Armenia’s Pre-Parliament civic initiative reports that Souren
Gevorgyan, one of its supporters, was severely beaten last night near
his house and is now in intensive care.

The group issued a release today stating that Souren Gevorgyan and
Sahak Poghosyan, another supporter, were set upon yesterday by a
local thug called Hratch merely due to their political beliefs.

Gevorgyan suffered head trauma and might need to be operated on if
his condition doesn’t improve in the next 72 hours.

l’erreur ” de 2009, c’est-a-dire d’essayer d’ouvrir la frontière
avec l’Arménie avant que le pays ne se soit retiré des territoires
occupés.

interview le 19 septembre.

Sans donner plus de détails sur la nature de ces tentatives,
Mammadov a dit qu’il parlait de ” possibilités ” plutôt que
d’actions concrètes. Contactées par le Daily News, des sources
diplomatiques turques ont indiqué qu’il n’y avait aucune intention
de relancer le processus de réconciliation et que la position de la
Turquie vis-a-vis de la question du Haut-Karabakh n’avait pas changé.

” Une mesure a été prise en 2009. Un accord a été signé
entre la Turquie et l’Arménie sous le contrôle de six ministres
étrangers. Il n’a pas été possible de mettre en Å”uvre cet accord,
car il était déloyal ”, ont-elles dit. ” Nous ne voulons pas que
cela se reproduise une deuxième fois. ”

La Turquie et l’Arménie ont signé deux protocoles en 2009 mais
aucune des deux parties n’a réussi a les faire ratifier et appliquer
par leur parlement. La Turquie a interrompu le processus en raison
de la forte réaction de l’Azerbaïdjan, dont 20% du territoire est
toujours sous l’occupation des troupes arméniennes.

” Nous sommes reconnaissants du soutien de la Turquie a l’Azerbaïdjan
en ce qui concerne le problème du Haut-Karabakh. Nous regrettons
l’échec des efforts de la communauté international a résoudre ce
problème depuis le début des années 1990 ”, a-t-il dit.

Le conseiller du président İlham Aliyev a souligné que Bakou
n’était pas contre le fait que la Turquie rouvre sa frontière avec
l’Arménie, mais qu’une telle action devrait être suivie par une
mesure d’Erevan concernant le Haut-Karabakh.

” La Turquie a fermé sa frontière et coupé ses relations
diplomatiques avec l’Arménie après que ce pays a occupé nos
territoires et suite a la résolution du Conseil de sécurité de
l’ONU sur cette occupation.

Nous n’avons aucune objection si la Turquie dit qu’elle avancera avec
l’Arménie, a condition que l’occupation prenne fin ”, a dit Mammadov,
faisant référence au retrait des troupes arméniennes des régions
entourant le Karabakh.

Sept régions sont occupées et selon les principes de Madrid, un
retrait progressif de ces régions permettrait a Bakou et Erevan
d’entamer des discussions politiques sur les futures mesures a prendre.

” Le retrait de ces sept régions permettrait l’ouverture
de la frontière Turquie-Arménie et le début de relations
Azerbaïdjan-Arménie ”, a-t-il dit.

TANAP un accord historique

Depuis 2009, la Turquie et l’Azerbaïdjan ont boosté leurs relations
économiques, énergétiques et politiques. La réalisation la plus
importante fut la signature du projet du Gazoduc trans-anatolien
(TANAP), visant a transporter le gaz azéri vers l’Europe via la
Turquie.

” Nos relations sont entrées dans une nouvelle phase historique. Les
deux pays ont prouvé qu’ils peuvent lancer ce genre de projet ensemble
et en tirer profit ”, a dit Mammadov.

Rappelant que la Turquie et l’Azerbaïdjan étaient déja
connectés via l’oléoduc Bakou-Tbilissi-Ceyhan et le gazoduc
Bakou-Tbilissi-Erzurum, Mammadov a dit que la réalisation de la
ligne ferroviaire Bakou-Tbilissi-Kars ajouterait un autre maillon a
cette forte connexion.

” TANAP est un projet conjoint de nos deux pays. Certains pays nous
ont rejoints, mais ce projet est le succès de nos deux pays. Nos
relations fraternelles sont arrivées a un point tel que nous pouvons
mener ce genre de grands projets ”, a-t-il dit.

