following news release:

The following petitions and memorials were laid before the Senate and
were referred or ordered to lie on the table as indicated:

POM-36. A resolution adopted by the Senate of the State of Louisiana
expressing support for the Nagorno Karabakh Republic’s efforts to
develop as a free and independent nation; to the Committee on Foreign
Relations.

Senate Resolution No. 151

Whereas, Nagorno Karabakh, also known as Artsakh, has historically
been Armenian territory, populated by an overwhelming majority of
Armenians, which was illegally severed from Armenia by the Soviet
Union in 1921 and placed under the newly created Soviet Azerbaijani
administration; and

Whereas, February 20, 1988, marked the beginning of the national
liberation movement in Nagorno Karabakh, which inspired people
througheut the Soviet Union to stand up against tyranny and for their
rights and freedoms, helping to bring democracy to millions and
contributing to world peace; and

Whereas, the United States Congress has repeatedly expressed support
for the legitimate freedom aspirations of the people of Nagorno
Karabakh; and

Whereas, on September 2, 1991, the legislature of Nagorno Karabakh
declared formation of the Nagorno Karabakh Republic, in accordance
with then acting legislation; and

Whereas, on December 10, 1991, the people of the Nagorno Karabakh
Republic voted in favor of the independence, and on January 6, 1992,
the democratically elected legislature of the Republic formally
declared independence; and

Whereas, since proclaiming independence, the Nagorno Karabakh Republic
has registered significant progress in democracy building, which has
been most recently demonstrated during the July 19, 2012, presidential
elections that were assessed by international observers as free and
transparent: Now, therefore, be it

Resolved, That the Senate of the Legislature of Louisiana hereby
encourages and supports the Nagorno Karabakh Republic’s continuing
efforts to develop as a free and independent nation in order to
guarantee its citizens those rights inherent in a free and independent
society; and be it further

Revolved, That the president and Congress of the United States of
America are hereby urged to support the self-determination and
democratic independence of the Nagorno Karabakh Republic and its
constructive involvement with the international community’s efforts to
reach a just and lasting solution to security issues in that
strategically important region; and be it further

Resolved, That a copy of this Resolution be transmitted to the
president of the United States, the secretary of the United States
Senate, the clerk of the United States House of Representatives, and
to each member of the Louisiana delegation to the United States
Congress.

Tatul Hakobyan’s Armenians and Turks, now in English

Tatul Hakobyan’s Armenians and Turks, now in English

Hakobyan with the Armenian language version of his book.

An English translation of 400 plus-page book by reporter and expert
Tatul Hakobyan Armenians and Turks: from War to Cold War to Diplomacy
was recently published in Yerevan.

This work, which covers Armenian-Turkish relations since 1918 to
football diplomacy, is the result of eight years of extensive
research, analysis and travel by the author, who is an expert with
Civilitas Foundation in Yerevan and correspondent for several Armenian
outlets in Armenia and Diaspora.

The first release of Armenians and Turks was published in Western
Armenian using classical orthography and was presented in Beirut in
March, 2012. The Eastern Armenian version was presented in Yerevan in
April, 2012.

The editor if the English version is Nareg Seferian.

Tatul Hakobyan,s first book- Karabakh Diary, Green and Black, first
was published in 2008 and since then has had 8 editions including
English, Russian, German, Turkish, and Arabic.

Tatul Hakobyan is currently working on a new book about Armenia’s
domestic and foreign policy from the beginnings of its journey towards
independence in 1988 to the current day.

According to Raffi K. Hovannisian, Armenia’s Foreign Minister
(1991-1992), Hakobyan’s new book, “is packed with political insight,
historical revelation, and even a poetic vision of a complicated
relationship which unfolded, over a century, between two peoples.”
Hakobyan has established himself “as an indispensable journalist,
expert, and scholar of this ongoing saga. It is my hope that his
ground-braking work will help achieve recognition of the historical
record and a reconciliation based on the terrible truth,” wrote
Hovannisian.

Alexander Arzumanyan, Armenia’s Foreign Minister in 1996-1998, writes
“This volume is in fact a continuation of Tatul Hakobyan’s first book,
Karabakh Diary: Green and Black. Written in the journalistic style
using strict standards of scholarship, the author has evidently
undertaken wide-ranging research. This book is of great interest not
only to historians, diplomats, or experts who study issues of
Armenian-Turkish relations and their impact on the future of the South
Caucasus, but also for a wide range of readers.”

“Tatul Hakobyan’s work is a smooth mix of history and journalism. This
extremely complex and significant period of history is presented
coherently, simply, in an easy to follow narrative that links together
the various periods during the tumultuous 100 years beginning in 1918.

its neighbor, Turkey, since the era of Mikhail Gorbachev’s perestroika

career as a journalist, a wide range of printed sources, but also
in-depth interviews with over a dozen leading Armenian policymakers,
including the country’s first post-Soviet, democratically-elected
president and its first four Ministers of Foreign Affairs in the
period of independence.”

