ARF MP MINASYAN: ‘NOTHING WORSE THAN ECONOMIC UNCERTAINTY’

Addressing the parliament today regarding a draft bill on changes to
the law on minimum monthly wages, ARF MP Artzvik Minasyan said that
six months ago his party had proposed an initiative that would have
led to a formula where any citizen would have been able to estimate
their salary in the coming year.

This, MP Minasyan said, would have eliminated any uncertainty among the
people, adding that economic uncertainty ultimately leads to widespread
pessimism towards the future and a corresponding mode of behaviour.

The current government plan is to raise minimum salaries by 10,000
AMD as of July 1.

The ARF proposed to raise the minimum salary to 45,000 AMD as of
January 1 of this year. The bill was voted down.

ARAM KHACHATURYAN’S WORKS INCLUDED IN UNESCO’S MEMORY OF THE WORLD PROGRAM

YEREVAN, JUNE 19, ARMENPRESS. In accordance with the decision of the
UNESCO General Director and conclusion of the International Advisory
Committee, the Collection of note manuscripts and film music of
Composer Aram Khachaturyan was included in the Memory of the World
Register at the June 18 session of the committee.

The Press, Information, and Public Relations of the Ministry of Foreign
Affairs of the Republic of Armenia informed “Armenpress” that Aram
Khachaturyan’s name will have its place in the same list along with
the names of such prominent composers as Beethoven, Brahms, and Chopin.

Aram Khachaturian was a distinguished Armenian composer. Alongside
Sergei Prokofiev and Dmitri Shostakovich, Khachaturian is called
one of the three “titans” of Soviet music. Khachaturian’s works were
often influenced by classical European music and Armenian folk music.

Khachaturian’s works span a broad range of musical types, including
ballets, symphonies, concertos, and numerous film scores.

Khachaturian’s works include concertos for violin (sometimes heard
in a composer-sanctioned arrangement for flute), cello and piano as
well as concerto-rhapsodies for the same instruments. These three
concertos were written for the members of a renowned Soviet piano
trio that performed together from 1941 until 1963: David Oistrakh,
violin; Sviatoslav Knushevitsky, cello; Lev Oborin, piano. The piano
concerto originally included an early part for the flexatone, and was
his first work to gain him recognition in the West. Khachaturians’s
three symphonies are varied works, with the third containing parts for
fifteen additional trumpets and organ. The composer’s largest-scaled
works are the ballets Spartacusand Gayane, both of which contain
Khachaturian’s most well-known music, with Gayane featuring in its
final act what is easily his most famous music, the “Sabre Dance”.

He also wrote several solo piano works, including the Toccata in
E-flat minor, and two albums of music for children (Opp. 62 and
100).Children’s Album, Book 1, first published in 1947, contains a
smooth and melodic Andantino originally composed in 1926; this piece
is commonly known as Ivan Sings, which stems from eight of ten pieces
originally being collected as Adventures of Ivan. Children’s Album,
Book 2, first published in 1964, includes a fugue composed in 1928,
and a fast-paced programmatic piece entitled Two Funny Aunties
Argued which is sometimes translated as Two Ladies Gossiping. He
also composed some film music, and incidental music for plays such
as the 1941 production of Mikhail Lermontov’s Masquerade, the “Waltz”
from which has been performed and recorded frequently.

The cinematic quality of his music for Spartacus was clearly seen
when the “Adagio of Spartacus and Phrygia” was used as the theme for
a popular BBC drama series, The Onedin Line, during the 1970s. Since
then, it has become one of the most popular of all classical pieces for
UK audiences. Joel Coen’s The Hudsucker Proxy also prominently featured
music from Spartacus and Gayane (the “Sabre Dance” included). Gayane’s
“Adagio” was used in Stanley Kubrick’s film 2001: A Space Odyssey and
Patriot Games among other films. He was also the composer for the
state anthem of the Armenian Soviet Socialist Republic, whose tune
is one of the five current choices to become the next state anthem

NKR Has About 3,000 Job Seekers As Of 1 June, Ministry Says

NKR HAS ABOUT 3,000 JOB SEEKERS AS OF 1 JUNE, MINISTRY SAYS

STEPANAKERT, June 19./ARKA/. As of 1 June 2013, some 3,079 individuals
are looking for a job in the Nagorno-Karabakh republic, NKR Ministry
of Labor and Social Affairs said adding 2,955 of them are women.