Le coÔt estimé de TANAP est de 7 milliards de dollars et il devrait
permettre de transporter 6 milliards de mètres cubes (cbm) de gaz
en Turquie et 10 milliards de cbm en Europe d’ici 2018.

17 milliards de dollar d’investissement azéri

La diplomatie azérie prévoit que l’investissement azéri en Turquie
atteindra 17 milliards de dollars en 2020, ce qui fera de Bakou le
premier pays investisseur étranger en Turquie. Jusqu’a présent, la
State Oil Company de la République d’Azerbaïdjan (SOCAR) a lancé les
projets Petkim Star Refinery, Petkim Container Port, Step Power Plant
et TANAP. TANAP sera suivi par le projet du Trans Adriatic Pipeline
(TAP) qui acheminera du gaz naturel azéri en Grèce et en Italie.

” Ces projets rendront nos relations encore plus importantes et
donneront une impulsion supplémentaire a nos liens ”, a-t-il dit.

LA DESTRUCTION D’UN MINARET PROVOQUE DES PASSIONS EN GEORGIE

Les residents du village majoritairement musulman de Chela, dans
le district d’Adigeni dans le Sud Ouest de la Georgie, avaient
reuni jusqu’a 9000 dollars pour acheter des composants dans les
environs de la Turquie pour un minaret de leur mosquee. Mais après
qu’ils l’aient mis en place, des representants du gouvernement – en
particulier du Ministère des Finances – ont envoye des travailleurs
enlever la structure, au motif qu’elle a ete mal faite et n’avait
pas eu d’autorisation.

Des villageois furieux ont tente d’empecher la demolition, et les
manifestations se sont transformees en affrontements avec la police
le 26 août, avec au moins dix arrestations et plusieurs blesses. Les
villageois ont ensuite organise une manifestation dans Adigeni,
la principale ville du district.

Les musulmans estimaient clairement qu’ils etaient victimes, en tant
que minorite dans la majorite chretienne de Georgie.

” Il y a beaucoup de croix sur les routes, mais elles ne creent pas
en nous une envie de protestation ” a declare Natela un resident
de Chela a l’Institute for War & Peace Reporting a Akhaltsikhe,
le centre administratif de la region où elle etait allee appuyer
les preoccupations des villageois. ” Je ne comprends pas pourquoi
les musulmans n’ont pas les memes droits que les autres groupes
confessionnels. Est-ce vraiment la democratie ? Nous lancons un appel
au Premier ministre et au gouvernement afin de nous ecouter “.

Les habitants de Chela sont originaires de la region d’Adjarie plus a
l’ouest. Les Adjars sont des Georgiens de souche, mais beaucoup sont
musulmans par tradition plutôt que des chretiens orthodoxe. Depuis de
nombreuses annees, les gouvernements georgiens ont reinstalles les
Ajares, ainsi que les residents des autres regions montagneuses du
pays, dans les zones de plaine en raison des glissements de terrain
qui ont rendu la vie trop precaire.

Des petites manifestations ont eu lieu sans violence en Adjarie,
y compris le principal port de Batoumi, ainsi que dans le sud-est du
pays où il y a une autre importante minorite musulmane, ici d’origine
azerbaïdjanaise plutôt que georgienne.

À son tour, la question des minarets a agite des sentiments forts chez
les chretiens orthodoxes georgiens dans les zones proches de Chela.

Des manifestations ont eu lieu dans le district d’Adigeni et aussi dans
Akhaltsikhe, où les manifestants y compris les leaders ecclesiastiques
ont bloque une route le 29 août.

” Notre principale demande est que le minaret ne soit pas remonte dans
le village ” a declare l’un des organisateurs de la manifestation
Giorgi Kopadze. ” Nous allons demander un referendum sur le sujet –
la nation Georgienne doit decider si le minaret devrait etre monte
ou pas. Nous disons non ! “.

Un autre participant, Goderdzi Kublashvili, a averti : ” S’ils ramènent
un minaret ce sera sur nos cadavres. d’Aucune autre manière.

Vive la Georgie chretienne ! “. Le gouvernement insiste sur le fait
qu’il ne fait qu’appliquer les règles normales de construction,
et que ses actions n’ont rien a voir avec la religion. Le ministère
des Finances, dont les agents ont effectue la demolition, a indique
que les pièces pour le minaret ont ete importees sans formalites
douanières et assembles sans autorisation.

