Assures Lilit Galstyan, the Chair of All-National Armenian Educational
and Cultural Union Recently, there is activeness in the area of
dramaturgy; award ceremonies are held, which are intended to discover
especially the shifts found in the scenic literature, thus stimulating
theater-literature connection. One of the evidences of aforesaid is
`Levon Shant’ award ceremony help by the All-National Armenian
Educational and Cultural Union. The results have been announced, the
winners are published. The best 5 works received monetary awards, and
12 plays that took part in the award ceremony, including the winner,
will be published in the digest. The contest was announced early this
year. In the interview with `Aravot’, the Chair of All-National
Armenian Educational and Cultural Union Lilit Galstyan, speaking about
the competition and its goals, specified continuity of the Armenian
dramaturgy and the traditions of the theater, discovering new names in
dramaturgy genre, as well as new ways of the genre. `To the point, the
award ceremony was a reconnaissance of our dramaturgy economy, aiming
to clarify, in the language of the theater, who the hero of our time
is, and what references has our time found in dramaturgy, because
there is constantly an alarm that the Armenian theater is stalled,
there is no reference made to the pulse of our time, and the
dramaturgy as a literary genre has ceased to be viable,’- said Lilit
Galstyan. We asked to detail what was said in the example of the award
ceremony held. Our interlocutor noted that first of all for about 6
months, according to her, the work of diligent jury, whose members
were stage director Ruben Babayan, ANAECU Secretary Sona Meloyan,
writer Ruben Hovsepyan, literary critic Arkemnik Nickoghosyan and she,
`Really we did not expect that we would have 51 applications, of which
12 were from the Diaspora, including England, Bulgaria, Iran and so
on.’ And who the hero of our time is, Lilit Galstyan said, – `The jury
disclosed two topics that constantly concern and cause pain to us, the
Armenians: the emigration, and Artsakh fight for freedom. And the hero
turned to be a person living beside us and sharing our bitterness, who
is in constant search for existence of dignity and consciousness of
expensiveness of its own roots and the motherland, and my word are
also confirmed by titles of the plays `Two tickets to train’, `The
house on the border’ and so on.’ Our observation made our interlocutor
angry that, under the condition of growing migration, the Armenian
vagrant seeking a cozy corner in outside is also a hero of time.’ An
Armenian is an Armenian, in which corner of the world it appears. The
gene to assert their roots and motherland is found in many of them. We
have figures who are really strong Armenians, though in a foreign
land, but they adhere to their roots with both legs, said our
interlocutor in a pathetic tone, adding,- the standard of artistic
value, after all, is still not the subject. I understand that these
issues are inevitable, and I would be surprised that in the the 21st
century our drama would not refer to them. I should mention that not
the theme but the message in the writings was guiding.’ We asked what
fate awaits the head winner of the competition, Gurgen Khanjyan’s
play, she answered,- `Khanjyan’s `Artavazd – Shidare’ play will be
staged, there is no doubt here, the play was distinguished from the
rest with its artistic dramaturgical specification’. Lilit Galstyan
assured that the Armenian theater and dramaturgy benefited of the
award ceremony held by them.

site internet. Soutenus par la mairie du village et de la fondation «
Louys », un groupe d’étudiants a mis en ligne il y a deux semaines, le
site (). Ce site financé par « Louys » est dans le
cadre de l’opération « Développons l’Arménie ». Pour Gargar, ce site
sera le reflet de la vie du village, mis à la disposition des
internautes retraçant également son histoire et ses nouveautés. Fondé
en 1790, Gargar est réputé pour sa production de plantes médicinales
et traditionnelles. Le village dispose de plusieurs églises. Des
célébrités y sont nées. Parmi elles, le réalisateur et metteur en
scène Hratchia Ghaplanian, l’auteur de romans policiers Victor Balayan
et par le passé l’architecte qui avait tracé les plans de la ville de
Krasnodar (Russie, Sud-Caucase), Demirkhanov.

