L’humoriste Vartan Petrossian de l’hôpital vers la prison

L’humoriste Vartan Petrossian est en prison. Après un interrogatoire
qui s’est déroulé dans l’hôpital où il était interné depuis quelques
jours, Vartan Petrossian poursuivi par le juge principal du Tribunal
d’Apovian a été emmené en prison. Le 20 octobre l’acteur et humoriste,
au volant d’une voiture puissante de marque BMW avait fait un accident
sur la route entre Eghvart et Erévan occasionnant plusieurs 7 blessés.
Deux des blessés, ses neveux Edgar et Edouard Hagopian décédèrent
après leur hospitalisation. Les témoignages ont fait état d’une
vitesse excessive et d’une conduite dangereuse. Vartan Petrossian
également blessé subit une opération chirurgicale au foie. A peine
rétabli, il fut transporté vers une prison. Très choqué et affecté par
cet accident, Vartan Petrossian a émis ses regrets et s’est dit prêt à
faire face à la peine de prison. « Si on me condamne de 4 à 10 ans ou
de 14 à 20 ans de prison, je suis prêt à accepter cette peine » a-t-il
dit dans une interview.

L’église Sourp Hovhannés Mguerditch (Saint Jean-Baptiste) du village
de Nor Chen dans la région de Mardouni (Haut Karabagh) fut ré-ouverte
aux fidèles après une importante rénovation. A la messe participaient
Mgr Berkév Mardirossian l’évêque du Haut Karabagh, le Président du
Parlement de Stepanakert Ashot Ghoulian, le Premier ministre Ara
Haroutiounian ainsi que de nombreuses personnalités politiques,
militaires, ainsi qu’un très large public de fidèles.

De nouveaux défis, de nouveaux effets : la jeune génération en Arménie
révise ses approches de la planification familiale

Les difficultés socio-économiques en Arménie qui ont conduit à la
redistribution des rôles sociaux des hommes et des femmes dans la
société arménienne, a également affecté le modèle traditionnel de la
famille au cours des dernières années. Les sociologues disent que le
logement et l’emploi sont les obstacles auxquels sont confrontés les
jeunes familles qui souhaitent avoir plusieurs enfants. Les
sociologues soulignent également le nombre élevé de divorces comme une
préoccupation.

Les stéréotypes traditionnels sont encore profondément enracinées dans
la société arménienne, où beaucoup considèrent que la motivation
principale pour le mariage est l’ge. Pourtant, c’est l’ancienne
génération qui pensent ainsi, tandis que les jeunes pensent
différemment et l’ge moyen du mariage continue d’augmenter au cours
des 20 dernières années. Aujourd’hui, la `motivation` pour le mariage
n’est pas l’ge, mais les perspectives d’avenir d’une stabilité
sociale et économique de la famille.

Selon les dernières données publiées par le Service national de la
statistique, l’ge moyen du mariage des hommes dans les villes
arméniennes est maintenant de 29,2 ans, des femmes – 26,2 ans. Par
comparaison, en 1990, l’indice se situait à 25,8 pour les hommes et
22,8 pour les femmes. L’image a aussi changé dans les zones rurales,
où, dans les années 1990, le seuil moyen du mariage était de 21 ans et
il est maintenant de 24 ans.

Des sociologues arméniens disent qu ‘une telle hausse est conditionnée
par le déplacement des rôles sociaux des hommes et des femmes
arméniennes dans la société, un processus qui a commencé dès que
l’Arménie a acquis son indépendance en 1991.

De nouvelles réalités ont conduit à l’affaiblissement du modèle
patriarcal de la famille, où l’homme est un soutien de famille et la
femme est une femme au foyer. Maintenant, les femmes peuvent
travailler et gagner autant que les hommes, et dans certains cas, plus
que les hommes. Maintenant, il y a aussi beaucoup de familles en
Arménie, où le seul soutien de famille est une femme.

A noter, que dans le rapport 2012 sur « égalité des sexes » par l’ONG
« Social Watch » a montré que les femmes arméniennes sont dans une
meilleure position en termes d’égalité entre les sexes parmi les pays
du Caucase. Le niveau d’égalité des sexes en Arménie a été évalué à 70
points sur une possibilité de 100 dans l’étude, menée afin de
déterminer l’écart entre les femmes et les hommes dans l’éducation,
l’économie et les droits politiques. (La Turquie a marqué 45 points,
l’Iran 51 points, l’Azerbaïdjan et la Géorgie 64 points et 67 points
respectivement)

Les changements sociaux qui ont conduit la jeune génération à réviser
l’ge du mariage, soulèvent des préoccupations des démographes, qui
croient que les tendances pour les mariages en `retard` conduisent à
la réticence des familles ou l’impossibilité d’avoir plusieurs
enfants.

