LES PRODUITS ALIMENTAIRES MOINS CHERS EN JUILLET QU’EN JUIN

Les prix des produits alimentaires en Armenie ont baisse de deux pour
cent en juillet par rapport a juin en raison principalement d’une
diminution de 13,4% des prix des pommes de terre et des legumes et
d’une diminution de 2,2% du prix du sucre selon le Service national
des statistiques d’Armenie.

En particulier, les prix des aubergines a chute de 61,9%, le prix des
haricots verts a baisse de 47,9%, pour le poivre la baisse a ete de
42,3% et le prix des betteraves a chute de 33,7%.

Les prix des tomates a baisse de 31,3%, celui des carottes de 21,4%,
du chou de 12,6% et de l’oignon vert de 10%.

Les prix des fruits ont chute de 10,4% en juillet par rapport a juin.

Les prix des abricots ont chute de 61,8% et ceux des prunes ont chute
de 31,1%.

Les prix des peches, melons, pommes et pastèques ont chute de 31,1%,
23,8%, 21,2% et 16,3% respectivement.

Un Armenien a ete tue dimanche a Damas, en Syrie, a la suite d’une
attaque au mortier.

Le representant de la communaute syro-armenienne qui reside a Damas
Nazaret Elmadjian a declare que le nom de l’Armenien qui a ete tue
etait Shavarsh Gartatsoghian.

Selon Nazaret Elmadjian, deux rues ont ete bombardes par un mortier,
et des quartiers residentiels, des ecoles et des eglises ont subi
des dommages.

” L’Eglise grecque de la Sainte Croix a ete detruite a la suite de
l’attaque au mortier ” a ajoute Nazaret Elmadjian.

LE PARLEMENT EUROPEEN DONNE SON FEU VERT POUR FACILITER L’OBTENTION DE VISAS PAR LES ARMENIENS

Le Parlement europeen a vote hier en faveur de deux accords avec
l’Armenie relatifs a la facilitation du regime des visas et de
readmission, affirmant ainsi sa volonte de cooperer avec la nation
du Caucase du Sud sur la gestion des mouvements de personnes.

L’Union europeenne s’engage donc a delivrer des visas Schengen
pour les citoyens de l’Armenie a des conditions plus faciles. En
echange, l’Armenie s’engage a rapatrier ses ressortissants sejournant
illegalement en Europe.

Les negociations entre l’Armenie et l’UE sur les deux accords ont
debute en 2011 dans le cadre du programme de Partenariat oriental
dans le but d’ameliorer l’echange entre les populations.

Après la decision de l’Armenie de rejoindre l’Union douanière,
certains a Erevan exprimaient des craintes au sujet de l’avenir des
facilitations de Visas. Ils s’attendaient a ce que Bruxelles refuse
de ratifier un accord, comme c’est le cas pour la question de la
signature de l’accord d’association avec une zone de libre-echange
lors du prochain sommet europeen.

Mais les experts disent que la facilitation des visas et des
readmissions fonctionnent de manière autonome, ce qui explique leur
survie. Elle est vecue comme un ” cadeau ” a l’Armenie.

Les responsables europeens, cependant, rappellent que l’accord de
facilitation des visas ne s’applique qu’aux procedures de visa a
court terme.

En vertu de cette entente, des citoyens de l’Armenie beneficieront d’un
processus plus facile pour obtenir des visas pour les pays de l’espace
Schengen. Parmi eux se trouvent les membres de delegations officielles,
des universitaires, des etudiants, des journalistes, des artistes et
des personnalites sportives, proches parents des personnes ayant leur
residence legale dans les pays membres de l’UE, les participants aux
manifestations mises en place par les organisations de la diaspora
armenienne ayant leur base operante dans les pays de l’UE, … Les
frais de visa Schengen doivent etre reduits a 35 euros, voire meme
seront gratuits pour certaines categories de citoyens, notamment les
enfants et les retraites.

À la fin de l’annee, l’UE devrait debattre et voter sur la facilitation
des visas et des accords de readmission avec l’Armenie aussi dans
plusieurs autres formats. Les accords sont susceptibles d’entrer en
vigueur dès l’annee prochaine.

Wednesday an official reception dedicated to the 22nd ceremony of
Armenia’s independence.

According to the Foreign Ministry’s press office, the event brought
together high-ranking officials, heads of diplomatic missions,
businessmen and media representatives.

On the sidelines of the ceremony, Armenian Ambassador to Chine Armen
Sargsyan met with the Chinese Assistant Foreign Minister Zhai Jun to
discuss the bilateral relations agenda.

