YEREVAN, AUGUST 1, ARMENPRESS: A note of educational directorate of
Istanbul discovered the fact of putting secret code “2” in ID documents
of citizens of Armenian origin. “Armenpress” reports that about this
informs “Agos” newspaper mentioning that in one of official documents
is said that in the ID documents of citizens which were recognized
as national minority by Lausanne treaty must be put secret code which
is determined for Greeks “1”, for Armenians “2” and for Jewish “3”.

It was found out after a woman of Armenian origin who lately returned
to her roots accepting Christianity in Armenian church, decided to
send her son to Armenian school. The woman changed the note about
her religion in the document by defined way. But in the passport of
the father the religion is mentioned “Muslim”.

Directorate of Armenian school demanded to bring a note from Istanbul
educational directorate where will be mentioned that there is no any
obstacle for accepting that child into Armenian school.

Assistant to educational director of Istanbul directorate Ahmed
Molak applied to educational section of Sishli district in order to
find out whether the mother of the child has changed her religion,
name, or not and whether the secret code “2” for citizens of Armenian
origin exist in the passport and if it exists explain to the parent
what she has to do for giving the child to Armenian school.

The newspaper writes that the struggle of the lawyer and parents
of giving the child to Armenian school continues as there is no
official body giving response to their demand. “It is not known why
since 1923 is used “code of nationality” and why it is necessary,”
wrote the newspaper addressing the question to Turkish Parliament,
government and ministries of internal affairs and education.

YEREVAN, AUGUST 1, ARMENPRESS: The distribution of Kurdish textbooks in
Yazidi schools of Armenia is a trend of beginning new action against
Yazidis which is headed by unknown forces. Such opinion expressed
president of the Union of Armenian Yazidis Aziz Tamoyan during press
conference on August 1. “It is a very serious problem and we receive
many complaints regarding it.

We created special committees, applied to the President of the Republic
of Armenia and some foreign countries in order Kurdish language is
no longer taught in Aragatsotn region. It is also interesting that
Kurds are getting more and more very quickly,” said Tamoyan, reports
“Armenpress”.

He applied to municipality of the region and got an answer that in the
villages where Yazidis live; people consider themselves Yazidi-Kurds.

But it makes Tamoyan angry as he is sure that there has never been
such nationality. “If they are Kurds why do their surnames end with
“yan?” Any Kurd does not want to have Armenian surname. Our language is
Yazidi and not Kurdish,” mentioned Tamoyan and added that the number
of Armenians, Russians, Yazidis is getting less but Kurds get more
year by year. He is sure that it is an intended attempt of crippling
the culture and history of Yazidis.

President of the Union of Armenian Yazidis mentioned during the press
conference that there is information htta Yazidis want to learn Kurdish
but it is an absurd. Majority of them do not want their children to
be taught in Kurdish. Instead they are not against Armenian.

In the whole world there are 1.5 million Yazidis. Only in Armenia
lived 50000 – 60000 Yazidis but today there are only 35 000. In
Yerevan live 7000 Yazidis.

IN ARMENIAN-RUSSIAN RELATIONS, “THE SITUATION IS NOT WORTHWHILE TO BE DRAMATIZED”

According to Washington based Russian politician Sergey Markedonov,
the atmosphere is too dramatized both in Moscow and in Yerevan. –
According to the Kremlin, the President of RF Vladimir Putin is going
to make a Caspian tour in August, now he is getting ready for his
official visit to Azerbaijan,- this was said by the head of Press
Attaché for the President Dmitry Peskov. The visit will be the first
visit of Putin’s new tenure to Azerbaijan, it will take place on the
rapid activation background of the military cooperation between Moscow
and Baku. Mr. Markedonov, what do you expect from Putin’s visit to
Baku, are signing of new agreements on military system possible? –
Really, this visit is important for several reasons. First of all,
the visit takes place in the relations between Moscow and Baku,
however, after a certain coldness, related to failing to reach a
consensus in the issue of the Gabala radar station, uncertainty in
the Baku-Novorossiysk pipeline, as well as critical issues in the
presidential election. Though Ilham Aliyev is the favorite in the
elections, and his opponents are weak enough, however, the elections
are a challenge. It is important for RF to experience the dynamics of
these developments, see all with its own eyes, listen to the players,
get acquainted with the situation, as they from close distance. With
regard to military technical cooperation, you mentioned that this
cooperation has rapidly activated now. But isn’t the arms supply
agreement was signed in 2010? Now, information was published regarding
the implementation of previously adopted agreements. The cooperation
between Moscow and Baku, to be honest, is not a secret for anyone.