La situation des espèces du poisson endémique Ichkhan (Prince) du lac
Sévan est jugée très inquiétante. Depuis un demi-siècle déjà les
conditions du bassin du Sévan ne permettent pas à l’Ichkhan de se
développer normalement dans son milieu naturel. C’est par la méthode
de l’élevage et de relachage d’alvins que l’espèce perdure. Mais des 4
variétés de poissons Ichkhan, aujourd’hui seules 2 survivent. Le «
Tsmérayin Ichkhan » (l’Ichkhan d’hiver) et le Podjak -autre variété de
l’espèce de l’Ichkhan- ont disparu du lac en condition naturelle. Leur
reproduction est donc artificielle. Elle s’effectue par les agents
chargés des réserves du lac. Quelques spécimens de l’espèce « Amarayin
Ichkhan » (Ichkhan d’été) survivent encore à l’état naturel. Et le «
Kagharkouniki » autre espèce de l’Ichkhan est un peu plus fréquent. Le
gouvernement arménien tente aujourd’hui de sauver les 2 espèces encore
visibles et en reproduction à l’état naturel dans leur environnement,
le « Kagharkouniki » et l’« Amarayin Ichkhan ». Lors de la séance de
la réunion gouvernementale du 18 juillet, un budget annuel de 60
millions de drams fut consacré à leur sauvegarde. Il est prévu de
relcher cette année dans les eaux du Sévan, 300 000 poissons des
espèces du « Kagharkouniki » et de l’« Amarayin Ichkhan ».

YEREVAN, JULY 20, ARMENPRESS: The representatives of different media
of Armenia sent an open letter to the president of the Russian Union
of Journalists and their partners. As reported by Armenpress, the
letter says in particular: “We express our deep condolences on the
occasion of the car crash that took place on July 13, causing the
death of 18 people.

An accusation was filed against the citizen of the Republic of Armenia
Hrachya Harutyunyan for the violation of the traffic security and
exploitation rules. During the recent days the representatives of
the Russian media, touching upon the tragedy, have committed ethics
norms violation, in particular, noting in their publications the
citizenship of the Armenian, they presented the person of Hrachya
Harutyunyan with some obvious negative background, sometimes sounding
offensive expressions in the address of the Armenian.

Taking into account the fact that the journalists and media play
a considerable role in the formation of the public opinion and any
careless word and opinion could raise revulsion between the Armenian
and Russian peoples, we kindly ask you to discuss the behavior  of
the journalists and media in the framework of the ethics norms and
condemn it.

We hope that the 21st article of the Constitution of the Russian
Federation, which ensures the dignity rights of any person, will be
respected by the representatives of the media as well”.

On July 13 at 13:00 in New Moscow, nearby the Podolsk Village, Kamaz
truck came out of the second line and crashed into a bus driving from
Podolsk to Kurilovo, sharing it into two parts. In the result of the
car accident 18 people died and more than 60 were wounded. The driver
of the truck Hrachya Harutyunyan was accused of the violation of the
traffic security rules, causing the death of two or more people.

Two-month detention was imposed to the Armenian. He was taken to the
court in a woman’s bathrobe. On that occasion a protest action was
held in front of the Russian Embassy to Armenia, during which the
protesters demanded protection of human rights and a proper attitude
towards the citizen of the Republic of Armenia.

On July 16 the Human Rights Defender of the Republic of Armenia
Karen Andreasyan sent an official letter to his Russian counterpart
Vladimir Lukin requesting for the protection of the dignity and other
rights of Hrachya Harutyunyan. The message of Karen Andreasyan says
in particular: “Please, accept my deep condolences on the occasion of
the awful road incident, taken place on July 13, taking the lives of
18 innocent victims. The citizen of the Republic of Armenia Hrachya
Harutyunyan, accused of the violation of the traffic security rules,
causing the death of two or more people, on July 15 was brought
to court in quite a humiliating state, in a woman’s bathrobe in
particular.

The Constitution of the Russian Federation ensures that the dignity
of a person should be respected and protected by the state and
nothing could serve a base for humiliating it. The 21st article
of the Russia’s Constitution guarantees that the dignity right
of every person is his/her own right, which is not restrained by
anything. Taking into account the fact that the incident took place
on the territory under your jurisdiction, I kindly ask you to study
the reasons for the humiliating attitude towards Hrachya Harutyunyan,
as well as initiate actions in the framework of your duties to assist
the citizen of the Republic of Armenia Hrachya Harutyunyan and let
me know about the results.

