Turquie. Les violences policières menacent les marches des fiertes
sur la place Taksim

Après des semaines de manifestations reprimees avec violence, le
gouvernement turc a declare que les rassemblements publics ne seront
plus toleres place Taksim, dans le centre d’Istanbul, ce qui risque
de remettre en cause les marches des fiertes prevues les dimanches
23 et 30 juin, a declare Amnesty International vendredi 21 juin.

L’organisation estime que le fait d’interdire les rassemblements
pacifiques dans l’un des lieux les plus symboliques d’Istanbul
constitue une attaque grave contre la liberte de reunion. Les autorites
turques doivent faire marche arrière et renoncer a cette restriction.

” La communaute des lesbiennes, gays, bisexuels, transgenres et
intersexues (LGBTI) se bat depuis des annees pour faire accepter et
respecter les marches des fiertes, qui se sont bien deroulees ces
dernières annees, sans que la police n’ait a intervenir. Les faire
capoter maintenant representerait un serieux revers pour la liberte
de reunion en Turquie “, a souligne John Dalhuisen, directeur du
programme Europe et Asie centrale d’Amnesty International.

Les militants LGBTI en Turquie avaient prevu des marches des fiertes
les deux prochains dimanches, les 23 et 30 juin.

Ces marches font suite a plusieurs semaines durant lesquelles la
police a fait usage a maintes reprises d’une force excessive contre
des manifestants pacifiques sur la place Taksim.

TURQUIE : UN ASSASSINAT AVEC ” LA MOTIVATION D’UNE HAINE BARBARE ”

Maritsa Kucuk, une vieille dame armenienne de Samatya (Istanbul) a
ete assassinee avec une cruaute inouïe. Torturee, suppliciee, elle
a ete decouverte morte dans son appartement avec une croix gravee
au couteau sur sa poitrine denudee. Ce crime faisait suite a une
serie d’agressions commises contre des personnes âgees armeniennes
d’Istanbul. Devant les accusations de meurtres racistes, la police
a trouve fort opportunement un coupable ideal en la personne d’un
Armenien qui ne jouit pas de toutes ses facultes mentales. La première
audience du procès – qui d’ores et deja ressemble a une farce – s’est
tenue ce lundi 24 juin 2013 a Istanbul. L’avocate et militante des
droits de l’homme Eren Keskin defendait les interets de la famille
Kucuk. Quant a l’avocat de Murat Nazaryan, il n’a pas juge bon de
se deplacer. Mais qui se cache reellement derrière les assassinats
racistes d’Istanbul ? Le Collectif VAN vous presente la traduction
de ce Compte-rendu.

Compte-rendu

Lundi 24 juin 2013, la première audience du procès de l’assassinat
de Maritsa Kucuk s’est tenue devant la 2ème Cour penale d’Istanbul.

La Presidente de la cour paraissait serieuse et attentive, mais
l’ensemble a ressemble a une farce. Un des juges a dormi tout au long
de l’audience, le visage cache derrière sa main ; quand finalement
sa tete est tombee en avant, il est devenu evident qu’il dormait. Il
a ete reveille a la fin de la seance par la Presidente de la cour.

Comme prevu, les noms des plaignants [armeniens], les deux fils et
la fille de Maritsa Kucuk, ont souleve des problèmes.

Une autre comedie s’est deroulee lorsque l’avocat de l’accuse Murat
Nazaryan, un avocat nomme par l’Association du Barreau qui avait deja
une demi-heure de retard, a ete appele au telephone par le greffier
de la cour. L’avocat a d’abord dit qu’il etait alors dans la partie
asiatique d’Istanbul et qu’il ferait tout son possible pour venir le
plus tôt possible, mais une heure après, quand il a ete contacte une
deuxième fois, il a dit qu’il ne viendrait pas. Cela signifiait que le
tribunal n’auditionnerait pas la defense et que le procès de l’accuse
se tiendrait en l’absence de son avocat, ce qui devrait provoquer le
report de l’audience.

Les membres de la famille ont immediatement devine que certaines
personnes avaient dû dire a l’avocat de ne pas se presenter. Le but
a ete atteint, l’audience a ete ecourtee.

