EU Will Provide Armenia With About 2 Million Euros To Modernize Food

EU WILL PROVIDE ARMENIA WITH ABOUT 2 MILLION EUROS TO MODERNIZE FOOD SAFETY LABORATORIES

YEREVAN, April 11. / ARKA /. In 2015 the European Union will provide
Armenia with about 2 million euros to modernize its food safety
laboratories, Abraham Bakhchagulyan, head of the State Food Safety
Service, an affiliation of the Ministry of Agriculture, said today.

“According to international and local experts, although our laboratory
facilities comply with international standards, we need to expand them
and install new equipment,” he said at a meeting of the Coordinating
Council on Plant Quarantine of the CIS countries in Yerevan today.

He said the three-year program calls, in addition to acquisition of new
equipment, also for organization of trainings for local professionals.

The EU provides assistance to Armenia under a program designed to
strengthen laboratory capacities for food safety, implemented by the
Enterprise Development and Market Competitiveness program, financed

Chairman of the Committee of Ministers of the Council of Europe
Sebastian Kurz has responded the question of the Azerbaijani MP’s
question during spring session of the PACE.

Member of the Azerbaijani delegation to the PACE Rafael Huseynov
addressed a question about Armenia’s out-of-date Metsamor nuclear
power plant.

Metsamor is one of the few remnants of the old Soviet nuclear reactors
built without primary containment structures. Only a few of these
first generation water-moderated reactors are still in use today,
being past or near their original retirement ages, but what sets the
Metsamor nuclear power plant apart from all the others is the fact
that it’s located in a potentially hazardous seismic zone.

Huseynov said since 2001, the issues on stopping operation of Metsamor
nuclear power plant, working with out-of-date technologies and situated
in active seismic zone were raised repeatedly and the power plant
underwent several failures.

He noted that several times different documents were prepared and
addresses were made personally by him on this real danger. “But there
are still no results. Taking increased tendency of earthquakes in the
region into consideration, the experts think probability of terrifying
accident in the Metsamor Nuclear Power Plant is inevitable,” Huseynov
underlined.

Huseynov said in case of accident including, not only people from
Armenia but also millions of people from Georgia, Azerbaijan, and
Turkey, as well as other neighbor states some European countries will
become victims of this nuclear tragedy.

He asked what preventive and concrete measures can be taken on this
terrible problem as soon as possible.

Responding to the question, Kurz, who is also Austrian Foreign, said
the Committee of Ministers of the Council of Europe is not engaged
on nuclear energy issues.

“So I will answer your question as the Foreign Minister of Austria.

The recent events have shown that nuclear centers are not so safe. In
this connection, I understand your concern. For example, in my country
we’ve decided to abandon nuclear centers and we are concerned of the
safety regulations of nuclear centers near to us. Now we mainly focus
on new energy sources. We hope that in the future, Europe as a whole
will not use nuclear energy,” Kurz said.

Metsamor NPP was built in 1970. After the devastating earthquake
in Spitak in 1988 it was closed, but in 1995, the operation of
the station was resumed and a second reactor was launched despite
international criticism.

The lifespan of Metsamor expired in 2010, but Armenia and IAEA experts
have agreed to continue the operation of the plant until 2016.

The nuclear power plant poses a serious threat to the security of
the entire region, especially to the neighboring countries – Turkey,
Georgia and Azerbaijan. Therefore, the three countries demand immediate
shutdown of the plant in view of the danger.

According to environmentalists and scientists from all over the region,
seismic activity in the area renders Metsamor nuclear plant an extreme
risk even if a new generation reactor were to be built. Given the
large number of minor earthquakes in the area in the last ten years,
as well as the intensification of the seismic processes, scientists
predict that in the event of a major accident at Metsamor, not only
Armenia, but also other countries of the South Caucasus and Middle
East states would be severely affected.

Four non-governmental forces should develop an action plan to fight
the authorities, Raffi Hovannisian, Leader of Heritage Party, said
in his speech at the Liberty Square in Yerevan, Wednesday.

“To that end, I offer the leaders of Prosperous Armenia, ANC and ARFD
parties to develop a joint agenda and action plan at our next meeting.

I am sure, without such meeting, the steps of our four parties will
be unpromising,”Hovannisian said.

According to the politician, the leaders of the four parties ought
to meet given the public expectations from them.