Une candidate du baccalauréat affirme qu’il s’est moqué de son nom arménien

Elle s’appelle Ghazerian. Et alors ? Visiblement ce patronyme à
consonance arménienne eut l’air d’amuser l’examinateur de l’épreuve
d’anglais que la jeune Cécile passait au lycée Saint-Exupéry le 5 juin
dernier. « Ghazerian, ça sent l’arménien à plein nez ». Tels seraient
les propos qu’il aurait tenus. C’est du moins ce qu’a rapporté Cécile
à sa mère au soir de l’examen.

Toujours selon la lycéenne, il aurait ensuite cherché à savoir son
lieu de naissance ainsi que celui de ses parents, il lui aurait
demandé comment sa grand-mère s’était intégrée et pourquoi elle-même
ne connaissait pas un mot d’arménien évoquant « la perte des valeurs
de la 3e génération ».

Le texte en anglais sur lequel Cécile était interrogée portait sur
l’intégration des gens noirs en Angleterre. L’examinateur a-t-il voulu
simplement faire référence aux origines de la jeune fille pour
illustrer le thème sans intention de nuire ? Pour Béatrice Ghazerian,
la mère de Cécile, il s’agit bien là de propos déplacés, « d’une
attitude totalement irrespectueuse et indigne d’un enseignant ».

-Déstabilisée

Dans un courrier qu’elle a adressé au rectorat, elle parle même de «
manipulation perverse ».

Elle s’est tout d’abord adressée au proviseur du lycée Dautet où est
scolarisée Cécile en terminale Littéraire. Mais le directeur ne
pouvait qu’écouter son témoignage et l’encourager à écrire au rectorat
pour en savoir plus sur les motivations de cet enseignant qui faisait
passer les épreuves.

Un premier rapport avait été fait par Cécile au lendemain de
l’épreuve. N’ayant pas eu de réponse, Béatrice a donc ajouté son écrit
à celui de sa fille le 14 juin. Sans plus de réponse jusqu’alors.

« Je ne veux pas laisser passer ça. Ma fille a été totalement
déstabilisée par l’attitude de ce monsieur. Elle était méconnaissable,
très choquée, le soir de l’épreuve. J’ai confiance en elle. Ce n’est
pas une enfant qui affabule. Je ne sais pas quelle influence cela a pu
avoir sur sa performance, mais je veux au moins des excuses de ce
professeur envers ma fille et moi-même. »

Contacté hier par téléphone, le rectorat a répondu que la demande de
Mme Ghazerian a été prise en compte, que le responsable du centre
d’examen a été contacté et qu’une enquête administrative est en cours.

Si innalzano i toni della retorica tra i due rivali

Roma, 26 giu. (TMNews) – L’Armenia ha espresso preoccupazione per la
tendenza del rivale Azerbaigian ad armarsi e ha ricordato agli azeri
il rapporto di collaborazione che ha con la Russia, dopo che oggi
il presidente azero Ilham Aliev ha affermato che Baku continuera
a rafforzare la dotazione delle sue forze armate finche non sara
risolto il conflitto per Nagorno Karabakh. Lo scrive l’agenzia di
stampa Interfax.

“Siamo preoccupati per il fatto che l’Azerbaigian si armi. Anche il
livello di cooperazione tecnico-militare tra Armenia e Russia e alta.

Noi stiamo facendo del nostro meglio per mantenere il bilanciamento
delle forze, non solo con una superiorita quantitativa ma anche
qualitativa. La trasparenza fa ogni fornitura e ogni danno a un
bilanciamento controllabgire, in particolare con il nostro partner
strategico, la Russia”, ha detto il ministro della Difesa armeno Seyran
Ohanian, per il quale Aliev “sta tentando di avviare una corsa agli
armamenti nella regione”.

Oggi il capo dello stato azero ha affermato che Baku non interrompera
il rafforzamento delle proprie dotazioni militari finche il conflitto
non sara chiuso. “Abbiamo avuto nel 2003 un budget della difesa
di 163 milioni di dollari nel 2003. E’ cresciuto a 3,6 miliardi di
euro lo scorso anno ed è a 3,7 miliardi di euro ora”, ha affermato
il capo dello stato azero. “In paragone – ha continuato – l’intera
spesa dell’Armenia (non solo per la difesa, ndr.) è di 2 miliardi
di dollari. Il nostro bilancio per la difesa, il doppio della spesa
totale dell’Armenia”. (segue)

Otorgo las distinciones Hrant Dink 2013 a Ricardo Roa, del diario
Clarín, y Jorge Elías, de Radio Continental.

