The first Armenian interactive tale has been created. Programmer
Vahram Gevorgyan has developed the application on the basis of the
Ghazaros Aghayan’s “Anahit.”

The program allows to listen to the tale, participate in the
developments and feel a hero of it. It took 4-5 months to complete
the project. The author says the opinions and proposals of children
helped him a lot.

The tale is accompanied by classical music, the story is presented in
three languages. The cost of the program in the Apple Store is $3.99.

The application is meant for iPad and iPad mini. The Android version
will be presented in the near future.

Vahram Gevorgyan has received a number of cooperation offers, which
he has turned down. The author says he does not pursue commercial
goals. “It’s more of a hobby than business.”

“The tale is suitable for children with autism and its use in
specialized establishments has already yielded positive results,”
the author said.

Syrian Armenians Make Use Of State Guarantees For Loans

SYRIAN ARMENIANS MAKE USE OF STATE GUARANTEES FOR LOANS

YEREVAN. – Ever since the first five months of 2013, the Small and
Medium Entrepreneurship Development National Center (SMEDNC) of Armenia
provides more than AMD 137 million (approx. $329,996) in guarantees
to 31 start-up Syrian-Armenian businessmen.

Overall, close to AMD 300 million (approx. $722,619) in guarantees
were provided since the beginning of the year.

As a result of the SMEDNC Start-Up Business Support program, 105
applications are submitted for financial assistance.

In addition, the Economy Ministry found it appropriate to allocate
AMD 200 million (approx. $481,746) budgetary loan to SMEDNC, and for
a one-year period.

The aforementioned matter is put on the agenda of Thursday’s Cabinet
meeting.

Karabakh war veterans have held a sit-down protest in Yerevan’s
Freedom Square for a week.

They demand a revision of the Law on Homeland-Defender Status, the
freedom-fighter Volodya Avetisyan told

A number of Karabakh war veterans will meet with Armenia’s Premier
Tigran Sargsyan at 6:00pm.

“If the freedom-fighters do not see any results after the meeting,
they will continue their struggle,” Avetisyan said.

Some of the protesters are on a hunger-strike. Colonel Khachik
Avetisyan has been on a hunger-strike for four days.

Asked about his health, he said, “Still alive.”

YEREVAN, JULY 17, ARMENPRESS: The Artsakh Republic President Bako
Sahakyan visited the Martakert region on July 16. As Armenpress
was reported by the Central Information Department of the Artsakh
President’s Staff, in the village of Tsmakahogh Bako Sahakyan met
with the students and professors participating in the “Physical
and Biological Complex Systems Modeling Technologies” summer
school-seminar.

Welcoming the participants the President Sahakyan highlighted the
significance of the event from the perspective of developing science,
education and high technologies, adding that the organization of
such scientific assemblies in the birthplace of the world-famous
academician Andranik Iosifyan was symbolic.

The Artsakh Republic President then visited the summer camp organized
by the NKR Sport Tourism Federation and “Future Generations” Fund in
the Kolatak village and met with the athletes and the representatives
of youth organizations spending their holidays there.

Bako Sahakyan considered demanded the development of sport tourism
in our republic, noting that it must become one of the most important
directions of the tourism industry.

During the conversations held in both camps in a warm and cordial
atmosphere the Head of the State answered the questions raised by

Artsakh Republic President Bako Sahakyan received an official
delegation from the Australian New South Wales state.

A wide range of issues related to the development of relations between
New South Wales and Artsakh were discussed during the meeting.

President Sahakyan expressed gratitude to the authorities and people
of New South Wales for supporting Artsakh and de-facto recognizing
its independence, adding that it was a significant political and
moral step on the path of international recognition of Artsakh and
establishment of bilateral relations.

Both sides noted that there are all necessary conditions for
cooperation and resoluteness to work in this direction.