Yes, the RF strategic ally is Armenia, but Moscow at least starting
from ruling of Putin, has a very constructive relationship with
Azerbaijan. Starting from the first phase of his ruling, from his
visit to Azerbaijan in 2001, Moscow has sought to carefully balance
the relationship not to cross the red line. I do not think that
the new agreements will be signed, but the positive trend will
be. In addition, do not forget that the elections will be awarded
to Western criticism. Meanwhile, RF is seeking not to interfere in
the internal processes, and in this regard, RF needs Azerbaijan. It
is a very delicate situation, Ilham Aliyev is proposed, he will be
officially nominated as a candidate. This will be his third term in
office from the prospective to legitimate him internationally. I
think these questions will be in the focus of attention. – It is
known that during the visit of RF President Putin to Azerbaijan,
energy issues between Baku and Moscow will be discussed, but this
system will not be the only topic to be discussed. Although official
Baku was skeptically expressing to the idea of Eurasian Union and the
Customs Union, but many believe that these topics will be on the agenda
for the upcoming negotiations. What do you think, will these issues
be brought up before Azerbaijan? – No, I do not think that there
is an issue on the agenda related to the member ship with Customs
Union. Even if the issue is not intensively discussed with Armenia,
at a time when Armenian is a military political ally, the Russian
military bases are located in Armenia, the Russian frontiers defend
the borders, but in the case of Azerbaijan, I think, the economic
integration is not a daily problem, because the energy in Azerbaijan,
in many respects, is competitor of Russia. So, whatever is said about
the warming of relations between Moscow and Baku, there exists the
Baku-Tbilisi-Ceyhan pipeline, Baku-Tbilisi-Erzurum gas pipeline, is
not it? … And Baku is not going withdraw from the “Contract of the
century”, at least, we do not see its preconditions that Azerbaijan
is going to review its energy policy based on the “Contract of the
century”. I think that they also realize in Moscow that there cannot
be crucial relationships with Baku, but certain mutually beneficial
projects, security cooperation from the perspective of Dagestan. Such
scenarios are possible. – And as a result of Putin’s visit to Baku, can
we expect increasing of the role of Russian Mission in the settlement
process of the Nagorno-Karabakh conflict? – To some extent the role of
the mission will increase. But whoever seeks to resolve the problem,
for example, they speak about the role of France, RF, U.S. in the
settlement process, it’s all the same, nothing will happen unless
the parties agree what can be settled. If the neighbors are fighting,
are in war, and I come as a mediator, I try to reconcile them, anyway,
my resources are going to be limited, because I do not live in that
building, yes, they will respectfully listen to my recommendations
and advice, but no more. I think it’s a fallacy to believe that Moscow
has a wonderful recipe for NK conflict resolution.

