returning to school.

During his service, he participated in the Battle of Leyte Gulf,
considered one of the largest naval battles of World War II. Fought
near the Philippine Islands, Ignatius saw two kamikaze pilots –
Japanese military aviators who crashed into targets on suicide
missions – slam into the USS Manila Bay during the battle.

“We managed to save the ship and survive,” Ignatius said. “I loved the
Navy and I loved the responsibility that I had on the ship.”
After completing his studies at Harvard, he became a professor there.
With two colleagues, he later started a consulting company that dealt
with several defense projects, including the Polaris missile, a
nuclear weapon.

“Because of that experience over a 10-year period, I knew quite a lot
about the Defense Department,” Ignatius said.
And then in 1961, then-Secretary of Defense Robert McNamara offered
Ignatius a job as assistant Secretary of the Army. Ignatius hit it off
with McNamara – also from California and a Harvard alum – early and
quickly became one of his principal assistants.

Ignatius spent eight years in the Pentagon, the final two as Secretary
of the Navy. It was a tumultuous time that included the Cuban missile
crisis, the North Korean capture of a US intelligence-gathering ship,
and the Vietnam War, which Ignatius said will remain a point of
controversy “until the end of time.”

Ignatius set the standard for what secretaries of the Navy should be,
Ray Mabus, who currently holds that title, said at the naming ceremony
Tuesday.

Ignatius served under presidents John F. Kennedy and Lyndon B.
Johnson. After leaving government service, he went on to become
president of the Washington Post, and later, chief executive of the
Air Transport Assn.

He now spends his retirement sitting on various philanthropic boards
that focus on at-risk youth.

“There are sailors who will sail on the Paul Ignatius who have not yet
been born today,” Mabus said during the ceremony before unveiling
another surprise for Ignatius: hats embroidered with the ship’s name
for him and his family members.

It typically takes years for Navy ships to be built, but Ignatius
hopes to one day board his namesake.

“I’ve got to talk to my doctor to be sure to keep me going because I
want to be around when she’s complete,” Ignatius said.

YEREVAN. – Following the recent tragic incident in Armenia’s Goris
city, Governor Suren Khachatryan of Syunik Region handed in his
resignation and, subsequently, Deputy Governor Ara Dolunts was
appointed Acting Governor, Chorrord Inknishkhanutyun (CI) daily
recalls.

`He [i.e., Dolunts] is Acting Governor, and this fact has caused a
variety of rumors. Incidentally, there is a group among the ruling
circles [of Armenia] that works against the appointment of Dolunts [as
governor].

According to CI’s information, Colonel Melikset Poghosyan’s (Melo)
candidacy as future governor is circulated, too. He is a fellow
countryman of [President] Serzh Sargsyan. Melo [just like Sargsyan]
was born in Tegh village of Goris region.

Melo took part in the Artsakh [i.e., Nagorno-Karabakh] movement. He
commanded a volunteer [military] unit in the years of the [Karabakh]
war. Afterward, he was a brigade commander for a long time, and he is
Goris Military Commissar since 2007. He was awarded the Order of the

YEREVAN, JUNE 15, ARMENPRESS: Azerbaijan will make threats of
beginning the war more in future but it can not become large-scale
military operation. About this said political scientist Ara Papyan
during the press conference on June 15. `Aliyev can not begin war
as Western forces will not let it and without international permission
he can do such step,’ he said, reports `Armenpress’. Papyan
highlights that already during the first hours of the war Azerbaijani
oil and gas resources can be totally destroyed where western
countries have invested huge capitals. According to him to the forces
who had made investments do not want war and they will
never let it.

The political scientist is sure that Azerbaijani army has not
dominance over Armenian in order to start war. `The billions spent
on Azerbaijani army do not make it better. They do not have dominance
over us and so can not begin war,’ he said adding that
for Armenia geographical position is also great advantage. The only
advantage of Azerbaijan is money and with money man things can
be done but not everything.

Lately in Azerbaijan the authorities perform with bellicose
declarations, war threats and spreading disinformation. It is not only
unfavorable
for solution of Nagorno-Karabakh conflict but also becomes reason of
worsening the situation in Armenian-Azerbaijani contact line.

des 7 monuments en péril d’« Europa Nostra »

Lors du dernier congrès de l’organisation « Europa Nostra » qui s’est
déroulé à Athènes -(Grèce) marquant son 50e anniversaire, il fut
publié la liste des sept édifices les plus menacés d’Europe. Ces
ouvres en péril, témoins du patrimoine culturel, se situent en
Albanie, à Chypre, en France, au Portugal, en Italie, en Roumanie et
en Turquie.