Deputy Speaker of the Artsakh Republic National Assembly Arthur
Tovmasyan, NKR Permanent Representative in Australia Varouzhan
Iskandaryan, members of the Armenian National Committee of Australia

Ukraine sold 14 BTS-5B armored recovery vehicles to Azerbaijan in
2012. APA reports quoting “Unian” that this was reflected in the
report of Ukrainian State Service of Export Control.

BTS-5B universal multipurpose recovery vehicle is designed for
technical supply of divisions of tanks and armored vehicles. This
vehicle is used for rescue works, backing up damaged equipment and
transportation of spare parts and tools. It was set up on the chassis
of T-72 tanks, according to News.Az.

Ukraine sold 99 units of T-72 tanks to Ethiopia and 10 units to
Sudan, 48 units of BTR-4 and 11 units of BTR-80 to Iraq, 62 units
of BTR-3E1 to Thailand, 10 units of BTR-60PB and 9 units of BTR-70
armored transporters to Bulgaria last year.

Ukraine sold 137 portable anti-aircraft missile complexes to the U.S.

and 193 missiles to Israel last year.

ANC, Prosperous Armenia, and Dashnaktsutyun cannot be strategic
allies, but they can be tactical partners. These forces are hardly
likely to take part in the parliamentary elections on a common list,
even though cooperation in the sphere of election control is quite
possible; moreover, there are certain examples.

The problem of a possible consolidation of the ANC and Prosperous
Armenia, between two prominent leaders – the first president Levon
Ter-Petrosyan and oligarch Gagik Tsarukyan, is the most discussed
issue in the Armenian politic sphere.

The political interests of PA’s leader are based on his economic
interests. Tsarukyan strives for legalization of his capital, however,
under the current authorities, this is impossible. The system which
was formed in the country doesn’t satisfy him and, as owner of a
huge amount of capital, Tsarukyan can achieve his main goal if he
implements one of two possible options.

The first option is that Tsarukyan encourages the coming to office
of his man, who won’t change the current oligarchic system. However,
in this case there will be no real legalization, i.e. Tsarukyan will
still depend on the authorities. The second option is that Tsarukyan
stands for radical political and economic changes which will lead
to elimination of the current system. In this case he could legalize
his property, whoever rules the country.

The second option can be supported by the ANC. The ANC doesn’t
consider Tsarukyan’s capital to be an object for repressions. ANC
representatives believe that the capital which was accumulated,
including due to ambiguous deals, should be legalized within the
package of the “100 Steps” reforms which were developed by the force
in 2010. It seems Tsarukyan is satisfied with the program. Thus,
the second option requires that Prosperous Armenia and the ANC have
common ground in the political arena.

The possible tactical union between Ter-Petrosyan and Tsarukyan could
be confirmed by the ANC’s support of Tsarukyan as a presidential
candidate; at least this possibility was discussed in November and
December of 2012. For instance, the ANC could significantly support
Tsarukyan in Yerevan. However, the developments changed, and the
leader of PA rejected being a presidential candidate.

At the same time, it doesn’t mean that such a union is impossible in
the future, i.e. PA and the ANC can establish a tactical union for
fighting to change the power. Probably they will manage to present
a common presidential candidate.

turned to the Russian Ombudsman Vladimir Lukin today.

On July 13, a truck driven by Hrachya Harutyunyan ran into a bus near
Moscow leaving 18 people dead.

Karen Andreasyan expressed his condolence to his Russian counterpart
on the tragic incident.

The Armenian Ombudsman particularly noted in his letter:

“Citizen of Republic of Armenia Hrachya Harutyunyan accused of
a violation of traffic rules which by an accident entailed death
of more than 2 people was brought to court in a humiliating look,
dressed in a women’s robe.

The Russian Constitution stipulates that the dignity of a person is
protected by the state and nothing can serve a reason for belittling
it. Irrespective of the nationality, race, language, background,
location and other circumstances, actions belittling the honor
and dignity of the person in any way taken up by the government’s
functionaries are unacceptable.