” Vous ne pouvez pas vous comporter comme ca ” a declare le Premier
ministre Bidzina Ivanishvili lors d’une reunion avec des journalistes
le 4 Septembre. ” Vous sortez de votre maison et il y a un minaret
la-bas, sans accord prealable, aucun plan de conception, et les
autorites locales n’ont pas ete informes “.

Cependant, les fonctionnaires du ministère des Finances ont reconnu
plus tard que les choses n’etaient pas aussi simples et ont indique
que le minaret pourrait etre retabli a sa place sur la mosquee.

” Ce fut une question technique qui aurait dû etre resolu par des
moyens techniques ” a commente le ministre des Finances Nodar Khaduri.

” Il est très regrettable que les choses ont pris une telle tournure “.

Le porte parole du ministère Tamar Andriadze a declare que des experts
examinaient le minaret demonte, qui etait sous protection policière
a quelques kilomètres a l’exterieur du village.

” Une fois que l’examen sera fait, et les procedures douanières
terminees, la mosquee sera remonte. Le service des recettes [du
ministère des Finances] fera l’assemblage ” a declare Andriadze.

Les defenseurs des droits de l’homme demandent pourquoi il etait
necessaire de supprimer le minaret au lieu de resoudre les questions
techniques et juridiques et d’eviter ainsi une escalade des tensions
sur le terrain.

” Nous pensons que cette question … aurait pu etre resolue sans
demonter le minaret. Pourtant, l’administration fiscale a opte pour
la plus grossière, la plus inacceptable tactique ” ont dit dans une
declaration conjointe quatre ONG de defense des droits.

Natia Katsitadze, qui dirige le departement des affaires judiciaires au
bureau du Defenseur public, mediateur officiel de la Georgie, a declare
que le gouvernement avait inutilement provoque une confrontation.

” Il s’agit de la liberte de confession “, dit-elle. ” Il s’agit
d’une question sensible et nous avons deja vu clairement que l’Etat
doit etre plus circonspect quand il s’agit de ces questions “.

Tamta Mikeladze du Centre de recherche et la surveillance des droits
de l’homme a egalement accuse le gouvernement d’avoir ” recours a la
force contre des personnes d’une manière negative, en prenant une
decision a la legalite douteuse et disproportionnee et d’offenser
les sensibilites religieuses des gens “.

Le Parti republicain, l’un des allies de la coalition du Premier
ministre Ivanishvili dans le bloc Reve Georgien, z rejoint les
critiques venant des ONG et des partis d’opposition.

” Quand il s’agit de religion, l’Etat doit prendre en compte les
sensibilites et faire tout son possible pour eviter des affrontements
religieux,” une declaration du parti dit.

Une autre institution blâmee est l’Eglise orthodoxe georgienne, qui
est fortement associee a l’identite nationale du pays et est suivie
par plus de 80 pour cent de la population.

” Les representants du Patriarcat se refèrent constamment aux musulmans
et aussi aux gens d’autres religions comme des ennemis du pays ou
comme tels ” a declare Beka Mindiashvili, directeur du Centre pour
la tolerance, qui fait partie du bureau de l’ombudsman. ” En 1992 et
1993, le Patriarcat a declare que tout georgien qui trahit l’orthodoxie
est un ennemi du pays et de l’eglise. Ce discours se poursuit encore
aujourd’hui “.

Le Patriarcat a appele au calme, mais il a ostensiblement oriente
ses remarques contre les musulmans, et non ses propres adherents.

” Ce qui se passe maintenant est une tentative de fomenter des
conflits religieux ” a declare un porte-parole de l’Eglise le Père
David Sharashenidze dans une interview a l’IWPR. ” Ces forces tentent
de monter les chretiens contre les musulmans et ainsi discrediter
l’Eglise et l’Etat “.

Le Père Sharashenidze a fait une comparaison avec les incidents
survenus dans trois autres regions de la Georgie au cours de la
dernière annee.

Dans la plus recente, au debut de Juin, les musulmans ont ete
empeches de tenir des prières du vendredi dans Samtatskaro, un
village azerbaïdjanais dans le sud-est. L’imam local a ete contraint
de quitter le village après avoir recu des menaces. Deux affrontements
similaires ont eu lieu fin 2012 dans l’ouest de la Georgie. Dans les
deux cas les chretiens orthodoxes ont pris des mesures contre leurs
voisins musulmans.