Selon « Europa Nostra », « les trésors culturels ou sites naturels
menacés du patrimoine européen sont état fort dégradé et nécessitent
des fonds pour leur sauvegarde ». Ces dégradations sont naturelles ou
d’origine humaine. « Leur protection est une nécessité urgente pour la
sauvegarde du patrimoine » ont affirmé les responsables de
l’organisation. Parmi les 7 édifices en péril listés par « Europa
Nostra » se trouve l’église arménienne Sourp Kévork (Saint Georges) de
Mardin dans la région de Diyarbakir (Arménie occidentale, aujourd’hui
en Turquie). La protection de son site fut présentée par la Turquie.
Le communiqué d’« Europa Nostra » affirme « Durant près de 15 siècles,
l’église Sourp Kévork de la ville de Mardin fut le foyer spirituel de
l’importante communauté arménienne. Ce monument historique fut
construit en 420 et utilisée par la population arménienne jusqu’en
1915, jusqu’au départ des Arméniens de la ville ».

UNE ” LIBERALISATION PROGRESSIVE ” PREVUE POUR LE SECTEUR DE L’AVIATION ARMENIENNE

Le gouvernement a annonce une ” liberalisation progressive ” du
secteur de l’aviation commerciale de l’Armenie ce qui correspond a
ouvrir davantage l’espace aerien armenien aux compagnies nationales
et etrangères.

Le gouvernement a approuve une nouvelle strategie pour le secteur en
reponse a la recente faillite de la compagnie aerienne Armavia qui
jouit des droits exclusifs sur des vols internationaux a destination
et en provenance du pays depuis presque une decennie.

” Cette strategie favorise l’emergence de nouveaux transporteurs
en Armenie et un transport aerien sans entraves ” a declare Artyom
Movsesian, chef du Departement de l’aviation civile.

Le document redige par le departement de l’aviation civile indique
que la compagnie Armavia sera remplace par un maximum de trois autres
compagnies aeriennes armeniennes qui seront bientôt selectionnes. Le
gouvernement devrait faire appel a un soumissionnaire dans un mois.

Il y a actuellement 12 compagnies aeriennes privees enregistrees
en Armenie. Aucune d’entre elle etait connu pour effectuer des vols
internationaux reguliers avant qu’Armavia ait mis la clef sous la porte
le 1er Avril. Il reste a voir si d’autres investisseurs locaux vont
montrer un interet pour les nouvelles opportunites dans le secteur
de l’aviation.

Artyom Movsesian a indique que, contrairement a Armavia, les nouveaux
transporteurs pourront profiter que d’une petite protection du
gouvernement contre les transporteurs etrangers desservant l’Armenie.

Il a dit que les droits de vol pour diverses destinations seront
desormais accordees sur une base competitive.

Le fonctionnaire a egalement revele que le gouvernement envisage
de signer un accord avec l’Union europeenne sur une ” zone commune
d’aviation ” qui donnera aux compagnies aeriennes europeennes un
accès plus facile au marche armenien.

Plusieurs entreprises etrangères europeens, russes et d’autres ont deja
augmente la frequence de leurs vols ou lancer de nouveaux services vers
l’Armenie depuis qu’Armavia a cesse ses operations. La societe gerant
l’aeroport de Zvartnots a Erevan s’est felicite de ces developpements,
le mois dernier, en disant qu’ils vont reduire le coût relativement
eleve du transport aerien dans le pays. Il a exhorte le gouvernement
a ne pas inverser la liberalisation de facto du secteur qui a suivi
la faillite d’Armavia.

Raffi Hovannisian S’en Prend Au Leader Du Parti Europeen

RAFFI HOVANNISIAN S’EN PREND AU LEADER DU PARTI EUROPEEN

Raffi Hovannisian, leader de l’opposition s’est lance jeudi dans une
attaque cinglante contre la direction d’une coalition des principaux
partis conservateurs de l’Europe qui soutient fermement le gouvernement
de l’Armenie.

Hovannisian a critique Wilfried Martens president Parti populaire
europeen (PPE), après avoir ete informe qu’il ne pourrait pas prendre
part au prochain sommet du PPE a Vienne.

Zharangutyun (patrimoine), le parti de Hovannisian et le Parti
republicain du president Serge Sarkissian d’Armenie (HHK) sont tout
deux affilies au regroupement pan-europeenne.

Dans une lettre a Hovannisian envoye la semaine dernière, M. Martens
a declare que seuls les dirigeants de ces partis membres du PPE qui
sont dans les gouvernements seront invites au sommet du 20 juin. “Par
consequent, dans le cas de l’Armenie, le president armenien et leader
du Parti republicain d’Armenie Serge Sarkissian, qui a ete reelu chef
de l’Etat du pays, est l’invite des Sommets du PPE,” ecrit-il. “La
PRA (HHK) est un fidèle partenaire du PPE et nous avons pleinement
confiance en lui et en son leadership.”

