UNIDO TO ALLOCATE OVER 600,000 EURO TO SUPPORT YOUNG ENTREPRENEURS IN ARMENIA

The United Nations Industrial Development Organization (UNIDO) will
allocate around 680,000 euro to support young entrepreneurs in Armenia.

The direct Government counterpart of the Project is the Ministry
of Economy, while the implementing partner is the SME Development
National Center (SME-DNC) in Armenia.

The program’s goal is to show that young entrepreneurs can be
more reliable beneficiaries and are capable of turning a loan into
profitable business.

Unemployment rate among young people reached 38.8 percent which means
the youth unemployment remains an important challenge for Armenia’s
economic development.

GERMAN AMBASSADOR CALLS TO DISCUSS CUSTOMS UNION DECISION WITH PEOPLE

YEREVAN. – German Ambassador to Armenia Reiner Morell called on
Armenian authorities to discuss the issue on joining Russia-led
Customs Union with the Armenian people.

Before taking any steps, it is necessary to launch debates in order
to discuss why to take this path and explain the position, he said
in an interview with RFE/RL Armenian service.

Ambassador Morell noted that it would be better to discuss the issue
with the civil society representatives, since politics is designed
for people too.

German Ambassador stressed the decision regarding relations with
Armenia has not been made yet. The Armenian side must explain whether
it will be a full membership, association membership or something else.

“When everyone learn about it, we will move forward,” Morell said.

Some $12 Million Needed To Maintain And Reconstruct Zvartnost Airpor

SOME $12 MILLION NEEDED TO MAINTAIN AND RECONSTRUCT ZVARTNOST AIRPORT OLD BUILDING

YEREVAN, September 26. / ARKA /. A representative of Armenia’s Chief
Civil Aviation Department, Ashot Azizyan, claimed that the maintenance
and reconstruction of the old building of Yerevan “Zvartnots” airport
will require approximately $12 million. He was speaking at a public
debate on the structure’s future, initiated by the Presidential
Public Council.

A proposal was made to use it foe transit passengers, but Azizyan said
its heating in winter would require significant financial resources. A
sub-commission on urban and construction issues concluded that the
building should be preserved.

In April the Armenia International Airports, a company owned by
Argentenea Armenian businessman Eduardo Eurnekian that runs the
airport asked the mayor of Yerevan for permission to demolish the
old airport building.

Speaking at the debate, the chairman of the Union of Architects of
Armenia, Mkrtich Minasyan, said the discussions should continue until
a consensus is found.

“We have to find a way to save the airport building,” said Minasyan .

According to him, every building in Yerevan , which has cultural value,
must be preserved and protected.

Armenia International Airports runs Zvartnots airport in accordance
with a 30-year concession granted by the Armenian government in 2001.

The owner of the company is a New York-based holding company, in
which 100% is owned by Argentinean businessman Eduardo Eurnekian..-0-

Heritage Party Demands Apologies From Russian Authorities

HERITAGE PARTY DEMANDS APOLOGIES FROM RUSSIAN AUTHORITIES

The opposition Heritage Party demands an official apology from the
Russian authorities for the incident involving MPs Zaruhi Postanjyan
and Samvel Hayrapetyan. Also, the Heritage urges the Armenian
law-enforcement and judicial bodies to investigate the incident and
punish the guilty.

The two cars with Heritage members were stopped by Russian border
guards in Syunik province Wednesday morning and searched without
any ground. They were not allowed to proceed until Zaruhi Postanjyan
presented her badge.

On their way back to Yerevan the cars were again stooped and searched
without any explanation. One of the Russian servicemen reportedly broke
the camera with which a Heritage member tried to record the incident.

Only afterwards they said they had stopped the car as part of a search
for a wanted person.

The Heritage said in a statement that Postanjyan is going to report
the crime.

Hummatov: Talyshs Were Mistaken Considering Azerbaijan As Homeland

The Talyshs are not respected in Azerbaijan, and a policy of their
assimilation is being implemented, Ali Akram Hummatov, who was
President of the Talysh-Mughan Republic (1993), said during the
meeting at Yerevan State University (YSU).

At the presentation ceremony of a master’s program “Talysh Studies”
developed by the YSU Sub-department of Iranian Studies, the leader of
the Talysh national movement made a speech, in which he discussed
the problems of the Talyshs in Azerbaijan. “In Azerbaijan, the
Talyshs are deprived of basic rights. We are not respected; we are
being extirpated, with a policy of assimilation being implemented
against us. They at the same time declare that we are brothers. This
is illogical.

We want to write and read in the mother tongue. In response to our
demands, they (the Azerbaijani authorities) openly say,” You, the
Talyshs, have no future, you must be assimilated”, Hummatov said.

Speaking about the possibility of declaration of an independent
state by the Talyshs, the national figure said: “We were mistaken. We
didn’t realize certain things. We considered Azerbaijan our homeland
and were even prepared to give up our lives for it, but the homeland
should also defend us with might and main, and if it refuses to do it,
then we have our homeland and we will build our homeland – Talyshstan”.

“Our youths already have self-consciousness. No one can stop us
anymore. We will speak in Talysh and struggle for our independence,”
Hummatov stated.

