Alikram Hummatov, un colonel a la retraite qui avait occupe les
fonctions de Vice-ministre de la Defense de l’Azerbaïdjan, s’est rendu
au HK, où il a deplore la guerre et appele a une resolution pacifique
du conflit. Il dirige aussi la minorite talishe de l’Azerbaïdjan.

Interroge par RFE/RL sur ses impressions, cet ancien Vice-ministre a
declare : ” Oui, j’ai fait la guerre contre le HK, mais aujourd’hui,
je la reprouve parce que j’en ai vu les effets “. A. Hummatov, qui
s’est egalement entretenu avec le ” President du Parlement du Karabagh
“, Achot Goulian. Son deplacement a Stepanakert via l’Armenie pour
inaugurer une chaire de langue et de culture talishe, a cause un
certain emoi a Bakou, où de nombreux hommes politiques ont qualifie

L’UE PREOCCUPEE PAR LA SITUATION EN AZERBAIDJAN AVANT LA PRESIDENTIELLE

BRUXELLES, (AFP) – L’Union europeenne s’est declaree jeudi preoccupee
par “les pressions” exercees en Azerbaïdjan contre l’opposition,
la societe civile et les medias independants avant l’election
presidentielle du 9 octobre.

La chef de la diplomatie de l’UE, Catherine Ashton, et le commissaire
charge de l’Elargissement, Stefan Fule, “sont preoccupes par de recents
developpements en Azerbaïdjan qui ont des consequences a la fois sur la
periode pre-electorale et sur le respect des droits de l’Homme et des
libertes politiques”, selon un communique commun de leurs porte-parole.

“Tout en reconnaissant que le contexte pre-electoral est globalement
pacifique, l’UE relève avec inquietude les pressions sur un certain
nombre de militants de l’opposition, sur la societe civile et les
medias independants”, precise le texte, en evoquant des “intimidations,
des arrestations basees sur des charges douteuses, et des condamnations
ne respectant pas les standards internationaux”.

“Il est essentiel qu’un reel pluralisme soit preserve, y compris dans
le cadre du processus electoral”, souligne l’UE.

A l’approche du scrutin du 9 octobre, les organisations de defense
des droits de l’homme accusent le regime du president Ilham Aliev de
persecuter des journalistes et d’emprisonner des opposants dans ce
pays riche en hydrocarbures situe sur les bords de la mer Caspienne.

M. Aliev, qui a succede a son père en 2003 et a ete reelu en 2008
pour un deuxième quinquennat, brigue une troisième mandat.

L’une des dernières condamnations est celle, le 27 septembre, du
redacteur en chef d’un journal critique a l’egard du pouvoir a cinq
ans de prison pour trahison et trafic de drogue notamment.

Fin Du Synode Des Eveques De L’Eglise Apostolique Armenienne

FIN DU SYNODE DES EVEQUES DE L’EGLISE APOSTOLIQUE ARMENIENNE

Du 24 Septembre au 27 septembre au Saint Siège d’Etchmiadzin , Sa
Saintete Karekine II, Patriarche supreme et Catholicos de tous les
Armeniens , et Sa Saintete Aram I, Catholicos de la Grande Maison de
Cilicie , ont preside l’ouverture du Synode des eveques de l’Eglise
armenienne.

Etaient presents a la reunion 62 archeveques du Saint Siège
d’Etchmiadzine et de la Grande Maison de Cilicie .

Le 24 Septembre , après les services du matin dans la cathedrale du
Saint Siège, le Synode s’est ouvert dans l’auditorium du seminaire
Gevorkian.

M. Serge Sarkissian , President de la Republique d’Armenie , a salue
les eveques lors de la ceremonie d’ouverture de la reunion. Sa Saintete
Karekine II, Patriarche supreme et Catholicos de tous les Armeniens ,
Sa Saintete Aram et I, Catholicos de la Grande Maison de Cilicie , ont
livre leurs messages aux membres du Synode. Son Eminence l’Archeveque
Aram Ateshyan , vicaire patriarcal de Constantinople, a egalement
fait une allocution d’ouverture au cours du Synode des Eveques.

A l’issue du service d’ouverture, la chancellerie du Synode a ete
etablie : Son Eminence l’Archeveque Khajag Barsamyan et Son Eminence
l’Archeveque Ochakan Choloyan ont ete nommes pour sieger en tant que
co – president , et Son Eminence l’Archeveque Narek Alemezyan et Son
Eminence l’Archeveque Archak Kachatryan etaient nommes pour servir
de secretaires. Suite a l’assignation des tâches administratives ,
les points de l’ordre du Synode ont ete approuves .

Le 24 Septembre , le Synode a discute du retablissement de la tradition
de la canonisation dans la Sainte Eglise Apostolique Armenienne et
specifiquement axe sur la question de la canonisation des victimes
du genocide armenien . Les co-presidents du Comite de la saintete,
Son Eminence l’Archeveque Sepuh Sargsyan, et Son Eminence l’Archeveque
Yeznik Petrossian , ont presente des rapports sur les resultats des
travaux et des etudes concernant cette question .

