HAYPOST, SRC SIGN COOPERATION AGREEMENT

A cooperation agreement was signed today, July 18th, between “HayPost”
and the RA SRC, according to which service points for taxpayers will
be created at the renovated and modernized post offices of “HayPost”,
attended by the representatives of the SRC. The agreement was signed
by the RA SRC Chairman Mr. Gagik Khachatryan, the Managing Director
of “HayPost Trust Management” BV Mr. Juan Pablo Gechidjian and the
Acting Chief Executive Officer of “HayPost” CJSC Mr. Haik Avagyan.

According to Mr. Juan Pablo Gechidjian, “HayPost” and the SRC are
keeping in step with the processes developed all over the world,
as the quantity of online sales is increasing day by day, and this
agreement gives the possibility to provide more modern services at the
post offices of “HayPost”. Mr. Gagik Khachatryan emphasized that by
using the network of “HayPost”, the SRC would approach the population,
becoming more available to taxpayers.

The main function of the SRC representatives at “HayPost” will be the
support to issues related to the submission of electronic reports,
taxes, duties and other payments, as well as clarification of issues
concerning the fiscal and customs administration and legislation. By
means of terminals installed at the service points, the representatives
of the SRC will support the taxpayers to submit fiscal settlements
and reports.

In case of technical possibilities, it is planned to carry out
the customs declarations and customs clearance necessary for the
import and export of postal items at certain post offices. One of the
peculiarities of this initiative is the opportunity of the taxpayers
to use at the same place both the services of the SRC and the services
provided by “HayPost”. So the increase of the service points’ number
and the enlargement of the geographical distribution will allow the
taxpayers using these services to save enough time and resources.

This cooperation is carried out in compliance with the strategic
programs of “HayPost Trust Management”. The total number of the
renovated post offices of “Haypost” across the Republic will exceed
200 by the end of 2013. At the same time, “HayPost Trust Management”
is going to implement large postal and commercial programs in 2013
together with “La Poste”, “Poste Italiane” and “Russian Post”. The
logistic processes of postal items will be reorganized; new systems
of express money transfers will be introduced; new software systems
will be inserted; the vehicle fleet will be updated; postbanking
services will be introduced; catalogue sales will be enlarged etc.

In 2013 the Trust Manager of “HayPost” CJSC, “HayPost Trust Management”
B.V., carries on the large-scale modernization and development
program of the National Postal Operator of the RA, which is planning
to modernize 60 post offices and branches till the end of this year,
making them correspond to the new standards. According to the new
program, 8 post offices will be renovated in Yerevan and 52 post
offices in the regions.

“HayPost Trust Management” attaches special attention to the
appropriate presence of “HayPost” CJSC and the development of the
postal and adjacent services in the regions.

“HayPost Trust Management” is planning to develop the traditional
postal services in the Republic of Armenia, to introduce more modern
courier, financial and commercial services, making “HayPost” CJSC
the leading national postal operator in the region.

Yesterday, during a one day visit to Azerbaijan, Turkish Foreign
Minister Ahmet Davutoglu labelled the recent call by the Armenian
Prosecutor General for land repatriations from Turkey as the “product
of delirium”.

During a recent meeting of worldwide Armenian lawyers, Armenian
Prosecutor General Aghvan Hovsepyan said that the border between
Turkey and Armenia had never been legally established and that lost
Armenian lands should be returned to Armenia.

Armenia “should know the limits of its capacity,” Foreign MinisterAhmet
Davutoglu stated in Baku.

As reported by the Anadolu Agency, the Turkish Foreign Minister called
on “those who dare to take a pebble from Turkey” to know their limits.

Davutoglu’s visit coincides with joint military exercises launched
by the Turkish and Azerbaijani armies on July 12 that will run in
Baku and Nakhijevan until July 28.

Syrian Armenian singer Lena Chamamyan, will host pianist Tulug Tırpan
and one of the best cellists in Turkey, Ozer Arkun, as well as renowned
kanun player Göksel Baktagir at a concert will at YıldızPalace in
Istanbul tonight, the Hurriyet Daily News reports.

Chamamyan, who combines jazz and classical Armenian music, was born
in Damascus, where over the course of her elementary and secondary
education she participated in many school concerts, the first of which
she held at age of 5. She started to studying music at the age of 9
and graduated from the economics management department at Damascus
University in 2002. She studied at the higher institution of music
in Damascus and graduated as a classical vocalist in 2007.

She also joined jazz workshops. This resulted in the two being featured
on each other’s albums and many concerts in Syria and Germany. She also
worked with many vocalists and musicians of different nationalities
in many jazz festivals in Syria.

The idea of the project was born before Chamamyan started to study
music academically. Classical was mixed with oriental jazz and Armenian
music to reflect the unique essence of her style as a vocalist. She was
charmed from the very beginning by the idea of mixing simple oriental
tunes with cords. Many friends from the higher institution of music
helped her understand and conceptualize the project, the first of
whom was Basel Rajoub, who arranged the music and managed the project.