According to the source, some 2,822 individuals or 91.7% of the job
seekers were concluded to be unemployed. The registered unemployed are
mostly residing in Stepanakert, the capital of NKR-over 2,517 people.

Smallest number of the unemployed are residing in Askeran region of
Karabakh -47 people.

The number of unemployed in the republic slashed by 292 from the
analogical period of 2012.

Out of 2,822 unemployed people, 367 receive unemployment allowance,
292 of them are women.

The number of people who receive unemployment allowances rose by 6
from a year earlier.

“As of 1 June 2013, 84 individuals have been employed,
71 of them were women. This number fell by 63 from a

Chief of Armenia’s police Vladimir Gasparyan withholds comments on
the deadly incident in Goris.

“I think my messages from Gyumri reached everyone. But it is our
national peculiarity. I think our society and such people will,
in the course of time, reject it,” General Gasparyan said.

He hopes Armenia will turn into a secure country if it rejects this
“national peculiarity.”

Asked about “measures” in Goris similar to the “measures” in Gyumri,
General Gasparyan said: “We are taking measures throughout the
country. We present regular reports on all the incidents.”

As regards the calls for punishment of Syunik Governor Surik
Khachatryan, General Gasparyan said: “The military prosecutor’s office
is investigating the case. I think I would break ethical principles
if I made any assessments.”

Despite the gloomy predictions of considerably smaller apricot crops
this year as a consequence of the devastating hailstorm that hit the
Ararat valley last month, the Armenian apricot season is underway,
more that 3,000 tons already exported.

Karen Baghsadasryan, project manager at Spayka LLC, a leading cargo
company specializing in shipping fresh fruit and vegetables to Europe
and CIS counties, told the press on Wednesday that there is abundant
apricot crops this year.

“The hailstorm damaged mostly the Ararat Valley orchards; however
the areas spared by the hail have high-quality apricot harvest, fit
for exporting. We will export at least 2,500-3,000 tons of apricots
which is now supplied to us for 400-500 drams per kilo (around 97
cents-$1.20), and outside the Armenian apricot is sold within 750-800
drams’ range ($1.80-1.95),” says Baghdasaryan, adding that this year
Italy and France, in particular, have high demand for Armenian fruit
and vegetable.

Baghdasaryan says about 85-90,000 tons of apricots are expected to be
harvested this season, with about 12-13,000 tons to be exported. He
says the local market prices are not affected by the amount of export.

YEREVAN, JUNE 18, ARMENPRESS. The National Academy of Sciences of the
Republic of Armenia has become a member of the All European Academies
(ALLEA). The Information and Analysis Centre of the National Academy
of Sciences of the Republic of Armenia informed “Armenpress” that
the ALLEA membership will provide new opportunities to the Armenian
scientists in respect of scientific exchanges and involvement in the
international programs.

By decision of the 14th General Assembly of the European federation
of Academies of Sciences and Humanities, held in Berlin on 30 April
2013, ALLEA admits three new members and now comprises a total of 55
Member Academies from more than 40 countries. Alongside two Belgian
academies, the National Academy of Sciences of Armenia was invited
to become member of ALLEA.

With an absolute majority of the votes cast the ALLEA General
Assembly decided to invite the three academies to become part of
the ALLEA. On the basis of the comprehensive application dossiers
that the applicants had provided, the ALLEA Board had recommended
the admission of the National Academy of Sciences of Armenia as well
as of the two Belgian academies Royal Academy of Dutch Language and
Literature (Koninklijke Academie voor Nederlandse Taalen Letterkunde)
and Royal Academy of French Language and Literature (Academie Royale
de langue et de literature francaises de Belgique).

ALLEA, the federation of All European Academies, was founded in 1994
and currently brings together 55 Academies in more than 40 countries
from the Council of Europe region. Member Academies operate as learned
societies, think tanks and research performing organisations. They
are self- governing communities of leaders of scholarly enquiry
across all fields of the natural sciences, the social sciences and
the humanities. ALLEA therefore provides access to an unparalleled

Russia Reportedly Starts Military Hardware Deliveries To Azerbaijan

RUSSIA REPORTEDLY STARTS MILITARY HARDWARE DELIVERIES TO AZERBAIJAN

PanARMENIAN.Net – Russia has reportedly started deliveries of military
hardware, including tanks and armored vehicles to Azerbaijan.

