Mekhak Apresyan, Head of the Tourism Department, Ministry of Economy
of Armenia, believes that Armenia’s victory the UNWTO 2013 Vettor
Giusti tourism poster competition is a serious victory in presenting
Armenia in the international market.

We would remind our readers that Armenia was recognized the winner of
the Europe nomination at the UNWTO 2013 Vettor Giusti tourism poster
competition.

`This is an impetus to our tourism development and a special way of
advertising our country,’ Apresyan told Tert.am.

The information on Armenia’s victory will be posted on the UNWTO
official website to remain there for two years, until the next UNWTO
session.

`Moreover, the news was officially announced today during the
20thGeneral Assembly of the United Nations World Tourism Organization,
that is, in the presence of all the representatives of the
member-states, numerous representatives of the world tourist
industry,’ Apresyan said.

With respect to the competition itself, he said: `Online voting took
place and Armenia’s Symphony of Stones poster was named the best.

As regards the preservation of the Symphony of Stones, Apresyan noted
that the problem has been resolved, and the natural monument is
protected by the law.

U.S. Goal Is Reminder of Priorities

Barack Obama’s administration with its image of a somewhat `dove’ of
foreign policy is not popular in the country especially due to
problems of foreign policy.

It is not over with the Republican opposition, especially on the eve
of adoption of the budget and certain social programs. A new stage of
opposition fight is maturing among the Republicans, and the most
important direction is foreign policy. In Washington they know that
the United States has gone too far with concessions and shifting
responsibility in regional policy, first of all in the Near East. In
this case the role and importance of lobbyists of the arms industry is
not high but this factor should not be ruled out completely.

In any case, the main purpose of the United States to strike Syria –
ensuring its influence in the region – is impossible without achieving
success in Syria, namely in forming a coalition government of
reconciliation. In Washington they understand very well that Bashar
Assad will remain the head of Syria, and they will have to deal with
his team but it is necessary to persuade him to make considerable
concessions. It is necessary to propose `victims’ also for the friends
of Israel in the United States, and they would love to limit
themselves to hitting Iran, not Syria, especially that this is viewed
in the light of the upcoming talks with Tehran as `the last breath of
pressure’ on Iran. (Instead of continuing the idiotic `discussions in
one basket’ the Russian-Israeli information website Regnum should
state precisely the essence of the Russian-Israeli relations vis-à-vis
the situation in the Near East).

Over the past two decades the United States has not undertake even not
so very important military actions in the Near East without consulting
Arab states. Israel does have a reason to beware chemical weapon given
the monstrous associations with the crimes of the Nazi regime in the
Jewish people.

It seems that this time the Arab League has `approved’ attack on Syria
but if I am not mistaken only Saudi Arabia, Qatar and Jordan
participated in the military forum representing the partners
interested in the attack on Syria. In any case, two leading Arab
states, Egypt and Iraq, did not take part in this forum.

In fact, Egypt and Iraq – two close partners of the United States in
the region – have openly supported Syria. France and the United
Kingdom have altogether lost their influence on the region and are
trying to cling to the `Saudi lifebelt’ hoping to regain their
foothold in `new’ Syria and the rest of the region. However, after a
`settlement’ Syria will be a partner to the United States, Iran, Iraq
and Egypt but not France and the UK. Syria and Lebanon treat European
states as Poland in 1939.

In any case, Syria still sympathizes with Russia, especially in terms
of the future confessional conflict but the United States will be the
chief partner of both Iraq and Iran.

As it has been noted, in this pandemonium all the opinions and stances
were taken into consideration besides the stance and intentions of
Turkey. Although Turkey has been invited to the meeting in Amman, and
it proposed use of the air base in Incirlik, its participation is not
stated in the plans of the United States, the UK and France in any
way. Turkey’s participation is possible only in case of a land attack
otherwise it will be meaningless for the United States and France to
use force against Syria because as a result Turkey is becoming
dominant in the region.

The head of the Turkish MFA Ahmed Davutoglu has stated that Turkey
will join an international anti-Syrian coalition in case the world
community decides to form it beyond the UN. According to him, the
issue of forming a coalition is being discussed with over 30 states
but for the time being Turkey wants the UN SC to express an opinion on
crimes committed in Syria and resolve the issue of sanctions.
Ostensibly, Turkey fears involvement in an illegitimate military
conflict due to lack of mutual confidence between Turkey and its
partners in NATO.