UN Resident Coordinator in Azerbaijan Antonius Broek has said only
dialogue is a solution to the Armenia-Azerbaijan Nagorno-Karabakh
conflict.

In an interview with the local media, Broek said the OSCE Minsk
Group was created with the responsibility to promote the dialogue
with Azerbaijan and Armenia and the other partners on the issue,
trying to find solutions.

“So far, the negotiation process has not led to what we really hoped
for. From the UN perspective, we really hope that a solution can be
found very soon, and, of course, the key partners are helping the
conflicting countries to come to an agreement,” Broek said.

He also pointed out that the UN does not have a mandate to hold the
discussions which are being held by the OSCE Minsk Group.

Broek said he has no mandate to implement anything on his own,
but hopes that the countries will come together to find a solution,
adding that “we believe in dialogue”.

He also touched upon the problem of the persons displaced by the
long-standing conflict.

Broek emphasized the UN’s assistance in addressing the humanitarian
issues.

He said as soon as an agreement has been reached, the UN will be
immediately ready to work with the parties involved to implement
programs focusing on humanitarian assistance.

Broek stressed the importance of assistance in fostering understanding
and reconciliation among the people involved.

“I really hope that a solution can be found very soon for the benefit
of everyone living in the region and, especially, for the people
directly affected by the conflict,” Broek said.

The conflict between Azerbaijan and Armenia emerged over Armenian
territorial claims over two decades ago. Since a war in the early
1990s, Armenian armed forces have occupied 20 percent of Azerbaijan’s
territory, including Nagorno-Karabakh and seven surrounding regions. A
fragile ceasefire has been in place since 1994, but long-standing
efforts by US, Russian and French mediators have been largely fruitless
so far. Armenia has not yet implemented the U.N. Security Council’s
four resolutions on its pullout from the neighboring country’s
territories.

Touching upon Azerbaijan’s presidency at the UN Security Council,
Broek said that Azerbaijan will play an important role by spearheading
discussions within the Security Council.

He added that during its membership in the Council, Azerbaijan has
been very positively contributing to dialogue on key issues such as
the conflict in Syria, weapons of mass destruction, etc.

According to Broek, this was a great opportunity and recognition of
Azerbaijan as an important actor in the world.

R+ is speaking to Mehmet Fatih Oztarsu, Turkey’s only expert on the
Caucasus region who lived and was educated in all the three countries
of the South Caucasus. Being vice-chairman of the Turkish analytical
centre Strategic Outlook, M.F. Oztarsu comes up with analytical
materials on the region’s countries.

Quite recently the Turkish expert published a book entitled “But
Which Turks and Armenians?” (Ama Hangi Turkler ve Ermeniler) which has
evoked a wide response and mixed reactions both in Turkey and Armenia.

This is why we have decided to start our talk with M.F. Oztarsu from
this particular book.

– Tell us please about your book “But Which Turks and Armenians?”:
what is it about and why did it make such a stir?

– The book reflects observations of the situation in Armenia and
the Armenian question. The impressions I received during the period
I lived in Armenia needed to be presented to people in the form of a
book. One can find answers in the book to many questions about Armenia
that may come to mind. The book consists of two parts. The first part
considers the psychological condition of Armenian society. The second
analyses political relationships in Armenia. The book is written in
Turkish but nonetheless it has evoked much interest in Armenia and
demands that it should be translated into Armenian.

– As can be seen from the debate, your book carries a certain call
for Turkey to take a closer look at Armenians. However the Turkish
side made steps towards Armenia more than once but all gestures of
good will from the Turkish side met with only claims from Armenia
including territorial ones…

– The conciliatory notes in my book were addressed not only to
Armenians. They rather reflect the wish to change an opinion that
has rested for decades on baseless accusations against Turkey. We
must immediately settle fundamental problems and be an influential
country in the region. This can be done by studying Armenian society
and working out joint solutions. Because very few people in today’s
Turkey know Armenia and the way people live there. In the end this
fact plays against Turkey. Whatever Turkey has been doing up to now,
it has had no success. It appears that new methods should be tried.

We have faced with two problems today: the Armenian leadership now
officially laying territorial claims to Turkey; and society which,
having no knowledge of Turkey, takes it as a rule as an enemy image.

The state has for too long a time been run by people from Karabakh
with their war-time past. In other words, we have never seen an
Armenia that is not governed by nationalists.

But this may change. There are oppositionists holding the opinion
that it is necessary to improve relations with Turkey and Azerbaijan.