Dans sa reponse ecrite publiee par Zharangutyun, Hovannisian a
explique qu’il n’a jamais demande a la direction du PPE de lui
permettre d’assister a la rencontre. “Je ne sais pas a quoi ou a qui
vous repondez dans votre lettre du 3 juin,” s’est-il demande.

“Je peux dire a la Chambre que je n’ai certainement fait aucune
autre demande qui necessite un rappel officiel des valeurs et des
vertus du PPE. Elles ont deja ete violees, et sous votre autorite ”
a declare Hovannisian.

Hovannisian, qui etait le principal candidat de l’opposition a
l’election presidentielle en Armenie de fevrier 2013, a clairement
evoque les resultats officiels du vote qui a donne la victoire a M.

Sarkissian. Le chef de file du PPE avait felicite Sarkissian et
avait exprime sa confiance dans “le renforcement du processus de
democratisation du pays.”

Le chef de Zharangutyun, qui se considère lui-meme comme le vainqueur
legitime de l’election , a fermement condamne ces felicitations lors
des manifestations post-electorales organisees a Erevan. Il a menace
de retirer Zharangutyun de la PPE si ce dernier ne revenait pas sur
la position de son chef.

Stepan Safarian, une figure connue de Zharangutyun, a declare jeudi
que le parti n’envisage pas actuellement de quitter le PPE parce qu’il
croit que les vues de Martens sur l’Armenie ne sont pas partagees
par les partis europeens de centre droit. “Zharangutyun a des liens
avec les partis membres du PPE, plutôt qu’avec son leader ,” a-t-il
declare au service armenien de RFE / RL (Azatutyun.am).

Martens avait deja suscite un certain agacement dans les milieux
de l’opposition armenienne avec son fort soutien a Sarkissian et
au HHK lors des elections parlementaires de l’an dernier. Le HHK
avait remporte le scrutin de mai 2012 dans un climat d’accusations de
fraude electorale lancees par l’opposition. Martens avait predit cette
victoire dans un message video projete dans un congrès du HHK tenue en
mars 2012. ” Vive le Parti republicain”, avait-il declare a l’epoque.

Chennai: French and Armenian diplomats called on Tamil Nadu Chief
Minister J Jayalalithaa here on Thursday.

President of the Regional Council of Reunion Didier Robert and
French Ambassador to India Francois Richier met the Chief Minister
and presented her a bouquet.

Armenian Ambassador to India Ara Hakobyan, accompanied by Honarary
Consul of Republic of Armenia in Chennai Shivkumar Eashwaran, also
met her and presented a bouquet.

An official release described the meetings at the secretariat as
“courtesy calls”.

When Samantha Power published her award-winning book, A Problem
from Hell: America and the Age of Genocide, Armenians – along with
human rights activists globally – believed that she had been sent
from heaven to defend the underdogs – victims of genocides and human
rights abuses. She was so factual, legalistic and passionate as not
to leave any shade of doubt that she was the apostle of human rights
and justice.

During President Obama’s first election campaign, she approached the
Armenian community with written statements as well as You Tube videos
that once elected, Mr. Obama would recognize the Armenian Genocide.

Rallying support from the Armenians and from different groups with
human rights agendas, she helped Mr. Obama’s election and she was
rewarded with a job at the White House, as special assistant to the
president and senior director of multi-lateral affairs and human
rights. She could have landed at a higher profile position had it
not been for her earlier fallout with Hillary Clinton, whom she had
called a “monster” in an interview with The Scotsman.

Today, as she is nominated as US representative to the United Nations,
replacing the beleaguered Susan E. Rice, Ms. Power is a completely
different political animal. She did not deliver on her pledge on
the Armenian Genocide nor did she remind her boss of his solemn
commitment on the issue. Instead, she resorted to the ruse of putting
in Mr. Obama’s mouth the term used by the late Pope John Paul II, of
blessed memory, “Medz Yeghern,” to avoid the use of the word genocide
which has finite legal determinants. In his turn, Mr.

Obama continued harping that he has not changed his stance on the
issue, without, once again, defining that issue.

The Armenian Assembly issued a press release on June 7 outlining Ms.

Power’s earlier activities and statements, which could portray her  as
an honest academic and human rights advocate, without any reference
to her later dishonest political gymnastics, to be able to continue
climbing on the ladder of political power. The above-mentioned press
release concludes with the following statement: “The Assembly expects
a robust US Senate confirmation process in the coming weeks.”

This kind of lopsided presentation is a disservice to the Armenian
community.

The fact that a hawk and warmonger like Sen. John McCain (R-Ariz)
has endorsed her nomination says a lot about Ms. Power’s turn-around.