La Presidente de la cour a lu les declarations faites par la
plaignante au commissariat de police. Puis, Eren Keskin, l’avocate
des plaignants, a commence a parler. Elle a declare: “Il est evident
que l’enquete sur l’assassinat et la redaction de l’acte d’accusation
du procureur basee sur l’enquete sont biaisees. Il y a eu un certain
nombre d’agressions dans Samatya et toutes les victimes etaient de
vieilles dames armeniennes et aucun effort n’a ete fait pour reveler
un lien possible entre l’assassinat et ces agressions.

Aucune des victimes des autres agressions n’a ete interrogee, l’accuse
n’a pas ete confronte a ces victimes pour etre identifie, et elles
n’ont pas fait partie de l’enquete. Nous apprenons par le rapport
d’autopsie qu’absolument tous les os du corps de la victime ont ete
casses. Son corps a ete torture. Il y a d’autres terribles constats que
je ne veux pas aborder en detail ici. Le rapport indique clairement
que l’assassinat a ete commis avec une brutalite inimaginable qui
implique la motivation d’une haine barbare. Nous pensons qu’il y a
plus d’un auteur. Donc, nous exigeons que les attaques contre ces
autres victimes armeniennes soient incluses dans l’enquete. ”

Fait incroyable, le procureur de la Republique, qui est reste assis
jusqu’a la fin de la prise de parole d’Eren Keskin, a commence a
parler lentement, presque dans un souffle, demandant a la cour de
prendre la decision d’inclure les dossiers d’enquete de police des
autres agressions dans le procès de cet assassinat, de convoquer les
victimes au tribunal en tant que temoins, et de se pencher sur la
possibilite d’un lien entre ces differents cas.

Six mois se sont ecoules depuis le 28 decembre 2012, date a laquelle
Maritsa Kucuk a ete brutalement tuee, et le procureur n’a pas pense
jusqu’a ce jour a ce qui etait evident dès le depart: la possibilite
d’une serie de crimes haineux contre les femmes armeniennes âgees
dans Samatya ! Et ce malgre toute la couverture mediatique, le
rapport de l’IHD qui a ete relaye par la presse et le rassemblement
de protestation a Samatya reclamant justice et la condamnation des
crimes de racisme et de haine.

Murat Nazaryan a ete interroge sur son identite entre deux soldats
de gendarmerie. Il a dit qu’il etait sans emploi, sans adresse,
sans residence permanente, et il a ajoute avec une voix difficile a
entendre: “Je n’ai tue personne “. Le juge a dit : “Vous direz cela
quand vous serez interroge en presence de votre avocat.”

L’audience a dû etre close en raison de l’absence de l’avocat
de l’accuse. Eren Keskin a donc declare: “Je ferai ma plaidoirie
après que l’accuse soit correctement interroge. ” Après l’audience,
les membres de la famille Kucuk ont parle aux representants de la
presse et ont dit qu’ils croyaient que Nazaryan n’etait pas seul et
qu’il a ete entraîne par d’autres et qu’ils voulaient que ces gens
soient retrouves. La fille a dit: “Je n’ai plus peur de personne
desormais, je dirais ici qu’il y a d’autres personnes derrière cet
assassinat. Chacun peut me faire ce qu’il veut, je continuerai a dire
ceci : l’accuse n’etait pas seul.”

En depit de son âge avance, on pouvait remarquer dans le public une
musulmane “Hadji” (qui a fait le pèlerinage a La Mecque), une femme
voilee, l’une des meilleurs amies de Maritsa Kucuk qui avait egalement
aide la fille de celle-ci pour le nettoyage de l’appartement macule
de sang.

L’image globale de cette audience (a l’exception de la Presidente de
la cour) est tout a fait en harmonie avec l’etat general du système
de justice en Turquie.

La famille de Nazaryan etait absente. Tout comme la famille Kucuk,
il s’agit de descendants de rescapes du genocide. Mais la famille
Nazaryan, en plus de la pauvrete dans laquelle elle se trouve,
souffrirait de troubles mentaux.

La prochaine audience se tiendra le 14 août.

GROZNY, June 25 (RIA Novosti) – The father of a Russian immigrant shot
dead by the FBI during questioning in Florida said on Tuesday he would
sue the US authorities over what he describes as the “extrajudicial
execution” of his son.

