The office of the Ombudsman of the Republic of Armenia has stopped
considering Emma Sahakyan’s appeal complaining about the use of force
when she was detained on Dec. 2, 2013, and asking for the Ombudsman’s
help. Sahakyan informed Epress.am of this and said that she received
the Ombudsman’s “ridiculous” decision days ago. Sahakyan said the RA
Human Rights Defender Karen Andreasyan simply sent a request to police,
and in the response the facts were obviously distorted, she said.

“It was noted that allegedly an unknown citizen contacted Arabkir
Police Division and said there will be riots with improvised
explosives at the Marshal Baghramyan metro station, after which the
police implemented the appropriate precautionary and preventative
measures. It also says that with the aim of ensuring the health and
safety of citizens this area was to be evacuated, in the process of
which I too was evacuated,” she said, showing the police explanation
sent to the Ombudsman.

She was quite surprised also by the fact that in his letter Andreasyan
mentioned that she has no permanent residence, a fact which has not
been mentioned at all until now.

“For two years, under the sun, in the rain, wind, and cold, I have
been standing here, and suddenly on the day of [Russian President
Vladimir] Putin’s visit, police officers remembered that weather
conditions didn’t allow me to remain on the street; that’s why ‘police
officers invited and guided [me] to the station.’ They dragged me away,
there were a few of them pushing to get me in the car, they saw that
it wasn’t working, they held my arms and legs, the rest pushing my
back shoved me in the car. Now in the letter they write that Sahakyan
wasn’t detained by use of force,” she said.

On the same day that Sahakyan was picked up by police, another family,
also protesting outside the president’s residence, was also removed
by police.

The Armenian police, addressing both incidents, published a statement
[AM] on its official website: “We received information on December 1,
2013, that Ashot Khudoyan staging a sit-in outside the RA President’s
residence might resort to unpredictable actions; thus, four employees
went to Yerevan’s Baghramyan Avenue and met with Ashot Khudoyan and
his wife Heghine Makaryan, identified themselves and suggested they
leave the area, as the Russian Federation’s president’s official
visit was going to take place at the RA President’s residence.

“Aware of the situation, they along with their 3 minor children sat in
the car provided by police and asked to be taken home, 27 Shahumyan
St. in Vagharshapat [Etchmiadzin]. Upon arrival, the couple reported
having forgotten their 7-month-old in a container at the place of
the sit-in.”

In conversation with the Epress.am correspondent, Makaryan accused the
police of lying. She says at 4 am on Dec. 2 men in civilian clothing
circled the area and at 6 am they detained them with the use of force,
leaving their baby behind.

“They dragged me, my husband, and my three daughters, half-asleep
and barefoot, out onto the street, forced us in the cars and drove
to Etchmiadzin. During the entire time I was shouting that my son was
left behind, among the blankets, but they didn’t pay attention. Later,
after speaking to someone on the telephone, those who detained us
were speaking with one another that ‘we forgot the child’,” she says.

Cooperation between Armenia and Iran and its prospects have been in
the news during the passing week as the Islamic Republic’s ambassador
in Yerevan hinted at the possibility of agreeing on a non-visa
regime soon.

Mohammad Reisi also made other remarkable announcements showing
Tehran’s interest in developing deeper relations with Yerevan.

The Iranian economy will soon begin to recover in view of the removal
of Western economic sanctions, said Martin Cerisola, the International
Monetary Fund assistant director for its Middle East and Central Asia
department. That neighboring Iran is preparing for economic take-off
is also evidenced by the unavailability of free hotel rooms in Tehran
as representatives of the world’s largest companies have occupied them.

One of the main tasks of recovering Iran is oil and gas exports to
Europe, and the best possible way is to transit fuel through Armenia
and Georgia. However, formally this proposal has not been made
yet, although at the expert level it is being actively discussed
at present. Moreover, it is noted that the best Armenian-Iranian
projects are torpedoed by Russia, for which the influx of Iranian
oil to Europe is disadvantageous.

And it is not just about oil. Armweeklynews.am, citing Iranian
newspapers, reported that Russia and Iran have agreed that Russia will
finance the construction of the railroad Astara (Azerbaijan) – Astara
(Iran) – Rasht, for which Iran will pay to Russia by oil. If true, this
would mean that Armenia once again is left out of regional projects.

Armenian Prime Minister Tigran Sargsyan received the Iranian ambassador
on February 12. Ambassador Reisi noted that the development of
relations with Armenia is one of the priorities of the foreign policy
of Iran, and Tehran is ready to expand cooperation in bilateral
and multilateral formats in various fields, especially in terms of
energy and transit. The matter concerns building a hydropower plant in
Meghri and the third line of Armenia-Iran electric power transmission,
as well as laying the railway and an oil-pipeline.

The 12th session of the Armenian-Iranian intergovernmental commission
is due to be held in Tehran at the end of February. The ambassador
invited the Armenian premier to visit the Iranian capital. Earlier,
it was also reported that Iranian President Hassan Rouhani will soon
pay a visit to Armenia.

Armenia’s decision to join the Russian-led Customs Union, in fact,
deprives it of the opportunity to pursue an independent foreign and
economic policy, making it reject profitable projects that Moscow
finds to be competition to its own projects.

“We didn’t lose our independence, we just need to struggle for it,”
ex-Foreign Minister of Armenia Vahan Papazian said today at the
discussion “Armenia Today and Tomorrow”. According to him, one should
not compare the current period with the 1990-s.

Ex-Foreign Ministers Alexander Arzumanian and Vartan Oskanian also
participated in the discussion.

“Our problem is in the policy implemented by the current authorities.