Après de longues discussions par le Synode sur les rapports relatifs a
la canonisation des victimes du genocide armenien , le Synode a pris
les decisions suivantes : La canonisation collectif des victimes
du genocide armenien a ete adoptee en principe , et le Comite de
la saintete s’est vu assigne la tâche de continuer a etudier la
canonisation individuelle et collective des victimes, pour une
presentation et une approbation a la prochaine reunion . Le Comite
de la Saintete s’est egalement vu attribue la tâche d’examiner le
canon et le rituel de la canonisation , pour une presentation et une
approbation a la prochaine reunion .

Les 25 et 26 septembre, les membres du Synode ont evoque les travaux
de la commission liturgique sur les sacrements du Bapteme dans la
Sainte Eglise Apostolique Armenienne. Les rapports ont ete presentes
par le copresident Son Eminence l’Archeveque Archak Kachatryan ,
et les membres du comite Sa Grâce Mgr Mikael Ajapahyan et Sa Grâce
Mgr Vahan Hovhannisyan . À l’issue de discussions intensives , le
Synode a accepte le texte uniforme pour les services de bapteme et la
confirmation. Dans la prochaine session, le rapport sur les questions
canoniques le sacrement du Saint Bapteme et les orientations morales
et instructives du saint bapteme seront le sujet de la discussion. Le
Comite liturgique a ete affecte a poursuivre davantage ses travaux sur
ces questions. Ils ont egalement discute de la langue des services
de l’Eglise armenienne et d’autres questions , et il a ete note que
des etudes supplementaires etaient necessaires.

Les seances du 27 Septembre ont ete consacres aux defis modernes
auxquels l’Eglise armenienne fait face. Son Eminence l’Archeveque
Ochakan Choloyan et Sa Grâce l’eveque Bagrat Galstanyan ont presente
des rapports sur la question. Discutant des defis de l’instruction
liturgique et religieuse de l’Eglise et de sa mission educative et
sociale , ainsi que les problèmes de la preservation de l’ identite
armenienne , les membres du Synode ont les ont souligne comme
prioritaires et ont decide de les inclure dans l’ordre du jour des
reunions du Synode a venir. Passant en revue les resultats du Synode
des eveques , ils ont egalement exprime leur preoccupation pour la vie
sociale, economique , national et regional et divers autres defis et
les problèmes presents dans l’eglise et la vie civile de notre nation.

Comme solution a ces defis et problèmes les eveques ont decide de
creer une fondation pour soutenir les enfants defavorises d’Armenie
, de Cilicie et les Armeniens en Syrie, avec les benedictions du
Catholicos de tous les Armeniens Karekine II et du Catholicos de la
Grande Maison de Cilicie Aram I.

Initialement deux millions de dollars a ete prevu pour le lancement de
la fondation et une commission speciale a ete creee pour l’organisation
de la mission de la fondation. A la fin du Synode , les eveques se
sont rejouis des resultats constructifs de la reunion et ont egalement
exprime leur gratitude a Sa Saintete Karekine II, Patriarche supreme
et Catholicos de tous les Armeniens et a Sa Saintete Aram I, Catholicos
de la Grande Maison de Cilicie a l’occasion de les reunir sous le toit
du Saint Siège dans l’amour fraternel . Les membres du Synode ont fait
des observations sur l’importance d’une convocation regulière du Synode
des eveques pour relever les differents defis que l’Eglise apostolique
armenienne actuellement fait face, et les problèmes concernant le
peuple armenien . Cela aidera egalement a ajuster les points de vue
et les approches de l’Eglise armenienne sur ces questions.

Le prochain Synode devrait etre convoquee a l’automne 2014. Le
Catholicos de tous les Armeniens et le Catholicos de la Grande Maison
de Cilicie ont ferme le Synode avec leurs benedictions et prières .

LES 10 COMMANDEMENTS AYANT PROVOQUE L’EXTERMINATION DES ARMENIENS

Genocide des Armeniens

Dans son blog, Rodney Dakessian, Docteur en droit public de
l’Universite Jean Moulin a Lyon, avocat inscrit au barreau de Beyrouth
depuis, 2009, a presente publiquement, le 14 decembre 2012 une thèse
intitulee :” Les effets juridiques des massacres commis contre les
Armeniens en 1915 et leurs possibles modes de resolutions judiciaires
et extrajudiciaires.”. Celle-ci est la première au monde a etudier le
“cas armenien”, en particulier d’un point de vue juridique. Il espère,
un jour, pouvoir appliquer ses idees et pensees, a propos du genocide
des Armeniens, fondees sur le droit international en toute objectivite
et realiser son reve de resoudre “l’affaire armenienne”.