Highly evaluating the close and effective cooperation between the
Human Rights Defenders of the Republic of Armenia and the Russian
Federation, I thank you in advance for the assistance”.

Armenian citizens recently prefer to fly abroad from Tbilisi airport
since air tickets in Georgia are cheaper compared to those in Armenia,
168 Hours reports.

“Our authorities have found a way to fight this phenomenon. Instead
of taking measures to reduce prices for air tickets, the government
found an easier way -asked EU countries’ embassies in Armenia not to
grant visas to those Armenian citizens who introduce air tickets of
flights taking off from Tbilisi airport,” the paper says.

The current stage of the Russian-Armenian relations was marked by
two important events, sale of modern weapons to Azerbaijan worth 1
billion dollars and the tragic accident in Podolsk in regard to which
the toll and the tragedy is not focused as much as the fact that the
driver is an Armenian, a citizen of Armenia. This is a new coil of
Putin’s policy on Armenia with unhidden anti-Armenian tendencies.

Why is the Russian policy so cynical this time? The Russians never
do anything in politics just for nothing. PR precisely matching the
task is a typical feature of Russian political engineering. First,
rule out an accidental coincidence of these two events. This is a
clearly drafted line which will have an increasing development.

Let’s not discuss what the effect of these events was in Russia but in
Armenia. This time the attack on Armenia has two peculiarities. 1. It
is staged on two different levels – military and everyday life. 2.

Foreign tools are used during the attack.

The second factor is determined by the difficulty of Russia to find
in Armenia new levers of influence on Armenia. Everything has been
used for multiple times, everything belongs to Russia or is under
Russian influence. The society accepted the news about giving away
the last 20% of ARG to Russia without big anxiety.

In regard to the first factor let’s focus on not the weapon sold to
Azerbaijan but to public backlash because weapon has always been sold
or given to both Armenia and Azerbaijan but this event has never been
publicized. In this case, PR matters, not weapon supply. The same
goes for the tragic accident. The focus was on the driver’s Armenian
origin, the dressing gown on the Armenian driver, and statements that
he is undergoing humiliating treatment during the process.

Obviously, the Kremlin is causing tension in the Armenian-Russian
relations on purpose, especially at the level of public perceptions.

If we resort to history to explain this phenomenon, we may remember
that Russia created such a situation before leaving. Remember the
collapse of the Soviet Union. This thesis seems probable. Given
Putin’s persistence in promoting the Eurasian Union and Customs Union
and similar impetuous initiatives, such efforts that are not coupled
with resources and ideological support emphasize how “absurd” and
“futureless” such “unions” are, whereas the political advisors to the
Kremlin must understand this. And if they continue to insist on this
line, it means that there is a wish to highlight this absurdity and
thereby create a tendency of separation.

This is the thesis of “good intentions”. The thesis of “ill intentions”
is more straightforward. Russia thinks it is important to go beyond
the status quo in the region and has been able to reach agreement
with Azerbaijan on deployment of Russian troops here under a certain
name, be it the patrol of Gabbala or other places, peacekeepers
in Karabakh or simply a military base. Besides sale of weapon and
frequent visits of Russian high-ranking officials to Baku, evidence
to warming of Russian-Azerbaijani relations is Aliyev’s decision to
stop the association agreement with Europe. After that Moscow can
conduct a tougher policy on Armenia, even allow resumption of war.

By the way, these two theses are united by one understanding of truth:
Russia is aware of lack of resources for large-scale foreign policy
and has adopted a policy of local influence (for example, military
basis) and it is returning in global terms to Chubais’s economic
neo-imperialism.

La production agricole de l’Armenie en prix courants a ete d’environ
62,2 milliards de drams entte janvier et mars, en hausse de 2,3% par
rapport a la meme periode un an plus tôt selon le service national
de la statistique d’Armenie.

La production agricole et celle de la peche a progresse de 5% sur la
periode a plus de 68,4 milliards de drams.

La production animale etait d’environ 60,2 milliards de drams dans la
periode consideree, soit une hausse de 1,6% par rapport a janvier-mars
2012, selon le rapport.

La production agricole a atteint environ 2 milliards de drams
(en hausse de 31,9%) et de la production de la peche etait de 6,2
milliards de drams (en hausse de 36,2%).