Also, what does it mean conflict resolution? For Baku and Yerevan, the
answers to this question are different, isn’t it? – Mr. Markedonov,
there is a view that the U.S. can not order today’s Azerbaijan’s
authorities, while the Azerbaijani authorities have responsibilities
before RF, such as not allowing the outbreak of war in NK, and
as for other issues: selling of arms, bellicose rhetoric, and
corruption issues are topics intended only for internal consumption of
Azerbaijan. How realistic do you think is the outbreak of hostilities
in the current phase? – The hostilities do not arise not because of
anyone in Baku or Yerevan is responsible to anybody, but because the
military political balance of powers is such, and the next, because
the general political balance is such. It is often forgetting that
in the modern world the war is not only a war of tanks and machine
guns, but also political support factor. If the majority of the West
was supporting Georgia in Russian-Georgian issue, and it was clear
that the Russian intentions were carefully treated because RF has
a nuclear weapon, large areas, therefore, the resources of pressure
on it is not great, while the possibilities of imposing pressure on
Azerbaijan and Armenia are more. But, on the other hand, there is no
sympathy leaning towards any side, and Baku realizes it perfectly. So,
if the conflict resumed, interventions of a variety of mediators
will begin: calls from Brussels, Washington, Moscow, requesting to
sit at the negotiating table, and so on. In my opinion, if there is
no Blitzkrieg war by Azerbaijani side, in other cases the chances are
low. There are no information, political dominant advantages, and if
there is no confidence to win in three days, then the problems arise
afterwards, they will begin positional war, victims, disappointment
in public mood, external pressures, and so on. It’s one thing to say
from the tribune, and it’s quite different to have a real war. Also,
the political figures of Azerbaijani remember very well examples and
experience of Elchibey, Mutalibov that not so favorable situation was
created within the country. So, the reason is not that someone has made
a blood oath to someone, but there is a ratio of forces, which does
not allow us to make rapid movements. If the ratio were different,
they would probably think over the possibilities of reviewing the
position. – Mr. Markedonov, in your opinion, what is happening in the
Armenian-Russian relations,is it a freezing of relations, which was
supposed to take place, or it is really a matter of choice for Armenia,
either the Association Agreement with the European Union, or Eurasian
Union, and the Customs Union. – There had been also complications and
disagreements in the past between Moscow and Yerevan. For example,
I always remember the then Speaker of the National Assembly Arthur
Baghdasaryan’s famous statement in 2006 that the future of Armenia
is not with the RF, but European Union and NATO.

It was not just a statement of a blogger or a journalist, his
speech was corrected, amended, but the statement costs him loss
of his position, it means that the subject was raised in the past
too. I think differences in attitudes between RF and Armenia occur in
several issues, the cooperation of RF with Azerbaijan and Turkey, on
the other hand, with the West and Georgia. Here are the issues around
which certain misinterpretations take place. And misinterpretations
happen to all the allies because the allies are not allied with great
love, but because they have a common interest. The situation is not
worthwhile to be dramatized both in Moscow and in Yerevan. You know,
when they say that there is a vector of Europeanization, we should note
that not only Armenian is Europeanized. The EU-Azerbaijan relations,
for example. Now some people say that Moscow should strengthen its ties
with Azerbaijan. It is wonderful. But I am asking a simple question,
what, will Azerbaijan cancel the “Contract of the century” tomorrow
in the result of its love to RF and declare that it is not going to
make friends with the West anymore … RF’s ally Kazakhstan, Armenia,
as well as Azerbaijan, and Georgia are trying to establish relations
with the West. As for Georgia, they announced that they are signing
with EU, but Å tefan Fule came and said, no, we are only initialing.

The paper says it received Wednesday a letter from Ashtarak
(Ararat region), saying that the transports fares in the town have
significantly increase against the backdrop of the general inflation
trend.

The reader who sent the letter reportedly complained the of the
increased taxi and bus fares, asking for government efforts to give
proper attention to the transport problem in the town.

ISTANBUL, 31 juil 2013 (AFP) – Au moins 24 personnes ont trouve la mort
dans le naufrage tôt mercredi d’un navire transportant des immigres
clandestins au large des côtes turques, probablement a destination
de la Grèce, a rapporte l’agence de presse Dogan.

Les garde-côtes turcs ont recu vers 02H00 locales (23H00 GMT mardi)
un appel de detresse du capitaine du bateau, annoncant que son
embarcation etait en train de couler avec 30 passagers a son bord, a
une dizaine de milles nautiques (environ 15 km) du village de Tavakli
(province de Canakkale, nord-ouest), selon l’agence.

Les garde-côtes, arrives sur les lieux avec quatre bateaux legers, un
helicoptère et un avion, ont retrouve les cadavres de 24 personnes
et secouru 12 migrants clandestins encore vivants, a indique
Dogan. Un precedent bilan faisait etat de 18 morts. Les recherches
se poursuivaient mercredi.

La destination du navire etait probablement l’île grecque de Lesbos,
proche d’Ezine, estimaient les autorites.

La Turquie est une route importante de l’emigration clandestine d’Asie
et d’Afrique vers l’Europe. Des immigrants clandestins venus d’Afrique
et du Proche-Orient y sont regulièrement arretes et les naufrages en
mer sont assez frequents.