Ci-dessous l’extrait determinant la volonte du gouvernement ottoman
d’en finir avec les Armeniens.

Des ” elements, largement suffisants, montrent en effet l’existence
d’une intention deliberee d’exterminer la population armenienne.

Le compte rendu d’une reunion secrète du comite central du parti
Ittihad conserve dans les archives britanniques est, a cet effet,
un document particulièrement probant. Cette reunion s’est très
certainement tenue en janvier 1915 après la defaite de l’armee ottomane
contre l’armee russe a Sarikamich. C’est a cette occasion que certains
membres de l’Ittihad (Talaat, Nazim, Chakir notamment) etablirent les
” dix commandements ” suivants :

” 1o En s’autorisant des articles 3 et 4 du CUP, interdire toutes
les associations armeniennes, arreter ceux des Armeniens qui ont,
a quelque moment que ce soit, travaille contre le gouvernement, les
releguer dans les provinces, comme Bagdad ou Mossoul, et les eliminer
en route ou a destination.

2o Confisquer les armes.

3o Exciter l’opinion musulmane par des moyens appropries et adaptes
dans les districts comme Van, Erzeroum ou Adana où il est de fait
que les Armeniens se sont deja acquis la haine des musulmans, et
provoquer des massacres organises, comme firent les Russes a Bakou.

4o S’en remettre pour ce faire a la population dans les provinces
comme Erzeroum, Van, Mamouret ul Aziz et Bitlis et n’y utiliser les
forces militaires de l’ordre (comme la gendarmerie) qu’ostensiblement
pour arreter les massacres ; faire au contraire intervenir ces memes
forces pour aider activement les musulmans dans des circonscriptions
comme Adana, Sivas, Brousse, Ismid et Smyrne.

5o Prendre des mesures pour exterminer tous les mâles au-dessous de
50 ans, les pretres et les maîtres d’ecole ; permettre la conversion
a l’Islam des jeunes filles et des enfants.

6o Deporter les familles de ceux qui auraient reussi a s’echapper et
faire en sorte de les couper de tout lien avec leur pays natal.

7o En alleguant que les fonctionnaires Armeniens peuvent etre des
espions, les revoquer et les exclure absolument de tout poste ou
service relevant de l’administration de l’Etat. -8o Faire exterminer
tous les Armeniens qui se trouvent dans l’armee de la facon qui
conviendra, ceci devant etre confie aux militaires.

9o Demarrer l’operation partout au meme instant afin de ne pas laisser
le temps de prendre des mesures defensives.

10o Veiller a la nature strictement confidentielle de ces instructions
qui ne doivent pas etre connues par plus de deux ou trois personnes “.

[…] Ce texte a servi en tant que circulaire destinee aux vali
(l’equivalent de gouverneurs regionaux) afin qu’ils mettent a
execution le plan d’extermination de la population armenienne. Ce
document peut etre considere comme authentique. Il a ete recupere
par les autorites britanniques en 1919 par l’intermediaire de Ahmed
Essad ancien chef de service de renseignement turc qui fut secretaire
de la conference secrète de l’Ittihad tenue en janvier 1915. À lui
seul ce document pourrait servir de preuve irrefutable d’une intention
reelle et planifiee d’exterminer les Armeniens de l’Empire ottoman. On
pourrait rajouter les nombreux temoignages etrangers, les recits des
survivants, des documents ottomans tels que resultant des procès des
Cours martiales qui montrent tous l’existence d’une volonte deliberee
d’exterminer en tant que tel le peuple armenien.

En second lieu, un element objectif revelant l’intention peut-etre tire
de l’organisation des massacres. Pour M. Semelin : ” ce qui atteste
encore le mieux la volonte de ceux qui decident le massacre, c’est
son organisation pratique, c’est-a-dire la mise en ~uvre des moyens
pour parvenir a l’elimination physique de telle ou telle categorie de
populations “. Il n’est pas contestable que la destruction physique
du peuple armenien a ete organisee au plus au sommet de l’Etat par
le biais d’une structure pyramidale : les ordres etaient transmis du
ministère de l’interieur aux vali qui les faisaient ensuite executer
sur le terrain, notamment par l’Organisation speciale. La deportation
des Armeniens etait, quant a elle, confiee a une Commission des
deportes. Il y avait donc une administration dont la fonction etait
de gerer le processus d’extermination des Armeniens. De manière plus
generale, leur elimination obeissait a une rationalite d’ensemble
et n’etait pas issue de volontes desordonnees et sporadiques. Les
massacres et les deportations n’etaient pas concus et executes
de manière isolee ou ponctuelle mais au contraire repondaient a
un veritable plan. Il y avait un objectif net : l’extermination,
la destruction, l’aneantissement (tous ces mots se retrouvent
dans les differents temoignages) du peuple armenien. En outre,
l’acte d’accusation du procès des Unionistes – deja developpe
precedemment – pointait le caractère intentionnel de l’extermination
des Armeniens. Selon ses termes, la destruction des Armeniens etait
” le resultat de decisions prises par le Comite central de l’Ittihad
“. D’après l’acte de poursuite, il y avait un plan decide en vue de
l’extermination dont la mise en application se faisait par le biais
d’ordres transmis soit oralement soit par des messages codes. Le
texte de l’acte d’accusation precisait meme que ” les meurtres ont
ete commis sur l’ordre et au su des Talât, Djemal et Enver bey “.