El Consejo Nacional Armenio (CNA) distinguio al editor general
adjunto de Clarín, Ricardo Roa, y al periodista de Radio Continenta l,
Jorge Elías, con el premio al periodismo argentino Hrant Dink 2013,
“en reconocimiento a sus destacadas trayectorias en defensa de los
derechos humanos, y en agradecimiento a su constante solidaridad con
la causa armenia”.

En una sala colmada, donde se destaco la presencia del embajador de
Armenia en Argentina, Vahagn Melikian; y del arzobispo de la Iglesia
Armenia, Kissag Muradian; Nicolas Sabuncuyan, director de Política
Institucional del CNA destaco que los premios son “un homenaje a dos
periodistas que tienen diferentes puntos de vista y que trabajan en
distintos medios de comunicacion, pero que defienden los derechos
humanos y los valores republicanos”.

El nombre del premio es en homenaje al periodista Hrant Dink, un
valiente editor de origen armenio asesinado en Turquía en 2007, que
denuncio permanentemente el genocidio de principios del siglo pasado
contra los armenios.

Roa sostuvo que “recordar a Dink es recordar su coraje como periodista
y en la vida, y es reivindicar tambien los valores por los que
lucho: la libertad y la dignidad. Esos son valores a los que aspira
a honrar todo periodista. La contracara del premio es la condena a
la intolerancia y al fanatismo, que siempre vuelve peor a las personas.

Nunca se tiene toda la verdad: solo podemos aspirar a tener una parte”,
dijo Roa.

El editor de Clarín relaciono el fanatismo con la quema de libros
durante la dictadura militar argentina y elogio la tarea de la
colectividad armenia para mantener viva la memoria de sus martires y
de sus heroes. “Ninguno esta de verdad muerto si todavía hay quienes
lo recuerdan”.

El asesinato de Dink desato un extendido repudio internacional. Se
convirtio en un martir que representa dos cosas, en principio: la
defensa con la propia vida de la libertad de prensa y de expresion;
y, a la vez, la lucha por la causa armenia.

Jorge Elías destaco la tarea que hizo la Sociedad Interamericana
de Prensa (SIP) para investigar los asesinatos de periodistas en
Sudamerica, accion de la que el periodista formo parte durante nueve
años. “Investigamos casos que habían quedado en el olvido, para que
no haya impunidad y se llegue a la verdad. Igual que hace la comunidad
armenia con su reclamo justo, en su búsqueda de la verdad. Una verdad
que no puede ser corrompida por la omision ni por la mentira”, sostuvo
Elías, quien antes de trabajar en Radio Continental, fue periodista
durante muchos años en diario La Nacion.

Poetes Libanais Traduits En Armenien

Parution Imprime a Erevan, l’ouvrage jette la lumière sur le Parnasse
libanais de langue arabe en version armenienne. Traduction subtile
pour une selection de sept poètes. Parole a la poesie a travers ”
The Rainbow of Cedars ” (L’Arc-en ciel des cèdres), un livre signe
Sarkis Guiragossian.

Fin lettre, feru de poesie et ami des poètes, Sarkis Guiragossian,
lui-meme poète (a son actif: essais, plaquettes de poesie, dont Ceci
est mon sang, ceci est mon corps et Poesie a blanc, et de nombreuses
publications dans les journaux et gazettes armeniens) epris de
litterature arabe (il cite volontiers non seulement Mahmoud Darwiche,
mais aussi Elias el-Dayri, Naguib Mahfouz, Mohammad el-Maghout et
Maroun Abboud), a mis plus de cinq ans pour rassembler, serier et
traduire ses textes.

Couverture concue par Ardag Baghdassarian, où le cèdre millenaire avec
ses racines noueuses se marie aux couleurs fracturees de l’arc-en ciel
pour parler du verbe sonore des mages et des voyants arabes. Soutenu
par les publications de l’Union des ecrivains armeniens avec une
notable contribution de la municipalite de Bourj Hammoud, cet ouvrage,
kaleidoscope amplificateur de la richesse et de la musicalite de la
langue arabe, est un solide pont pour l’echange culturel entre le
Liban et l’Armenie.

Notice biographique, texte analytique, presentation et etude,
semantique, phonetique et litteraire, se succèdent pour le monde
fascinant et image des ” taquineurs ” des muses. Sous cette bannière
se groupent Youssef el-Khal, Adonis, Chawki Abou Chakra, Ounsi
el-Hajj… Toute une generation (celle de la revue Chiir jusqu’en 1960)
d’hommes de lettres qui ont marque leur temps et ont rompu les digues
du silence tout en faisant decouvrir, a travers une palette chargee
de vocables nuances, les richesses du Liban et du monde arabe.

