Baku. Anakhanum Hidayatova – APA. Armenian Parliament’s Standing
Committee on Foreign Relations failed to pass a decision regarding
the draft law “On recognition of the Republic of Nagorno Karabakh”,
APA reports quoting Azatutyan radio. Members of the ruling Republican
Party did not participate in the voting.

They said though they support recognition of Nagorno-Karabakh as
an independent state, the adoption of such a law is inexpedient for
the moment.

The position of the ruling party prevents the draft law developed at
the initiative of Secretary of Heritage Party parliamentary faction
Zaruhi Postanjyan from being included in the agenda. The Commission
offered the Parliament to issue a special statement instead of a law.

However, Postanjyan refused to withdraw the draft law.

The government officials also voted against the draft law. Armenian
Deputy Foreign Minister Shavarsh Kocharian considers that changing
the rules of the international game at this moment is inexpedient.

will end his successful four-year tenure as Armenia’s head coach at
the end of the month after turning down the offer of a new contract.

Vardan Minasyan has chosen to step down as Armenia coach when his
contract expires at the end of this month.

The 39-year-old announced his decision to leave after meeting with
Football Federation of Armenia (FFA) president Ruben Hayrapetyan,
ending his successful tenure.

“The president asked me to keep working with the national team. I
declined but obviously thanked him for his confidence,” said Minasyan.

“I wish to thank the players with whom I made this tough journey and
overcame many difficulties. We achieved a lot by creating this team and
I hope they will continue to bring our nation many great victories.”

Appointed in 2009, Minasyan guided Armenia to the UEFA EURO 2012
play-offs and finished just three points short of second place in 2014
FIFA World Cup qualifying Group B. They beat every side in the section
bar winners Italy, with whom they drew 2-2 in their last outing.

Armenia have risen to a record high of 38th in the FIFA national team
rankings as a result.

U21 coach Rafael Nazaryan will take temporary charge while a permanent
successor is sought.

OSCE officials and foreign ministers of the European Union met
yesterday under the chairmanship of Leonid Kozhara, Chairman-in-
Office of the OSCE, and Linas Linkevicius, Foreign Minister of
Lithuania.Attendants of the meeting expressed support for co-chairs of
the OSCE Minsk Group and their efforts to settle the Nagorno-Karabakh
conflict of Azerbaijan and Armenia. The talks were organized for the
upcoming meeting of OSCE foreign ministers in Kiev.

and Catholicos of the Holy See of Cilicia should meet and discuss
the urgent problems, the chairman of National Security Party Garnik
Isagulian said at a meeting with reporters today.

“What has Armenia achieved in the last 19 years? On September 3
Armenia announced its decision to join the Customs Union. The main
reason for that decision is that Armenia is unable to ensure its
national security by itself,” Isagulian said.

In his words, the meeting participants should forgo their personal
ambitions. “If they fail to restrain their ambitions during
discussions, then they have nothing to do. In this case the Armenian
people should elect new leaders,” the speaker noted.

village de GermuÅ~_ a Ourfa, a été transformée en grange après
avoir été restaurée il y a 10 ans. Les photos et les vidéos
sur le site turc urfadabugun.com nous montrent son état actuel
déplorable. Les envoyés spéciaux du site turc urfadabugun semblent
sincèrement désolés. Nous aussi. En Turquie, le patrimoine
architectural religieux des Arméniens est au mieux laissé a
l’abandon, au pire, méthodiquement détruit. De rares restaurations
d’églises font office de poudre jetée aux yeux de ceux qui voudront
bien être éblouis. En ce qui concerne l’église de GermuÅ~_ a Ourfa,
seules les vaches qui s’y abritent peuvent s’extasier.

L’église historique du village de Dagetegi (GermuÅ~_), relié au
centre d’Ourfa, est utilisée comme une grange par les villageois. Une
histoire est en train de disparaître sous nos yeux. En tant que
portail de nouvelles , nous nous sommes rendus
sur place afin d’examiner l’église et les maisons historiques.

L’histoire va nous juger avec l’histoire

Dans le village de Dagetegi (GermuÅ~_), relié au centre d’Ourfa,
l’église historique de GermuÅ~_ a été restaurée par les Arméniens
il y a environ 10 ans. Ceci a été déclaré comme un endroit
touristique depuis 3 ans. Le fait que les maisons historiques de
GermuÅ~_ sont en ruines et que l’église historique de GermuÅ~_
est actuellement utilisée comme une grange par les villageois,
alors qu’elles sont déclarées comme un lieu touristique, montre
combien on protège notre histoire.