As regards public opinion, it is necessary to write many more such
books. In this one I tried to describe very differing characteristics
of the psychological condition of society: sound and unsound ones with
their positive and negative aspects. The most important thing is to
get the correct diagnosis and eliminate the anti-Turkish sentiments
in the people suffering as of today from a morbid and clinical hatred
towards the Turks. For this end, an atmosphere of reasonable discussion
should be created.

– Armenia’s leadership recently announced its wish to join the Customs
Union. Armenian experts themselves assess this step as capitulation
of Armenia which previously threatened to go towards the West. What
is your opinion on this issue?

– At first glance, this can be regarded as Yerevan’s capitulation. The
word “capitulation” is used even not by us but by the Armenian
opposition. Protest actions have taken place in Yerevan against
the Customs Union. By the way, two active participants of those
protests, namely Aykak Arshamyan, the Yerevan press club’s project
coordinator, and Suren Sagatelyan, a council member of the Transparency
International anti-corruption centre, were cruelly beaten up by
unknown attackers.

Up to now, Russia’s pressure has been focused on the energy sector.

Either Yerevan had to consent to joining the Customs Union or
a revolution would have happened before the winter came. As the
energy crisis grew, protests were gathering momentum in different
spheres, the public started rising up against the authorities and the
oligarchy. That decision was taken because there was no alternative.

Nonetheless it had not been agreed on with the people. It is said
that Armenia will get advantages in security. But being already
under Russia’s protection, such opinions are being circulated with
the only purpose to keep the people in fear of an imaginary enemy and
convince them that the decision taken in correct. Thus Serzh Sargsyan’s
helplessness comes to light which points out a crisis in the “Karabakh
clan’s” administrative traditions and collapse of Armenia’s foreign
policy as a whole. Moscow’s influence will certainly increase not
only in the sphere of security but also in many other areas, mainly
in economics and energy, and Armenia will become the Kaliningrad of
the Caucasus.

– The opinion is current among the expert community that Yerevan’s
entry to the Customs Union may somewhat hamper improvement of relations
between Armenian and Turkey. Do you agree with this?

– This is possible but Moscow may also be interested in relations
improving between Yerevan and Ankara. Moscow held Armenia’s strings
in its hand as well in the past. The future situation will develop
the way Russia wishes. Yerevan did not consider the issue of mutual
relations with Turkey before joining the Customs Union though.

Squeezed in the region and pretty tired of Russian influence,
Armenia at the same time has made important steps towards European
integration. That is, according to the Armenian opposition, the
subject of rapprochement with Western states was not presented from
the very outset as an alternative to the Customs Union. Vladimir
Putin’s visit to Baku and Azerbaijan’s efforts to further build up
its military power may have contributed to Armenia hastily taking
the decision. From now onward Yerevan is powerless to say something
as an independent state on its mutual relations with Turkey.

– Armenia hopes that its accession to the Customs Union will provide
it with greater support from Russia in the Karabakh issue. What is
your opinion on this matter?

– Sargsyan says that joining the Customs Union is linked to the
Nagorno-Karabakh issue and ensuring security in the region. But this
thesis is not convincing. Some Armenian specialists’ words about the
European Union are more plausible. According to them, the EU demanded
that Armenia should respect the territorial integrity of other states.

Now the question is what position are the current (Russia, Belarus,
Kazakhstan) and potential Customs Union member states going to take. I
think this question is worth giving a thought to without delay.

– How should Azerbaijan act in this situation? What can you say about
Azerbaijan’s current policy?

– Azerbaijan is successfully pursuing a balanced policy. In my view,
more careful steps should be made as regards the Nagorno-Karabakh
issue. If Sargsyan suddenly recognizes Nagornyy-Karabakh’s
independence and Russia allows him to do so, that would certainly
make the of conflict settlement process more complicated. While
treating Armenia, Moldova and Ukraine from a position of strength,
Russia prefers to act as an economic partner in its relations with
Azerbaijan and Turkmenistan. In the latter case, Russia is trying
to build an economic monopoly with the purpose to oust the European
Union from the region. Given this, one can draw the conclusion that
it will only benefit Azerbaijan to develop relations with the EU as
resolutely as before.

Armenia is set to develop cooperation with the European Union and
hopeful of support to its reforms, Armenian Foreign Minister Eduard
Nalbandian said.

“We would like to bolster cooperation with the EU in every field with
due account of the achievements and progress made over the past few
years,” Nalbandian told EU High Representative for Foreign Relations
and Security Policy Catherine Ashton in Brussels.

“Armenia is determined to carry on the reforms for the sake of
democracy, human rights, rule of law, efficient management, improved
judiciary and the fight against corruption. We are expecting the EU
to render long-term support,” the minister said.