A Chela, l’ambiance reste incertain alors que le sort du minaret
est en balance. Les manifestations de colère ne concernaient pas
les chretiens de Chela eux-meme. Les residents soulignent que comme
les musulmans ici, ce sont des personnes reinstalles d’une zone de
montagne – dans leur cas Racha.

Malgre cela, Bulbuli Paksadze resident local a declare a l’IWPR que ”
nous ne disons plus bonjour aux chretiens et ils ne nous disent pas
bonjour. Cela ne peut pas etre bon. Nous n’aurons jamais de nouveau
de bonnes relations. S’ils ne veulent pas de nous, nous ne voulons
pas d’eux non plus “.

ARMENIE-DISPARITION Sos Sarkissian le celèbre acteur du film Naapet
est mort

L’Armenie est orpheline de son ” Naapet “. Le celèbre acteur, heros
du film ” Naapet “, Sos Sarkissian est mort hier soir 26 septembre a
Erevan. Il avait 84 ans. En octobre dernier son etat de sante s’etait
deteriore. il avait ete transporte dans un hôpital de la capitale
armenienne où il a fete ses 83 ans en presence de très nombreuses
personnalites politiques, culturelles et publiques. Le president
armenien Serge Sarkissian, le Premier ministre Dikran Sarkissin et
de nombreux membres du gouvernement s’etaient egalement rendus a
son chevet.

Artiste de theâtre et acteur, Sos Sarkissian avait recu le titre
d’artiste le plus populaire d’Armenie. Il etait ne le 24 octobre 1929
a Stepanavan. En 1948 il s’est installe a Erevan et a travaille en
tant qu’acteur au Theâtre d’Etat pour le jeune public. De 1954 a 1991
il a exerce son metier d’acteur sur les planches du Theâtre Gabriel
Soundoukian d’Erevan. En 1991 il fondait le Theâtre Hamazkaïne. De
1997 a 2006 il a ete recteur de l’Institut d’Etat du Theâtre et du
Cinema d’Erevan. A partir de 2006 il en est devenu le president du
Conseil de gestion.

Sos Sarkissian s’est produit dans plus d’une quarantaine de films.

Parmi ces derniers ” Nvakakhoumpi dghanere “, ” Yerangouyn “, ”
Menk yenk, mer sarere “, ” Khatabala “, ” Tsori Milo “, ” Solyaris ”
et surtout le celèbre ” Naapet ” sur le genocide armenien. Un film
signe par le realisateur Henrikh Malian en 1977 et qui a connu une
diffusion internationale. Il avait ete notamment projete en France.

Nous l’avons appris dans la soiree, l’Armenie va lui reserver des
funerailles nationales.

Brussels /23.09.13/Turan : Moscow uses the Karabakh conflict as an
instrument of pressure on Armenia and Azerbaijan, and is not interested
in its settlement, according to Elmar Brok, head of the Committee
for External Relations of the European Parliament, at a meeting on
Saturday with a group of journalists from the “Eastern Partnership”.

“Moscow uses protracted conflicts to realize its interests in a
particular region. The priority for Russia is to implement its own
interests, rather than the conflict, as in Transnistria and Nagorno-
Karabakh,” he said. The best recent example of this is the case of
Armenia, when Yerevan was actually forced to join the Customs Union
with Russia.

“We respect the choice of the country, but if it is a free choice.

However, Armenia’s decision was dictated by the condition to Yerevan,
namely, in the case of the signing the Association Agreement with
the European Union, you will lose Karabakh,” said Brok.

He expressed regret regarding that specific Kremlin policy, which
historically holds a similar policy towards its neighbors and
partners. “Russia promised Angela Merkel to solve the Transnistrian
conflict, to remove the tension in the center of Europe, but did
not do anything,” Brok said, noting the same behavior from Moscow in
relation to the settlement in Karabakh.

When asked how he assesses the prospects of the Karabakh settlement
in a similar situation, Brok said that Armenia and Azerbaijan have
no choice but to make concessions to each other.