Andrey Babayev’s Opera To Be Staged In Shoushi

ANDREY BABAYEV’S OPERA TO BE STAGED IN SHOUSHI

The premiere of Andrey Babayev’s opera, Artsvaberd (Eagle’s Fortress),
will take place in Shoushi, the Nagorno-Karabakh Republic, on Sept
1 2013.

This large-scale project involves the Armenian Philharmonic Orchestra,
soloists of the Armenian National Academic Opera and Ballet Theater,
Speghani and Hover choirs, the state and chamber choirs of the
Nagorno-Karabakh Republic, Yerevan State Pantomime Theater, the State
Dance Ensemble of the Nagorno-Karabakh Republic. The opera is directed
by Zhirayr Dadasyan, the author of the project is Sarina Avtandilyan.

Artsvaberd was composed in 1957 and staged in Yerevan in 1957 and
1961. And now, after a long silence, it will be staged again.

According to the choreographer of the opera Ara Asaturyan, the ruins
of Shoushi’s Real College will serve as an original stage setting
for the performance. Built in the early 20th century, the college
was seriously damaged during the Karabakh war and is now listed as
Nagorno-Karabakh’s historical monument.

The action will take place both in front of and inside the building,
with lights and shadows to be used to boost the dramatic effect. The
“vocal” component will be impressive – 20 singers from Hover
and Speghani choirs and 80 more from the NKR state and chamber
choirs. The opera also has a few dances to be performed by 12 dancers
from Nagorno-Karabakh.

The mimes have a big role in the performance: they symbolize the
conflict of the good and the evil.

According to Asaturyan, though slightly revised, the plot is the same.

This is a story of love, treason and struggle for justice – a story
that is quite topical for the people of Artsakh as it tells about
people’s desire for happy future.

This project is dedicated to Artsakh’s Independence Day (Sept 2)
and is being patronized by First Lady of Armenia Rita Sargsyan and
the Ministry of Culture and Youth of the Nagorno-Karabakh Republic.

Any initiative on the Nagorno-Karabakh conflict settlement will remain
on the negotiating table until Armenian armed forces are withdrawn from
the occupied territories of Azerbaijan, Azerbaijani Foreign Minister
Elmar Mammadyarov said at a briefing on July 17 while commenting on
Iran’s repeated initiatives to mediate in the long-standing dispute.

“Azerbaijan at every opportunity raises the issue of the
Armenian-Azerbaijani Nagorno-Karabakh conflict and will continue to
do so,” Mammadyarov said.

“The [mediating OSCE Minsk Group] co-chairing countries continue
working in this area, but unfortunately, without result,” he said.

“Azerbaijan is dissatisfied with the activity of the OSCE Minsk Group.”

Mammadyarov added that Azerbaijan welcomes any initiatives and efforts
to resolve the conflict.

Recently, Iranian Foreign Ministry spokesman Abbas Araghchi reiterated
Iran’s repeated suggestions on mediating the Nagorno-Karabakh
settlement, saying Tehran is ready to become a mediator in the
conflict resolution. He noted that the conflict must be resolved
through negotiations.

According to Araghchi, the conflict parties are interested in
resolving the conflict with the aid of the Minsk Group, but if there
is willingness of the conflict parties, Iran is also ready to assist
in solving the problem.

The Nagorno-Karabakh conflict emerged in 1988 when Armenia made
territorial claims against the neighboring country. Since a lengthy
war between the two South Caucasus countries that displaced over
a million Azerbaijanis and ended with the signing of a precarious
cease-fire in 1994, Armenian armed forces have occupied over 20 percent
of Azerbaijan’s internationally recognized territory, including the
Nagorno-Karabakh region and seven surrounding districts.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on a pullout from the occupied territories.

Peace talks brokered by Minsk Group co-chairs representing the United
States, Russia and France have been largely fruitless so far.

The negotiations are underway on the basis of a peace outline proposed
by the Minsk Group co-chairs and dubbed the Madrid Principles, also
known as Basic Principles. The document envisions a return of the
territories surrounding Nagorno-Karabakh to Azerbaijani control;
determining the final legal status of Nagorno-Karabakh; a corridor
linking Armenia to the region; and the right of all internally
displaced persons to return home.

Baku: Turkish Foreign Minister Ahmet Davutoglu and his Azerbaijani
counterpart Elmar Mammadyarov stated on Wednesday that they were
unpleased with the OSCE Minsk Group’s studies in finding a political
solution to the conflict in Nagorno-Karabakh involving Armenia and
Azerbaijan.

Paying an official visit to Azerbaijan, Davutoglu held a joint
press conference with his counterpart Mammadyarov and evaluated the
solution process of the Nagorno-Karabakh conflict between Azerbaijan
and Armenia.