Ibragim Todashev, 27, who had moved to the US from Russia’s Chechen
republic several years earlier, was shot at his home in Orlando on
May 22 while being questioned by the FBI about his links to Boston
bombing suspect Tamerlan Tsarnaev and a possible connection to a 2011
triple murder in Massachusetts.

“FBI agents came to my son’s house and executed him, without filing
any charges, with no lawyer, with no eyewitnesses. All I want is to
obtain truth, justice and a punishment for those responsible, and so
I intend to file a lawsuit against the authorities of that country
[the US] to establish a truthful picture of what really happened,”
Abdulbaki Todashev said in an interview with RIA Novosti in the
Chechen capital of Grozny.

He said that the circumstances surrounding his son’s death remain
unclear, with only conflicting media reports available.

Todashev, who brought his son’s body to Russia last week, said he
would return to the United States soon “to seek the truth.”

Vice Speaker of the Armenian Parliament, told ArmInfo when commenting
on Azerbaijani president’s statement regarding an intention to ‘restore
territorial integrity of Azerbaijan, including Nagorno Karabakh and
even Armenia.’

“The soone Azerbaijan admits the fact of NKR’s independence, the sooner
Baku will get adjusted to the existing realities,” Sharmazanov said.

In response of Aliyev’s another statement saying that “Armenia is
part of historical Azerbaijan,” Sharmazanov recommended the president
of Azerbaijan to familiarize himself with the historical works of
Strobe, Plutarch, and Ptolemy “to avoid such disappointing historical
inaccuracies not pertaining a president.”

To recall, earlier today, Azerbaijani President Ilham Aliyev said
speaking at the military parade in Baku that international legal norms,
political factors, economic and military power of Azerbaijan will
be crucial for settlement of the Karabakh conflict. “Azerbaijan will
restore its territorial integrity,” he said adding that “Azerbaijani
flag will be raised in Stepabnakert, Shushi and other occupied
territories.”

Main opposition Republican People’s Party (CHP) leader Kemal
Kilicdaroglu has said Prime Minister Recep Tayyip Erdogan has become
“the new dictator of Turkey,” Hurriyet Daily News reported.

“There are 7 billion people in the world. Making mistakes is natural
for people and they correct their mistakes, and when it’s needed they
apologize. This is a human virtue. If we make a mistake, we know how
to apologize. But he [Erdogan] says, ‘I do not make mistakes.’ He
says, ‘if you don’t do what I say, you can’t be right.’ His name
is Turkey’s new dictator, Recep Tayyip Erdogan,” Kilicdaroglu said,
addressing his party’s group meeting today at Parliament.

Kilicdaroglu added that the “young protesters of Gezi Park had made a
dictator kneel down.” “Now in a panic he is organizing meetings across
the country, all he does is yell, but the only one who listens him is
himself. Do not pay attention to all the broadcasters’ live streams
from his meetings. Nobody listens to what he says. There is one word
when it comes to defining Erdoðan: liar,” Kilicdaroglu said.

Aghvan Vardanyan, Secretary of the Armenian Revolutionary Federation
Dashnaktsutyun (ARF-D) parliamentary group, believes that the problem
of the “offshore scandal” needs a comprehensive explanation.

His own analysis has made him conclude that “something strange”
is happening. According to Vardanyan, at least Vicar of the Aratat
diocese Navasard Kachoyan has, by Catholicos Garegin II’s order, to
“move aside”, while Armenia’s Prime Minister Tigran Sargsyan has to
go on a holiday.

“The problem is that it is impossible to expect this government system
and law-enforcement agencies to find out all the details. A thorough
investigation needs to be conducted and a multi-party parliamentary
committee has to discuss it and make its assessment,” he said.

As to whether he considers the premier’s resignation realistic,
Vardanyan said that international experience shows “it is probable,
while in Armenia’s case it is unrealistic.”

By a decision of the United Nations Organisation, June 26 has bee
celebrated as International Day against Drug Abuse and Illicit
Trafficking since 1987.

The number of drug-abusers in Armenia exceeds 12 700 according to
a survey conducted in 2011. About 4332 drug-users are registered in
the Narco-Clinical Center in Armenia. Fifty-five of them are women.

