The vibrant young Armenian pianist Karine Poghosyan will perform
at St. Vartan Cathedral, 630 2nd Ave., New York City on Wednesday
evening, September 25th, at 7:00 p.m., as part of the 2013-14 Concerts
@ St.Vartan series. Ms. Poghosyan will also be leading the St. Vartan
orchestra in their inaugural appearance. The program will include
works by Schubert, Bach, and Liszt.

The exceptional Armenian pianist Karine Poghosyan has been praised
for her ability to get to the heart of the works she performs. She
made her orchestral debut at 14 playing Beethoven’s Piano Concerto
No.1, and her solo Carnegie Hall debut at 23, and has since gone on
to win numerous awards as well as perform in some of the world’s most
prestigious concert halls.

An avid musician who has been described as “extraordinary” and
“larger than life,” Karine Poghosyan has performed in recitals
at Carnegie’s Well Recital Hall, Merkin Concert Hall, Steinway
Hall, the Trinity Church Concerts at One series, the Beverly Hills
Sundays at Two series, the Valley Committee for the LA Philharmonic,
the Bach’s Lunch Recital Series in California, the Young Artists
International Peninsula Festival in California, and the International
Keyboard Institute and Festival in New York. In the fall of 2007,
she organized and performed a three-recital concert series at the
Yamaha Piano Salon titled Twentieth Century Piano Sonata. Recently,
she helped organize the “Requiem and Resurrection” concert in
commemoration of the 95th Anniversary of the Armenian Genocide at the
Saint Vartan Armenian Cathedral in New York, where her performance of
the Piano Sonata by Khachaturian received a standing ovation and was
described as “jaw-dropping.” The Armenian Mirror Spectator wrote, “The
three-movement Khachaturian Sonata-a rarely performed composition-is a
real tour-de-force for the virtuoso pianist. Technically pristine, Ms.

After the bankruptcy of the national air company Armavia on April 1st,
the Armenian government finally decided to liberalize the sphere of air
transport. This is said in the concept of development of air transport
which was adopted by the government on June 6th. From now on there will
be at least three national air companies in Armenia. Unlike Armavia
which used to be the only air company of the country for 10 years,
the new air companies won’t have benefits and privileges.

Considering the fact that all air companies should be registered in
Armenia, the government believes that it will help to establish a
competitive environment. At the moment, the Armenian transport system
uses Russian Aeroflot, S7, and Transaero, as well as Austrian Airlines,
KLM, Fly Dubai, and other foreign companies.

At the same time, 10 airlines are registered in Armenia: Atlantis
European Airways, South Airlines, “Ayk Avia”, “Air Armenia”, Reliable
Unique Services Aviation, “Taron-Avia”, Ark Airways, “Veteran-Avia”,
Skiva Air, and Skynet Airlines. In September the Chief Department of
Civil Aviation of Armenia will announce a contest for three Armenian
airlines in three air directions – to Europe, the CIS, and the Middle
East. The main demands of the tender are the technical conditions of
planes, booking systems, safety of flights, and financial stability
of airlines. The tender had to take place in July, but the terms were
shifted “due to detailing its conditions.”

After the bankruptcy of Armavia, which belonged to businessman Mikhail
Bagdasarov, it seems that the authorities’ desire to liberalize the
air sphere should be commended. 10 years of Armavia’s monopoly at
the air transport market demonstrated ineffectiveness of such a system.

However, the intention to liberalize this sphere could be more
convincing, if the authorities gave equal opportunities for
participation in the tender to major foreign airlines which worked in
the Armenian market. Obviously the announced tender is another cover
for establishing a new monopoly instead of bankrupted Armavia. Only
one Armenian airline – Air Armenia – applied for participation in
the tender. It has already got a non-permanent license on flying to
Russian cities – Moscow, Sochi, Samara, Rostov-on-Don, Krasnodar,
and St. Petersburg till the mid of September. It is thought that two
Airbuses-320 will work on the destinations.

Doubts over Air Armenia are confirmed by its owners. The founders of
the company are Vaan Arutyunyan and Ruzanna Tovmasyan. Arutyunyan
used to state official positions for many years; he is also the
brother of the chairman of the parliamentary committee on state and
legal affairs, the former minister of justice, the member of the
ruling Republican Party of Armenia, David Arutyunyan. Apparently,
we cannot speak about free competition in this context.