“To break this vicious circle both sides should make joint and
simultaneous steps towards each other. The situation in Azerbaijan
is better, it has some serious resources. However, if the conflict
resumes, both sides will be in the position of the losers. Therefore,
the parties need to seek rapprochement and reconciliation,” said

A Customs Union with Russia, Belorus and Kazakhstan turns Yerevan away
from signing an Association Agreement with Brussels. While the Armenian
public opinion is divided, civil society activists have been intimdated

On September 21 Armenia celebrated its 22nd day of independence. Along
with celebrations in various parts of the Armenian capital, a very
different kind of demonstration took place in central Yerevan. Civic
activists had called a march to protest what they saw as a threat to
Armenian sovereignity. This was one of the several protests that took
place after Armenian president Serzh Sargsyan announced in Moscow on
September 3 that Armenia would be joining Customs Union with Russia,
Belorus and Kazakhstan.

Serzh Sargsyan’s announcement came as a surprise not only to most
Armenians but also to EU’s foreign policy representatives. Several
years’ negotiations between Armenia and EU on signing Association
agreement had been concluded and Armenia was expected to pre-sign the
agreement in November. The most essential element of the Association
agreement is the establishment of Deep and Comprehensive Free Trade
Area (DCFTA), which is incompatible with Armenia’s membership in the
Customs Union, as EU officials had warned on several occasions.

Armenian officials seemed to be aware of that. Thus, in a TV interview
given this spring, Sargsyan unequivocally ruled out the perspective
of Armenia’s participation in the Customs Union. However, after the
Moscow statement, Armenian officials were trying to convince the EU
to sign the Association agreement without the trade provisions. This,
however, would make the Association agreement an almost symbolic
gesture, devoid of any practical significance. Therefore, the EU
officials sent out a clear signal that they would not consider this
option. The Moscow statement also led to a complete reversal in the
rhetoric of the Armenian government: officials are praising the Customs
Union and declaring that Armenia has always had the long-term goal of
joining it and it was simply waiting for approval from Customs Union
members. However, European officials also seem to see the Russian
shadow behind the abrupt U-turn in Armenia’s policies.

In any case, Armenian government’s credibility suffered a serious blow,
first of all in the eyes of the European partners. EU enlargement
commissioner Å tefan Fule, who recently visited Yerevan, lamented the
lack of trust and confidence in relations with Armenian government
. Russian government, however, also seems to be disappointed by what
it sees as Armenia’s attempts to forge relations with EU behind its
back. Many commentators pointed out, that contrary to expectations,
no high-ranking Russian officials, were present at the inauguration of
the newly-built enormous Armenian cathedral in Moscow on September 17,
which was attended by Armenia’s president.

Internal reactions: Armenians divided The reaction in Armenia itself
has been mixed. Political forces, wary of spoiling relations with
Russia, which could damage their chances of coming to power one day,
tried to refrain from criticizing openly the Customs Union. Certain
opposition forces, like the Armenian National Congress, however,
criticized Sargsyan’s government for its way of handling the issue,
which has led to a loss of credibility both with Europeans and
Russians. The decision to advance integration with Russia may also be
popular with many Armenians, especially those of middle or senior age,
who, having grown up in the USSR, have a strong emotional connection to
Russia. Besides, a smear campaign, orchestrated by a previously unknown
organization called “Armenian Parents’ Committee”, which aimed at
discrediting European values by equating them with sexual promiscuity,
might have further damaged the image of EU in the eyes of many ordinary
Armenians, who are known to be conservative on social issues.

Civil society organizations, however, namely those that have been
involved in EU-backed democratization efforts, have been more vocal in
their criticism of the government’s conduct. The way the decision was
taken, without any public discussion or consultations, under obvious
foreign pressure, is what most alarmed its critics, who fear that,
as a result of Sargsyan’s policies, Armenia is losing the capacity to
act as an independent player in international affairs. Various groups
of civic activists, using Facebook, organized protests against the
president’s decision. Two of these activists, Haykak Arshamyan and
Suren Saghatelyan, were severely beaten after one of these protests
on September 5. “A gang of six or seven people, all well-built, in
black T-shirts, ambushed us near my home, in the darkness” says Haykak
Arshamyan. The attack followed a series of similar attacks on other
civic activists, who had taken part in other protests, though these
protests were related to local issues rather than foreign policy. The
police has failed to find the attackers so far. Arshamyan believes the
aim of the attacks was to intimidate activists and prevent them from
protesting. “This tactic may work with some people”, he says, “but
it won’t work with others: activists will only become more determined”.

The protests, as well as attacks against activists that follow them,
may be a sign of a coming instability. While the majority of Armenians
are largely unaware of the intricacies of the European integration or
Customs Union, they are immediately affected by social issues. The rise
in the prices of Russian gas this spring has led to a chain reaction,
as prices for various products and services started growing.