La psychologue Lamara Grigoryan a dit que d’un autre côté, les
mariages précoces ne garantissent pas la stabilité de la famille et
dit qu’elle se félicite du fait que le seuil moyen du mariage a
augmenté en Arménie.

« Pour moi, c’est une indication que la génération actuelle est plus
mature dans l’idée de la planification familiale. Les mariages à un
jeune ge ont été utilisés pour bien s’insérer dans notre société,
mais pas maintenant. Les jeunes mariages signifie que « les enfants
[deviennent parents, parce que dans la famille arménienne, au moment
du mariage, les jeunes de 20-22 ans ne sont pas auto-suffisants, ni en
termes financiers, ni en termes de troubles mentaux. Et si avant cela
était conventionnel et en quelque sorte justifiés, maintenant, les
mariages précoces peuvent conduire à la création de familles où les
enfants grandissent dans un environnement malheureux et malsain ».

Lamara Grigoryan a dit qu’on observe de nouveaux critères pour le
choix d’une belle-fille.

« Si avant pour la plupart des parents les principaux critères pour
leur future belle-fille était sa bonne mine et l’obéissance,
maintenant beaucoup préféreraient voir une femme instruite et qui
réussit dans leur famille, parce que ce sont des qualités qui
garantissent la stabilité financière de la famille », dit Lamara
Grigoryan, psychologue dans l’école publique n°184.

Lamara Grigoryan a dit que la jeune génération est devenue plus
rationnelle, et a appris que la réussite personnelle dépend de
l’éducation et des efforts. Selon Lamara Grigoryan, la meilleure
moyenne d’ge pour un mariage en Arménie est de 25 ans.

« En ce moment, la réalité est de telle sorte que les filles, qui se
marient à un jeune ge, sont pour la plupart des filles de familles à
problèmes. Elles souhaitent quitter le domicile parental pour une
nouvelle famille, mais malheureusement, cela conduit souvent à une
atmosphère défavorable dans la nouvelle famille aussi ».

Beaucoup de sociologues en Arménie disent que le seuil inférieur ne
doit pas être de 18 ans comme maintenant, mais de 21 ans, comme dans
beaucoup d’autres pays.

En février dernier, le Parlement arménien a adopté en première lecture
les amendements au Code de la famille, mettant au même ge le niveau
minimum du mariage pour les hommes et les femmes, qui est désormais de
18 ans. Avant l’ge minimum pour le mariage des filles était de 17
ans.

La chasse au « Trésor des Arméniens » continue en Turquie

En Turquie, découvrir « le Trésor des Arméniens » est devenu une sorte
de « sport national » et une forme d’hystérie collective. Le journal
turc Haberler rapporte que dans la région de Batman (Sassoun) après
l’assèchement d’une réserve d’eau, un cimetière arménien fut mis à
jour. Les habitants du village voisin de Tacheldéré auraient avant
l’inondation du cimetière arménien il y a quelques décennies vandalisé
des tombes arméniennes à la recherche d’or ou de trésors cachés par
les Arméniens. Mais aujourd’hui encore, les habitants de ce village
turc recherchent encore le « Trésor des Arméniens » en creusant ces
tombes…L’un des villageois affirme que les habitants de Tacheldéré
sont convaincus que ces tombes arméniennes recèlent des trésors
cachés. Le cas de ce village n’est pas unique puisqu’en Turquie la «
chasse au trésor des Arméniens » est devenue une activité régulière
dans certaines régions du pays habitées jadis par les Arméniens.

Academics show Elysée example in Turkey-Armenia relations

A group of intellectuals claimed the Elysée Treaty could be taken as
an example to repair Turkey and Armenia’s diplomatic ties.

Istanbul Þehir University hosted a two-day conference titled
“Turkish-Armenian Relations in the Light of the French-German
Experience” on the 50th Anniversary of the Elysée Treaty.

Academic Ferhat Kentel of Istanbul Þehir University said: “The Germans
and the French wrote their history together. Why shouldn’t we do it as
well? We should bear in mind that Turks and Armenians shared a common
area in Anatolia.”

Academic Muzaffer Þenel says nations are ready to reconcile, and even
though states have their red lines, people could urge their states.

“The wars between France and Germany were the main reason of centuries
of war and destruction in Europe, but the Elysée Treaty in 1963 put an
end to the enmity,” he said.

“We aim to have people pose some questions: What can we do in order
for coexisting and reconciliation, taking the Elysée Treaty as an
example?” Þenel said. “Yes, there is a bitter history but how can we
turn this bitter history into a part of culture of living together?”

Þenel added that they consider carrying the project to Armenia if
there is a demand, and voiced the Þehir University’s hope to host
Armenian students as part of exchange programs.