“Studies of the Talysh language, culture and history to be conducted
by the YSU Sub-Department of Iranian Studies are extremely important
in terms of raising awareness of the Talysh people,” Hummatov said,
adding that thanks to programs broadcast by The Voice of Talyshstan
radio station from Artsakh, many Talyshs, including Hummatov himself,
began to learn Talysh.

The Head of the YSU Sub-Department of Iranian Studies Prof. Garnik
Asatrian made a speech, discussing the problems of Talysh studies. In
his words, much work has been done in recent years in order to promote
Talysh studies: two conferences of experts in Talysh studies were
held in 2005 and 2011, a number of books about the history and culture
of the Talysh people have been released, and The Voice of Talyshstan
radio station was launched in 2013.

Armenia’s Government Declined Bill On Compensation Of Bank Deposits

ARMENIA’S GOVERNMENT DECLINED BILL ON COMPENSATION OF BANK DEPOSITS

Armenia Cabinet declined on Thursday a bill on compensation of bank
deposits.

The bill was submitted by members of the Prosperous Party of Armenia
(PAP) parliamentary group, Mikael Melkumyan, Elinar Vardanyan, Naira
Zohrabyan and Vahe Hovhannisyan.

Ms Zohrabyan told Tert.am that it is clear to her that “they will
decline the bills.”

“I have so often raised this problem that some of the government
members feel a surge of pure adrenalin and lose any ability for sober
judgement, and their only motive is to reject any bill submitted by
the PAP. But I still hope we will have good days,” she said.

Another co-author of the bill, Mikael Melkumyan said: “If budget
revenues increase, more people receive compensations for their
deposits.” One more important factor is heirship. The bill also has
points on freedom fighters [participants in the Nagorno-Karabakh war]
and people with disabilities.”

As regards the amount necessary for the bill to be enforced, Melkumyan
said: “We have seen the government’s mid-term expenditure program,
which envisages five to seven percent economic growth. And we see
that the task can be accomplished.”

Sisian Knitting Factory Production Exported To Russia

SISIAN KNITTING FACTORY PRODUCTION EXPORTED TO RUSSIA

KAJARAN, SEPTEMBER 26, ARMENPRESS: The Sisian knitting factory
of Aval Trade Company exports its production only to the Russian
Federation. Armenpress was reported about it by the Executive Director
of the Sisian knitting factory Armen Andreasyan.

“Our agreements are mainly with the Russian companies and our
production is consumed only in the Russian Federation. We do not have
even a local market”, – said Armen Andreasyan.

The Executive Director of the Sisian knitting factory informed that
the Russian Aval Trade Company has made investments of 30 million
drams during the four months of the operation, which started since
April 2013. “There are 90 people working at the factory with an
average salary of 70-80,000 drams”, – said Armen Andreasyan.

In April-August 2013 production of about 70,7 million drams has been
produced, which was exported to Russia.

The President of the Republic of Armenia Serzh Sargsyan is currently
in the Syunik Marz on a working visit. The President Sargsyan visited
the Sisian knitting factory of Aval Trade Company and got acquainted
with the current works and the future plans of the factory

DEMAND FOR LUXURY APARTMENTS DECREASED – ARMENIAN PM

YEREVAN. – There are disturbing developments in Armenia’s construction
sector: 8.5-percent drop in eight months.

Prime Minister Tigran Sargsyan stated the aforesaid during Thursday’s
Cabinet meeting.

As per Sargsyan, the primary reason is the reduction in the demand
for luxury apartments. Instead, there is a demand for economy class
apartments, but the respective offer is not much.

To invigorate the construction sector in Armenia, the government
plans to promote the construction of economy class apartments.

With the first respective step, legislative changes are proposed,
pursuant to which if foreign nationals purchase an apartment in
Armenia, they will quickly be issued a certificate of residence,
and therefore they will have no difficulty entering the country.

Subsequently, the government will promote the civil servants’
purchasing of apartments with mortgage loans.

In addition, Tigran Sargsyan asked Yerevan Municipality to allocate
suitable areas for developers, so that the cost price of the apartments
to be built would be low.

L’analyse politique et sociologique du couple Ozkoray, au sujet
des manifestations du Parc Gezi d’Istanbul, a visiblement déplu
a Recep Tayyip Erdogan. “Le Phénomène Gezi” est le premier livre
consacré a Gezi, ciblé par le gouvernement AKP pour intimider les
opposants de sa politique répressive et autoritaire. Le Collectif

Ouverture d’une enquête du parquet sur le livre ” Le Phénomène
Gezi ” de Nurten et Erol Ozkoray

Istanbul :

Le bureau du Procureur d’Istanbul a ouvert une enquête, au chef
d'” insulte a fonctionnaires ” après la parution du livre ” Le
Phénomène Gezi ” de Nurten et Erol Ozkoray, une analyse politique
et sociologique sur les manifestations du Parc Gezi d’Istanbul. C’est
la première procédure engagée qui concerne les livres publiés sur
les manifestations de Gezi, manifestations qui se sont déroulées
au cours des mois précédents a Taksim, le centre d’Istanbul, en
réaction au projet du gouvernement de substituer au Parc Gezi un
centre commercial installé dans une réplique de casernements de
l’armée turque de l’époque ottomane. Les manifestations se sont par
la suite répandues a travers le pays en un mouvement d’opposition
a la politique du gouvernement ; six manifestants ont été tués,
près de 5 000 personnes ont été blessées, 13 parmi elles ont
perdu l’usage d’un Å”il ; un lourd bilan qui résulte des sévères
méthodes employées par la police.

