Armenia’s villagers actively defend their rights – Raffi Hovannisian

Heritage party Chairman, Armenian ex-presidential candidate Raffi
Hovannisian does not think that the current social discontent in
Armenia’s regions is the result of his Barev, Yerevan (Hello, Yerevan)
movement.

`I would be happy, but I do not think it has anything to do with me.
Villagers have always been active in defending their rights,’
Hovannisian told Tert.am. They are well aware that no one is going to
do anything instead of them.

At his Saturday meeting with his supporters Hovannisian announced his
intention to continue meetings in Armenia’s regions. He will first of
all visit the Syunik region.

Les éditions L’Harmattan et l’auteur, Françoise Rossi, ont présenté au
public l’ouvrage « Enfants d’Ararat » sous-titré « Témoignages pour la
reconnaissance du Génocide Arménien » lors d’une séance de dédicaces
suivie d’une réception à l’Espace l’Harmattan à Paris. Le livré
préfacé par Youri Djorkaeff est une mine de témoignages de
personnalités d’origine arménienne sur leur racine, leur histoire
familiale et…le génocide qui revient régulièrement dans cette
histoire. Françoise Rossi, journaliste à RMC puis à France 3 Côte
d’Azur a donné dans son livre « Enfants d’Ararat » des images colorés
et poignantes de cette communauté arménienne de France proche de ses
racines et traditions et don les membres, parfaitement intégrés, sont
des citoyens français exemplaires.

Les ponts de Davidachen et de Kievian, lieux privilégiés par les
désespérés d’Erévan

Les ponts de Davidachen et du Kievian poghots (rue de Kiev) sont
connus pour être les deux lieux les plus privilégiés d’Arménie…pour
le suicide. Plusieurs dizaines de suicides y sont recensés chaque
année. Hier, samedi 15 juin, sur les deux lieux, deux tentatives de
suicide furent enregistrées avec malheureusement une victime. La
première s’est déroulée au pont de Davidachen où en contrebas, près
des piliers, la police a découvert le corps sans vie d’une malheureuse
femme de 25 à 35 ans qui s’était jetée dans le vide pour mettre fin à
ses jours. Quelques heures plus tard, sur le pont Kievian, la police
est fort heureusement intervenue à temps pour dissuader une jeune
femme de 24 ans qui menaçait de se jeter en contrebas. La police
arménienne, après de longues négociations avec la jeune femme est
parvenue à ce qu’elle renonce à son geste. Au poste de la police du
quartier de Machdots, ses proches sont venus la récupérer et la
réconforter.

UNRESOLVED NAGORNO-KARABAKH CONFLICT THREAT TO INT’L SECURITY: ANALYST

The delay in resolving the issue of the status of Nagorno-Karabakh
is a threat to transnational security, according to Richard Weitz,
a Senior Fellow and Director of the Center for Political-Military
Analysis at the Hudson Institute, a US think-tank.

Such areas in the center of Eurasia as Nagorno-Karabakh, Abkhazia,
Transnistria, certainly pose a risk to security, Weitz said at a
roundtable organized by the US embassy in Azerbaijan on June 14.

The analyst says the presence of such territories facilitates smuggling
of goods, as well as drug transit.

Speaking about the root-causes of the conflict, Weitz said the
collapse of the former Soviet Union has created severe problems in
many countries of the former Soviet Union. This problem, he said.

Meanwhile, Russian presidential aide Yuri Ushakov told journalists
that the presidents of Russia, the U.S. and France, Vladimir Putin,
Barack Obama and Francois Hollande, plan to sign a joint statement on
the Nagorno-Karabakh conflict following negotiations in the framework
of the G8 summit, RIA Novosti reported on June 14.

“With 100 percent certainty I can say that Obama, Putin and Hollande
will adopt a statement on the Nagorno-Karabakh problem,” Ushakov said.

The Nagorno-Karabakh conflict emerged in 1988 when Armenia made
territorial claims against the neighboring country. Since a lengthy
war between the two South Caucasus countries that displaced over
a million Azerbaijanis and ended with the signing of a precarious
cease-fire in 1994, Armenian armed forces have occupied over 20 percent
of Azerbaijan’s internationally recognized territory, including the
Nagorno-Karabakh region and seven surrounding districts.