A very modern Madonna and Child: Iconic image gets a revamp with
touching moment interrupted by an iPhone

The classic Madonna and Child portrait has been given a modern-day makeover.

Artist Tigran Tsitoghdzyan, who was born in the Christian-centric city
of Yerevan, Armenia, and is now based in New York, used oil paint to
recreate two versions of the iconic image with several contemporary
touches.

In one scene, which is lit by electric bulb as opposed to natural
light, the ‘Madonna’ appears with dyed blonde hair and denim jeans,
and, instead of investing attention in her ‘Child’, her eyes are glued
to an iPhone.

The baby is seen staring off into the distance – demonstrating a clear
disconnect between him and his ‘occupied’ mother.

In the second scene, which is set up in a similar way, the cell phone
remains the center of focus, but this time the baby clutches a plastic
bottle of juice.

In early depictions of the painting, also known as The Virgin and
Child, the infant is more usually seen being breastfed or lovingly
cradled by his mother.

Mr Tsitoghdzyan, 37, said he created the works of art to expose ‘the
identity of contemporary man in the era of cultural globalization,
technological revolution and biological distortion.’

He added: ‘The old, the new are getting closer and closer to each
other, the information flow squeeze up the time.

‘I’m interested to take very casual scenes and add a iconic gesture,
combining it with old masters layered oil technique.’

For over a thousand years, through the Byzantine, Medieval and Early
Renaissance periods the Madonna and Child was the most often produced
pictorial artwork.

Many examples, both painted and sculptured, have achieved fame, either
as objects of religious veneration or for their intrinsic artistic
qualities.

The most renowned painters and sculptors who have turned their skills
toward the creation of the image include Leonardo da Vinci,
Michelangelo, Raphael, Giovanni Bellini, Caravaggio, Rubens, Salvador
Dalí and Henry Moore.

Many have applauded Mr Tsitoghdzyan’s representations.

One commentator wrote: ‘This is hilarious and awesome!’

And another added: ‘Says everything in a nut shell!’

World Bank Group New Country Partnership Strategy for the Republic of Armenia

WASHINGTON, November 7, 2013 – A new Country Partnership Strategy
(CPS) for the Republic of Armenia for 2014-2017 was discussed today by
the World Bank Group’s Board of Executive Directors. The four-year
strategy is a framework document outlining the World Bank Group’s
support to the country.

The strategy is anchored in the Armenia Development Strategy 2025 and
places private sector-led job creation at the center of the World Bank
Group’s response. It also stresses the improvement of labor
productivity in agricultural sector that supports the livelihood of
over one million of the rural population, and would lead to higher
economic growth, shared prosperity, and faster poverty reduction in
both urban and rural areas. The strategy proposes financial support of
US$ 843 million over the next four years, with access to the
International Development Association (IDA), International Bank for
Reconstruction and Development (IBRD), and International Finance
Corporation (IFC) funding.

‘This Country Partnership Strategy seeks to catalyze bigger volumes of
resources to support Armenia’s development’, said Henry Kerali, World
Bank Regional Director for the South Caucasus. ‘It aims to address
Armenia’s vulnerability to external shocks and strengthen
competitiveness for post-crisis growth by supporting critical reforms
that will help boost job creation accompanied by more efficient and
equitable social services delivery.’

The strategy will support Armenia across two main engagement areas:

Supporting competitiveness and job creation by improving the ease of
doing business, promoting exports and tourism, and improving SME
access to finance; and
Improving efficiency and equity in social services delivery by
ensuring access of all, especially women, to quality health and
education services, and strengthening the social protection system.

Improving governance and anti-corruption measures in public services
is a cross-cutting focus. The strategy will help revamp the existing
anti-corruption framework, improve efficiency of the public
administration, and deepen public finance management reform.

“The World Bank Group’s support through its focus on jobs aims to
harness the synergies of different sectors by introducing the
necessary reforms, leading to robust and sustained growth, and
benefitting the people of Armenia’, said Jean-Michel Happi, World Bank
Country Manager for Armenia. `We will also aim to support business
creation, innovation and accessibility of economic infrastructures,
along with improved education and health service delivery.’

IFC, which is the World Bank Group’s private sector arm, will continue
supporting the real sector through investments in competitive sectors
such as mining and agribusiness. IFC will also deepen its advisory
services operations in order to improve the investment climate with a
focus on the agribusiness sector, strengthen the financial sector, and
develop the market for investment in renewable energy.

`The private sector is critical to economic growth,’ said Thomas
Lubeck, IFC Regional Manager for the South Caucasus. `IFC, with its
focus on private sector development, plans to leverage the power of
entrepreneurs to create jobs and support sustainable economic growth
in Armenia. We will continue to seek investment opportunities and
provide advice in the areas where those are needed most.’