Publié par les éditions Idea Politika en aoÔt 2013, ” Le Phénomène
Gezi ” (GEzi Fenomeni) est devenu le premier livre ciblé par le
gouvernement AKP pour intimider l’opposition vis-a-vis de sa politique.

Erol Ozkoray, défenseur bien connu de la démocratie en Turquie, dit
que Nurten Ozkoray et lui n’ont pas été surpris de cette attaque du
gouvernement pro-islamique. ” J’attendais cette offensive contre la
révolution de Gezi de la part du gouvernement islamique. Comme on peut
le constater, le ‘ Fascisme vert ” n’a aucune limite lorsqu’il s’agit
d’attaquer la liberté d’exprimer ses opinons au 21ème siècle. Comme
intellectuel, écrivain et éditeur, je n’accepte aucune limitation
de la liberté d’expression. Mes écrits prennent l’article 26 de la
constitution qui garantit la liberté d’expression, et l’article 90
qui accepte la suprématie des lois internationales sur les lois comme
l’article 301 du code pénal, comme fondements de l’expression de mes
opinions. La liberté d’expression est vitale pour une démocratie car
elle met en évidence les aspects dangereux du gouvernement islamique.

Si nous ne dressons pas contre lui avec l’esprit de Gezi, le pays sera
soumis au totalitarisme islamique “. Ozkoray a également déclaré que
le thème central du livre reprend en résumé la thèse sociologique
de Nurten Ozkoray qui a obtenu un Master en sociologie de l’Université
Bogazicii pour ce travail, et ce travail décrit un exemple du combat
mené par les islamistes contre les sciences sociales. Il a poursuivi
en disant ” ce livre, ” Gezi phenomenon “, est l’un des outils pour
soutenir la campagne démocratique engagée contre l’Islam politique
qui a déclaré la guerre aux citoyens. Un renfort politique énergique
des intellectuels et des media est indispensable dans ce sens “.

La thèse soutenue par Nuten Ozkoray ” Individualisme et Démocratie
en Turquie “, met en lumière le mouvement Gezi en invoquant les
paramètres de l’individualisme de la génération des années
90. Tandis qu’une partie importante de cette génération réagit
contre l’intervention autoritaire dans leur domaine privé, certains
autres sont a l’aise avec les valeurs collectivistes. L’hypothèse ici
est que le déficit de démocratie et des institutions pour assurer
la liberté et les droits pénalise le développement individuel.

Dans la partie du livre dont il est l’auteur, le scientifique
politique Erol Ozkoray explique la facon dont le ” Fascisme vert ”
qui s’est développé en Turquie s’oppose au mouvement des jeunes et
du peuple. Il analyse la succession au pouvoir des militaires turcs
et du gouvernement AKP au cours des onze dernières années ; comment
ils ont ensemble détruit le projet d’adhésion a l’UE, comment les
media ont été transformés pour mieux s’opposer a la démocratie,
comment l’AKP a récupéré la pouvoir depuis 2011 et comment ils ont
depuis mis en Å”uvre le ” Fascisme vert “. Avec ses compte rendus issus
du terrain, Erol Ozkoray dit comment un mouvement écologique a pris
une ampleur nationale pour faire trembler le gouvernement. Le livre
approfondit l’idée de citoyenneté en face des bombes lacrymogènes et
les canons a eau chargés de produits chimiques, remontant jusqu’a la
fondation de la république fermée au pluralisme dès le commencement
et qui l’est restée, ce qui expose le système politique aux dangers
de l’autoritarisme. Le livre est dédié au manifestant Ethem Sansuluk
qui fut abattu par la police.

L’importation De Gaz Naturel Russe Vers L’Armenie Au Premier Semestr

L’IMPORTATION DE GAZ NATUREL RUSSE VERS L’ARMENIE AU PREMIER SEMESTRE A CHUTE DE 7,2%

ARMENIE

L’importation de gaz naturel russe vers l’Armenie dans la première
moitie de l’annee a chute de 7,2% sur un an a 945 millions de mètres
cubes a annonce ArmRosGazprom.

La consommation de gaz naturel par le secteur de l’energie s’est reduit
de 15,4% a 84,8 millions de mètres cubes. La consommation des menages a
diminue de 10% a 300,7 millions de mètres cubes et la consommation des
autres consommateurs a chute de 5,8% a 97,7 millions de mètres cubes.

Dans la première moitie de cette annee, les ventes de gaz naturel
a l’industrie ont augmente de 13,6%, les ventes aux stations de gaz
liquefie sont en hausse de 10,7% a 135,4 millions et 207 millions de
mètres cubes respectivement. –