Peace talks brokered by OSCE Minsk Group co-chairs representing the
United States, Russia and France have been largely fruitless so far.

The negotiations are underway on the basis of a peace outline proposed
by the Minsk Group co-chairs and dubbed the Madrid Principles, also
known as Basic Principles. The document envisions a return of the
territories surrounding Nagorno-Karabakh to Azerbaijani control;
determining the final legal status of Nagorno-Karabakh; a corridor
linking Armenia to the region; and the right of all internally
displaced persons to return home.

Prince William’s Indian Heritage Revealed

New research from the University of Edinburgh and BritainsDNA claims
to have found that Prince William has Indian ancestry.

Tracing a rare form of mitochondrial DNA (mtDNA) which is inherited
almost unchanged from a mother researchers found that the Duke of
Cambridge traces back to an Indian woman known as Eliza Kewark.

Eliza was listed as the “housekeeper” to the Duke’s
great-great-great-great-great grandfather Theodore Forbes a Scottish
merchant who worked for the East India Company in Surat, a busy port
north of Bombay.

It had been believed that she was Armenian and letters between the
two are written in Armenian, however genetically she was at least
part Indian.

Eliza and Theodore had a daughter called Katherine and it is through
an unbroken line of daughters through to Princess Diana that the
young royal has inherited his Indian DNA, which is shared by his
brother Harry.

The Times claims that DNA samples were taken from “two distant cousins”
of the Prince to carry out the tests. The paper quotes Mary Roach,
Princess Diana’s maternal aunt, as saying: “I always assumed that I was
part-Armenian so I am delighted that I also have an Indian background.”

However because mtDNA travels down the female line neither Prince Harry
not Price William will pass the rare form on to their own descendants,
however other Indian DNA may well continue in the royal line.

THE SOUTH CAUCASUS: A DEMILITARIZATION OF REGIONAL SECURITY

Yerevan hosted the international conference “The Caucasus-2012”
organized by the Institute of the Caucasus, the embassy of Poland in
Armenia, and the Academic Swiss Caucasus Net (ASCN).

Scientists, journalists, and social activists from Armenia,
Azerbaijan, Georgia, Russia, and some European countries took part
in the conference which touched on major political trends of 2012 in
the South and North Caucasus, policy by Europe, the USA, and Russia
in the Caucasus in 2012, ethnic-political conflicts in the Caucasus,
and problems of regional security.

Experts focused on election processes which took place in the South
Caucasus: the parliamentary elections in Armenia on May 12, 2012, and
in Georgia on October, 2012, the presidential elections in Armenia on
February 18, 2013, and the coming presidential elections in Georgia
and Azerbaijan.

A lot of attention was paid to influence of foreign players in the
Caucasus – the USA, Russia, and the European Union. According to
the head of the Regional Studies Center, Richard Giragosyan, who
spoke about activities of the West in the South Caucasus in 2012, a
serious transformation in the EU’s attitude to the South Caucasus took
place: from certain indifference to involvement into very important
problems, including the economic sphere. The expert said that this
intensification made Russia be indignant. Giragosyan stated that the
US and the EU had a division of labour in the South Caucasus: the EU
was focused on preservation of economic stability in the region, while
the United States was concentrated on security problems and energy.

The participants of the conference believe that the most significant
event for the West in the region, which played a big role last year
and will remain acute in a long prospect, are works on organization
of military transit, i.e. withdrawal of American and NATO troops from
Afghanistan through the territory of Georgia and Azerbaijan.

As for the policy of Russia in the South Caucaus, Alan Kasayev, the
head of a department in Moscow Linguistic University, says that a lot
of negative moments can be stated about Moscow’s policy in the South
Caucasus and almost all of them will be true: “Strategic mismatches can
be seen between the status of the great power which Russia wants to be
and its actual lag in some aspects, absence of prediction and desire
to take a risk. At the same time, we cannot deny that Russia has a
right to think that in the near future there will be no independent
reasons for unexpected radical changes which would demand quick and
tough reaction in the region.” Kasayev thinks that Moscow’s position
toward the region is adequate, but some steps are made too late.

According to the participants of the conference, the moderate policy
of Moscow in the South Caucasus in 2012 was caused by careful steps of
Washington in the region. It can be compared with Russia’s reaction
at the USA activity in Central Asia: the position of Russia was much
stricter than in the South Caucasus.