Since Armenia joined the World Bank in 1992, US$1,746 million has been
allocated to different operations in the country. Currently, the World
Bank portfolio includes 14 active projects with total commitments of
US$445.4 million. Areas of support include five investment lending
operations in infrastructure, four in social sectors, three in public
sector, and two in ICT and agriculture. With Armenia becoming a member
and a shareholder of IFC in 1995, the organization has invested
US$271.5 million in the country. Those investments covered 44 projects
across a range of sectors, including financial markets, manufacturing,
and mining. IFC has also mobilized nearly US$9 million from other
lenders. IFC’s Advisory Services group provides advice through
projects focusing on the financial sector, sustainable energy,
regulatory simplification, and food safety.

U.S. President Barack Obama welcomed the decision of the Azeri and
Armenian presidents to meet later this month in his message
congratulating Azeri President Ilham Aliyev on his third term of
office.

“We stand ready to work with you to seize the historic opportunity to
find a peaceful, negotiated resolution of the Nagorno-Karabakh
conflict, and we welcome the decision you and President Sargsian have
made to meet later this month,” Azeri media quoted Obama’s message as
saying on Thursday.

“I look forward to continuing our conversation about important issues
in our strategic partnership. Our bilateral relationship, now more
than two decades old, has made significant contributions to regional
stability,” Obama said.

“We have welcomed Azerbaijan’s impressive economic and social progress
in this period, and we remain committed to strengthening our
partnership and deepening cooperation on our common challenges,” he
continued.

“The United States and Azerbaijan cooperate closely on a wide range of
issues both bilaterally and, recently, in the United Nations Security
Council. We appreciate your partnership in Afghanistan and our
cooperation to combat terrorism,” the president said.

“We remain committed to supporting development of the Southern Energy
Corridor, bolstering reforms to advance economic diversification, and
strengthening regional stability and security,” he stated.

“To achieve the full potential of our cooperation and partnership, we
hope Azerbaijan will strengthen the democratic processes that are so
important to ensure your country’s long-term stability and
prosperity,” Obama said.

“As we noted following the election, we encourage Azerbaijan to take
steps to deepen respect for the universal freedoms of association,
assembly, and expression; to promote political pluralism and judicial
independence; and to strengthen the electoral system. Our partnership
with Azerbaijan itself will continue to grow ever stronger for these
efforts,” he concluded.

Turkey takes imitational steps in normalization of Armenian-Turkish

YEREVAN. – Turkish FM Ahmet Davutoglu is attempting to make the matter
of normalization of Armenian-Turkish relations become topical again,
turkologist Andranik Ispiryan told Armenian News-NEWS.am.

Ispiryan commented on Davutoglu’s recent statement that activities are
carried out at the Armenian-Turkish border, in order to reopen it.

In the turkologist’s words, this statement by the Turkish FM is `aimed
at invigorating the process of Armenian-Turkish rapprochement.’

Ispiryan said that 2015 – that is, the 100th anniversary of the Armenian
Genocide – is drawing near, and therefore Davutoglu is attempting to
counteract the respective commemorative events that will be held.

As per Ispiryan, the Turkish FM is trying to offset these events by
taking imitational steps yet again, and along the lines of the
normalization of Armenian-Turkish relations.

`In other words, he once again is trying to divert the international
community’s attention from the events toward the recognition and
condemnation of the Armenian Genocide,’ the turkologist maintained.

He also expressed a view that Turkey will attempt to convince
Azerbaijan to make some concessions in connection with the settlement
of the Nagorno-Karabakh conflict.

`The Azerbaijani party [to the conflict] has managed to undermine the
reconciliation process, and [therefore] Turkey will try to obtain
Azerbaijan’s consent in exchange for certain pledges,’ Andranik
Ispiryan concluded.

To note, Turkish FM Ahmet Davutoglu had confirmed that they were
carrying out activities to open the boundary. `If we can convince
Azerbaijan, we could make a surprise. Work is conducted on the border
with Armenia. Our activities toward 2015 [i.e., the 100th anniversary
of the Armenian Genocide] are in progress, too. `Our demand is that
they [that is, the Armenian troops] withdraw from Karabakh. If there
is a progress in this matter, both the border and the railway will
open. Of course, we want to do this together with Azerbaijan,’ the
Turkish FM had said.

Armenia’s former Justice Minister, member of the constitutional
amendment commission Gevorg Danielyan told Zhamanak daily that the
draft amendments to the Constitution must have been finalized on
December 15.

He also said that the draft will be discussed with the participation
of all members of the commission, after which it will be submitted for
the next stage. Mr Danielyan, however, declined to elaborate on what
the next stage will be, the newspaper says.