Une dernière precision quant a l’element intentionnel du genocide
doit etre apportee. L’article II de la Convention de 1948 dispose
que l’intention visee est celle de detruire un groupe ” en tout
ou en partie “. Cette nuance quant a l’intention de detruire soit
la totalite soit seulement une partie d’un groupe humain a ete
abondamment commentee. Cela signifie que l’intention de detruire un
groupe peut porter sur une partie seulement de ce groupe. Il faut
alors que la partie du groupe humain dont l’extermination est voulue
soit substantielle. Pour qu’il y ait genocide, il n’est donc pas
necessaire que les auteurs de l’infraction aient l’intention de faire
disparaître totalement de la surface de la planète le groupe victime.

L’intention poursuivie d’une elimination partielle (qui peut
naturellement provoquer des millions de morts) suffit a caracteriser
le crime de genocide. Dans le cas armenien, les autorites ottomanes
ont eu l’intention d’exterminer les Armeniens de l’Empire ottoman et
non tous les Armeniens de la planète (ce qui concernait concrètement
la diaspora armenienne deja existante en 1915). L’extermination
des Armeniens n’avait pas de vocation universelle. Le motif etait
essentiellement politique : il fallait regler par le meurtre de masse
la ” Question armenienne ” dans le cadre d’un Empire ottoman menace de
desagregation. Le fait que l’intention ait ete celle d’une elimination
d’une partie des Armeniens existants n’empeche pas la qualification
de genocide.”

Armenian Justice Minister Says Decision To Remove Opposition MP From

ARMENIAN JUSTICE MINISTER SAYS DECISION TO REMOVE OPPOSITION MP FROM PACE DELEGATION IS “ACCEPTABLE”

YEREVAN. – Armenian speaker’s decision to remove opposition MP Zaruhi
Postanjyan from the delegation to PACE is acceptable, Justice Minister
told reporters.

Hrayr Tovmasyan said he did not want to comment on the specific
case, but the context in which the issue is viewed is important:
“If we view the incident as defamation and insult, the decision of
the speaker is acceptable.”

Earlier Speaker Hovik Abrahamyan decided to remove Zaruhi Postanjyan
from the delegation.

“The expression of a political view is not an absolute right. The
Constitution of Armenia envisions that an MP’s right to freely express
his or her opinion is limited by the impermissibility of insult or
libel. Also, the PACE Regulation contains a ban on using expressions
that violate human dignity.

Given NA MP Zaruhi Postanjyan’s demeanor yesterday during the PACE
session and based on Armenia’s law, I [hereby] declare that I have
consulted with the National Assembly factions and I intend to make
a change in Armenia’s delegation to PACE,” speaker Hovik Abrahamyan
said in a statement.

A FESTERING SORE : THE NAGORNO-KARABAKH CONFLICT

IT IS 25 years since conflict broke out between Azerbaijan and Armenia
over Nagorno-Karabakh, an Armenian-majority region inside Azerbaijan,
and 19 years since a shaky ceasefire came into effect. To much of the
outside world, it is a “frozen” conflict that merits little attention.

Yet as the International Crisis Group (ICG) shows in a recent briefing,
the situation is much more fluid and unpredictable than that tag
might suggest.

Skirmishes between the two sides are frequent, with hundreds, even
thousands of ceasefire violations reported every month. Dozens of
deaths and injuries occur each year. For years, the Organisation
for Security and Co-operation in Europe (OSCE) Minsk Group, which is
co-chaired by France, Russia and the United States, has been trying to
resolve the conflict. But with negotiations hitting deadlock in 2011,
the geographical scope of the clashes has spread to places far away
from Nagorno-Karabakh.

The arms race between the two sides continues. Oil-rich Azerbaijan’s
defence budget for 2013 is $3.7 billion, almost one billion more than
Armenia’s entire state budget. Armenia increased its own defence
spending by 25% this year, to $450m. With the military balance
shifting towards Azerbaijan’s capital Baku, each side’s rhetoric has
changed. The Azerbaijanis talk increasingly of a military solution
to the conflict; Armenians speak of a preventive strike.