A l’entrée de l’église historique, le panneau de présentation
trilingue, placé par l’administration provinciale spéciale,
attire notre attention. Maintenant, nous demandons aux responsables,
protégez-vous nos endroits historiques en mettant seulement un
panneau trilingue ?

Nous avons cherché l’histoire de cette église du village de Dagetegi.

Le village GermuÅ~_ est un ancien village arménien. Son nom actuel
est Dagetegi. Les chercheurs de trésor, au courant des passages
situés en sous-sol, font de nombreuses excavations illégales.

L’église arménienne – GermuÅ~_ – Gamurc – Kamurc

Comme l’église arménienne du village de GermuÅ~_ ne possède pas
d’inscription, sa date de construction n’est pas connue. Elle est
proche de Göbekli Tepe [Nota CVAN : site archéologique situé a
Urfa], l’un des plus anciens temples au monde. C’est une église
en pierre a deux étages. L’entrée de l’église, construite selon
un plan basilical, a la forme de trois arcs en ogive en facade. Les
voutes croisées sont recouvertes de terre. Il y a un petit dôme face
a l’abside. Le lieu de culte est composé de trois nefs. Dans la nef
centrale, il y a un seul dôme. Situés au-dessus du narthex Gynakaion
[Assemblée de femmes] en trois parties, les trois clochers. Les
réparations effectuées a différentes périodes ont un peu éloigné
l’église de sa version d’origine.

La mosquée moderne, construite en face de l’église historique,
n’est pas passé inapercue.

La question suivante est restée dans les esprits : de quelle facon
protégeons-nous cette église de GermuÅ~_ si ancienne ? Il faudrait
qu’on réfléchisse s’il est juste de tout attendre des responsables
pour la protection de nos valeurs historiques. Comment orientera-t-on
notre avenir si on ne protège pas notre histoire et nos lieux
historiques ?

Si on n’arrive pas a préserver cette église dont la date de
construction est méconnue, comment pourra-t-on garder notre histoire ?

Artur Sakunts chef du bureau de l’ONG l’assemblee des citoyens
d’Helsinki de Vanadzor a adresse une lettre au Procureur general
d’Armenie Gevorg Kostanyan l’invitant a ouvrir une procedure penale
contre un fonctionnaire du gouvernement qui avait profere des menaces
contre une deputee de l’opposition a travers les medias.

Dans une interview a Yerkir.am la semaine dernière le vice-ministre
des Sports et de la jeunesse Khachik Asryan, qui est affilie au
Parti republicain d’Armenie au pouvoir, a critique la deputee
Zaruhi Postanjian du parti Heritage sur sa question au president
Serge Sarkissian a l’Assemblee parlementaire du Conseil de l’Europe
(APCE) a Strasbourg le 2 Octobre. Zaruhi Postanjian, en particulier,
a accuse Serge Sarkissian d’etre un joueur et ” d’avoir perdu 70
millions d’euros dans un casino europeen “.

Dans ses remarques Khachik Asryan, connu pour sa rhetorique
nationaliste extremiste, a appele a ” brûler Postanjyan sur un bûcher
“.

Khachik Asryan a plus tard explique qu’il avait utilise une figure
de style et que cela ne signifiait pas une action physique contre la
deputee mais Zaruhi Postanjyan, preoccupe par les attaques possibles
a son encontre et aux membres de sa famille qu’elle a considere comme
une menace de mort, a demande au chef de police Vladimir Gasparyan
d’assurer leur securite. La police a accepte de fournir au depute
de l’opposition des gardes du corps armes, mais ne lanca pas des
poursuites penales contre le fonctionnaire.

Dans sa lettre Artur Sakunts a demande au procureur general d’ouvrir
une enquete contre Khachik Asryan en vertu de l’article 137 du Code
penal armenien (proliferation de menaces de tuer, infliger de lourds
dommages a la sante, ou de detruire des biens).

Pendant ce temps, le Parti de l’Heritage a publie une declaration
appelant a l’arret des ” persecutions ” contre Zaruhi Postanjyan par
les autorites armeniennes.

Plus tôt, le president du parlement Hovik Abrahamian a menace d’evincer
Zaruhi Postanjyan de la delegation armenienne auprès de l’APCE après
sa question controversee a Strasbourg.