“Heritage will make no deals with anyone. We seek contacts to settle
the country’s acute problems. I am deeply convinced that it is
impossible to do it without public support, especially now, when the
authorities of Armenia lack any sign of legitimacy,” Hovannisian said.

Armenian-Polish Trade Grew Last Year To $44.6 Million

ARMENIAN-POLISH TRADE GREW LAST YEAR TO $44.6 MILLION

YEREVAN, April 9. / ARKA /. Armenia’s trade with Poland in 2013
amounted to $44.6 million, up from $42.6 million in 2012, Martin
Sarkisian, the chairman of Armenia’s Commerce and Industry Chamber,
said today.

Speaking at an Armenian-Polish business forum in Yerevan he said
Armenian exports to Poland surged by 85 percent last year to $1.1
million.

According to him, Armenia sells to Poland crayfish, strong drinks,
cigars, cigarillos and cigarettes, as well packaging materials and
containers.

He said Armenia imports from Poland dairy products, sugar,
confectionery, alcohol, cigarettes, drugs, essential oils, perfumes,
cosmetics, glue, pipe, plastic products and tiles.

Poland’s ambassador to Armenia, Zdzislaw Raczynski, said there is
still a large untapped potential for Armenia and Poland to boost
their trade ties.

“I urge the Polish businessmen to be more active in cooperation with
their Armenian colleagues. I also urge Armenian business people to
look at Poland as economically highly developed country, “he said.

He said Poland has the sixth largest economy in the European Union.

Raczynski said also the embassy of Poland in Armenia is ready to
provide any assistance to the forum participants. -0-

Armenian Ambassador to Ukraine Andranik Manukian has explained the
Armenian vote against the UN resolution, which branded the Crimean
referendum illegal, with the country’s foreign policy and adherence
to the right of nations to self-determination.

“Armenia voted proceeding from its national interests and foreign
policy. Armenia has always voted for the right of nations to
self-determination… Armenia voted down the Ukrainian resolution not
because it was against Ukraine. Our country did not betray Ukraine,”
the ambassador said in an interview published by newspaper Segodnya
on Saturday.

He recalled at the same time that Ukraine had repeatedly supported
Azerbaijan with its vote on the Karabakh issue. “Ukraine supported
that document when the UN General Assembly was considering a Baku
resolution on Karabakh in 2008. But we did not even send a letter of
protest to the Ukrainian Foreign Ministry,” Manukian said.

He also said that the Armenian vote was not related to Russia’s
influence. “We see our future in close cooperation with it [Russia]
and we are preparing to enter into the Customs Union but this vote is
linked to our position on the right of people to self-determination,”
the diplomat said.

As to the relations with the new Ukrainian authorities, Manukian said,
“We are constantly discussing all aspects of bilateral relations with
the Ukrainian Foreign Ministry. We seek to preserve the traditionally
friendly relations. During these meetings I try to explain our position
in the UN ballot. I think representatives of your Foreign Ministry
understand it.”

The ambassador also expressed hope for the continuation of “the
traditions of friendship and brotherhood” between Ukraine and Armenia.

SOME 10.3 BILLION DRAMS WORTH TOBACCO PRODUCTS PRODUCED IN ARMENIA IN FIRST TWO MONTHS OF 2014

products were produced in Armenia in the first two months of 2014, a
34.9 % increase when compared to the same period in 2013, according to
the latest numbers, released today by the National Statistical Service
(NSS).

Tobacco products in January- February 2014 constituted approximately
10.4 % of the output of the total manufacturing industries.

According to the statistics, in real terms some 1.976.7 billion pieces
of cigarettes were produced in January and February, which was s 46.8 %

Team Champion.

The 31-year-old player appeared as a member of Bad Königshofen Club.

In the final match Bad Königshofen Club beat its main rival
Baden-Baden with the score 3,5:2,5. The decisive point was scored
by Mkrtchian, who scored a victory against WGM Anna Zatonskih,

ECHR Finds Turkey Guilty Over Lengthy Detention

ECHR FINDS TURKEY GUILTY OVER LENGTHY DETENTION

The European Court of Human Rights (ECHR) has found Turkey guilty in
another case about the length of a pre-trial detention, the Hurriyet
Daily News reports.

The ECHR ruled that Turkey breached both the right to liberty and
security and the right to a fair trial.