The provocations go deeper. Just over a year ago, Azerbaijan secured
the return of military officer Ramil Safarov from Hungary, where
he was serving a 20-year prison sentence for murdering an Armenian
soldier on a NATO-led language course. Yet far from serving out the
remainder of his sentence in an Azerbaijani prison, he was released
upon arrival in Baku, promoted and hailed as a hero. An outraged
Armenia broke off diplomatic relations with Hungary.

Meanwhile, Armenians increasingly refer to the Azerbaijani territories
that its troops occupy adjacent to Nagorno-Karabakh as “liberated”.

The Armenian capital Yerevan has said it will re-open a refurbished
airport in Nagorno-Karabakh for fixed-wing flights, claiming it
would be a humanitarian move to improve the lives of the region’s
inhabitants. Baku responded by threatening to shoot such flights down.

Both sides may experience domestic political pressures over the next
few months. Economic dissatisfaction and continued complaints over the
elections in February 2013 have led to calls for political protests
in Armenia. Although the re-election of Ilham Aliyev as president
of Azerbaijan on October 9th is almost a foregone conclusion, some
post-election disorder remains a possibility. The danger, the ICG
warns, is that such pressures could exacerbate the military situation
and heighten the possibility of violent escalation.

There is only so much the outside world can do. Preventing the conflict
from escalating is already an achievement, especially given the
nightmare scenario that would draw in regional powers such as Russia,
Turkey and Iran. Yet with the Minsk process looking distinctly tired,
continued prevention (let alone conflict resolution) is not assured.

Russia’s desire to assert its hegemony in the South Caucasus
complicates matters further. Earlier this year, its relationship
with Armenia grew frosty over Yerevan’s moves towards an association
agreement with the European Union. When Serzh Sargsyan, Armenia’s
president, rejected Moscow’s alternative Eurasian Union, Russia
increased the price of the natural gas it sold to Armenia, and
delivered $1 billion worth of weaponry to Baku. On a trip to Moscow
at the beginning of September, Mr Sargsyan bowed to the Kremlin’s
pressure and reversed his decision, throwing Armenia’s European
aspirations into confusion.

Protracted conflict has high costs for both countries, including
hundreds of thousands of displaced persons, bereaved relatives and
closed borders. Thomas de Waal, an analyst at the Carnegie Endowment
for International Peace, describes another cost: “the more intangible
toxic effect of war on political discourse and the media, the way it
renders a society incapable of looking at the future, while it dwells
on the past.”

The Pre-parliament activists are planning daily protests beginning
next week in support of the restoration of Yerevan’s Covered Market.

Garegin Chugaszyan, a member of the group, promised Thursday in
Yerevan’s Mashtots Park their activists’ coordinated efforts towards
internationalizing the issue.

“At the UNESCO-initiated conference, we introduced the problem to the
participants. They promised to raise the question in their countries.

We are going to launch a petition in Yerevan to apply to UNESCO and
corresponding bodies. We are thus internationalizing the issue,”
he said.

Vardan Hakobyan, another activist of the group, complained that
neither the Police nor the Prosecutor General’s Office see anything
criminal about the ongoing redevelopment activities in the area,
despite earlier fines imposed by the Yerevan City Hall.

“We are going to apply to the minister of territorial administration
with an open letter,” he said.

The group promised to step up its pressures to restore the market’s
former image.

“That will happen sooner or later; that market will not become a
supermarket,” Hakobyan said.

Armenia To Repay RF’s Loan

YEREVAN, OCTOBER 3, ARMENPRESS: With the money, got from the
distribution of the Euro bonds, Armenia will repay the principal
amount of the loan provided by the Russian Federation during the
world economic crisis – $440 million and the percents. As reported by
Armenpress, this was stated by the Minister of Finance of the Republic
of Armenia David Sargsyan at the session of the Government of Armenia.

The Prime Minister of the Republic of Armenia Tigran Sargsyan touched
upon the negative conclusions made by some figures concerning the
distribution process of the Euro bonds. “The distribution was carried
out by three world famous companies – Deutsche Bank, GP Morgan and
HSBC. We managed to distribute the bonds by the lowest rates”, –
emphasized the Prime Minister.

Armenia issued Euro bonds with the total value of $700 million.

BSEC Member States’ ICT High-Level Conference In Yerevan

BSEC MEMBER STATES’ ICT HIGH-LEVEL CONFERENCE IN YEREVAN

BSEC Member States’ ICT High-Level Conference will be held on 5
October, 2013, at the Yerevan Computer Research and Development
Institute (YCRDI), the Armenian Ministry of Economy reports.

The aim of the conference is to expand cooperation among the BSEC
Member States through Information and Communication Technologies,
which will serve as a basis for development and implementation of
mutually beneficial bilateral and multilateral projects.

The Conference is organized in the framework of Armenia’s Chairmanship
of the Black Sea Economic Cooperation Organization (1 July, 2013 –
31 December, 2013).

The Republic of Armenia has been approved for the post of a
Country-Coordinator of the BSEC Working Group on ICT for the period
from 1 July 2013 to 30 June 2015.