Air Armenia is an airline with 10-year experience of cargo
transportation, carrying cargos to the CIS, European, the Middle East,
Asian, and African countries. The airline has 8 aircrafts: AN12, AN24,
AN26, YaK40, TU134, TU154, IL76, and IL86. About 38% of the company’s
cargos are transported through Yerevan, and Air Armenia plans to use
the same scheme for passenger air travel.

Considering the absence of competitors amongst the other 9 formally
existing Armenian airlines, even today we can say that Air Armenia
will actually be the first Armenian airline, after Armavia’s flights
have been stopped. For the same reason Air Armenia will be the only
participant of the tender. The airline plans to get 6 aircrafts by
2014, it confirms that the new monopolist belongs to serious wealthy
people. The new monopoly will quickly solve all problems of oligarchy
which bear losses after Armavia’s bankruptcy.

Armenia To Build 2 Water Reservoirs

ARMENIA TO BUILD 2 WATER RESERVOIRS

Armenia will prepare documents in a year and announce a tender for
construction of two water reservoirs in Kapse and Vedi, Armenia Today
cites Armen Gevorkyan, Armenian Vice Prime Minister and Minister for
Territorial Administration.

The German Development Bank will finance the Kapse reservoir
construction, while the French Development Agency will finance the
other one in Vedi.

The Kuwait Development Fund approved the construction program of the
Ararat Water Reservoir. Specialists from Kuwait will arrive to study
the project.

Gevorkyan noted that construction of the Egvard Water Reservoir was
under consideration.

Armenian Minister for Economy Vagram Avanesyan said at the
Armenian-Belarusian intergovernmental commission yesterday that both
the EU and the Customs Union were equally important for Armenia.

Andrey Smirnov, Vice President of the Eurasian Cooperation Development
Foundation, that Russia and the EU (mainly Germans and Polacks)
were insisting on Armenia choosing one of them. Being part of the EU
free trade zone and the Customs Union (Russia, Kazakhstan, Belarus)
is out of option.

Smirnov believes that Avanesyan was not very honest about calling the
structures equally important. The documents Armenia will sign with the
EU at the Vilnius summir of the Eastern Partnership in November have
not been published yet. The expert added that Russia and Armenia had
a trade turnover of $3 billion, making Russia its main trade partner.

Ruben Safrastyan, Director of the Institute for Oriental Studies of
the Armenian Academy of Sciences, said that the choice between the
EU and the Customs Union was not a big deal, because Armenia was not
deeply integrated in any of the two. But the choice will have to be
made in the future, according to the official. Safrasyan pointed out
that the text of the association agreement had not been published.

The expert does not believe in the model of Armenia developing
military cooperation with Russia and economic with the EU. He called
the defense issue a more significant field of cooperation for Armenia.

President: Minimum Salary In Armenia To Reach AMD 90,000 By 2017

PRESIDENT: MINIMUM SALARY IN ARMENIA TO REACH AMD 90,000 BY 2017

YEREVAN, August 28. /ARKA/. The minimum salary size in Armenia will
rise to AMD 90,000 in 2017, Armenian President Serzh Sargsyan said
as met with the education and science ministry’s officials today,
the government’s press office reports.

Under the amended law the minimum salary will be raised by 30% on
July 1, 2013 to AMD 45,000.

This increase prompted allocation of additional AMD 6 billion from
the government budget.

The press office quoted the president as saying that in 2014 the
government will embark on the policy of annual increase of the minimum
salary and of payment for labor as a whole.

The new salary calculation system will be introduced in Armenia
on January 1, 2014, and will need extra AMD 50 billion from the
government budget.

These steps will be taken as part of the government’s 2013-2017
program, under which the minimum salary will be doubled already
in 2017.

“I can say that senior specialists at ministries will earn AMD 200,000
to 280,000 a month, and chiefs of ministries’ divisions, if I am not
mistaken, AMD 280,000 to 350,000 depending on service record,” Sargsyan
said. “Bonuses paid from saved money may be added to this sum.”

The president said that salaries in Armenia will grow to the size
which will enable public sector’s employees cater for their families’
minimal needs.