Pour la melee et le peloton des annees après 70, trois differentes
personnalites du monde des lettres arabes, fervents serviteurs de la
plume: Paul Chaoul, Abbas Beydoun et Wadih Saade.

Ce n’est pas par misogynie et encore moins par oubli que le nom des
femmes ne figure pas dans cet ouvrage. D’ailleurs, l’auteur lui-meme
confie: “Oui c’est parfaitement injuste que la presence feminine
ne soit pas soulignee dans ces pages. C’est qu’en fait je n’ai pas
trouve de femmes de lettres a placer ici… Il y aurait peut-etre
Hoda Naamani…”

Avec l’espoir que la prochaine publication des poètes libanais
et arabes inclura la part feminine du Parnasse. En tout cas, ce
livre reste une excellente fenetre ouverte sur l’etranger, pour une
meilleure connaissance du pays du Cèdre, et atteste, sans conteste,
de la vitalite de la poesie libanaise de bon aloi.

Azeri President Ilham Aliyev’s statements on the readiness to
“liberate” Nagorno-Karabakh are intended for the home audience,
Armenian Deputy Foreign Minister Shavarsh Kocharian said.

“Those who are really ready to take such steps will not declare
this every day. These words are targeted at the domestic viewer,”
Kocharian told journalists.

Speaking while reviewing the troops at a military parade in Baku on
Wednesday, Aliyev said the Azerbaijani armed forces should be prepared
for operations to liberate the land occupied by Armenia.

“Azerbaijan is living in the state of war. The war is not over yet,
and only its first stage has ended. The Azerbaijani Army should be
prepared at any moment to liberate the occupied lands,” Aliyev said.

Aliyev regretted that the negotiations with Armenia to peacefully
resolve the problem of Nagorno-Karabakh have not produced the desired
result so far, and so Azerbaijan has to beef up its military power due
to these conditions. He also insisted that not only Nagorno-Karabakh
and areas around it but also the contemporary territory of Armenia
were originally Azeri land.

YEREVAN, JUNE 28, ARMENPRESS: The ninth session of consular
consultations between Iranian and Armenian foreign affairs ministries
took place in Yerevan on June 28. “Armenpress” was informed from
press service of foreign affairs ministry that Armenian delegation
was headed by the chief of Consular department of foreign affairs
ministry Vladimir Karmirshalyan and the Iranian delegation by Seyed
Hossein Mir Fakhar.

During the meeting the sides discussed several issues relating to visa
facilitation for citizens of two countries particularly for students,
businessmen and cultural figures.

In result of consultations a memorandum of understanding wassigned
and arrangement was made to hold the next 10th session of consular
consultation in Tehran in 2014.

Deputy Head Of Nubarashen Penitentiary Accused Of Taking Bribes

DEPUTY HEAD OF NUBARASHEN PENITENTIARY ACCUSED OF TAKING BRIBES

The prosecutor implementing prosecutorial supervision confirmed the
bill of indictment on criminal case initiated against the deputy
head of penitentiary D. Muradyan for taking bribes in particularly
large amount.

According to the evidence obtained during the pre-trial proceeding D.

Muradyan, being a deputy head of “Nubarashen” penitentiary of RA
Ministry of Justice from December 1, 2011 to February 6, 2013,
authorized to cooperate the operative and medical service divisions
of penitentiary, from August to December 2012 had taken bribes in
particularly large amount from A. Hakobyan serving a term in the
same penitentiary.

According to preliminary investigation data D. Muradyan had demanded
from A. Hakobyan who was imprisoned for the term of 5 years and 6
months for committing crimes of average weight and taken from the
latter himself and through his wife a total bribe of 1.631.320 AMD
equal to 4.000 USD, as well as furniture costing 540.000 AMD.

According to the obtained evidence D. Muradyan had demanded the
bribe for admitting the defendant to the therapeutic part of the
penitentiary without sufficient base and keeping there for a lasting
period, contributing to long- and short-lasting meetings with his
wife, as well as allowing to repair the cell, to furnish it and to
have and use a mobile phone violating the defined order.

By the preliminary investigation it was also found out that during
2012 in order to contribute to the early release of the same defendant
within his authorities, D. Muradyan had demanded and taken bribe
twice and returned it not being able to solve the matter of the
early release.

On the base of the evidence obtained by preliminary investigation
implemented in RA Special Investigation Service D. Muradyan was
accused according to the Point 2 of the Part 4 of the Article 311 of
RA Criminal Code.

The criminal case with the bill of indictment was sent to court.

The operative actions of Organized Crime Department of the Police and
Ijevan department of police revealed that Aram A., 1992, from June 26 to 27
from 6th part of Aygehovik forest on Ijevan cut 24 trees causing the state
a material damage equal to 1.165.500 AMD.

Investigation is in process.