BSEC Member States’ ICT officials, representatives of the BSEC
Permanent International Secretariat, Armenian ICT public and private
sector and BSEC Member States’ Embassies in Armenia are expected to
participate in the event.

The participants of the Conference also will have an opportunity
to visit ICT/High-Tech Annual International Expo DigiTec 2013 and
take part in ArmTech Congress’13 Armenia’s Global High-Tech Industry
Conference.

IN MEMORIAM

DR. JOHN MANUELIAN

With a deep sense of loss we announce the passing of Dr. John
Manuelian of
Winchester, Massachusetts.

Dr. Manuelian was a faithful and dedicated supporter of the Armenian
Church and community for more than half a century. He served as a
delegate to the World General Assembly of the Holy See of Cilicia, and
as a member and secretary of the Prelacy’s Executive Council during
years from 1969 to 1976. He was a Prince of Cilicia, a Pillar of the
Prelacy, and served on the board of trustees of St. Stephen’s Armenian
Apostolic Church in
Watertown, Massachusetts. He also served as physician to His Holiness
Catholicos Khoren I and His Holiness Catholicos Karekin II during
numerous pontifical visits to the United States.

Funeral arrangements are not yet complete. Archbishop Oshagan will
officiate over a National (Azkayin) Funeral that will take place at
St. Stephen’s Church on Tuesday, October 8. The homecoming wake
service will take place Monday evening, October 7. Full details of the
funeral arrangements
and biography will be sent tomorrow.

May our Lord embrace the soul of His faithful servant and tender the
grace
of His comfort on his family.

BISHOPS SYNOD CONCLUDES

The conference of Armenian Bishops concluded last Friday, September
27. From September 24 through 27, in the Mother See of Holy
Etchmiadzin, His Holiness Karekin II, Catholicos of All Armenians, and
His Holiness Aram I, Catholicos of the Great House of Cilicia,
presided over the Bishops Synod of the Armenian Church, the first in
six hundred years. Participating were 62 Archbishops and Bishops of
the Armenian Church from around the world.

During the opening session, the chancellery of the Synod was
established as follows: Archbishop Khajag Barsamian and Archbishop
Oshagan Choloyan were
appointed to serve as co-chairmen; Archbishop Narek Alemezian and
Archbishop Arshak Kachatryan were appointed to serve as secretaries.

The Synod discussed the re-establishment of the tradition of
canonization in the Armenian Church, and specifically focused on the
issue of canonization of the victims of the Armenian Genocide. The
canonization of the victims
of the Genocide was adopted in principle. The committee was assigned
the task of reviewing the canon and ritual of canonization, for
presentation and
approval at the next meeting.

The Bishops discussed the work of the Liturgical Committee on the
sacraments of Baptism and Chrismation. The Synod accepted a uniform
text for both services.

The challenges facing the Armenian Church were also discussed at
length, especially concerning the liturgical and religious
instruction, the Church’s educational and social mission, and the
preservation of the Armenian identity. These concerns will also be
given priority at the next meeting
of Bishops that will take place in the autumn of 2014.

The Bishops established a foundation to help those in need, especially
children, in Armenia, Artsakh, and Syria. Two million US dollars were
allocated for this foundation.

Catholicoi Karekin II and Aram I closed the Synod with their blessings
and
prayers.

BISHOP ANOUSHAVAN WILL PRESENT REMEMBRANCE OF CATHOLICOI ZAREH I AND
KHOREN I

Bishop Anoushavan, who just returned to New York from Etchmiadzin
where he
participated in the Synod of Bishops, will travel to Bethesda,
Maryland this weekend, where he will preside over the Divine Liturgy
on Sunday October
6, at Soorp Khatch Church. Following the Liturgy, His Grace will give
a special presentation commemorating the 50th anniversary of the
passing of Catholicos Zareh I and the 30th anniversary of the passing
of Catholicos Khoren I.

MUSICAL ARMENIA DEADLINE EXTENDE

Recognizing the importance of discovering and promoting the careers of
exceptionally talented, but not well known, young Armenian musicians
from all over the world, the Eastern Prelacy launched the Musical
Armenia annual concert series in 1982. For more than thirty years the
program has remained true to its objective by encouraging young
Armenian artists and presenting them in recital at Weill Recital Hall
at Carnegie Hall in New York City.

All young soloists and ensembles with at least one member of Armenian
descent are invited to apply. Priority will be given to applicants
currently living or studying in the United States. The deadline for
applications has been extended to October 30, 2013.

