accord d’association avec elle, ayant choisi de rejoindre l’Union
douanière dirigee par la Russie a declare le commissaire europeen
a l’elargissement et la politique de voisinage, Stefan Fule selon
l’agence de presse RIA Novosti.

” La Commission europeenne est prete pour de nouvelles formes de
cooperation avec l’Armenie ” a declare Stefan Fule a declare lors
d’une conference de npresse en marge d’un forum sur la strategie
europeenne a Yalta. Selon lui, l’Armenie reste un membre actif du

Summer may be over, but the California Legislature’s travel season
is just getting started.

This week, a group of current and former state lawmakers, led
by Speaker of the Assembly John Perez, D-Los Angeles, returns to
the state following a 10-day trip to Armenia. According to multiple
Armenian news outlets, the trip is intended to strengthen ties between
the country and California, the “motherland” of the largest Armenian
diaspora community in the United States.

“We are hopeful that this first in kind mission would leave a
lasting impact and contribute to strengthening political contacts
between the Republic of Armenia and the great State of California –
home to hundreds of thousands of compatriots,” Grigor Hovhannissian,
the former Consul General of Armenia, said in advance of the trip.

After the entry into the Customs Union, Armenia will suffer financial
losses and emigration from the country will grow, the deputy chairman
of Heritage Party Armen Martirosian told reporters today.

“Joining the Customs Union is unacceptable. The main reason for
Armenia’s entry into the Customs Union is the desire to retain
the oligarchic system in the country. We are entering the Union by
blackmail,” Martirosian noted.

‘Because of the authorities, our house is made of straw. So it is
no longer important from which side the wind will blow,” Heritage
Party’s deputy chairman said.

Ahead of the 100th anniversary of the Armenian Genocide, a festival
dedicated to Komitas Vardapet will be held in Armenia at the initiative
of the Ministry of Diaspora. The opening ceremony will take place at
Komitas Pantheon on September 26 – the birthday of the great composer.

Minister of Diaspora Hranush Hakobyan said the festival will become
traditional. It will be held from September 26 to October 3 in Yerevan,
Gyumri, Vanadzor and Etchmiadzin. Concerts, scientific conferences
dedicated to the life and work of Komitas and other events will be
organized within that framework.

The festival will be concluded by a gala concert at the Aram
Khachaturian Concert Hall. More than 150 Armenian and foreign musicians
from 11 countries have applied for participation.

Armenia’s accession to the Customs Union depends on the outcome in the
Ukraine as the Ukraine is a much more important political and economic
factor for both Europe and Russia, head of Alternative Research Center,
economist Tatul Manaseryan told reporters.

“I treat the Customs Union with some reservation because it is not yet
a completely established organization. Clearly, the political factor
plays a bigger role in it than the economic one. Moreover, it has no
mechanism of economic interest or predictability for any country.

Therefore, as a result of unpredictability, no one, even in the ruling
circles, has a clear idea about what the rules will be for Armenia,”
the economist said.

No matter if Armenia joins the Customs Union or signs the Association
Agreement with the European Union, it will face serious challenges,
according to Manaseryan.

“In these two cases, there are both challenges and opportunities,”
he concluded.

A deputy leader of the opposition Heritage party said Wednesday that
the Armenian authorities’ decision to join the Russian-led Customs
Union is linked with the concerns over maintaining the oligarchic
regime in the country.

“We’ll have financial losses in case of becoming a member of the
Customs Union; we’ll face higher paces of migration. In case of the
Association Agreement, we’d decide the interest rates on our own,”
Armen Martirosyan told reporters.

The politician noted that the signing of the Association Agreement
with the EU would not in any way prevent Armenia from developing and
deepening the partnership relations with Russia.

“Whatever the case may be, our neighboring [state] is heading towards
the European cooperation,” Martirosyan said adding that he doesn’t
expect the Customs Union to have a long life.

While the Matenadaran (institute of ancient manuscripts) was hosting
Wednesday afternoon a scientific conference devoted to cultural
heritage issues, a group of Armenian activists staged a rally outside
the building to attract attention to Yerevan’s Covered Market.

“Such scientific conferences are important but if theory is not
going to be put into practice, if conferences are going to be held
here, with monuments being destroyed at the other end of the street,
this conference makes absolutely no sense,” said Gevorg Safaryan,
a protester.

On behalf of the crowd, he called upon the conference participants
to express their opinion on the city authorities’ decision to
reconstruct the Covered Market (which is registered as a historical
monument). “We call upon the participants to have their contribution
to the monument’s preservation. As long as our monuments keep being
destroyed by Armenians, we do not have the moral right to demand that
our enemies preserve monument,” he said.

A reception dedicated to the 22nd anniversary of Armenia’s independence
was held at the Permanent Representation of the Republic of Armenia
at the Council of Europe in Strasbourg.

Armenia’s Permanent Representative at the Council of Europe,
Ambassador Armen Papikyan offered opening remarks. He underlined that
“for the first time after gaining independence Armenia has assumed
the presidency of an organization like the Council of Europe, which
is kind of confirmation of the full-fledged statehood.”

One of the achievements of the 22-year-old independence is that Armenia
is able contribute to the joint efforts of further development and
reinforcement of the European value system and the settlement of
issues of pan-European importance.

Attending the event were high-ranking officials of the Council of
Europe, diplomats, representatives of the local-self government bodies
of Strasbourg, NGOs and the Armenian community.

Expert: Slow Economic Development In Armenia May Be Among Factors De

EXPERT: SLOW ECONOMIC DEVELOPMENT IN ARMENIA MAY BE AMONG FACTORS DESTABILIZING REGION

YEREVAN, September 25. /ARKA/. Vladimir Lepekhin, head of the Eurasian
Economic Cooperation Institute, thinks that Armenia should reach an
impressive economic growth as soon as possible, not to lag behind
neighboring countries, particularly Azerbaijan.

Speaking Wednesday at a Moscow-Yerevan video bridge “Eurasian Project
for Armenia – Economic Advantages and Public Dialogue” he pointed out
Armenia’s slow economic growth as one of key factors destabilizing
things in the region. He said that Azerbaijan shows the highest growth
in post-soviet space.

“Armenia should reach a five-to-seven economic growth in two or three
years,” he was quoted by Novosti-Armenia as saying at the video bridge.

Lepekhin said that Russia may help Armenia in modernization of the
economy.

According to official statistical reports, Armenia’s GDP amounted to
AMD 3997.6 billion in 2012 as economic growth was recorded at 7.2%.

Radio Hay Blocked Checking By Tax Service And Went On Strike

RADIO HAY BLOCKED CHECKING BY TAX SERVICE AND WENT ON STRIKE

The State Revenue Committee has launched an extraordinary checking
of the broadcasting media companies. On September 23 the head of SRC
issued an order to perform a check at Radio Hay LLC from 01.01.2009
to present.

The company’s administration finds the check of the SRC unlawful and
an intervention in the operation of an independent mass media outlet,
aimed at limiting freedom of speech and has therefore not allowed
the SRC to perform the check in accordance with the law.

Besides, the company’s staff will go on a strike till October 4
inclusive. Every working day, from 12 to 1 pm, Radio Hay will not be
in the air, and during the rest of the time airing will be automated.

By the way, the head of Radio Hay LLC is the ex-presidential candidate
Andrias Ghukasyan.