Ashton said that the European Union was also willing to cooperate with
Yerevan, the Armenian Foreign Ministry press service told Interfax.

Old Building Of Zvartnots Airport May Be Put On The List Of Armenia’

OLD BUILDING OF ZVARTNOTS AIRPORT MAY BE PUT ON THE LIST OF ARMENIA’S STATE MONUMENTS AGAIN

The old building of Zvartnots Airport may be put on the list of
Armenia’s state monuments again.

The issue of the old (round) building of Zvartnots Airport was
discussed at the Oct 9 session of the Subcommittee for Culture of
the Armenian Public Council.

To recall, in its recent press release Armenia International Airports
CSJC said that the old terminal presents a very dangerous structure.

“Armenia International Airports will not allocate resources
for maintaining an obsolete building and will also not bear any
responsibility in case of any accident. We are willing and ready to
continue with the modernization of Zvartnots International Airport
but will not spend resources and time in maintaining a hazardous and
fallen into disuse building that does not fit with modern aeronautical
standards,” said the company. At the Oct 9 session, Anahit Tarkhanyan,
the daughter of one of the architects of the old building of the
airport Artur Tarkhanyan, said that the given building is the property
of the state and its concessionaire has no right to take a decision
on demolition of the building. Tarkhanyan added that the terminal
can serve regional flights en-route Karabakh, Russia and Kazakhstan.

She also criticized the concessionaire’s statement that the terminal
presents a very dangerous structure. She said that along with other
Armenian facilities of strategic importance (ANPP, a number of HPPs,
the Arpa-Sevan tunnel), Zvartnots was built in compliance with strict
safety rules and is capable of resisting a 9-point earthquake.

At the same time, she expressed willingness to set up an initiative
group to apply to the Armenian Government to find a new lessee for
the Zvartnots building.

Vladimir Poghosyan, a member of the Subcommittee for Culture,
suggested applying to the commission of experts of the Armenian
Culture Ministry to put the old building of Zvartnots Airport back
on the list of Armenia’s state monuments. He said that the building
has been on that list before 2001. The members of the Subcommittee
unanimously accepted Poghosyan’s suggestion.

To recall, the terminal of Zvartnots Airport was built upon the project
of architects A.Tarkhanyan, S.Khachikyan, L.Cherkezyan, Zh.Shekhlyan,
A.Tigranyan, A.Meschyan and designer S.Baghdasaryan. It was put into
operation in 1980. In June 2002 Zvartnots Airport was transferred to
concession of Armenia International Airports CSJC owned by Argentinean
entrepreneur Eduardo Eurnekian.

Surplus Of 62.3bln Drams Recorded In Armenia’s Budget Execution In 8

SURPLUS OF 62.3BLN DRAMS RECORDED IN ARMENIA’S BUDGET EXECUTION IN 8 MONTHS OF 2013

YEREVAN, October 9. /ARKA/. Armenia’s government budget was executed
with surplus of around 62.3bln drams in January-August 2013, the press
office of the country’s ministry of finance told ARKA referring to
head of reporting and budget fulfillment analyses of the ministry
Gayane Zargaryan.

For comparison, the budget plan envisaged a surplus of 12.4 billion
drams for nine months of 2013, according to the report.

Zargaryan said budget receipts rose by 108.5bln drams or 18.5% to
696.3bln drams in 8 months of 2013, compared to the same period of
the year before.

Collection of tax revenues and state duties amounted to about 657
billion drams in January-August, she said.

On-budget expenditures rose by 7.6% or 44.9 billion drams to a total of
634 bln drams compared to the last year level. According to Zargaryan,
spending grew mainly due to increased current expenditures that rose
by 7.9% or 43.3bln drams to 590.2bln drams against the same period
of the year before.

Under the 2013 budget approved by the parliament on December 5 2012,
receipts were 1 trln 32.7bln drams, expenditures were 1 trln 152.5bln
drams, tax receipts and state duties 993.08bln drams (118.7bln higher
than the 2012 planned level). Budget deficit was planned at 119.7bln
drams or 2.6% of the GDP. Deficit is to be covered from net receipts
of local and foreign sources – 55.1 and 64.6bln drams respectively.

The targeted inflation level is within 4±1.5% and GDP growth at 6.2%.

Armenia has the third highest degree of media freedom among the Eastern
Partnership countries, according to a survey presented at a panel on
“Threats for media freedom in the Eastern Partnership area” at the
Civil Society Forum in Chisinau, Moldova, last Friday.

Azerbaijan and Ukraine are also the 3rd. The list is topped by
Georgia. Moldova is the 2nd. Belarus has the lowest index.