According to the National Statistical Service of Armenia,
the average nominal salary in the country was recorded
at AMD 144,850 in Jan-July 2013 – 3.2% year-on-year

Armenian Taxi Drivers To Get Opportunity To Take Interest-Free Loans

ARMENIAN TAXI DRIVERS TO GET OPPORTUNITY TO TAKE INTEREST-FREE LOANS FOR BUYING FARE REGISTERS

YEREVAN, August 28. /ARKA/. Armenian taxi drivers will get an
opportunity to take interest-free loans for buying taximeters, Gevork
Dosturyan, head of the Civil Position nongovernmental organization,
said on Wednesday.

He told journalists that his organization has already made an
arrangement with manufacturers of taximeters, and cab drivers will be
able to take interest-free loans secured only by the organization’s
warrant.

Dosturyan said that under a new package of legislative changes,
fare registers are obligatory for taxis.

He said one fare register costs 50,000 drams.

On March 28, the Armenian government approved the package of legal
acts and draft projects to simplify taxi licensing procedures. If
passed by the parliament in September, these changes will save 1.5
billion drams every year to the private sector without doing serious
harm to the government.

Under these amendments, those living outside of Yerevan will now enjoy
new procedures for obtaining licenses under one-window principle in
local administrations. Taxi drivers will no longer need to come to
Yerevan for taking their licenses.

In addition, state duties and fixed payments charged from taxis will
be now included into a single monthly license fee – 12,000 drams for
Yerevan and 4,000 for remote regions. The single quarterly fee will
stand at 34,000, and per annum at 120,000 drams.

Taxi drivers will no longer submit reports thus saving at least 3,000
drams per month. Previously, they paid this amount to some middlemen.

The state duties for one car will stand at 25,000 drams. It will apply
also to taxis. There will be new requirements for drivers, which are
particularly related to dress code and communication with passengers.

At the request of the police, yellow plates have been abolished,
and it will help to save 17,000 drams. Instead, some self-adhesive
tickets will be distributed to drivers.

Some other requirements to taxis were removed. Among those are the
ones related to parking lot, daily medical examination and technical
test. It will help drivers to save another 10-15 thousand drams
a month.

According to the Armenian Consumers’ Association, there are 15,000
taxis in Armenia, the bulk of which work in Yerevan. Of them, 30%
have no licenses.

There are some 9,000 licensed taxis in Armenia now. Of them, 7,000

the last Middle Eastern tyrant thought to use chemical weapons. That
dictator was Iraq’s Saddam Hussein. Because he was fighting Iran in
the 1980s, the Reagan administration fed him secret intelligence. And
because his country bought U.S. crops, farm-state politicians fought
off sanctions.

About this writes journalist of “Mcclathly” periodical Michael Doyle
when discussing relations of morality and American foreign policy.

He writes that now, amid allegations of chemical weapons use by Syria,
the Obama administration is preparing a case for military action. Moral
assertions will be paramount, as in Secretary of State John Kerry’s
declaration Monday that “our sense of basic humanity is offended.”

“History, though, offers a harsher perspective. From Iraq and Syria,
to Rwanda and Armenia, morality as a motive in U.S. foreign policy is
more contingent than absolute. “It’s quite selective. The government
knew of the fact that Iraq was using chemical weapons, and did not
deter them,” writes the journalist, reports “Armenpress”.

In his opinion the most obvious example of this is the struggle over
resolutions recognizing Armenian genocide in USA. “The perennial
Armenian genocide resolution conflict showcases how this works.

Presidential candidates invariably declare to Armenian-American
audiences that they will formally recognize as genocide the slaughter
that took place in the Ottoman Empire between 1915 and 1923.

Samantha Power, a foreign policy adviser to candidate Barack
Obama in 2008, made this campaign-season pledge back then on
Obama’s behalf. “He’s a true friend of the Armenian people,” Power
assured Armenian-Americans in an early 2008 video, calling Obama
an “acknowledger of the history” who would have a “willingness as
president to commemorate it,” writes Doyle.

“Once in office, though, Obama followed the urgings of military
and diplomatic leaders who cautioned against alienating Turkey, a
crucial U.S. ally. Obama has since refused to use the word “genocide”
in his annual Armenian statements. Power now serves as the Obama
administration’s United Nations ambassador,” highlights the journalist.

Doyle brings other examples of such “consistent” approach of American
policy mentioning Iraq, Rwanda and Syria.

is security and national interests, former MP Vardan Bostanjyan said
referring to foreign policy orientation.