One of the most significant events of 2012 was military training
of the CSTO which took place in September and involved armies of
almost all countries-members of the CSTO. These were the largest
military maneuvers of the CSTO in Armenia for the whole history of
the post-Soviet space.

Participants of the conference emphasized that despite constant
escalation at the front line of the Nagorno-Karabakh, the results of
2012 showed that there will be no war between Armenia and Azerbaijan
in the near future.

Deputy Head of Azerbaijan’s Presidential Administration, chief of
International Relations Department Novruz Mammadov has commented on
the resolution adopted by the European Parliament on imprisoned Ilgar
Mammadov, APA reports.

Novruz Mammadov told journalists that the Azerbaijani state regarded
such steps as unacceptable: “They are trying to exaggerate small
issues and spread to the world. The goal is make a negative impact
on the international image of Azerbaijan.”

According to him, 5-6 out of 754 MEPs put forward such a draft basing
on their interests: “The introduction of the resolution voted by
10-15 persons during the discussions as a resolution of the European
Parliament is completely contrary to the democratic principles. We
say to these parliamentarians, who are you to give instructions to
Azerbaijan and speak with a high tone? We can never adopt such steps.

This damages and impedes the high-level cooperation of Azerbaijan
with the European Union and various European countries. At present,
Azerbaijan is such a state that there no need to look down on it. We
don’t need a second Kremlin. If the European Parliament is fair, it
should adopt documents protecting the rights of hundreds of thousands
of civilians displaced from their territories as a result of Armenia’s
aggression. We know that Ilgar Mammadov is close to those circles,
therefore they have taken such a step. But it is impossible to exert
pressure on Azerbaijan with such steps.”

Well-known Russian businessman of Armenian origin, co-director of
Sberbank CIB Ruben Vardanyan said during the Sobchak Alive TV program
that he is not going to run for Armenian presidency.

He said that every man must do what he can. “I do a lot for Armenia,
but I am a Russian citizen, and I believe that I am good only
where I do what I can do. I am on very good terms with the Armenian
authorities. I think I am a bad politician. I will not be able to do
politics – especially in Armenia, whose mentality and culture are much
different from what I saw in the country I grew up in,” Vardanyan said.

He said that Armenia has its own problems. It is a monoethnic state
with a clan regime. He refuted the rumors that the Armenian authorities
keep him away from politics.

According to Forbes, Vardanyan has a wealth of almost $0.5bln. He
has a foundation that is very active in Armenia. It has provided
$20mln for the Revival of Tatev and is co-funding the $120mln Dilijan
International School project.

Republic Karen Mirzoyan, who was on a visit to France from June 10
to 12, gave an interview to France-24 TV channel.

The NKR Foreign Minister answered a range of questions related to the
history of the Karabakh conflict, its current stage and prospects of
settlement, humanitarian issues, the economic situation in Artsakh,
etc.

Introducing the history of the conflict between Azerbaijan and Nagorno
Karabakh, Karen Mirzoyan noted that the movement of 1988 had been a
struggle not only for reunification with Armenia, but also for human
rights, social and economic equality and a secure life. However,
as the Minister noted, the peaceful rallies of the youth, students
and workers were responded by Azerbaijan with massacres of Armenians
in Sumgait, Baku, Kirovabad, and other Azerbaijani towns, which were
followed by aggression against Nagorno Karabakh.

“Azerbaijan must, first of all, change its stance and stop constant
promotion xenophobia and hatred against everything Armenian”, Karen
Mirzoyan said.

He emphasized that the conflict could not be resolved by force,
as a war would have disastrous consequences for the entire region.

The NKR Foreign Minister also dwelt on the economic situation
in Artsakh, the achievements and prospects of development of the
priority spheres.

Touching upon humanitarian issues, Minister Mirzoyan focused on the
problem of the Armenian refugees living in Artsakh, who, unlike the
Azerbaijani ones, are deprived of international assistance.

Karen Mirzoyan expressed confidence that sooner or later peaceful
settlement of the conflict would be reached, which would ensure
the safe development and prosperity of the two independent states –
Nagorno Karabakh and Azerbaijan.

According to the Foreign Minister, the final settlement of the conflict
with Azerbaijan is possible only under the full involvement of the
NKR in the negotiations, NKR Foreign Ministry press service reported.