La Grèce a recemment construit une barrière barbelee sur une portion
de sa frontière terrestre avec la Turquie denuee d’obstacles naturels,
ce qui a redirige les flux migratoires vers les îles grecques situees
a quelques encablures des côtes turques en mer Egee orientale.

Le ministère armenien de la Defense a declare que le protocole
d’accord signe par l’un de ses hauts fonctionnaires va reglementer
la cooperation bilaterale en matière d’education.

” Ce document permettra a des militaires en provenance de Chine
d’etudier dans les etablissements d’enseignement superieur en Armenie
pour l’annee scolaire 2013-2014 “, a indique le ministère dans un
communique. Il n’a donne aucun detail supplementaire.

Le porte-parole du ministère, Artsrun Hovannisian, a dit au service
armenien de RFE / RL (Azatutyun.am) que l’armee chinoise est
principalement interessee par les cycles superieurs de l’Universite
d’Etat d’Erevan. La Chine a forme plusieurs dizaines d’officiers
armeniens dans ses academies militaires depuis la fin des annees 1990.

Les liens en matière de defense sont de plus en plus etroits entre
l’Armenie et la Chine. Les deux parties ont signe un accord qui n’a pas
encore ete publie sur la cooperation militaire et militaro-technique
en janvier 2012 lors d’une visite a Erevan par une delegation de haut
niveau du ministère de la Defense chinois.

Plusieurs autres responsables militaires chinois ont visite l’Armenie
en juillet 2012.

Le maire d’Erevan Taron Markarian a reagi a la publication par un media
pro-opposition en ligne, ilur.am, de documents officiels indiquant
qu’il possedait de 2008 a 2010 une societe de transport. Il etait
alors premier adjoint au maire durant cette periode.

Les documents revèlent que la societe appelee Robert-Taron etait
precedemment detenue par Robert Sarkissian, le beau-frère de Markarian
et un depute du parlement representant le Parti republicain. Les
politiciens de l’opposition et des militants civiques n’ont pas tarde
a s’emparer de ce rapport. Ils ont accuse le maire de violer les
lois armeniennes (il est interdit par l’Etat de faire des affaires
en cours de mandat).

Davit Sanasarian, un membre du conseil municipal d’Erevan representant
le parti d’opposition Zharangutyun, a affirme que c’est une preuve
supplementaire que Markarian est guide par ses interets personnels
qui interfèrent dans les decisions prises pour le transport public
de la ville. Markarian a categoriquement nie avoir des liens avec
Robert-Taron lors de son deplacement dans un autre district d’Erevan,
Nor Nork. ” Je peux le prouver par des faits et des documents “,
a-t-il dit, selon 168.am.

Markarian, dont le père etait Premier ministre de 2000 a 2007, a
deja face a des allegations de corruption en mai dernier. Le Congrès
National Armenien (HAK) a demande l’ouverture d’une enquete criminelle
sur l’origine de ses biens et proprietes declarees a la Commission
electorale centrale (CEC). Selon le parti, Markarian aurait des
difficultes a preciser les sources de sa richesse.

YEREVAN-The Yerevan city government and the transportation authority
recently approved a bus and minibus fare increase from 100 to 150
dram, a 50% increase. With dollar to Armenian dram conversion rates
of about 410 dram per dollar to outsiders this may not seem like a
large increase, though the percentage increase is 50%. But this is
deceiving. Many Armenians work for absurdly low wages even though
they may be highly educated. And many people cannot afford to work
as transportation to and from work may consume most of their pay.

Retirees on meager pensions have difficulties paying for the
necessities of heating in the winter, electricity, water, and food.

Even an increase in transportation costs of $5/month presents a burden
to many.

One justification for the fare increase was the increased price of
natural gas and gasoline, both used as fuels for vehicles. Though
the busses are owned by companies, the drivers pay for fuel costs,
and many of the drivers are against the fare increase. The Yerevan
government claims that fare increases are necessary to maintain the
safety of the minibus and bus fleet; though such a fare increase is
regressive, affecting the poorest and lowest paid segments of society.