Despite importance of economic issues, foreign policy must be built
based on security which is number one matter of concern, he believes.

“Nowadays Armenia has to choose Russia, given the security guarantees
within CSTO. As to sales of Russian weapons to Azerbaijan, we must
prove to be a reliable partner to avoid such deals,” Prosperous
Armenia member told reporters on Wednesday.

Armenia is expected to initial Association Agreement, a core element
of which is Deep and Comprehensive Free Trade Agreement (DCFTA),
during the Eastern Partnership summit in Vilnius.

died on August 27 in a Paris suburb. He was 94. The news was given
to Armeian embassy in France by the family of the deceased, ITAR-TASS
said.

Jean Jansem (Jean Semerjian) was born in 1920 in Bursa, Turkey. He
began drawing at a young age. Studying at the illustrious L’Ecole
des Arts Decoratifs, he was famed for his figurative style. Jansem’s
artworks are internationally known, and are part of museum collections
throughout France and the United States. In Japan, two museums were
built to honor Jansem’s work.

On March 10, 2010 during a visit to France, The President of Armenia
awarded Jansem a medal of honour. “Our nation is proud of you and
values highly your art. While living outside Armenia, you have made
our country more recognizable, extending our nation’s good name all
over the world,” the President said.

La nuit du 28 aoÔt, Monseigneur Yacoub est arrêté, torturé et
assassiné6. Son corps est abandonné sur les rives du Tigre. Les
autres prêtres catholiques sont arrêtés : un évêque, Monseigneur
Flavien Melki, syrien catholique ; deux syriens catholiques,
l’archiprêtre Khouri Chamoun et le religieux ephrémite, Paul Castan
; trois prêtres chaldéens, élèves du séminaire dominicain de
Mossoul, les abbés Elias Issa, Marcos Thomas et Hanna Khatoum. Ils
sont fusillés sur une colline dominant la ville.

groupes nationalistes ukrainiens de Bandera, qui collaborent avec les

juifs reviendront a Sarny.

-â~@¨â~@¨1 000 juifs, hommes et femmes, sont déportés du camp de
regroupement de Drancy (France) au camp d’extermination d’Auschwitz,
où 929 d’entre eux sont aussitôt gazés. 8 hommes seulement
survivront lors de la libération du camp par l’armée soviétique,
en 1945.

– Des milliers de juifs des camps de Narva, Tallin et Klooga (Estonie)
sont déportés par mer au camp de concentration du Stutthof. Des
centaines d’entre eux meurent en cours de route.

– 2 000 juifs du ghetto de Skawina (Pologne) et 2 700 juifs du ghetto
de Zloczov (Ukraine) sont déportés au camp d’extermination de Belzec,
où tous sont immédiatement assassinés par les SS.

28 aoÔt 1942 — Odilo Globocnik suspendit les déportations vers
Treblinka II. La chambre a gaz du camp tombait en panne continuellement
et les fosses communes étaient pleines. Les SS décidèrent de
fusiller les Juifs a leur arrivée au camp et d’empiler les corps dans
l’ensemble du camp. En aoÔt, Globocnik ordonna au capitaine SS Franz
Stangl, commandant de Sobibor, de remplacer le second lieutenant SS
Dr Irmfried Eberl comme commandant de Treblinka.

Stangl restaura l’ordre dans le camp et supervisa la construction de
nouvelles chambres a gaz qui devinrent opérationnelles au début de
l’automne 1942. Les convois de Juifs de Varsovie et de Radom reprirent
en septembre 1942.

extremis, avec de larges complicités dans la population danoise,
plus de 6 000 Juifs parviennent a s’enfuir dans la Suède neutre

28 aoÔt 2003 — L’ONU dédouble la charge de procureur du TPIR
(Tribunal pénal international pour le Rwanda) de celle du TPIY
(Tribunal pénal international pour l’ex-Yougoslavie). Par la
résolution 1503 adoptée a l’unanimité, le Conseil de sécurité
scinde en deux postes les fonctions de l’actuelle procureure en chef
des deux tribunaux, Carla Del Ponte. Cette dernière est nommée
procureure du TPIY le 4 septembre tandis que le poste de procureur
du TPIR est confié au magistrat gambien Hassan Bubacar Jallow,
qui débute son mandat le 15 septembre.