Attempts of Yerevan city authorities to raise the prices for public
transportation triggered a civil disobedience campaign, when mostly
young activists refused to pay the new fee and staged sporadic
protests. City authorities eventually backed down and re-introduced
the old fee, but they are planning to raise the prices in autumn.

Armenian universities have decided to raise their fees as well, which
also promises headaches to the authorities, as student activists are
vowing to protest this decision. Veterans of the war in Karabakh,
unhappy with the size of their pensions, are also protesting. All
this means that Armenia may be heading into a rough ride this autumn,
and that makes Armenian government extremely weak, given the intensity
of the pressures coming both from inside and outside of the country.

His Holiness Patriarch Kirill Participates In Celebrations On The Oc

HIS HOLINESS PATRIARCH KIRILL PARTICIPATES IN CELEBRATIONS ON THE OCCASION OF CONSECRATION OF THE ARMENIAN CHURCH COMPLEX IN MOSCOW

On 17 September 2013, a solemn ceremony of the consecration of the
church complex belonging to the Armenian Apostolic Church took place
in Moscow, in Trifonovskaya Street.

Supreme Patriarch and Catholicos Karekin II of All Armenians officiated
at the consecration. Attending the celebration was His Holiness
Patriarch Kirill of Moscow and All Russia.

At the main gate of the church complex, His Holiness Patriarch Kirill
was met by Bishop Ezras (Nersisyan), head of the New Nakhichevan and
Russia diocese of the Armenian Apostolic Church.

Among the honorary guests of the ceremony were Armenian President
Serzh Sargsyan, hierarchs of the Armenian Apostolic Church, Russian
and Armenian statesmen, representatives of Christian confessions and
the Muslim, Jewish and Buddhist communities.

His Holiness Catholicos Karekin II addressed the participants and
numerous guests of the celebrations. His Holiness Patriarch Kirill
also greeted all those present, saying in particular:

“With a special feeling, I would like to greet the Armenian community
in Russia on the occasion of this momentous historical event. We know
that in hard times the Armenian community had endured as much suffering
as other Christian communities in our country, and the churches erected
by the Armenian people in the territory of Russia were often subjected
to destruction. Such fate befell the Armenian churches in Moscow and
when, much later, the Armenians got an opportunity to gather together
for prayer, it was in a small chapel in the Armenian part of the
Vagankovskoye Cemetery. We know that the size and appearance of the
chapel could not meet the real needs of the Armenian community. And I
would like to express my gratitude to You, Your Holiness, and to His
Grace Bishop Ezras for the efforts you have made to build a church
in Moscow which by its size and splendor would satisfy the needs of
the large Armenian community living in the territory of the Russian
Federation and in Moscow in particular…

“Our Churches – the Russian Orthodox Church and the Armenian Apostolic
Church – have been maintaining fraternal cooperation for centuries.

This Christian foundation forms a common platform which helps the
Armenian and Russian people to develop their spiritual life… I am
deeply convinced that the further development of relations between
the Russian Orthodox Church and the Armenian Apostolic Church,
our joint work and projects will foster the spiritual growth of our
people and, therefore, contribute to strengthening bonds between our
nations – the bonds which are stronger than any political and economic
relationships. For we know that there were times when no political
or economic relations existed but people lived in peace and respect,
treating each other as brothers and sisters. God willing, the spiritual
growth of the Russian and Armenian people will contribute, among other
things, to strengthening brotherly relations between our nations and
countries. I would like to wholeheartedly greet You, Your Holiness,
and all those present on the occasion of such remarkable celebration.”

At the conclusion of the ceremony, Patriarch Kirill, Catholicos
Karekin and President Serzh Sargsyan opened a monument symbolizing
fraternal relationships between the Russian Orthodox Church and the
Armenian Apostolic Church.

India, Armenia Hold Political, Economic Consultations

India and Armenia reviewed the entire gamut of bilateral relations
at two days of political and economic consultations between the two
countries which ended here today.

The two countries held their seventh round of Foreign Office
Consultations along with the sixth meeting of the Inter-Governmental
Commission.

Mr. Sergey D. Manassarian, Deputy Foreign Minister of Armenia and Mr
Ashok K. Kantha, Secretary (East) in the Ministry of External Affairs
held wide-ranging Foreign Office level consultations yesterday.