Now it is time Syria made political concessions to align with the
interests of its natural partners and not to confine itself to a
long-term marginal existence and fragmentation in one way or another,
which is inevitable in any case. However, the overall impression is
that there will be no strike. There is a solution to everything if the
game is not more delicate, of course.

The allocation of plots of land in the city of Ashtarak of Armenia’s
Aragatsotn province for the construction of New Aleppo district for
Syrian Armenians is over, Firdus Zakaryan, Armenian Diaspora Ministry
Chief of Staff, told Panorama.am in an interview.

Currently, the works are underway to test the ground’s solidity,
Zakaryan said.

“The foundation laying ceremony will probably take place in October
or November,” said the official, adding that the district is intended
to house about 500 families.

Mr Zakaryan noted that many people have expressed readiness to support
the project on charity bases.

“Also, we have applied to international organizations and many of
them gave a positive response,” he said.

The construction project has already an investor, the Diaspora Ministry
official said, adding that Grand Tobacco Company has transferred USD
100,000 to the project’s bank account.

“I am convinced that dozens of families will give house-warming
parties there next autumn,” Zakaryan said.

Noam Chomsky Accuses Turkish Paper Of Fabricating Parts Of Interview

American linguist, philosopher and political activist Noam Chomsky
has accused Turkish daily Yeni Safak of publishing an interview with
himself containing fabricated remarks that he did not state about
recent incidents in Egypt, Hurriyet Daily News reported.

To back up his claims, Chomsky published the original version of
the questions and answers of the email interview with the reporter,
Burcu Bulut. Yeni Å~^afak’s published interview and the philosopher’s
website version are quite different in content.

“Chomsky.info would like to let readers know that an interview with
Professor Chomsky published by Turkish newspaper Yeni Å~^afak on
Aug. 26 contains fabrications and is not an accurate or faithful
translation of Professor Chomsky’s written responses to questions
he was emailed for the interview,” a post said on Chomsky’s official
Facebook page today.

“How does it make you feel for unarmed people to be killed this way?”

the daily said it asked Chomsky.

“Those who did it and those who made them do it will pay a bitter
price. Those who remain silent against brutality will not see a happy
end, just like those who commit such brutality,” Chomsky was quoted
as saying by Yeni Å~^afak.

However, in the original text Chomsky published, there was no such
question or answer.

Chomsky’s website also said a question included in the Yeni Å~^afak
piece, “Could it be another reason for Western states to fear rising
Muslim countries?” was not actually included in the interview.

Chomsky was quoted as saying, “Yes, this is the most important reason”
on the supposed question.

“Turkey stood with the oppressed people in Syria and Egypt cases,
in which unarmed, civilian people were victims. Turkey is a country
that has suffered from coups and dictators,” Chomsky was quoted as
saying on a question about Turkey’s Middle East policy.

The original answer, however, was quite different, according to the
academic’s website.

“Erdogan harshly condemned the coup and voiced strong support for the
Muslim Brotherhood. And in Syria, he has been supporting the highly
fragmented and complex rebel opposition. In both cases, I think more
nuanced approaches are appropriate,” he said.

The daily also reported that Chomsky said, “The West does not want
to see powerful countries that have adopted democracy.”

“Do you think this chaos in the Middle East worries Western states;
on the contrary, when everything goes well, then the West becomes
alarmed and as I see, their plan has worked,” he was quoted as saying.

In another exchange about Israel, the daily quoted Chomsky as saying:
“We know that Israel has a huge sympathy for the Egyptian army, and we
know that they meet frequently, we have heard. But there is no proof
that Israel is behind the coup; at least I am not a witness to it.”

Chomsky, however, subsequently said he had answered, “Israel did not
hide its sympathy for the military coup, but I know of no evidence
of significant cooperation.”

Bulut said the interview was the outcome of a long mailing process
and that she was saddened by reports that her interview included
fabricated sections.

“The raw material of our interview is not that. I have sent an email
to Chomsky about the issue,” she said.

Bulut told T24 website on Aug. 30 that she had sent two emails to
Chomsky and combined them, while Chomsky’s website only published
the first part of the written interviews.