Underlining that Armenian soldiers should leave Nagorno-Karabakh,
Davutoglu said “Turkey is consistently in consultation with Azerbaijan
as it has always been and from now on we will continue to support
the fair approach of Azerbaijan”.

Reminding that Nagorno-Karabakh conflict had not been solved over
20 years and Azerbaijani lands have still been under occupation,
Davutoglu said “it is time for international community to evaluate it”.

Davutoglu said, “The Minsk Group has made an effort on this issue
over 20 years and we appreciate those efforts but they have not given
any results. Everyone should question the causes of the failure and
co-chairs should play more active roles. The members of Minsk Group
should take actions, too”.

“Turkey is also a member of the group but as co-chair has carried out
the process Turkey cannot give enough contribution to it. Turkey will
support every positive step to solve the issue,” said Davutoglu.

Pointing out a new implementation between Turkish and Azerbaijani
diplomats starting on May, Davutoglu said that a specific number
of Turkish diplomats in Foreign Ministry of Azerbaijan and also
Azerbaijani diplomats in Foreign Ministry of Turkey would work like
they were working in their country.

The Minsk Group spearheads the OSCE’s efforts to find a political
solution to the conflict in and around Nagorno-Karabakh involving
Armenia and Azerbaijan.

YEREVAN-Artsakh Republic President Bako Sahakian received an official
delegation from the Australian state of New South Wales.

A wide range of issues related to the development of relations between
New South Wales and Artsakh were discussed during the meeting.

President Sahakian expressed gratitude to the authorities and people
of New South Wales for supporting Artsakh and de-facto recognizing
the independence of his country, adding that it was a significant
political and moral step on the path to the international recognition
of Artsakh and establishment of bilateral relations.

Both sides mentioned the existence of all the necessary conditions
for cooperation and resoluteness to work in this direction.

Deputy Speaker of the Artsakh Republic National Assembly Arthur
Tovmasyan, Artsakh Republic Permanent Representative in Australia
Varouzhan Iskandaryan, Armenian National Committee of Australia
representatives, and other officials took part in the meeting.

The seven-member delegation of the Australia’s New South Wales
Parliament visited Dzidzernagapert, the Armenian Genocide Memorial in
Yerevan. As reported by Armenpress, 15 years after the recognition
of the Armenian Genocide, seven parliamentarians of the Upper
and Lower Houses of the New South Wales visited Dzidzernagapert
to commemorate the innocent victims of the Armenian Genocide. The
Australian parliamentarians also visited the Armenian Genocide Museum
Institute and made a note in the register of honorary guests.

The visit was initiated by the Armenian National Committee of
Australia. “The key aim of the visit is to provide the parliament
members, having made quite a considerable contribution to the Armenian
issue, with the opportunity to see Armenia, get acquainted with the

to continue their pro-Armenian activities in Australia”, said the
ANC Australia Executive Director Vache Kahramanian to Armenpress.

The delegation of the Australian parliamentarians, who arrived in
Armenia on July 12, held high-level meetings with the President of the
Republic of Armenia Serzh Sarkisian, the President of the National
Assembly Hovik Abrahamyan, the Prime Minister Tigran Sargsyan, as
well as His Holiness Karekin II, the Supreme Patriarch and Catholicos
of All Armenians. Issues related to the further strengthening of
Armenian-Australian cooperation were discussed. Earlier, the ANC
Australia Executive Director Vache Kahramanian expressed his hope
that the meetings will give a new impetus to the Armenian-Australian
political, economic, and cultural relations.

In May, 2013, during an interview with the SBS radio station in
Australia, the Member of the New South Wales Legislative Council, Rev.

Fred Nile touched upon the forthcoming visit to Armenia and stated
that he was “very excited and hopes for a warm reception”.

The largest state of Australia – New South Wales – on April 17, 1997,
adopted a motion condemning the massacres that took place in the
Ottoman Empire, characterizing them as the first Genocide of the 20th
century. On May 1 and June 8, 2013, the Parliament adopted motions
recognizing the genocides of the Assyrians and Greeks and a motion
on the re-establishment of the recognition of the Armenian Genocide.

On October 25th, 2012, the Legislative Council of New South Wales
adopted a unanimous motion recognizing the Republic of Nagorno Karabakh
and calling on the right to self-determination of its people.

This historic motion was the first in Australia and the third
internationally.

Fired Armenian University Rector Plans To Appeal To European Court

FIRED ARMENIAN UNIVERSITY RECTOR PLANS TO APPEAL TO EUROPEAN COURT

YEREVAN. – The Armenian Court of Appeal has rejected a complaint
filed by former linguistic university rector Suren Zolyan.

The fired rector will appeal to the European Court of Human Rights,
his representative Liana Grigoryan told Armenian News-NEWS.am.

Suren Zolyan, was dismissed from his post under the order of Armenia’s
Education Minister Armen Ashotyan. Zolyan filed a complaint considering
the dismissal illegal but has not achieved any results.