And the point is not only that the illegitimate authorities are
looking for support outside the country,” Papazian noted.

In his words, there are no irreversible phenomena in politics and
everything which is taking place now can be rectified later.

Speaking about Armenia’s entry into the Customs Unions, Vahan Papazian
frankly said that he does not quite understand what kind of union
the Custom Union is.

“I think the Customs Union will become a platform for political
unification, that is, the task will be a political, rather than
economic one,” the ex-foreign minister said.

Turkey may open its border with Armenia shortly, according to an item
published on the website of the Voice of Russia Radio.

Referring to a Turkish newspaper Aksam, the author of the item says
that Turkey is going to open up-to- date border crossings on the
border with Armenia and Iran with the support of the EU. Demining
activities have been launched in the eastern direction of the border.

The project will cost nearly 52 million EUR. The Armenian-Georgian
border undergoes modernization simultaneously.

The Turkey-Armenia-Georgia route may become quite busy, because
Brussels never wastes money, though the Turkish-Armenian border is
so far closed and the two countries have no diplomatic relations.

Armenia and Turkey signed the “Protocol on the establishment
of diplomatic relations” and the “Protocol on the development of
bilateral relations” in Zurich on October 10 2009. Following Turkey’s
unwillingness to ratify the protocols and attempts to link ratification
with the Karabakh conflict made President of Armenia Serzh Sargsyan
sign a decree on suspension of the procedure of ratification of the
Armenian -Turkish protocols. Nevertheless, the relations of the two
countries experience certain changes.

The author outlines the new geopolitical realities in the South
Caucasus, Armenia’s accession to the Customs Union and then to the
Eurasian Economic Union (EAEU). For Turkey the border with Armenia
may get a status of the border with the EAEU.

“According to Today’s Zaman, after the P5+1 and Iran agreed on
a landmark deal in Geneva, Tehran is gradually getting out of the
international isolation and becoming a big player in the region. Due
to its stable trade and economic relations with Armenia, Iran gets
a direct access to the Customs Union via Armenia – something that
Turkey lacks so far. Consequently, the closed border with Armenia
will no longer be a measure of political pressure for Turkey. It
may become a problem of the lost economic opportunities. As regards
Turkey’s relations with Azerbaijan and its stance on the Karabakh
conflict, it would be right encouraging Baku and Yerevan to establish
a dialogue and achieve agreements. The experience of the so- called
Arab spring and the Syrian conflict shows that such policy of Turkey
just aggravates the situation and impedes the possibilities of the
Turkish diplomacy. It was not for nothing that Turkey welcomed the
meeting of the Armenian and Azerbaijani presidents after a two-year
interval, which may lead to a ‘road map’ on the Karabakh peace process.

Modernization of the Turkish-Armenian border and demining on the
near-border areas shows that Ankara has a positive scenario and seems
to be preparing to lift the blockade of Armenia,” the author writes.

Speaking after the fourth hearing of the retrial into the assassination
of Turkish-Armenian journalist Hrant Dink, friends of the murdered
journalist said on Wednesday that the retrial should bring about
justice and satisfy the public.

In May 2013, the Supreme Court of Appeals overturned a court’s original
ruling which dismissed the existence of an organized criminal network
in the case.

Speaking in behalf of Dink’s friends, Agos newspaper columnist
Karin KarakaÅ~_lı told the press that seven years had passed since
the murder and through all that time, state institutions have been
pointing at each other to acquit themselves in the eyes of public.

Dink was shot by an ultranationalist teenager, Ogun Samast, on Jan.

19, 2007, in front of the Agos newspaper office, where he served as
editor-in-chief. In January 2012, a court ruled on life imprisonment
for Yasin Hayal on charges of instigating the murder; another suspect,
Erhan Tuncel, was acquitted of murder charges.

The lower court, which found no evidence that a terrorist organization
was involved in Ogun Samast’s assassination of Dink in 2007, had
acquitted the suspects of claims that they had been forming a terrorist
organization. The court did, however, say they were guilty of forming
an illegal and armed organization to commit a crime, prohibited
under Article 220 of the Turkish Penal Code (TCK). However, after
the decision of the Supreme Court of Appeals, a retrial started in May.

TEHRAN (Tasnim) – Iranian energy minister and Armenia’s minister of
environmental protection agreed on Wednesday to step up Tehran-Yerevan
joint efforts to monitor and reduce water pollution in the Aras River.

The Iranian capital of Tehran saw Energy Minister Hamid Chitchian,
and the visiting Armenian minister of environmental protection,
Aram Harutyunian, holding a meeting today to discuss a range of
environmental issues, including active cooperation to tackle the Aras
River pollution.

The rising pollution levels in the border river have been blamed
mainly on the discharge of untreated sewage from an Armenia-based
copper factory into the river water.

In the meeting, the two ministers, accompanied by their senior
advisers, decided that Iran and Armenia should put efforts into
monitoring water pollution in Aras online and take measures to stop
the discharge of toxic waste from the copper factory into the river.

The Aras is a river located in and along the countries of Turkey,
Armenia, Azerbaijan, and Iran. Its total length is 1,072 kilometers.

Given its length and a basin that covers an area of 102,000 square
kilometers, it is one of the largest rivers of the Caucasus.

The Aras River rises near Erzurum, Turkey. It meets with the Akhurian
River southeast of Digor, flows along the Turkish-Armenian border,
and then near a corridor that connects Turkey to Nakhchivan.

It then flows along the Iranian-Azerbaijan and the Iranian-Armenian
border. The river then flows along the border between Iran and
Azerbaijan to meet with the Kura River at the village of Sabirabad. It
then directly flows into the Caspian Sea.