Ziya and Mehmet Ergezen, a father and a son, were detained in
2005 after several kilos of explosives were seized in a search at
their home. The following year they were sentenced to ten years’
imprisonment for membership of an illegal organization (the outlawed
Kurdistan Workers’ Party, or PKK) and possession of explosives.

After the judgment was quashed in June 2007, the court ordered for
the applicants to be held in pre-trial detention until November 2007,
when it upheld their conviction on the same terms.

In February 2009 the Court of Cassation again quashed the judgment of
the Assize Court, which ordered the applicants to be kept in pre-trial
detention, until September 2010, when Ziya Ergezen was released on
the grounds that he was suffering from cancer and unlikely to survive.

Ziya Ergezen died later that year.

The following month, the criminal proceedings against him were
interrupted on grounds of his death and his son was sentenced to 10
years’ imprisonment. Taking account of the length of the latter’s
pre-trial detention, the Assize Court released him.

An appeal against that judgment was dismissed by the Court of Cassation
in December 2010.

In the end, the ECHR ruled that Turkey must pay 4,000 euros to Mehmet
Ergezen and 4,300 euros jointly to the heirs of Ziya Ergezen.

CONTEMPORARY PROBLEMS OF CENTERS FOR ARMENIAN STUDIES ABROAD

Centers for Armenian Studies are structures that conduct scientific
research and/or higher education activities related to Armenian
language, history, culture, politics, as well as generally to Armenia
and Armeniancy. There are approximately 70-80 such institutions
outside Armenia.

Centers for Armenian Studies are either separate institutions or
divisions of broader institutions. Individual institutions usually
belong to the Armenian diaspora. Examples of such structures are
Zoryan Institute (USA), the Mekhitarist Order (Vienna, Venice), etc.

Centers that are part of larger institutions can be divided in two
categories according to their affiliation. One category would consist
of those being part of larger Armenian structures. For example, the
Department of Armenian Studies at Haigazian University in Beirut is one
of such centers. The second category would include centers for Armenian
Studies, which are not part of the Armenian structures. These are
mostly departments/chairs of Armenian Studies at various universities
(for example, the Institute of Armenian Studies at the University
of Southern California, the Chair in Modern Armenian History and
Literature at Boston University, the Program of Armenian Studies at
Hebrew University of Jerusalem, etc.). These were established and act
within various university departments. For instance, the Program of
Armenian Studies at Hebrew University of Jerusalem is implemented in
its Institute of Oriental Studies, the Center for Armenian Studies
at State University of Nizhni Novgorod is within the Faculty of
International Studies, and the one at Cairo University is part of
the Faculty of Arts. Remarkably, the departments of Armenian Studies
in foreign higher education institutions often start out as courses,
and then develop over time to become serious centers.

Establishment of centers for Armenian Studies abroad is often
facilitated by the following circumstances:

1. Interest toward Armenian studies in foreign countries1.

2. Efforts of the Armenian diaspora aimed at preserving the Armenian
identity in foreign countries.

3. Efforts of Armenia aimed at preserving the Armenian identity in
diaspora, developing Armenian studies abroad, and spreading Armenian
culture and civilization around the world.

Recent diplomatic contacts of the RoA and external communcation
of Armenia’s scientific/educational institutions have resulted in
establishment of chairs of Armenian studies in higher education
institutions abroad. For instance, during the meeting of rectors of
Yerevan State University and Tehran University in October 2011, an
agreement was reached to found a chair of Armenian studies at Tehran
University2. After completing his mission in Armenia in September
2010, A. Bozhko, Ukraine’s former Ambassador Extraordinary and
Plenipotentiary to Armenia and an expert in Armenian studies, promised
to make efforts for establishing a chair of Armenian studies in Kiev
University3. Another important example is the initiative to open a
department of Armenian studies at the University of Connecticut within
the framework of Armenian-American cooperation in higher education4.

Thus, diplomatic relations of Armenia and inter-institutional
cooperation between Armenian and foreign higher education institutions
are presently crucial for increasing the number of centers for Armenian
studies and spreading these studies around the world.