Shahnazaryan has created “Sharakan khazagreal” bilingual Armenian and
English music CD-notebook, the presentation of which will take place at
“Naregatsi” Art Union on October 22 . As Armenpress was informed from
the union, after 2-century pause Armenian notch hymn is heard for the
first time in the original accuracy by the unrivaled performance of
the National Chamber Choir of Armenia.

The choir’s artistic director and conductor Robert Mlqeyan. The
translation of the text of the bilingual booklet is carried out by
American- Armenian musician Vache Parsumean who is also a well-known
Komitas expert and the translator of the English collection of music
works by Komitas, which was published in the USA 2001.

The publication under presentation is a crucial contribution to the
history of Armenian notchology and composition, as it is the first
scientific study after the long interval where the notchogaphy system
of 17-18 centuries already considered as unreadable of Armenian
medieval spiritual music is put under study.

Gegharkunik Governor Optimistic About Region’s Prospects

Gegharkunik Governor Rafik Grigoryan has no information on migrant
laborers leaving the region for other countries. However, he is sure
the people will come back because they are building new houses.

“Come here in autumn and see the progress in our region, market
activity and housing construction. I consider it much more important,
and the rest is temporary,” Mr Grigoryan told Tert.am.

He admits emigration from the region, but he accounts for it by a
higher number of migrant workers than in other regions.

“If people do not have jobs and face the problem of keeping their
children, they leave to earn money and come back. This practice has
existed in our region since Soviet times,” Grigoryan said.

The Foreign and Commonwealth Office paid for the SAS to train
Azerbaijan’s special forces in an effort to gain influence with the
hardline ex-Soviet regime, the British Sunday Times writes.

According to a leaked document seen by The Sunday Times, members of
the UK’s elite fighting force taught their counterparts sniper skills
and how to storm buildings as part of a six-week training mission.

“The paper says one of the aims of the deployment in 2006 – codenamed
Operation Lanark – was to “enhance” the FCO’s standing in the central
Asian republic,” the article reads.

The article notes that western politicians have long been keen to
court Azerbaijan and Ilham Aliyev, its president, because of the vast
oil and gas reserves beneath the Caspian Sea.

“But human rights groups have accused Aliyev’s government of seeking
to silence opposition by arresting and imprisoning dozens of political
activists on bogus charges,” The Sunday Times reports.

HSBC Bank Armenia has issued 6.9 billion drams worth documentary
letters of credit since April

YEREVAN, October 18. / ARKA /. Since 2013 April the HSBC Bank Armenia
has issued 6.9 billion drams worth documentary letters of credit as
part of its campaign to finance equipment purchase, said Aram
Pinadjyan, HSBC Bank Armenia Director of Commerce and Credit during
the eighth Academy of Trade Finance.

According to him, this campaign enables Armenian businesses to get
finance for import of equipment and production lines at an
unprecedented interest rate of 7% per annum.

“This is an unprecedented for the Armenian market financing tool
showing that lending may be available,’ said Pinadjyan.

He stressed that the campaign allows importers to postpone payments up
to 30 months, despite the fact that the exporter receives full payment
in advance. He added that the goal is to help Armenian companies to
establish contacts with UK exporters of equipment.

Head of Trade Finance Department Kamo Margaryan said the bank plans to
release another 4 billion drams worth documentary letters of credit
before the end of this year as part of equipment purchase financing
campaign.

“We have also launched a new tool in the Armenian market – hedging
currency risks, which enables clients to curb currency risk by fixing
the exchange rate at a certain time period,” Margaryan said.
In the first nine months the bank has provided 20 billion drams to
finance trade, which is 31 % higher than in the first nine months of
2012.

HSBC Bank Armenia’s assets in the third quarter of 2013 rose by 8
percent from the beginning of the year to 227 billion drams. Its total
lending grew by 3 percent to 133 billion drams, deposits grew by 6
percent to 144 billion drams and income before tax grew by 11 percent
from the year before to 7.98 billion drams.

HSBC Bank Armenia launched the Trade Finance Academy in 2010 to
provide business people with tools for financing foreign trade, risk
assessment and effective management necessary to enter new markets.

HSBC Bank Armenia is a member of HSBC Bank plc. Seventy percent of its
shares are owned by HSBC Europe BV and 30 percent by the Wings
Establishment. HSBC Bank Armenia joined NASDAQ OMX Armenia stock