“The number of drug-abusers is increasing in the world. Only Sweden
has managed to stop the growth while in Iran the number of drug
addicts totals 3 million,” says Petros Semerjyan, the director of
the Narco-Clinical Center.

While the specialist says this is a painful phenomenon he hurries to
comfort everyone saying that the number of drug users is much greater
in the neighbouring countries.

“There are about 400 000 drug addicts in Georgia,” he said.

Speaking about the prevention and proper treatment of drug addiction,
Mr Semerjyan said, “President has issued a decree that all government
departments should provide appropriate guidance and pay special
attention to the problem. Anyway, drug addiction is a matter of
personal transformation,” he said.

Survey: 61% Of Armenians Have Favorable Opinion Of Customs Union

SURVEY: 61% OF ARMENIANS HAVE FAVORABLE OPINION OF CUSTOMS UNION

61% of Armenia’s population has a favorable opinion of the Custom
Union of the EurAsEC, 4% of citizens are against it, and 26% are
indifferent to it. This data wase announced today by the Director of
Gallup International Association Armenia Office Aram Navasardian. The
organization has conducted a survey at the request of Armenian
Development Bank. 13,000 adults from 11 former republics of the USSR
were surveyed in April and May of 2012.

In response to the question: If Armenia signs a Deep and Comprehensive
Free Trade Agreement with the European Union in the near future,
what will happen to Karabakh?, one of the event’s speakers, political
scientist Sergei Shakariants said: “We will be forbidden to conduct
free trade with the NKR. Russia may ignore it, but the same will not
work in case of the European Union”.

Another speaker, economist Samvel Avagian did not share his opinion.

“The free trade agreement does not prevent us from signing a free
trade agreement with a third country, but if we join the Customs Union,
we will have no right to discuss conditions of conducting trade with
a third party”.

Shakariants disagreed with his opinion, noting that the NKR is a
country whose status has not been specified yet and that a problem
of separate and agreed talks arises.

The economist said that trade with both the EurAsEC and EU countries
is advantageous to Armenia, while the political scientist expressed
an opinion that we need to wait, without taking actions regarding the
EurAsEC and the EU. He agrred, however, that this situation may last
only one year.

Armenian population now less wants Armenia to join any international
organization, political scientist Sergey Shakaryants told today’s
news conference.

According to him, due to the hard socio-economic situation in the
country, most of Armenian population prefer leaving the country rather
than seeing Armenia as part of any international organization.

Economist Samvel Avagyan, for his part, said that currently Armenia is
economically inclined to join the European Union, especially in view of
the fact that Armenia-EU Free Trade Agreement is expected to be signed.

Shakaryants opposed him saying that Armenia-EU Free Trade Agreement
could lead to Artsakh’s isolation as Armenia will have no right to
carry out economic cooperation with Artsakh until the latter becomes
an internationally recognized state.

YEREVAN, JUNE 24, ARMENPRESS: The post of France issued a special
stamp devoted to the chairmanship of the Republic of Armenia in the
Committee of Ministers of the Council of Europe.

This was reported to Armenpress by the Spokesperson of the Ministry
of Foreign Affairs of the Republic of Armenia Tigran Balayan. The
stamp presents the picture of the Minister of Foreign Affairs of the
Republic of Armenia Edward Nalbandyan and the symbol of the Armenian
chairmanship in the Council of Europe.

The Republic of Armenia assumed the Chairmanship of the Committee of
Ministers of the Council of Europe on May 16 at the 123rd session of
the Ministers of Foreign Affairs of the EC member countries.

The summer session of the Parliamentary Assembly of the Council of
Europe (PACE) will be launched on June 24 in Strasbourg and will
be held by June 28. In the framework of the Chairmanship of the
PACE Committee of Ministers, the Minister of Foreign Affairs of the
Republic of Armenia, the Chairman of the EC Committee of Ministers
Edward Nalbandyan will make a speech at the session.

PACE is the parliamentary body of the Council of Europe, bringing
together 318 parliamentarians from its 47 member states. Armenia, as a
priority of its chairmanship, established the struggle against racism
and xenophobia in Europe, the promotion of the European values through
intercultural dialogue, the strengthening of the European standards
for human rights and the rule of law, as well as the intensification
of the role of the Council of Europe in the promotion of democratic
societies and the European architecture.