The Role of Centers for Armenian Studies Abroad

Centers for Armenian studies in foreign countries implement educational
and research functions and have a certain role and significance in
the life of Armeniancy. Among these roles the following four are
worth mentioning:

Firstly, through their operations they contribute to preserving
Armeniancy in diaspora. Along with the churches, schools, press and
other structures the centers of Armenian studies are institutions
that consolidate Armenians in the communities abroad and bring
knowledge pertinent to their national identity. Many young Armenians
study at the departments of Armenian studies at various foreign
universities, this way learning the Armenian language and getting to
know about Armenian history, literature and culture. This reinforces
national self-consciousness among the diaspora Armenians and helps
preserve their Armenian roots. In the modern era of globalization the
assimilation processes accelerate, so in diaspora “not only culture,
but also science should contribute to preserving the national identity
and traditions”5.

Secondly, the centers for Armenian studies abroad are important
for Armeniancy in terms of spreading the Armenian civilization in
the world. These centers are, so to speak, agents for creating and
spreading knowledge about Armenian language, culture, the Armenians and
Armenia in foreign countries. Through their activities the foreigners
learn about the values of Armenian civilization, as well as problems
that Armenians and Armenia are concerned about, because not only
Armenians, but also foreigners take classes at the departments for
Armenian studies at foreign universities.

Thirdly, it is the importance of developing the Armenian studies per
se. With clear orientation towards the field, these centers make a
considerable contribution to the development of the Armenian studies,
whether intended or not. In this respect the role of Mekhitarist Order,
the Department of Armenian Studies at Haigazian University in Beirut
and other institutions is invaluable.

Fourthly, in the current situation with information warfare it is
critical to repel and counter the Turkish and Azeri encroachments
against the Armenian history, culture and anything else. This
relatively new direction is one of the most important tasks for the
Armenian studies6.

The Objectives of the Centers for Armenian Studies

At present the centers for Armenian studies abroad face very serious
problems and challenges, which not only create barriers to their
normal work, but even threaten their very existence. The first serious
challenge is represented by financial problems. Centers for Armenian
studies abroad are financed mostly from Armenian sources, i.e.

diaspora and Armenia. Neither diaspora, nor Armenia have unlimited
resources, especially that diaspora also has to resolve scores of
other issues that require considerable funds, such as financing
the schools, cultural establishments, churches, press and lobbying
activities. Hence, due to scarcity of funds some centers for Armenian
studies abroad have even found themselves under a threat of closing
down7.

Another important challenge that centers for Armenian studies in
foreign countries face is related to human resources. Quite often
these center are unable to function properly due to the lack of
necessary specialists and become idle, consequently facing a shutdown
of operations.

The lack of scientific/research and educational materials also
represents a serious problem. Located far away from Armenia, centers
for Armenian studies in foreign countries often encounter the issue
of shortage in textbooks, necessary literature, documents, archived
and other materials.

Understandably, the financial problem is the main challenge,
as the other ones often stem from it. The lack of funds makes it
very difficult for the centers of Armenian studies to keep their
specialists, attract new ones, procure necessary literature and
materials.

Cooperation Opportunities

Obviously, without cooperation with Armenia it would be very hard
for the centers for Armenian studies in foreign countries to increase
effectiveness of their work. The structures in Armenia that cooperate
with them are mostly government agencies (Ministry of Diaspora,
Ministry of Education and Science, etc.) and scientific/educational
institutions (Yerevan State University, the National Academy of
Sciences, etc.).

The Republic of Armenia with its scant means has been able to offer
some financial assistance to the centers of Armenian studies abroad,
to a possible extent. However, it is clear that resolving this issue is
largely related to the economic development of Armenia with consequent
increase of financing capabilities.

Armenia’s economic development is out of the scope of this article.

Therefore, we shall briefly mention some other ways of collaboration.

These include methodological support, provision of educational and
research materials, cooperative research, joint conferences, etc.

1 This is especially evident in countries with well-developed science
that have interests related to Armenia and Armeniancy. These are
leading countries in the world and our region, such as the USA,
Russia, Turkey, Iran, Israel, etc. On such basis the centers for
Armenian studies are typically set up as university departments.

In European weightlifting tournament in Israeli capital Tel Aviv,
Armenian weightlifters have already had two medals.

In 56 kg weight category our Smbat Margaryan took the third place,
and 69 kg weight category Vanik Avetisyan was the second and won
silver medal.

Today World champion of 2010 Tigran G. Martirosyan and Vice champion
of 2009 Arakel Mirzoyan will compete, who are considered the favorites
of 77 kg weight category.