ANEC WILL PRESENT `ARMENIAN WOMEN AS ARTISTS AND MOTHERS’

The Armenian National Education Committee (ANEC) is sponsoring a
symposium, `Armenian Women as Artists and Mothers,’ in celebration of
the Year of the Mother of the Armenian Family. It will take place this
Saturday, October 5, 2013, from 2-6 pm, at Pashalian Hall,

60th ANNIVERARY OF LADIES GUILD CELEBRATED AT ST. STEPHEN CHURCH IN
WATERTOWN

On the occasion of the 60th Anniversary of the establishment of
St. Stephen’s Ladies Guild and in observance of `The Year of the
Mother of the Armenian Family’ as proclaimed by H.H. Aram I,
Catholicos
of the Great House of Cilicia, St. Stephen’s Board of Trustees hosted
a Ladies’ Guild appreciation banquet on Saturday evening September 28,
2013.

Dr. Raffi Manjikian, Chairman of the Board of Trustees, served as the
Master of Ceremonies. The church’s pastor, Archpriest Fr. Antranig
Baljian, greeted the faithful and hard-working members of the Ladies
Guild, recognizing them as the mothers of their own families as well
as – collectively – the mother of our church family.

Der Hayr related the story of Tabitha (also called Dorcas) as related
in Acts 9:36-42, and described her as the very first Ladies’ Guild
member who used her God-given talents to benefit the church’s
mission. Astor Guzelian, whose mother was the first chairlady of the
Guild when it was established in 1953 (three years before the church
was built), highlighted various milestones in the history of the
Guild. Board of Trustees member
Tamar Kanarian developed a moving tribute to the guild members in the
form
of a slide presentation showing images of their various activities
throughout the past decades. Special mention was made of two of the
original members of the very first Ladies’ Guild Executive,
Mrs. Anahid Changelian and Mrs. Margaret Merlesena.

The food for the evening was prepared and served by members of the
Board of Trustees and their families. Co-chairs for the event were
Michael Guzelian and Heather Krafian. At the end of the program,
current Guild Chairlady Isabel Avedikian thanked the Board of Trustees
members for their thoughtfulness in hosting such a wonderful event.

Members of St. Stephen’s Ladies Guild with Trustee members’ daughters
who helped serve the dinner and who represent the next generation of
Ladies’ Guild members.

BOOK BLESSING AT EASTERN DIOCESE

Rev. Fr. Mesrob Lakissian, pastor of St. Illuminator’s Cathedral
attended a book presentation held at the Eastern Diocese of the
Armenian Church in New York City, of a new book, A Place Far Away, by
Vahan Zanoyan. The event was sponsored by the Krikor and Clara Zohrab
Information Center in collaboration with the Diocesan Armenian Studies
program, and the Fund for Armenian Relief. A Place Far Away is a novel
based on the true facts of human trafficking in Armenia and the other
independent states of the former USSR.

Very Rev. Fr. Simeon Odabashian, Vicar of the Eastern Diocese,
Rev. Fr. Mesrob Lakissian, pastor of St. Illuminator’s Cathedral, and
the author Vahan Zanoyan during the traditional book blessing
(Kinedzon).

DER ARAM’S MISSION IN ARMENIA

Noted journalist Tom Vartabedian has written a feature article
describing the mission work of Archpriest Fr. Aram Stepanian that has
taken him and his family to Armenia numerous times. Tom writes:

`The affable pastor of Soorp Asdvadzadzin Church [Whitinsville] has
made the country his second home and embraces the population he serves
so
religiously and profoundly in the name of salvation. He visits there
3-4 times a year, often with his wife Yn. Margaret and family by his
side. If it
isn’t operating a summer camp for orphans in July, it’s taking feeble
tin shacks and turning them into respectable dwellings for the
indigent. Over the past 15 years, 175 homes have either been
constructed or
refurbished.’

Archpriest Fr. Aram Stepanian with the fifty children he directed this
year at the summer camp in
Armenia. The children are selected from children enrolled in the
Prelacy’s Orphan Sponsorship Program.

Sixteen members of the Zartarian family of Boxboro, Massachusetts with
Der
Aram and Yeretzgin Margaret and other volunteers who helped build a
home in Armenia in memory of a loved one.

TRIBUTE FOR WRITER/EDUCATOR BEDROS HADJIAN

A tribute for the late writer and educator Bedros Hadjian on the
occasion of the first anniversary of his passing in Buenos Aires, took
place last Sunday under the sponsorship of the New York Chapter of the
Hamazkayin Armenian Cultural and Educational Society. The event took
place in Pashalian Hall at St. Illuminator’s Cathedral in New York
City.

Following a memorial service and luncheon, Rev. Fr. Mesrob Lakissian
opened the event with a prayer. Rouben Barsoumian, a fellow teacher in
Aleppo’s Armenian schools and a lifelong friend, served as the Master
of Ceremonies and invited Dr. Vartan Matiossian, Executive Director of
the Armenian National Education Committee (ANEC) to speak about
Hadjian’s literary legacy.

The program included a reading by Liza Yessaian and a video of a 2011
interview with Hadjian. Closing remarks were offered by Hagop Balian,
editor of
Pakin Literary Review, who was visiting from Paris. He discussed the
contributions of Hadjian and his fellow intellectuals and writers, the
first post-Genocide generation who revived Armenian letters and
culture.