“The interviews conducted in English can be broadened by being loyal
to the content. That is to say, it is not written as a simultaneous
translation. Otherwise, everyone who can do simultaneous translation
would be able to conduct interviews,” said Bulut, in an apparent
explanation of her additions to the interview.

Last Act Of Russia And Turkey At The Expense Of Armenians

LAST ACT OF RUSSIA AND TURKEY AT THE EXPENSE OF ARMENIANS

The Russian empire is like a fallen ox surrounded with men with
knives. Moscow has to multitask. And the problems are multiplying. The
material is worn out and they can’t manage to mend it.

On the one hand, the Western press regularly declares the end of
Russia, on the other hand, it states that deliberations on its death
are an anachronism. However, these are the two extremities of the
same process: the Russian empire is collapsing but Russia stands a
chance to strengthen and become a powerful state.

The vision of Putinian Russia is the empire but it does not have
enough strength, money and ideology for that. The liberal and other
forces call to give up imperial ambitions and create a strong and
comfortable state within Russia’s current borders. Yanukovich, the
most “pro-Russian” president of Ukraine, has stated that nothing can
hinder the signing of the Association Agreement between Ukraine and
the EU. He reminded that the European bias is set down in the law on
home and domestic policies and is not subject to review.

The head of Ural Kalium Company has been in a Minsk prison for one
week who is the victim of Russia’s imperial ambitions. In answer to
his arrest Russia has cut oil supply to Belarus and banned import
of pork from that country. Afterwards the ambassador of Belarus to
Bulgaria talked to the foreign minister of that country on resuming
negotiations with Eastern Partnership.

Russia is trying to fulfill its imperial ambitions in at least
“unrecognized states”, sets up Suvorov colleges, preparing the ground
for recognition and military presence. However, this idea apparently
is not understood, at least in Armenia.

Imperial ambitions played a practical joke with Turkey which has
also appeared on the verge of collapse. The Turkish Cum’Hurriyet
has forecast the end of Erdogan’s policy, noting that the country is
facing fragmentation due to neo-Ottoman ambitions.

The Russian Empire and Turkey are based on the same principles, and it
is not accidental that they have always helped each other to survive.

This has always been in prejudice to Armenians: Russia scared them
with Turks and took them under its “aegis” while Turkey postured
angry to make Armenians believe.

Now these two empires are at the line of danger which could, however,
also be a good trampoline. It is not accidental that in the Western
press the more frequent answer to the question “who is next?” is
Turkey and Russia, rather than Iran.

Currently divided between the Russian empire and Turkey, Armenia must
prepare to set up equal relations between new Russia and new Turkey
because the collapse of the present empires is drawing nearer. In
the meantime, one must be ready for the next possible act of mutual
assistance of these two in prejudice to Armenia.

On 26 August, delegates of the International Committee of the Red
Cross (ICRC) visited an Azerbaijani prisoner of war interned in
Armenia since July 2012,said in report of organization.

“During this visit, the ninth since the prisoner of war was interned,
messages containing news of a strictly personal nature between him
and his family were delivered and collected,” said Lorenzo Caraffi,
head of the ICRC delegation in Yerevan. “In addition, the question
of whether he freely consented to be repatriated or resettled in a
third country was confidentially discussed with him during the visit.”

On 30 August, the ICRC was informed by the Armenian authorities that
the Azerbaijani prisoner of war had been released and had departed
Armenia for a third country under the auspices of another international
organization.

Earlier, on 20 August, ICRC delegates had visited an Armenian prisoner
of war interned in Azerbaijan since 8 August. On that occasion, they
gave him the opportunity to exchange messages with his family. The
visit was conducted in accordance with the ICRC’s standard working
procedures.

“Meanwhile, the ICRC is pursuing its dialogue on all issues relating
to the capture and internment of the Armenian soldier directly and
confidentially with the authorities concerned,” said Denise Duran,
head of the ICRC delegation in Baku.

The ICRC has been visiting prisoners of war and civilians interned
in connection with the Nagorny Karabakh conflict since 1992. The aim
of the visits is to monitor their conditions of internment and ensure
that they are treated with dignity, in accordance with international
standards. At the request of the parties and with the consent of
those concerned, the ICRC, in its role as a neutral intermediary,
can facilitate the repatriation of prisoners of war and civilian
internees in coordination with the parties to the conflict. The ICRC
does not have a mandate to resettle detainees in a third country.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group, Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