When the fare increase took effect, young Armenians positioned
themselves at bus stops and urged passengers to pay only 100 dram for
bus transportation and asked the drivers to accept 100 dram fares. On
occasion, drivers said they would accept 50 dram, and a few said
they would let passengers ride for free. Such declarations evoked
loud cheers of approval from the demonstrators. Other demonstrators
wearing or carrying signs urged rejection of the 150 dram fare and
taped signs on the busses urging rejection of higher fares. I witnessed
cars, driven by young people, stopping at bus stops offering to drive
people to their destination for free. The number of protestors steadily
increased with older people in their 50s and 60s joining in. Protesters
were accompanied by Armenian flags, drums, and bull horns. Although
the demonstrators were noisy, demonstrations remained peaceful. With
increased numbers of demonstrators was an increased police presence
in the streets, but there were no problems.

On the evening of Thursday, August 25, I was on Abovian Street
heading towards Republic Square. A deluge of young protestors marched
up Abovian Street from the square carrying flags, beating drums,
and chanting “Victory – We Won.” Indeed they did! The government
declared that the bus fares for the time being would remain at 100
dram. Later that evening, Republic Square was flooded with jubilant
protestors waving flags and cheering so loudly that they could be
heard blocks away.

Recent statements by government officials indicate that they may
still attempt to raise fares. There were no attempted fare increases
in cities other than Yerevan.

MP’s Commendable Initiative

MP’S COMMENDABLE INITIATIVE

Member of the ARF Bureau, Member of Parliament Vahan Hovhannisyan
published an article entitled “Friends Or Brothers” in which he raises
the issue of relations between Europe and Armenia and Russia’s stance
on that, arguing that Russia’s concerns about betrayal of Armenia
are not grounded.

Recently Vahan Hovhannisyan has published articles on different topics,
which is a commendable practice for politicians. In Armenia politicians
are usually distinguished for interviews and press conferences in which
rational arguments are essentially replaced with insipid cliches or
false revolutionary.

This article has a different format which puts forth another type of
responsibility before a politician, establishes another type of public
and political culture, new public perceptions of politics. In this
regard, it is commendable that economic and political personalities
present to the public articles on their ideas about one issue or
another.

As to the article, Vahan Hovhannisyan touches upon ideas which have
been rare in the Armenian environment, were expressed by one or two
authors only. I mean the practice of analysis of Russia’s attitude the
policy of European integration. The most frequent interpretation is
that Armenia betrays Russia, lets it down and thereby enables Russia
to punish Armenia.

Those interested in this approach are people who use everything
for internal political purposes guided by “the worse, the better”
principle, and people on whom Russia relied, destroying the influence
of Moscow in Armenia. Of course, official Moscow is responsible
because these people act according to standards approved by Moscow.

However, it is already a matter of relations between people and
official Moscow.

Armenia’s task is to explain to Moscow that if the state tries to
meet its economic, political and security needs, it is at least
a superficial approach or manipulation to present this attempt as
anti-Russian sentiment. How come a country’s need is presented as
anti-Russian sentiment? Especially if Russia would not agree that
its sale of offensive weapon to Azerbaijan is an anti-Armenian step
and refers to is as common business.

>From this point of view, Vahan Hovhannisyan’s approaches are
commendable both in terms of format and content. There is only one
exception. Concluding that the wording “either … or” is unacceptable,
the member of parliament says that the Europeans have put the issue
this way. Vahan Hovhannisyan’s attitude is negative.

In the long run, it is bad and wrong to speak about European
integration in the either … or wording. However, the Europeans’
“either … or” is strictly limited to the legal aspect. The Europeans
have stated clearly that Armenia cannot enter into association
with the EU and join the Customs Union simultaneously. In this case,
either … or refers to precise legal categories for the simple reason
that a member state of the Customs Union is not independent in its
customs procedures while the association status of the EU requires
such independence.

Hence it is clear that Armenia is facing “either … or” in this
specific case, and not noticing it will further complicate and tangle
Armenia’s task. On the contrary, the EU has stated bluntly that in no
way does it oppose to integration of Armenia with Russia and the CIS
members. Problems may occur only in case they contradict the havens
of the process of relationship with the EU.

It is necessary to present this issue to the Armenian society precisely
because in the long run not Europe shapes the task but the people
engaged in manipulations.