BIBLE READINGS

STS. SAHAG AND HAMAZASP, THE PRINCES

Today, Thursday, October 3, the Armenian Church commemorates the lives
of the brothers Sts. Sahag and Hamazasp Ardzroonik, who together with
other Armenian nobles revolted against Arab rule of Armenia. When
captured they were given the choice of renouncing the Christian
religion or death. They refused and were tortured and put to death.

72 HOLY DISCIPLES OF CHRIST

This Saturday, October 5, the Armenian Church commemorates the 72 Holy
Disciples of Christ. The reference comes from the Gospel of Luke
(Chapter 10, Verse 1): `After this the Lord appointed seventy others
and sent them on ahead of him in pairs to every town and place where
he himself intended to go.’ (Note: Some sources say 72 disciples;
others say 70). These disciples remained true to the Lord and their
calling, and spread the Gospel. They were not random choices, but
rather true disciples whose labors
carried the message of the Lord throughout the Roman Empire and
beyond. All of the saints are remembered individually in the
liturgical calendar of the church, but this day is set aside to
remember them collectively.

Birth of Vazken I, Catholicos of All Armenians (October 3, 1908)

The 130th Catholicos of All Armenians, Vazken I, had one of the
longest tenures in the history of the Armenian Church, almost forty
years. During his
reign, he presided over the rebirth of the Armenian Church in the
former Soviet Union, after its near destruction in the Stalin period.

He was born in Bucharest (Romania) on October 3, 1908. His father was
a shoemaker and his mother a schoolteacher. His family moved to Odessa
during World War I, where young Levon Baljian received his elementary
education. After returning to Romania, he studied in the
Misakian-Kesimian Armenian school of Bucharest and, from 1924-1926, in
the higher school of trade in Bucharest. He taught in the Armenian
schools of Bucharest from 1929-1943. He graduated from the Faculty of
Philosophy and Letters of the University of Bucharest in 1936 and from
the section of applied pedagogy in 1937. He also published a monthly
in Armenian, Herg, in 1937-1938.

His shift from philosophy to theology led him to study theology and
divinity of the Armenian Apostolic Church in Athens. The Diocesan
Council of the Armenian diocese of Romania decided to send him to
Athens, where he was ordained a celibate priest (vartabed) in
September 1943. Elected locum tenens of the diocese in November, he
later became primate (1947-1955). He was ordained bishop in 1951 and
became simultaneously primate of the Armenian diocese of Bulgaria in
1954.

After the death of Catholicos Kevork VI in 1954, he was elected
Catholicos
of All Armenians in 1955. He managed to assert some degree of
independence
for the Armenian Church, especially after the 1960s, and developed a
wide activity of construction. Many churches were rebuilt during his
tenure, such as the Cathedral of Holy Etchmiadzin, the surrounding
churches of St. Hripsime, St. Gayane, St. Shoghagat, the monasteries
of Khor Virap and Geghard, etcetera. He also built several important
buildings in the monastery of Holy Etchmiadzin: the monument to the
victims of the Armenian Genocide, the fountain-memorial dedicated to
Khrimian Hayrig, the Alex and Marie Manoogian Museum, and others.

He published several works, such as `The Armenian of Musa Dagh in the
Work of Franz Werfel’ and `Khrimian Hayrig as an Educator.’ Thanks to
his efforts, various important Armenian manuscripts were saved and
offered to the Matenadaran, the library of Armenian manuscripts of
Yerevan. Among them were the Vehamayr Gospel (on behalf of his
mother), which was used after the independence of Armenia by the
presidents of the country to give their oath.

During 1988, Vazken I voiced his concerns and his support for the
cause of
the Armenians of Karabagh. He restored the diocese of Artsakh
(Karabagh) of the Armenian Church in 1989 and started the renovation
and reopening of various churches and monasteries of the region.

He was elected an honorary member of the National Academy of Sciences
of Armenia in 1991 and was the first to receive the title of National
Hero in Armenia (1994). The Catholicos passed away on August 18, 1994.

The seminary of Sevan bears his name, the same as a school in
Vanadzor. Two statues remember him in the Vazkenian seminary of Sevan
(2008) and in Holy Etchmiadzin (2010).

history of the Armenian presence in Artsakh. Professor Hewson’s
informative introduction sets the stage for the narrative that

November 16 & 17-Annual ART IN FALL Exhibition featuring national and
international Armenian artists, Hovnanian School, 817 River Road, New
Milford, New Jersey. Fine art including oils, mixed media,
photography, and sculpture in classic, modern, and contemporary styles
by 27 artists. Opening Reception, Saturday, 7 to 10 pm. Cocktails and

November 17-Banquet and Program celebrating the `Year of the Armenian