More objective characterization about her and about Rice was made by
Edward C. Luck, dean of the School of Peace Studies at the University
of San Diego and former senior United Nations advisor on peace-keeping
issues. He said, “Five years ago you might not have been able to
predict where they are now. They were both idealists, but they have
both become practical idealists. Time in government does that to you.”

The same could be said about Obama.

As a senior member of Mr. Obama’s team we do not have a full account of
what Ms. Power has said to Turkish leaders and what commitments she has
made to them on behalf of the US government, but her betrayal of trust
says much more about her selling her soul for career advancement. Her
reversal of position on the Genocide issue and her steering of the
president away from his pledge are all one needs to know about her
character. The rest can be extrapolated from her activities which
are in public records.

It is believed that Samantha Power and Susan Rice are the architects
of the White House’s “humanitarian intervention” policy, which
has convinced Mr. Obama to overthrow Muammar Gaddafi in Libya on
“humanitarian grounds.” How much humanity Ms. Power has lost to
advocate the invasion of a sovereign country, which to this day is
gripped by carnage and political instability, even if we discount
the assassination of the US Ambassador Chris Stevens, which was the
direct outcome of that “humanitarian intervention.”

Eccentricities of Gaddafi aside, he had created the most egalitarian
society in the Middle East, distributing oil income to his people,
unlike the Aliyev dynasty which spends oil income on its opulent
lifestyle, while millions of refugees are confined to the misery of
shanty towns.

Mercenaries were sent to begin an uprising and NATO bombing completed
the task by Genghis Khan-style assassination of Gaddafi on the TV
news and the country was consigned to blood baths, which continue
to this day. Thus, Ms. Power’s “humanitarian intervention” policy
mission was accomplished.

The true test of humanitarian intervention was presented in 1994, when
the UN peacekeeping commander warned that a genocide was imminent in
Rwanda. The warning was ignored as 800,000 Tutsis were killed by their
Hutus neighbors in a matter of 100 days. President Bill Clinton’s trip
to Kigali – on whose watch the genocide was committed – to apologize
for his non-intervention was disingenuous, too little and too late.

The most revealing opportunism of her political flip-flop was
her reversal on the Israeli-Palestine issue. Before entering the
government, she had stated that the US would need to make “mammoth”
commitment to secure a Palestinian state,” “a move that could mean
alienating American Jews,” according to the New York Times, a group
she described as having “tremendous political and financial import.”

Ms. Power later on apologized for her comments about the human
rights of the Palestinians to absolve herself in the eyes of Israeli
lobbyists.

It is a sad commentary that any politician would stoop so low as to
curry favors with lobbyists for career advancement. And indeed, she
has won the nod of Israeli ambassador in Washington, Michael B. Oren,
and Abraham H. Foxman, national director of the Anti-Defamation
League. The latter has stated, “She has matured and moved on, and I
look forward to working with her in the UN.”

The New York Times article suggests that by abandoning her views
on Palestinian rights, she has paved her way for comfortable votes
in the US Senate. “Ms. Power has also cultivated American Jewish
groups, meeting in 2011 with 40 leaders of these groups, where she
expressed her regret for some of her remarks and defended herself in
emotional terms against charges that she had an anti-Israel bias,”
the article reads.

If she has dropped Palestinian rights, there is no guarantee that
she has not apologized to the Turkish leaders about her position on
the Armenian Genocide.

It looks like Ms. Power will win an easy victory in the US Senate
hearings and at best, we will send a hypocrite to the UN to represent
US interests.

If we needed any additional proof that politics and morality are
mutually exclusive, Ms. Power’s case will provide that.

GIRAGOSIAN: OLIGARCHIC SYSTEM OF ECONOMY IN ARMENIA JEOPARDIZES NATIONAL SECURITY

YEREVAN, June 13. /ARKA/. The oligarchic system of economy in Armenia
poses a threat to the country’s national security, Richard Giragosian,
a political analyst and the head of the Regional Studies Center,
said Thursday at a discussion of the Armenia-EU Association Agreement.

He said tycoons in economy break up the foundations of the state,
weaken the flow of taxes to the government budget and undermine
the economy.

Giragosian said that the Agreement, if signed, would liberalize the
Armenian economy.

The EU has been negotiating the EU-Armenia Association Agreement with
Armenia since July 2010 in the framework of the Eastern Partnership
and the European Neighborhood Policy. The future Deep and Comprehensive
Free Trade Area will be part of this Agreement, which aims at closely
associating this country to the EU both in economic and political
terms, in line with the Eastern Partnership objectives.

The future trade relations will therefore expand significantly beyond
the scope of current cooperation, set out in the Partnership and
Cooperation Agreements, in force since July 1999.

The EU-Armenia Association Agreement is planned to be signed on
November 28 or 29 in Vilnius at an Eastern Partnership summit. -0-