Taking into account the fact that the accident took place on the
territory under your jurisdiction, I ask you to examine the reasons
for the humiliating treatment and bringing Mr. Harutyunyan to court
in such a look, take up actions within your powers to help Armenian
citizen Hrachya Harutyunyan and inform me about the results”.

Lithuanian Expert: Russia Will Have To Put Up With Results Of Armeni

LITHUANIAN EXPERT: RUSSIA WILL HAVE TO PUT UP WITH RESULTS OF ARMENIA-EU ASSOCIATION AGREEMENT TALKS

The European Union has its own levers of pressure, and Russia will
have to put up with the results of the negotiations on the Armenia-EU
and Ukraine-EU Association Agreements, Vitis Yurkonis, lecturer at
the Institute of International Relations and Political Science at
Vilnius University, told ArmInfo on July 16.

He thinks that Lithuania’s EU Chairmanship would focus on Ukraine. “If
that country signs the Association Agreement, it will finally
deviate from the integration into the Eurasian Union. This can’t
help irritating Russia”, he said. He thinks that the given agreement
has become a new reason for a geopolitical fight between Moscow and
Brussels, however, the Brussels levers will impact Russia’s stance.

In the meantime, the expert is skeptical about Armenia’s possible
initialing of the Association Agreement, because this process must
be carried out with all the Eastern Partnership member countries
simultaneously. “Meanwhile, most of the Eastern Partnership members
are not yet ready for the Association Agreement”, he said. Yurkonis
thinks this may delay Armenia’s signing as well.

To note, Lithuania assumed the EU Chairmanship on July 1. President
of Lithuania Dalia Grybauskaite said that one of the Lithuania’s EU
Chairmanship priorities would be the EU’s relations with Armenia,
Azerbaijan, Belarus, Georgia, Moldova and Ukraine. She expressed hope
that Association Agreements and documents on Deep and Comprehensive
Free Trade Area would be signed with the specified countries.

European Court Says Turkey Must Revise Tear Gas Laws

EUROPEAN COURT SAYS TURKEY MUST REVISE TEAR GAS LAWS

Turkey should readjust its legal framework regarding the use of tear
gas grenades to prevent further risk of death and injury, according
to a European Court of Human Rights decision, The Hurriyet Daily
News reports.

The decision came yesterday as a result of the chamber’s session on the
case of Abdullah YaÅ~_a, who had applied to the European court over his
injuries caused by a tear gas grenade during a police intervention in
2006. The court ruled in favor of YaÅ~_a, finding Turkey in violation
of the article related to the prohibition of torture and inhuman or
degrading treatment.

The court also fined Turkey 15,000 euros to cover all damages, and
another 5,000 for costs and expenses, however, the chamber judgment
may not be the final decision. In case either of the parties requests
the case to be sent to the Grand Chamber of the Court, the case may
be reevaluated, marking the end result as the final ruling.

The incident, which occurred in 2006 when police forces intervened
in demonstrations described as “unlawful” by the ECHR, prompted the
court to also judge Turkey in light of Article 46, “binding force
and execution of judgments,” according to the decision.

The Turkish state needed to reexamine its present guidelines on the
use of tear gas and “the safeguards surrounding the proper use of
tear gas grenades needed to be strengthened in order to minimize the
risk of death and injury resulting from their use,” the court stated.

Turkish forces’ use of tear gas became a subject of debate after its
excessive use during the Gezi Park protests, causing severe injuries
to several protesters.

Mustafa Ali Tombul, 17 years old, has been in a coma since he was
struck on the head by a tear gas capsule during a police intervention
in Taksim’s TarlabaÅ~_ı. In a similar case, Lobna Allani, a Turkish
citizen of Palestinian origin, was also hit in the head by a gas
capsule which forced her to undergo two brain surgeries, and left
her in a partially paralyzed state.