Among other things, they discussed regional and international matters
and exchanged views on the current international situation. They
expressed satisfaction at the close cooperation in international fora
between the two countries.

The sixth session of the India-Armenia Inter-Governmental Commission
(IGC) on Trade, Economic, Scientific and Technological, Cultural
and Educational Cooperation was also held in New Delhi over the past
two days.

An official press release from the Ministry of External Affairs said
the discussions included a review of ongoing cooperation in various
fields like Information Technology, Science and Technology, Health,
Development Cooperation, Tourism & Civil Aviation and Culture.

Both sides decided to intensify bilateral efforts to implement various
project related proposals. They also agreed that bilateral agreements
currently under discussion would be finalized expeditiously.

Mr Manassarian and Mr Kantha signed a protocol on the outcome of the
IGC session.

FUNDS RAISED IN LOS ANGELES TO BE USED FOR RECONSTRUCTION OF KINDERGARTEN IN DALAR VILLAGE

LOS ANGELES – On the initiative of Los Angeles-based “the
Armenian-American Orphans and Disabled Children Christmas Fund”
charity organization the 14th annual telethon fundraiser will launch
on September 29. The total funds raised will be directed at the
reconstruction of the kindergarten in Dalar village of the Ararat
province. In a conversation with “Armenpress” the Director of the
“Armenian Philharmonic Centre”, coordinator of the Armenian-American
charity foundation Laert Movsisyan stated that due to the efforts of
the foundation the construction works launched in the kindergarten
of the Dalar village in the Ararat province.

Previously, on the initiative of “the Armenian-American Orphans
and Disabled Children Christmas Fund” charity organization a row of
Christmas celebrations was held in Aram Khachaturyan Concert Hall on
January 3, 2013. About ten thousand children from a number of Armenian
orphanages and other institutions took part the upcoming event

When one gets in touch with Russian politicians, researchers and
journalists, one is surprised at their confidence that Russia has
contributed to and has even had a crucial role to the historical
success of Armenians in protecting Karabakh. Armenian authors and
all kinds of personalities have put this confidence in them who have
done a career and earned their and their children’s living through
servility and favors to the Russians. Their names and activities are
well known. They will stay in the Armenian history as a reflection
of special mentality which is so widely spread in the Armenian
environment. They refer to themselves as writers, journalists,
professors, in brief the intelligentsia. They never miss a single
chance to make money on national disasters. The government, rich
Armenians based in Russia connived at them and backed them up. They
certainly played their foul role in influencing the NKR government
and Stepanakert people who seems to have forgotten about the crimes
that Russia committed against the Armenians of Nagorno-Karabakh and
thereby betrayed the memory of thousands of their close and unfamiliar
compatriots killed or displaced from their homes. As if there were
not for the cruel and cynical punitive campaigns in 1991 and 1992,
destruction of dozens of villages in Shahumyan, Kanlar, Hadrut and
Shushi, houses, historical monuments and memorials to the victims of
World War II, Safonov and Polyanichko. Karabakh has not recovered
from these crimes yet and will never get back the population and
life it used to have. Forgetting about such crimes does not pass just
like that because such activities of Armenian “patriots” enable the
continuation of Russia’s crimes against the Armenian people. Faced
with regular supply of Russian arms to Azerbaijan, the NKR government
did not dare express its attitude in a silenced or private mode.

Perhaps it is worthwhile to announce who would be killed with those
weapons, how many men, women and kids could be killed. One can
understand Yerevan’s position, and one does not need to be surprised
at anything, everything is clear and has been disclosed down to
the limit. Meanwhile, they will use these guns to kill the people of
Karabakh. Someone paid attention that it is already written in history
textbooks or memoirs of different scum of Karabakh. One well-known
newspaper remembered about these events and afterwards got Russia’s
assistance. Here is the “Armenian morality”. Now too many writers or
speakers have earned their living on money from Russia. They continue
to instill in the young generation that Karabakh survived and exists
thanks to Russia, begging with an outstretched hand. Armenia has an
old tradition of patriotism on the church porch, people just live
their life and are convinced that politics is just living their lives.

On the eve of 24 April 1915 hundreds of thousands of Armenians in
Turkish Armenia also just lived a life and eventually ended up in
the ravines of the Armenian highlands.