The deal is estimated at $700mln-$1bln, Vedomosti newspaper reported
citing sources in the Russian defense industry.

According to the paper, the deliveries started in spring 2013 but no
official commented on the deal, which envisages provision of 94 tanks
T-90S, 100 armored vehicles as well as flame-throwers, smirch rocket
launchers and big guns. At the same time, the equipment essential
for their maintenance will also be delivered.

STEPANAKERT, JUNE 18, ARMENPRESS: The idea of creation of the Youth
Parliament in Artsakh will be implemented by September of 2013. This
was stated by the Speaker of the NKR National Assembly Ashot Ghulyan
in Stepanakert during the meeting with the members of the Committee
on State and Legal Affairs of the Youth Parliament of the National
Assembly of the Republic of Armenia Hovik Yevreyan, Tigran Khachikyan,
Karen Amiryan, Hovhannes Torosyan and Avetik Harutyunyan. As reported
by Armenpress, as a result of the meeting, the process of the creation
of the Youth Parliament in the Artsakh Parliament was laid down on
practical bases.

The peculiarities of the organization and activity of the Youth
Parliament in the NKR were also debated, in connection with which the
members of the Committee on State and Legal Affairs introduced their
considerations and opinions. At the same time the idea of organizing
of joint youth conference between the representatives of the two
youth parliaments, which would be dedicated to the legal ways of
the settlement of the Karabakh conflict and the existing problems
was alsodiscussed.

On June 15 the Chairman of the NKR Control Chamber Arthur Mosiyan
received the members the Committee on State and Legal Affairs of
the Youth Parliament of the National Assembly of the Republic of
Armenia. A number of issues regarding the legal bases of the control
being implemented by the NKR Control Chamber towards the existing
social-economic problems in the NKR, financial activity of the state
bodies and the further development of the legislative settlement
were discussed.

Armenian Authorities Must Create Favorable Conditions For Local Air

YEREVAN. – Armenian authorities must create favorable conditions for
the local air companies, member of the Public Council said.

Levon Ghazaryan brought an example of Armenia-Russia segment where
only one of eight companies is an Armenian one. Meanwhile, the price
of airport services for the Russian companies is lower.

“Competition here is impossible,” Ghazaryan said during the Tuesday
press conference.

Speaking about Armavia’s bankruptcy and possible opening of three
new air companies, Ghazaryan said tender would be invited but did
not specify the details. He recalled that the companies must meet
international standards, including those on providing services.

Armenian companies working abroad can register here and participate
in the tender, he said, adding that the income will go to the state
budget.

As regards Krunk Company which reportedly stated readiness to invest
around $1 billion, Ghazaryan said such amounts seem to be unrealistic.

During the discussion of the 2012 agricultural budget performance,
Member of Parliament Murad Muradyan of Ararat region asked whether
the relevant bodies are aware that the cheap fuel program does not
reach to its beneficiaries in Ararat region. Minister of finance
David Sargsyan responded that the ministry has launched a check. The
member of parliament said that misappropriation is not something new
to Ararat Marz. The ministry promised to issue a statement in this
regard but never did.

The media were full of reports. Lragir.am also reported that Speaker
Hovik Abrahamyan and his relatives received cheap car fuel this spring
within a state program. The same happened last year.

According to the people of Ararat, cheap fuel and fertilizers are
kept and sold to villagers at a higher price later.

Abrahamyan’s family has large land plots in the region, and farmers
always have problems with the irrigation. Sometimes, they don’t have
water for weeks.

There are rumors that the ministry of agriculture is also part of this
business of stealing cheap fuel and fertilizers. There were interesting
“findings” in the agricultural department of Ararat municipality. It
was found out that the department forced the community heads to sign
documents to receive fuel for the communities.

But fuel was never supplied to the communities but was sold in petrol
stations. This “chain” is traced back to the ministry of agriculture,
involving high-ranking officials who own lands in Ararat.

Note that during the discussion of the annual report of the Control
Chamber Speaker Hovik Abrahamyan said indignantly that those who
steal budget money should be punished.
